Alleviation Measures - Alfie Byrne Road to Wooden Bridge.

Preliminary Flood Alleviation Project Brief

Clontarf Promenade between Alfie Byrne Road and the wooden Bridge Bull Wall Road, is an expanse of linear park, cycle track, walkways, trees, public seating, viewing points, art features, etc over a length of 3.5km and varying width of generally 30-40m. A flood defence embankment was proposed to be constructed in 2011 but due to public disquiet it was rejected. Subsequently, the local residents and businesses met with Dublin City Council to try and find a way forward for development of the Promenade including some form of flood defences.

Following the recommendation of a Conciliator between Clontarf Residents Association (CRA), Clontarf Business Association (CBA) and various departments of Dublin City Council (DCC) a Joint Working Group (JWG) was set up in February 2013 to try and agree a strategy for the development of this portion of the Clontarf Promenade including flood alleviation measures. This group has had nine meetings in total to date. The first four concentrating on the development of the community and city asset which is the linear park, it’s recreational, environmental and linkage values for the people of Clontarf, Dublin City and visitors. The next four meetings discussed the need for flood alleviation measures, the requirements of any flood defence and the building blocks of the height of any coastal flood defence; static flood level, wave height, wave overtopping, climate change allowance and freeboard (safety) allowance.

It was agreed by the JWG that some form of flood defence was required, but any proposal should minimise the visual impact to the Promenade, both with respect to its magnificent views, existing features and with regard to the health and safety of people using this amenity, particularly at night. A vision statement was produced by the JWG of the current assets of the Promenade Park and ideas for future enhancement. The JWG thought that many of the existing features of the Promenade were sufficiently good to be retained and any development should not be such as to make it unrecognisable from its current character.

It was also recognised by the JWG that a preliminary proposal for the flood alleviation measures would have to be agreed first as these will probably have a significant effect on development of the Promenade. At meetings five to eight which included advice from various consultants and the Office of Public Works, the JWG considered various flood alleviation options for the Promenade, raising the existing sea wall, putting a floodwall in the green area of the promenade, the rejected 2011 proposal and putting a floodwall adjacent to the footpath beside the Clontarf roadway.

It was noted that the existing sea wall does not extend the full length of the Promenade and is absent for circa 300m at the western end where it meets the Alfie Byrne Road.

Following this analysis, the JWG agreed that, based on the available data the flood alleviation proposal which is most likely to minimise the visual impact to the Promenade Park and leave as much of it as possible for current usage or development would be a dual flood defence comprising the existing sea wall and a secondary defence as close as possible to Clontarf Road and that this proposal would be put forward for computer modelling analysis.

It was also agreed that in order to ensure that this strategy operates along the full length of the Promenade, an extension of the existing sea wall of similar height would be necessary at the Alfie Byrne Road end.

This dual defence strategy involves the following: leaving the existing sea wall generally as it is but extending it to minimum health and safety levels (1.1m, 3’ 8”) at the Alfie Byrne Road end where it is missing and providing a second wall with flood gates as near as possible to Clontarf roadway for as much of the Promenade as it would be required. The existing sea wall defends against the current 1 in 200 year tide level of 3.15-3.2m Malin Head and also breaks up any overtopping waves. The Promenade area will be sacrificed to flood waters in extreme events and its length and grass surface will be used to advantage to contain and absorb flood waters. The secondary wall will only have to cater for secondary waves, climate change and freeboard thus reducing it’s height to a minimum. The car parks and all of the flood gates will be closed following warnings of very high tides; which are normally issued two days in advance.

This brief is therefore to carry out sufficient hydraulic design and structural design to produce preliminary drawings for discussion by the JWG and the public in general in order to finalise a preliminary planning proposal for this revised Promenade development scheme and to carry out preliminary costings for the scheme to ensure that funding can be provided for it.

Other options to protect certain higher risk areas of the promenade from flooding first, require a full flood scheme to be developed, agreed and a funding stream for it secured.

The vision statement for the Promenade by the JWG is attached, plus a landscape analysis presentation, by DCC Parks and Landscape Division which divides the Promenade into eight cells and highlights the main current assets of each cell. The nodal points at each end and where major roadways, (Vernon Avenue, Oulton Road, Hollybrook Road/St. Lawrence Road, Castle Avenue/Haddon Road & Conquer Hill Road), meet the Promenade are of particular importance.

