a Motion in the name of Councillor Larry O'Toole That this committee make provision for remedial and drainage work on the football pitches at McAuley Park, Dublin 5.

b Motion in the name of Councillor John Lyons This area committee proposes a consultative meeting on the new development at millwood Court to take place as soon as possible, with all relevant DCC officials, North Central elected members, local residents and FOLD Housing in attendance.

c Motion in the name of Councillor John Lyons This area committee supports the proposal for an all-weather football pitch on the coolock Lane park site for Kilmore Celtic FC and John Vianney FC, two local football clubs that continue to play a significant and much-valued role in the lives of hundreds of young people in the community.

d Motion in the name of Councillor John Lyons This area committee calls for the enhancement of the public domain located along the shopping area on Shantalla Road next to .

e Motion in the name of Councillor Deirdre Heney That an update on the upgrade of the playground in Fairview Park be provided and that same upgrade include provision of playground facilities for (a) Children with special needs (b) Very young children as well as (c) Children aged 13/14 years and a full statement be made on the matter to include provision of (a), (b) and (c) above.

f Motion in the name of Councillor Alison Gilliland The North Central Area Committee recognises the congested flow of westbound traffic from the Malahide Rd to the Coolock Interchange at peak evening hours and the congested eastbound traffic from the Coolock Interchange towards the Malahide Rd at morning peak times. The North Central Area Committee recognises that part of this traffic is coming from and going to the Clonshaugh Industrial Estate. The North Central Area Committee also recognises that the

Oscar Traynor Road will become an even busier east/west artery when Oscar Traynor Land Initiative is developed. Therefore to better manage traffic flow into and out of the Clonshaugh Industrial Estate, the North Central Area Committee requests that the following actions be taken

i) a westbound turn right filter lane and filter light be installed into the Industrial Estate (coming up the road from the Northside Shopping Centre) and that

ii) a viability study to build a roadway out of the Industrial estate onto the R139

g Motion in the name of Councillor Donna Cooney To ask the manager to look at the possibility of introducing Speed bumps on mount prospect park Clontarf D.3. h Motion in the name of Councillor Donna Cooney To ask the manager if pilot segregated waste bins could be provided on Dollymount beach and then introduced to St Annes Park, Fairview Park and Clontarf Promenade.

Order: Noted. The manager committed to providing “Dementia Training” for all city council staff (front line staff in particular) across the North City Area in conjunction with the Age Friendly Programme. Presentation to be circulated to the attendance.

b Pre Part 8 Report to initiate a Part 8 planning application for Fairview Park Tearooms

Order: Agreed to proceed to public consultation phase. Councillor O’Farrell expressed concern that the toilet provisions planned are inadequate to meet the needs of the elderly & people with disabilities. Les Moore to liaise with Councillor O’Farrell & the CRC to determine if there is a hybrid type facility that would be more suitable.

c Part 8 St. Anne's Park (Overview of Part 8 Application to be made later this Spring/Summer)

Order: Noted. The manager is to revert to the next meeting with an update on the potential of infill housing being built on the spine site as a means to eradicate anti-social behaviour there. Ongoing anti-social behaviour & criminal activity to be raised at the next JPC. Deirdre Murphy to engage with the schools through the Darndale Forum and Richard Cleary (in conjunction with the NCA Community staff) to initiate a children’s poster campaign to combat illegal dumping.

a Planning Enforcement Councillors requested a comprehensive presentation on enforcement – a step by step guide through the process, in particular, what recourse is there for blatant non-compliance of planning permissions.

b Sports programmes for younger children in schools The manager to link in with the Sports & Wellbeing Partnership in relation to the provision of boxing sports programmes for younger children (8-10 year olds) in schools across the area.

a Motion in the name of Councillor John Lyons

This area committee calls for the installation of public lighting along the pathway connecting the Oscar Traynor Road to Cromcastle Road, 2 Page 6 adjacent to the Kilmore West Recreation Centre, the pigeon club and recently unveiled community garden. This area is known for anti-social behaviour - public consumption of alcohol and recently, a number of mugging attempts, making it unsafe for many residents in Kilmore West wishing to walk to and back from the local shopping centre.

