 In order to avoid any lines outside of the building, the Waiting Area is sized to accommodate 20 customers comfortably.

COMMUNITY SUPPORT

Elected Officials State Representative Michael Moran and State Representative Kevin Honan as well as the Mayor’s Office of Neighborhood Services are in favor of the proposal and City Councilor Liz Breadon has submitted a letter of non-opposition for the proposed change in use.

Community Support The team has conducted a number of community meetings to solicit feedback and answer questions from interested community members. The Brighton Allston Improvement Association voted to support the proposal 16

SAFETY & SECURITY

• Plan for on-site Security Personnel: • All security staff on site will be Happy Valley employees. All security personnel undergo a thorough background screening prior to being hired. • Security team members will always be scheduled during retail store hours. No fewer than 3 security associates will be on site during the hours of operation. During busier times there may be more scheduled as needed. • One associate in the security office/camera room • One associate at the retail entrance verifying ID’s of anyone requesting entry to the dispensary • All customers have ID’s verified in accordance with CCC Requirements for admittance. All HVV Employees are trained on how to recognize fake ID’s and what ID’s can be accepted. • No one is allowed into the store under 21 years of age. SAFETY & SECURITY 17

• Security Plan: • HVV Security shall be proactive in preventing theft/diversion by utilizing industry wide best practices in theft prevention and detection including video surveillance, alarms, etc.

• HVV is protected by a state-of-the-art security system that includes video surveillance, motion detectors, glass break detectors, panic buttons, hold up alarms, duress codes and door contacts at all entrances and exits, and anywhere cannabis may be stored. This system is monitored 24 hours per day 7 days per week by a third- party monitoring company.

• To reduce the possibility of product loss, including diversion, access shall be restricted in product areas to only the minimum number of employees essential for efficient operation.

• All vendors and service contractors shall always be escorted by facility staff during their visit to the secure part of the facility, and a visitor's log is maintained at all times. PLAN FOR PROTECTING YOUTH 18 FROM ACCESSING THE PRODUCT

• HVV Security Associates shall identify all individuals requesting entry to the facility. • In the Entry Vestibule an Agent will take the ID and verify that the ID is valid, and that the customer is 21 or older by utilizing the AGE-ID electronic license scanner. • Each greeter shall be trained on how to use the Age-ID Scanner and have an Age-ID device at his/her station. • In addition to the Age-ID scanner, each Agent shall be trained how to recognize a false or fake ID. Upon request to enter the property, the Agent shall check each customers identification to verify the ID is valid, and the customer presenting the ID is over the age of 21. • Acceptable forms of ID are a state issued ID or driver’s license with photo, a valid passport, or a valid military ID card. 19 ID VERIFICATION PROCESS

• Girls' LEAP provides girls with the tools and skills to keep themselves safe, both emotionally and physically. Deliveries -All deliveries will take place at random times, in unmarked vehicles, with a focus on avoiding high traffic times

Security -The establishment will utilize state of the art security system which will allow the entire premises, inside and out, to be monitored

-Security staff will ensure there is no loitering outside the establishment or around surrounding properties

Parking/Transportation -This site is ideally located next to multiple transportation options including the MBTA’s Green Line (B, C and D Lines), bus stops, as well as both free and metered parking.

Product Transportation • The product will be transported in HVV secure delivery vehicles that will bear no markings. These vehicles shall be set up in a way so that no marijuana or MIP’s are visible to the public from the outside. The vehicle travels a randomized route that goes directly to the receiving location without additional stops.

• HVV delivery vans are upfitted with a locked security cage in the cargo area that is part of the vehicle and cannot be removed. Access to this area is limited to only authorized RMD agents and all deliveries are done with two badged agents. Additionally, all HVV delivery vans are equipped with a GPS and live streaming camera systems that are monitored by HVV during transport.

• Brighton deliveries will be done several times per week; and the days, times and routes will be randomized.

• The delivery vehicle will contact the Brighton facility 15 minutes prior to arrival so security can be prepared for the incoming delivery.

• The delivery vehicle will park directly in front of 1937 Beacon St, in view of the security cameras. The product will be in secure transport boxes and will be brought directly into the secure storage area on the lower level of the facility. Security agents will stand by as the product is moved from the vehicle to the facility. 30 TRANSPORTATION: MONEY • Plan for Receiving Money • On several occasions during the week, Plymouth Armor Group (PAG) will arrive to transfer cash from the Dispensary to our financial institution. The process for such transfer works as such: • PAG drivers contact the Happy Valley security office via land line to advise of their pending arrival. • The Security Associate assigned to the Security Office will then call the Security Associate assigned to the Exterior Post via telephone, NOT OVER THE RADIO and advise him the truck is in-bound. • The security associate will sign in one of the couriers, while the second courier stays with the truck. • Once signed in, the courier will be escorted to the vault by a Happy Valley Security Guard and the store’s GM. • Once at the Vault, the store’s GM will grant access to the vault and stay with the courier, accompanied by the Security Guard. • After the pickup the PAG team will be escorted back to the truck. • At this time, the courier will load his vehicle under the supervision of the Security Guard and the Dispensary GM. • Once completed the Security Guard will sign out the courier and re-claim the visitor badge; the truck will then leave without any delays. • While the courier is on the property, they shall ALWAYS be monitored via security camera. In the event of a robbery or attempted robbery, the security associate assigned to the security office shall activate the panic button alerting the police.