Brief for consultant.

1. Read all previous reports on Clontarf Promenade Development from McCarthy Hyder (liquidated), Royal Haskoning (now Royal Haskoning DHV) and others supplied.

2. Review 100 year and 200 year static water levels.

3. Review local generated wave heights, speeds and periods for current 100 year and 200 year events. Use information from RPS Belfast and Royal Haskoning DHV in this review.

4. Review OPW requirements for static seawater height, wave height, wave over topping, climate change and freeboard allowances.

5. Use joint probability to calculate required defence levels at the existing sea wall and adjacent to pathway beside Clontarf Road for 100 year and 200 year events. These calculations are to be based on a dual defence system, using the existing sea wall, extended to the corner adjacent to Alfie Byrne Road at a height of 1.1m above ground level and a mainly new wall on the sea side of Clontarf Road Footpath beside the Promenade.

This analysis is to include the breaking up of the primary waves at the sea wall, filling up of the promenade area with sea water, generation of secondary waves in the Promenade area to the second wall which will have a number of closable floodgates to allow pedestrian access. Escape of floodwaters seaward after flood event and the use of non- return valves. Calculations of the height of the second wall should take into account the distance between it and the sea wall and the beneficially role the Promenade will play in alleviating flooding. The primary objective is to reduce the height of the secondary flood wall to its minimum while maintaining the statutory flood protection levels required by the Office of Public Works.

6. Carry out preliminary structural design of the new walls required. Comment of the strength of the existing sea wall. Carry out a review of the aesthetic design of the defences, including review of possible artistic approaches, material finishes, plus maintenance and cost implications.

7. Produce preliminary drawings in plan with at least 20 cross-sections from the sea side of the existing buildings on the opposite side of Clontarf Road with top levels and ground levels of each proposed defence. Typical wall thicknesses and foundation cross-sections are also required for proposed walls. These drawings will provide accurate flood defence levels required to inform the subsequent design process.

8. Consultancy budget. Preliminary costings estimate of flood alleviation elements of the scheme.

9. Allow for presentation of findings to Joint Working Group and one public consultation day with subsequent alterations to documents.

10. Advise on revised EIS/EIA to An Bord Pleanala. Advise on best planning procurement route.

11. Put preliminary programme together for hydraulic analysis, preliminary design, promenade development preliminary design, planning procedures, detailed design, contractor procurement, construction, maintain period, handover. Look at programme with EIS requirements and programme if EIS is not required.

12. Comment on areas of promenade suitable for significant development post flood defence construction and access to these, taking vision statement into account. Consider in particular the node points at both end of the Promenade and the junctions of Clontarf Road with other significant roadways.

Re: Wad River – Clanmoyle Scheme – Progress report 17.

Attached are a number of updates on Wad Scheme since my last report.

 Numerous further meetings were held with stakeholders including:- o Clontarf Golf Club (CGC), their advisors, DCC and our engineering consultant, o Irish Rail and DCC. o CGC valuer and DCC valuer, DCC and local residents impacted by proposed works. o Office of Public Works, DCC and our engineering consultant o DCC Traffic Department  Various legal and financial obstacles are still being overcome, but sufficient of these have been resolved to continue site works.  Wayleave drawings are agreed with CGC, draft drawings have been sent to the 20 effected residents in Clanmoyle Road and Collins Avenue East.  Further Cost Benefit Analyses have been carried out for the OPW who have agreed to fund project but only to current level of expenditure.  Foreshore licence is still being finalised.  Consultations with residents on Clanmoyle Road are ongoing. A further meeting is proposed this month.  Irish Rail have approved in principle wayleave agreement which is being finalised by DCC Law Agent and Irish Rail.  Slight revisions to full design and construction drawings in CGC have been agreed.  Local residents are being updated on progress on a regular basis or as milestones are achieved. Any resident requiring further info should contact the Project Office at 01-222 4809 or 222 4804 or by email at [email protected].  Haul Roads have been installed and remain in place over the site. 60% of new 1.5m-2.1m diameter surface water sewers and associated chambers has been installed. Clearance for the new retaining wall beside the railway line is completed and excavation for the foundations is completed, 40% of the new 4m high wall is completed.