Reply:

The Parks Service do not provide lighting within Parks or Open Spaces unless there is no safe lit alternative routes. As there is an existing lit route from the Shopping Centre via Kilmore Road and Cromcastle Road the provision of lighting along this route would be considered very low priority.

That this area committee reaffirms its commitment to the Glin Boxing Club, fully supports the building of a new premises to accommodate the club at the Glin Road sports centre, requests an update on the project to date and a realistic timeframe for the commencement and completion of the new building.

Reply:

Dublin City Council made a commitment in 2018 to look at adding or enhancing boxing facilities the North Central area.

A site beside the Glin Sports Centre was identified as a potential site for a boxing facility subject to site investigations and negotiations with user groups.

All architectural, QS and consultation services were carried out in house and funding was secured jointly between the Sports and Recreational Section and the North Central Area Office through discretionary funding.

Sweeny Architects have been successful on a recent procurement competition to issue final design, part 8 application, this will include developer procurement and management of the project throughout construction until completion.

Designs needed to be aligned with budget costs in full consultation with user groups and stakeholders and final design to be issued in the coming weeks.

Only when final designs are issued will it be possible to issue a schedule of events 3 Page 7 from part 8 planning application to procurement of developer.

Dublin City Council remains fully committed to bringing this project to tender.

To request that a traffic survey of Kilmore West be conducted as a matter of urgency, with a meeting between representatives from Beaumont Hospital, Dublin City Council and An Garda Siochána to be convened at the earliest possible date to address this continuing and worsening public safety issue.

The Local Area Manager will arrange a walkabout with Councillors in Kilmore West. We will identify all issues and follow up by arranging meetings with relevant DCC Departments, An Garda Siochána and Beaumont Hospital to identify a list of actions we can take to help resolve these issues.

That this committee agrees to put ‘share with care’ signage for shared pedestrian and cyclist usage between the pedestrian crossing at Alfie Byrne road and the Clontarf promenade as this area is currently used by pedestrians and cyclists and poses a safety risk. Please see photo attached for area indicated.

Reply:

The Clontarf to City Centre Cycle Scheme will involve the construction of segregated cycle tracks on both sides of the road, from the Amiens Street/Talbot Street junction to the Clontarf Road/Alfie Byrne Road junction via North Strand and Fairview. The cycle tracks will tie into the existing cycling facilities on the promenade to the east of Alfie Byrne Road.

As part of the scheme, it is proposed to reconfigure the Clontarf Road/Alfie Byrne Road junction in order to incorporate the new cycle tracks and also to realign the cycle link between the junction and the promenade, whilst providing separate footpaths for pedestrians travelling between same.

At this time, the scheme is anticipated to go to construction in the autumn of 2020 and construction is expected to take approximately 2 years. In the short term, it is proposed to introduce signage at this location and an appropriate solution is currently being developed. 4 Page 8

Page 22 Update on actions for Kilmore Football Club

Dublin City Council area management and elected members met with committee members of Kilmore FC in December 2019 to discuss some issues that the club were experiencing. The club spoke of their need for a base (clubhouse) for children to meet and change, about the need for somewhere for parents to park, the need for a footpath to the containers and a fence along the wall surrounding the pitch. There was also discussions about developing an all-weather pitch and/or clubhouse on the Oscar Traynor site.

We looked into a number of these issues. As was agreed at the meeting, we spoke to the management of The Range who have agreed to allow the club parking there on match days and during training when the gates are open.

We spoke to Parks about the need for a footpath to the containers. If this was to be installed from the pedestrian lights at the entrance to the industrial site it would cost about €25-30,000, with another €5-6,000 for a set of kissing gates.

Due to the length of the perimeter from Larch Hill to the Range, it would cost circa €150,000 for railings of 1.1 to 1.3 metres in height and another €50-60,000 to erect them.

With regard to a clubhouse we have facilitated meetings with the trustees of St Lukes Youth Club and members of Kilmore FC. We are working on drawing up a local agreement between both entities where the football club will be able to use the building for gathering and changing facilities in the short to medium term.