 Works in private lands to the rear of certain properties in Clanmoyle Road and Collins Avenue East are programmed to commence in the 2nd quarter of 2014, subject to agreement with affected residents, some of which are outstanding despite repeated reminders.  Works on the public footpath, road and green within Clanmoyle Road are also programmed to commence in the 2nd quarter of 2014, assuming all agreements with residents are in place. Residents will experience some disruption during this period as excavation work is required to install the necessary pipe work. Traffic Management and a construction compound will be located along Clanmoyle Road.

 Following a procurement process a preferred tenderer is recommended to re-instate the golf course and documents are being finalised for the installation of Mechanical and Electrical equipment to control water valves and other essential infrastructure in rainfall events.

 The Scheme has the highest priority of Dublin City Council, its officials and other public representatives.

With reference to the above matter and advise that arising from queries, inter alia, in respect of the determination of the disposal price, the advice of the Law Agent and Counsel was obtained. This advice supports an interpretation of the relevant legislation which would produce a substantially lower disposal price than assessed heretofore by my office. Clarification is now being sought from the Department of the Environment, Community and Local Government, as to the correct application of the provisions nationally.

In the interim, the Council is suspending the processing of any new or existing cases affected. The standard fees charged by the Council continue to apply.

Executive Summary -Battle of Clontarf Heritage Trail

1. Background

This proposal is for a Heritage Trail for Clontarf promenade that will be part of the National Brian Boru trail and also be a heritage, health and recreation amenity for Dublin and Clontarf.

A Heritage Trail will create a focal point that currently doesn’t exist, for the “Battle of Clontarf” in Clontarf. It will form a key part of the 2014 Commemoration and continue to be an attraction for Clontarf in the future, contributing to local business and tourism. It will contribute to the amenity value of the area and encourage people to walk the promenade for health and recreation.

2. Proposal

To mount a series of information panels (6 in total) approximately every 0.5km between the Alfie Byrne Road and the Wooden Bridge. The information panels will be double sided and mounted perpendicular to the path on the grass verge in a new concrete stand. The panel will be of high quality, two pole, free standing, A0 size, weatherproof and vandal proof.

3. Content

The six boards will outline the story of The Vikings, Brian Boru and the Battle of Clontarf in word, map and illustration in English & Irish. The Boards will also have a section on Local History and a map higlighting items of interest along the way.

We will have a supporting website and an accompanying booklet will be produced for sale in the local shops and during the 2014 Commemorations.

4. Budget Costs

It is estimated that the overall cost of the Battle of Clontarf Heritage Trail will be approximately €32,000. A number of key assumpions have been made to arrive at this cost. Also note:

 The order has been placed for the supply & installtion of the display units with Signiatec Ltd and this price has formed the basis of this cost estimate.  This money can be raised from a number of sources including DCC, Dept AHG and local businesses.

5. Schedule

The project schedule is a 14 month programme, with completion anticipated at the end of March 2014. A number of key assumpions have been made to arrive at this schedule. For example:

 Official launch is planned for the 28th March 2014.  Main Battle of Clontarf Commemorations will be during April 2014.

Additional Waste Management Funding 2013 & Additional Funding Allocation to North Central Area 2014

Introduction

In 2013 an additional budget of €130,000 became available under the corporate waste management budget to the North Central Area Office for expenditure on enhancements to the public domain and to assist with waste management issues in the area. In addition, an amount of €216,000 has been allocated to the North Central Area to be spent in 2014. The purpose of this report is to outline how this extra funding has been spent in the Area to date and to outline where it is proposed to spend the funds in 2014.

The spend in 2013 is outlined in the table below and it should be noted that the additional €2,660 to the overall allocation of €130,000 came from the Area Office budget.

A request was received from the owners to initiate procedures for the taking in charge of the above estate. It is intended that the roads and footpaths in the estate, as indicated on the attached Drawing No R.M.26278 be taken in charge.

The Planning Department by order G14683 recommends that the formal procedure be initiated to have the development known as The Gables, Tonlegee Road, Dublin 5 taken in charge by Dublin City Council.

Recommendation It is recommended that the North Central Area Committee now agree to the initiation of procedure under Section 11 of the Roads Act 1993, as set out in Subsections 4 and 5 of Section 180 Planning and Development Act 2000, as amended by Planning and Development (Amendment) Act 2010, to declare the roads and footpaths indicated on Drawing R.M. 26278 to be public roads and footpaths in order that the process can be recommended to the City Council.

Notice of Part 8 Planning Consultation for an All-Weather Pitch on lands adjacent to Trinity Leisure Centre, Belmayne.

1. Introduction

It is proposed to construct a synthetic all-weather pitch on lands adjacent to Trinity Leisure Centre, Belmayne on a green field site.

The pitch will be floodlit to allow games to be played in the winter and will have a 6m perimeter fencing to make the site secure and prevent loose balls exiting the playing area. Poles for floodlights will be no greater than 16m high illuminating the pitch to the relevant Governing Body standard.

2.0 Appropriate Assessment

We will undertake Stage 1 Screening for Appropriate Assessment in conjunction with an ecologist to assess whether the project is directly connected to or necessary for the management of the site and whether the project alone or in combination is likely to have a significant effect on any Natura 2000 Sites in view of any conservation objectives.

3.1 Civil Engineering Works

There are minimal works to be carried out to prepare the site to level the formation to construct the pitch. The ground improvement works which are proposed will involve the trimming of topsoil with cut and fill to achive the appropiate levels it is anticipated that there will be no offsite disposal of site materials and that the 300 mm depth of topsoil will be stripped and re-used on-site for regrading of existing grass pitches. The installation of a drainage system will take place on made up ground. Works to the site will involve the stripping top soil surface; re-grade sub soil and filling using on-site materials; installation of a drainage system; import and installation of unbound stone; installation of kerbing; installation of a synthetic surface; installation of fencing; installation of floodlighting;re-spread top soil and landscape reinstatement. Access to the site for construction works is adequate.

3.2 Floodlighting

Floodlights are required to illuminate the pitch to facilitate evening use; therefore new floodlights will form part of the proposed works. The pitch will be used for training and competition and as such will have floodlights installed which will provide the minimum illumination required for training use i.e. a minimum of 250 lux level. Information on a typical floodlight system is provided in appendix 1.

The installation of the new floodlighting system will involve the erection of 6 No. galvanised steel columns supporting up to five luminaries on each columns, three at the ends and five in the centre. The columns will be a maximum of 16m high and will be fixed in position. The luminaries will be fitted with low glare hoods to reduce light spill horizontally back from the pitch. The use of modern fittings will greatly reduce the potential for light nuisance or ‘pollution’.The proposed site is well within the park and will therefore have no impact on the residential area.

3.3 Fencing

The fencing shall 4.0m in height to the complete perimeter of the pitch/court in the following format. The fencing shall comprise of 4.0m steel twin bar fence panels supported on steel posts at 3.0m centres. All fencing and components shall be in a powder coated black finish. Photographs of typical fencing have been provided in the appendix to this report.

3.4 Power Provision and Services in the Ground

The power supply feed for the floodlights will be from the existing Leisure Centre. Power demand for floodlights is not onerous and sufficient capacity will be installed to cope with demand. There are no known services on-site which would be affected by this work a no known utilities on site however checks are currently being carried out to confirm the above.

3.5 Surface Water Run-Off

New drainage will be installed in the sub-soils to ensure the new synthetic pitch and courts remains free of surface water. The method which will be used to allow water to exit the site is simple infiltration into the surrounding soils. The new drainage system will employ soak away type infiltration to allow the run-off to dissipate naturally on-site. An area to the side of the pitches will be identified to support natural infiltration via a network of soak away trenches. This is the most sustainable method that could be employed on this site.

Should a severe rainfall event occur then the pitch unbound stone network will have the capacity to temporarily store run-off, in a pitch of this size, temporary water storage of 200 cubic metres is possible.

3.6 Car parking

There is an existing underutilised carpark in the Leisure Centre.

4.0 Location/Orientation of Pitch

Drawings provided in the application show the location of the pitch relative to the Leisure Centre and the adjacent housing. The site was formerly used as a pitch so there is no change of use on the site.

5.0 Changing Facilities and Equipment

There is no requirement to install new changing facilities as the Leisure Centre has changing facilities. The sports equipment supplied will include for both soccer and GAA.

6.0 Access for Disabled Persons

The facility will be designed and constructed will full regard to universal access.

The criteria used to determine the need for traffic calming measures are as follows:  The road should have a straight run of approximately 200 metres.  The 85th percentile speed (speed exceeded by 15% of vehicles) should exceed 50km/h.  Traffic volumes should exceed 60 vehicles per hour.  There should be genuine road safety concerns based on accident statistics or observed road safety patterns or a written report from an Inspector in the Garda Traffic Division, Dublin Castle, relating to an issue of safety.