There are discussions ongoing between the school behind St Lukes and the soccer club and it is hoped that the girl’s teams will be able to play their games within the school campus. This will lead to parents being enabled to park beside St Luke’s YC.

Discussions are ongoing to arrange the younger boys teams to play on the lower pitch and this will allow for parents to park in The Range car park. It is hoped to either move one container down to this pitch or to obtain another one.

Due to the cost of railings it may be a more prudent option to plant circa 40 trees along the length of the pitches which would cost circa €5,000. There is also a need to look at repair and capping of the small wall along the site.

If we provide a new container (or move one of the present ones) on the lower pitch we can provide a small footpath from a new kissing gate to the container. We can then also provide a small footpath up the higher end from the cross footpath to the containers. Both footpaths and a kissing gate at the lower end will cost circa €20-25,000.

In the longer term the development of a clubhouse and/or an all-weather pitch will require consultation, design, planning, sports capital applications and club fundraising. The sports capital programme will only provide 85% funding so the club would have to help in the fundraising to provide the remaining 15%. There is also significant ongoing costs involved for clubs in covering the costs of a sinking fund, annual maintenance costs and lighting costs.

We have made some good progress with the club and will continue to work with them to move on to the next steps. Funding sources for the works in the medium term will need to be agreed.

Update on proposed Safety Forum for Kilmore West

It is proposed to hold the inaugural meeting of the Kilmore Safety Forum on Wednesday 25th March 2020 at 7pm in the Kilmore West Recreation Centre. Invitations will be forwarded to all North Central Area Elected Members, participants in the Get Kilmore going project, An Garda Siochána, local Sports Clubs and other Community activists with links to Dublin City Council and An Garda Siochána. Present at the meeting will be Dublin City Council Public Domain Officers, Housing Officers and Community Officers. It is intended to agree the terms of reference for the Forum at this meeting. These terms will include but will not be limited to the dates, locations etc. for the Forum, who should attend, what will be reported on and by whom and issues that may need to be prioritised going forward. Once these have been agreed it is hoped to hold a public meeting at which we will brief the local community on the Forum’s formation and expected workload and look for community activists to put their names forward for election. It would then be expected that the Forum will meet on a bi-monthly basis in line with other Safety Fora.

Update on Public Realm Plans for Santry Following several representations from elected representatives, the North Central Area Office agreed to investigate the feasibility of carrying out public realm improvements in the Santry area, which could help to make it a more vibrant, liveable, accessible and age friendly village. A sum of €200,000 was made available through the Area Office and by the councillors through the Area Discretionary Fund. The North Central Area Office put in place a plan to begin consultation with elected members, residents and businesses with regard to possible improvements that could be agreed upon. On the 17th January 2020, the Area Office facilitated a walkabout for the elected members from Santry Resource Centre through the village to the far end at the motorway bridge at Shanrath Road. A list of possible improvements in the public realm was drawn up including footpaths, buildings, green spaces, planting, street furniture, poles and overhead wires. On the 19th February 2020 the Area Office met with the Whitehall/Santry Residents Forum and made a presentation to them on the possible works that the elected members and area staff had considered during the walkabout. The Forum also made a presentation to us on the developments that were being considered for the area. We explained that we were putting funding aside to carry out public realm works similar to those we had presented but also welcomed their input into the process. It was agreed that the Forum would meet the following week and come back to us with their input and ideas. On the 21st February 2020 the Area Office presented the findings from the walkabout to the Santry Business Association. They welcomed our proposals and we had a useful discussion with them on their issues and ideas. We spoke about the possibility of hanging baskets on poles, bicycle racks and the need for a pedestrian crossing between The Comet shops and the units across the road. We spoke about the possibility of match funding for some of the proposals. On 3rd March 2020 the Area Office met with Omni management. We discussed our proposals for the public realm on the main street. They informed us that they keep the site from Omni down to the Queensway site cut back and clean. They stated that they keep the footpath outside their entrance clean along with the area around the pedestrian crossing. I spoke to them about some planting inside their railings and the possible painting of the railings. They informed us that they were planting trees inside the railings and would be painting the railings when the weather improved. They were also putting some planters in their car park areas. The Area Offices are pulling together all the information gathered and will come back to the Area Committee and the different groups next month with 5-7 key tasks or projects that we might progress with our designated funding and possibly with some matched funding from line departments and businesses.