The Traffic Advisory Group at its meeting of 21st March, 2013, reported that the results of a speed survey carried out at the above-mentioned location on 22nd February, 2013, indicated that the 85th percentile speed for (details supplied) was 45km/h. It was also noted that (details supplied) is an emergency services route with high volumes of Heavy Goods Vehicles, and due to their industrial content, ramps would be subject to heavy wear and tear, where deterioration occurs more rapidly.

The Traffic Advisory Group, therefore, did not recommend the provision of speed ramps on (details supplied) as the road does not meet the warrant for the provision of such traffic calming measures and as increased noise levels would occur due to the road being a H.G.V route.

The householders first notified the NRA by letter dated 21st May 2010 of possible damage to their property, approximately six years after tunnel boring operations in that area were completed. The complaint was referred to the DPT office on 25th May 2010. As this property is outside the 30- metres "zone of influence" it did not have a pre-construction survey carried out. The house is 45 metres from the tunnel.

Under agreed procedures, the appointed firm of Loss Adjusters were notified by this office to attend at the property and investigate the householder’s claim. The Loss Adjuster contacted the householder and arranged to visit the site in order to inspect the property. The Loss Adjuster subsequently issued their Preliminary Liability Report and recommendations to the DPT office in October 2010.

The Loss Adjuster advises that they issued a letter on 1st September 2010 to the Claimants denying liability in this matter on behalf of the Insurers and Dublin City Council. As no response from the Claimant was received by the Loss Adjuster, no further action has been taken, and the case is classified dormant.

Road Maintenance Services has completed extensive localised footpath repairs in 2013 in (details supplied) Estate as part of last year’s Major Works Programme. There are a number of minor snags remaining as part of these works which are scheduled for repair in the coming 10 weeks. No carriageway works have been scheduled for this location in 2014.

There are no specific plans for improvements to open spaces in the above estate in 2014. It is proposed to continue the maintenance of the residential public open space and roadside tree maintenance in the charge of Dublin City Council in this estate as heretofore.

Waste Management Services have residential areas like (details supplied) cleaned on a twelve week cycle. There are no plans to install litter bins in a residential area like (details supplied) as they would be used to dispose of domestic refuse. The last junk collection was carried out in (details supplied) in August 2012 and there will be no junk collection there in 2014.

The remit of the Gully Cleaning Crew is to clean the 55,000 gullies in the city once every 12- 18 months and the gullies in the (details supplied) were cleaned during Sept 2013 so therefore I would expect to be back here sometime around Sept-Nov 2014.

If there are specific gullies causing problems then we can attend to them individually if we receive details from the residents about the problem and an accurate location.

If the repair was deemed to be more substantial, the works were placed on a waiting list irrespective of condition or priority. A more targeted approach is now being adopted which includes an inspection and a categorisation, as follows:

The account was not in credit at the date of transfer of waste collection service from the City Council to Greyhound. The total charge for the first 3 quarters of 2011 was €36 and payment was made by (details supplied) in respect of the 3 quarters of €24. The balance of €12 was accounted for by prompt payment reduction of €12.

Reply:

During 2011, as part of the budgetary process, the City Council decided that, due to the continuing loss of customers to the private sector waste operators and the cost of delivery of the service, we were no longer in a position to subsidise the waste collection service previously provided. Accordingly, a decision was taken to exit the waste collection service.

In reaching the decision to exit the waste collection service, we were anxious to ensure that an alternative service was provided to residents who had previously made use of the City Council collection rather than expecting all residents to contact a waste collection operator themselves. Accordingly, the City Council engaged in an asset sale process which involved seeking interest from waste operators nationally and which ultimately resulted in Greyhound Recycling & Recovery (GRR) agreeing to continue to provide a waste collection service to residents of the City from 16th January 2012, at the same rates as Dublin City Council charged for a minimum period of 6 months.

As part of the asset sale, the details of which are commercially sensitive, Greyhound agreed to collect or arrange to collect on the Council`s behalf, the outstanding charges due to Dublin City Council for service provided up to 16th January 2012. The final Dublin City Council bill for the period October 4th 2011 to January 13th 2012 was not issued until May 2012. The delay in issuing the bill was caused by the necessary requirement to comply fully with Data Protection measures.