SCULPTURE DUBLIN

Report for North Central Area Committee March 2020

1. ABOUT SCULPTURE DUBLIN

Sculpture Dublin aims to raise awareness of the Dublin’s sculptural heritage and to create a series of ambitious new sculptures in parks and public spaces city-wide. It is a Dublin City Council initiative developed by Parks and Landscape Services and the Arts Office and supported by the Hugh Lane Gallery.

The idea originated with Art in Parks (2014), a guide to public sculpture sited in Dublin City Council parks. Art in Parks acknowledges a rich history of public sculpture in the city including a series of ten sculptures that were commissioned as part of the 1988 millennium celebrations. The value of art in public places is underestimated – Sculpture Dublin aims to celebrate existing sculpture and add to this legacy.

The programme objective is two-fold: to increase the visibility of public sculpture in Dublin, building public awareness and understanding of sculpture, and to commission exciting new works which enhance and draw attention to different locations and aspects of the city.

2. STAKEHOLDER CONSULTATION

Stakeholder consultations were facilitated by DCC and Visual Artists Ireland in 2019 and the findings have informed key programme objectives:  Programming – develop a public sculpture programme including new commissions;  Public Engagement – achieve a new public awareness of, involvement and interest in sculpture;  Legacy – make sculpture central to the identity and experience of the city / make Dublin a destination city for sculpture.

3. OUTPUTS AND OUTCOMES

Sculpture Dublin will deliver a series of public sculpture commissions, a public engagement programme and a communications campaign between April 2020 and October 2021.

The programme will be informed by DCC’s Policies and Strategies for Managing Public Art and will support and adhere to the following DCC strategies and policies:  Dublin City Parks Strategy  Dublin City Cultural Strategy and Arts Plan  Dublin City Development Plan  Your City Your Space Dublin City Public Realm Strategy and Masterplan

Commissions Sculpture will be commissioned in each of the five DCC administrative areas between April 2020 and September 2021.

Page 33 Public Programme The public engagement programme will include:  A local programme developed with communities living near the new commission locations through libraries, schools, community/arts centres, colleges and the Local Area Offices.  A city-wide programme developed through partnerships and associated programmes resulting in a series of public events, including an Annual Sculpture Day, a Festival of Making, city sculpture trails, and temporary exhibitions and public programmes in museums, galleries and studio spaces across the city.

Communications Sculpture Dublin will be effectively communicated, through campaigns, press and media to a broad public – reaching beyond traditional arts audiences to involve and inspire people from all backgrounds and parts of the city – creating a new public appreciation of, and relationship with sculpture in the city.

The desired impact is a city where sculpture is ‘part of everyday conversation’, contributing to overall public confidence, self-awareness and pride of place. A range of stakeholders (arts, community, academia, city officials, business etc.) will have worked together to enhance the cultural life of the city, extending cross-sectoral networks through strategic creative programming. The programme will be realized through sound processes of consultation, selection and engagement and if developed over time, the city’s sculptural offering will become a powerful cultural asset with significant local, national and international resonance and reach.

4. SELECTION OF SITES FOR NEW COMMISSIONS

A set of criteria has been developed to assess the suitability of locations. The proposed site should: 1. Be in the public domain; 2. Be visible to a broad and diverse general public; 3. Be in the ownership of Dublin City Council; 4. Be suitable for the best display of the sculpture; 5. Give scope for artists to create a significant and noteworthy sculpture; 6. Represent a deficit in the provision of public sculpture in the city i.e. there are no existing sculptures in the immediate surrounding area.

North Central Area Desk research and an initial survey of potential sites has been undertaken for the North Central Area. The list of park sites includes , Clontarf Promenade, Darndale Park, Edenmore Park, Ellenfield Park, Fairview Park, , May Park, North Bull Island, Rockfield Avenue and St Anne’s Park.

Each of the sites identified have been measured and assessed against the above listed criteria with St. Anne’s Park emerging as a preferred location. Any other sites put forward by the Area Committee will be measured against this same criteria before a final selection is made by the advisory group.

6. PROGRAMME GOVERNANCE, MANAGEMENT & ADMINISTRATION

An advisory group made up of DCC executive members from Parks and Landscape Services, the Arts Office, the Hugh Lane Gallery and a number of external advisers (including from the Visual Artists Ireland) has been established. Its role is to develop a vision, purpose and values for Sculpture Dublin in consultation with key stakeholders, and to provide advice and guidance for the development and delivery of the programme.

A Programme Director, appointed by DCC will lead the development and delivery of Sculpture Dublin, with overall responsibility for a series of new public sculpture commissions and an accompanying public engagement programme. The Programme Director will report to the Steering Group and DCC Executive and will be supported by a Production Assistant, a Public Engagement Curator and a Communications Assistant.

A budget allocation of €1m (to include six new sculptural commissions, extensive public engagement and administration) has been agreed within the CRES Parks Capital Programme 2020-2022 for the delivery of the programme.

Regular reports and updates will be provided to SPC and Area Committees as the programme develops.

Vacant residential property acquisitions The Housing Department is currently negotiating the acquisition of 10 additional vacant residential properties under the buy and renew scheme.

Current processes underway to identify additional properties The City Council has established a communication forum with other Local Authorities, State Agencies and Approved Housing Bodies in relation to the recording and where possible the sharing of data on vacant properties.

There is a dedicated vacant housing database to record all properties reported to it and the City Council continues to liaise with Landlords, Estate Agents, Property Owners and the General Public to help identify vacant properties in the City.

The Housing Department vacant housing register has recorded 635 residential properties by accessing data from the CSO, Geo-directory, Vacanthomes.ie and internal databases. The City Council has undertaken 349 site inspections with a further 15 inspections scheduled and 11 title searches currently in progress.

With reference to a proposal to initiate the procedure for the Extinguishment of the Public Right of Way over the laneway at 5, 7 & 9 Marino Park Avenue, Marino, Dublin 3.

Proposal A request to have the public right of way extinguished over the laneway at 5, 7 & 9 Marino Park Avenue, Marino, Dublin 3 was received from the majority of residents whose properties abut the laneway. The reason for the closure is to prevent anti-social behaviour. The residents of numbers 7 & 9 Marino Park Avenue propose to incorporate the land into their gardens thus eliminating the requirement for a gate. The land at the rear of number 5 Marino Park Avenue was already incorporated into the garden of this property when the current owners purchased the house in the 1970’s. The residents have already applied to Dublin City Council’s Disposal Section for a disposal of land and this was assented to by the City Council at their meeting on the 2nd March 2020. The extent of the proposed extinguishment is shown on Drawing RM 37448 (copy attached).

Service Checks A service check has been initiated.

Statutory Requirement The statutory procedure involves giving public notice of the proposal in one or more newspapers circulating in the City and the affixing of that notice at each end of the right of way for a period of not less than 14 days. Any objections or representations made and not withdrawn shall be considered. The extinguishment of a public right of way is a function reserved to the elected members of the City Council.

Recommendation I recommend that procedures be initiated under Section 73 of the Roads Act 1993 to extinguish the public right of way over the area indicated on Drawing RM 37448

With reference to a proposed grant of a 25 year lease of the Brookhaven Centre, Bonnybrook, Glin Road, Dublin 17 to the Health Service Executive

The Bonnybrook Centre on Glin Road, Dublin 17 as shown on map SM-2020-0209 is occupied by St Columban’s F.C, Riverside Drug Awareness Group and the HSE.

The centre was constructed with the aid of grants from St Columban’s F.C and the HSE, and construction was carried out on lands in the ownership of the Council by way of licence with the HSE controlling and managing construction.

Pending completion of a lease of the premises, a temporary Caretakers Agreement was granted to the HSE in 2004 who in turn granted further Caretaker Agreements to St Columban’s F.C and the Riverside Drug Awareness Group for a period up to seven months.

Broad agreement was reached in 2008 to the general terms of the lease however the legal formalities were never completed. In 2019 Planning and Property Development received a request from the HSE to complete the process as they needed to regulate occupation by St Columban’s F.C and the Riverside Drug Awareness Group.

It is now proposed to complete the formalities and grant a 25 year lease of the Brookhaven Centre, Bonnybrook, Glin Road, Dublin 17 to the Health Service Executive subject to the following terms and conditions, which the Chief Valuer considers fair and reasonable:

1. That the proposed lease shall cover the area shown outlined in red and the right of way coloured yellow on attached map SM-2020-0209

2. That the lease shall be for a term of 25 years, backdated to the 1st December 2004 and expiring on 1st December 2029. The HSE will have the option to terminate this lease in December 2025 for no consideration subject to serving not less than 4 weeks’ notice.

3. That the rent shall be in the sum of €14,500 (Fourteen thousand five hundred euro), plus VAT if applicable, per annum exclusive of all outgoings, and that this rent will be subject to 5 yearly rent reviews linked to changes in the Consumer Price Index.

4. That the rent shall be abated to €200 per annum exclusive of all outgoings provided that the subject property is used solely as a sports clubhouse, for community purposes and by drug rehabilitation and awareness groups and, in the event of it ceasing to be used for such purposes, to revert free of charge to the Council, or the appropriate open market yearly rent shall apply as determined by the Council’s Valuer and shall not be abated.

Page 59 5. In the case of any future redesign or redevelopment of the car parking area (shaded in blue), the HSE shall agree to relinquish their lease of the area for no consideration. The Council shall relocate the Lessees temporarily or permanently to an equivalent area in the locality

6. That any signage will be subject to the prior approval of the Council

7. That the HSE shall not use the property or any part thereof as a residence.

8. That the HSE shall not sell, assign, sub-let, sub-divide, alienate or part with the possession of the subject property without the prior written consent of the Council. The Council shall receive early notice of the parties to, and the terms of, any proposed sub-letting or assignment.

9. That the leased area will not be used in connection with the consumption of alcohol.

10. That the HSE shall maintain the following levels of insurance: Public Liability Insurance indemnifying Dublin City Council in the sum of €6,500,000 for any one incident and Employers Liability of €13,000,000 proof of which must be provided to the Council annually.

11. That the HSE shall insure and keep insured the property and every part thereof in a sum equivalent to the full replacement value, at all times in the joint names of the Council and the Lessee against loss or damage by fire or other cause in an established insurance office to be approved by the Council and to pay all premiums or such sum of money necessary for that purpose and within 7 days after the same has become payable to produce to the Council the policy or policies of such insurance and the receipt for every such payment. In the event of loss of damage by fire or other cause, the Lessee is obliged to reinstate the property and every part thereof to its original state.

12. That the HSE shall at all times maintain proper order in or about the premises included in the Lease.

13. That the HSE shall keep the buildings and surrounding area and boundaries in a good state of repair and carry out all necessary maintenance on the building both internal and external. An authorised official of the Council, upon giving reasonable notice, shall be entitled to enter onto the property at any time to view the state and condition of the property and if necessary to prepare a schedule of dilapidation.

14. That the HSE shall not carry out any alteration or development of the site, or erect any structure or make any excavation without the prior written consent of the Council.

15. That the HSE shall comply at all times with the requirements of all present and future Waste Management and Litter Pollution legislation.

16. That the HSE shall be prohibited from erecting any mast, tower or aerial on the property.

17. That each party shall be responsible for their own costs in this matter.

18. That the Lessee shall be responsible for the payment of VAT, if any, that may arise for the granting of this lease.

The agreement shall contain such other covenants and conditions as deemed appropriate by Dublin City Council’s Law Agent. No agreement enforceable at law is created or intended to be created until exchange of contracts has taken place.

DCSWP HIGHLIGHT EVENTS & PROGRAMMES MARCH 2020  THE LORD MAYOR’S 5-ALIVE CHALLENGE 2020

The Lord Mayor’s 5 Alive Challenge continues over the next period. The 5-Alive Challenge encourages people to make a commitment to improve their health and fitness by taking part in some of the great road races held around Dublin.

Every year the challenge aims to inspire people to take up regular exercise and find the encouragement to stick to what may be a New Year’s Resolution through to the end of March and beyond.

Over 450 participants signed up for 2020 and are being supported by our wonderful team of mentors who completed the challenge in previous years. The mentors run every race alongside the participants pacing and encourage those who are struggling along the route.

In previous years we’ve found that participants have gone on to join local Athletics Clubs and have continued with a regular active and healthy regime. Before the challenge commenced the Former Lord Mayor commented;

“I am a beginner runner and am looking forward to taking on this challenge and improve my physical fitness with other 5 Alivers. I really believe in the benefits of regular exercise on both my physical and mental health. So many people have told me how previous 5 Alive Challenges kick started them to take up a regime of regular exercise and the difference it has made to their lives.

The final challenge, the BHAA Raheny 4 Mile Road Race will take place on Saturday 28th March from 11am in St. Anne’s park will complete the challenge for 2020 and will be followed by a celebration night in City Hall on Friday 24th April.

CHANGE FOR LIFE 2020

Change for Life is an 8 week programme that aims to improve the health of local communities through a partnership approach designed to support people to become more physically active on a regular basis and adopt a healthier diet. The programme runs in tandem with the RTE Operation Transformation TV show.

The programme was first developed in 2013 when a partnership was developed between Dublin City Sport & Wellbeing Partnership, Fatima Groups United, Health Promotion &

1 Page 69 Improvement, HSE Dublin Mid-Leinster and Dolphin Health Project. This partnership identified a need to tackle the issues of obesity and low physical activity levels in a new and innovative way

While weight loss has always been considered an important aspect of the programme Change For Life also aims to address other health indicators that could be improved through participation such as aerobic fitness, body fat percentage and blood pressure. Improving the psychological well-being of participants was also considered an important outcome of the programme. This all-round approach includes fitness assessments, general exercise classes, a 5K timed walk at the start and end of the programme to establish progress and nutritional/dietary advice.

The programme expanded further in 2020 with the inclusion of a DCC staff Change For Life initiative run by DCSWP Citywide Sport Officers. The classes takes place in the Civic Offices on Tuesdays and Thursdays from 5pm throughout the 8 week period. The programme offers Boxercise, Circuit Training and Bodypump classes. Physical assessments were provided at the start of the programme and are due to be repeated at the conclusion of the programme just before the end of March. .

SCHOOL’S CROSS COUNTRY 2020

In partnership with Athletics Ireland School Fhúrsa, BNS, Kilmore and Scoil Íde, Kilmore will take part in the annual school’s cross-country. The events take place on a North and South Side basis. More details to follow on dates and times. The Daily Mile campaign also continues citywide in schools.

This 8 week walking/running group targets underactive adults and aims to prepare and support participants to complete a 5k parkrun at the end of the programme.

The Celtic/Collins Park Easter and Maypark community events will take place on 5th (2pm- 4pm) and 13th April (11am – 1pm) respectively. These events are held in partnership with local residents associations. Opportunities to get involved with sport and physical activities will be provided by our local Sport Officers.

BOXING DEVELOPMENT OFFICER UPDATE

 The Startbox Initiative, a partnership between the IABA and Dublin City Sport & Wellbeing Partnership, represents an ideal way for young people (10 – 17 years) to first engage with amateur boxing, Ireland’s most successful Olympic sport. It is delivered by our 5 dedicated IABA/DCSWP Development Officers via local schools (primary & TY level) in communities across the Dublin City area. Approx 2,000 young people take part each year. The Programme is structured into Bronze (non-contact), Silver and Gold phases. The first phase focuses on general strength & fitness, method and technique. The DCSWP/Boxing Development Officer continues to engage with schools across the North Central Area delivering the the Silver programme.

 As part of the Fit 4 Class programme an 8 week boxing programme is currently being delivered in local schools in the next period;

 The Darndale FC Drop-In programme continues every Friday at 6pm in Belcamp village.

The FAI Women’s Football Development Officer delivers soccer development programmes aimed at increasing female participation in schools across the North Central area;