At the recommendation of Greyhound, Payaway has recently been engaged to collect outstanding monies on behalf of Dublin City Council. 1. An Aerco ventilation unit was installed in this dwelling. This unit is installed in the attic and works to circulate air throughout the dwelling. 2. The system is working. On inspections some of the room vents were found in the closed position. This affects the working/effectiveness of the system. The tenant has been advised not to close these vents as it prevents this air circulation system from working. 3. This system has been installed in a number of dwellings and has been found to be very effective. Aerco have been requested to call to this dwelling and check the system again. 4. The tenant has been advised on how to operate the system. If vents are closed then the system does not operate to its correct capacity. The tenant has been advised of this. 5&6. There is no evidence to indicate health issues outlined above are as a result of residing in this dwelling. 7. As stated in 3 above the system will be checked within the next few weeks.

It is currently the case that maintenance requests for windows, window frames, front doors, panels and doorframes are investigated by the local depot. If the repair can be carried out by the local depot, i.e. minor repairs, repairs to handles/hinges, seal repairs etc it will be carried out locally and within a short timeframe (weeks). If the repair was deemed to be more substantial, the works were placed on a waiting list irrespective of condition or priority.

A more targeted approach is now being adopted which includes an inspection and a categorisation, as follows:

This system will ensure that those windows in greatest need of replacement will be dealt with in the shortest timeframe. There are currently 740 houses from the previous list which will be re-assessed according the above categorisation, so that the backlog can be realistically tackled.

Over the past 5 years, the City Council Drainage Division has responded to an average of 54 individual complaints of rodent sightings per year. On receipt of a rodent related complaint, the Drainage Division will inspect the location and if there is evidence the problem may emanate from the public drainage network, the location is then baited.

A characteristic of the Dublin City Council drainage network is that each connection, either from a business premises or domestic premises, must be fitted with an interceptor trap. One of the purposes of the interceptor trap is to prevent rodents travelling from the public sewer into private drainage networks.

It is still the Council’s intention to tender the works packages this year commencing in March with a start-on-site date of May. The project is expected to be completed within 2 years of works commencing.

The tender package work is progressing satisfactorily however these tight timelines are contingent on the owners (banks, buy to let and owner occupiers) giving formal consent to consultants to undertake surveys of individual apartments and also providing keys so their units can be accessed.

Approximately 23 forms from owners remain outstanding.

We have been broadly supportive of Summer & Christmas events on an ongoing basis and have had Community Team input there in relation to both.

2.75m Malin (est. 15 year event), Monday 3rd February, 2.5m Malin (est. 1 year event). Fortunately only small quantities of rainfall accompanied these very high tide levels so the drainage network could be utilised to accommodate overspill onto (details supplied) Road. The wind was generally southerly or south south west thus the wave action was relatively mild especially for the two major events.

Only one house in (details supplied) was reported as having minor flooding, although without the temporary defences this number would have been significantly higher. More rainfall or stronger easterly winds would have overtopped these temporary defences for the larger events.

The (details supplied) Road was almost closed to traffic on a large number of occasions. The Bull Island wooden bridge was officially closed on three occasions due to waves splashing up on it. The linear park had significant quantities of sea water on it, due to the above, and some lesser events with more wave action, on ten separate occasions.

Due to very high astronomical tides on the 28th February to 5th March these temporary defences will remain in place. A decision will be made after 7th March whether to leave them for an extended period.

The play equipment will include a Zip Line, a Climbing Space Net, and a Giant Walking Rope Swing and for smaller children a Viking ship which is placed in the core area of the playground. It is intended that the core central area of the play ground will be for younger children and will have a new surface or engineered wood fibre installed and the rubber fall areas are also intended to be renewed. Play for the older children will be outside the perimeter of the core area but will be visible from the core area when surrounding tree works are completed.

b. The trees in front of the car park were mainly self seeded Sycamore trees that were in very poor condition. The removal of the trees has allowed for greater transparency into the park giving a greater sense of space. In order to retain the sylvan nature of the perimeter young healthy replacement trees have been planted .To help improve biodiversity within the park the new young trees will be underplanted with spring bulbs to provide colour and help flag up the changing seasons. It is intended to screen the view of cars in the car park by planting a hedge on the grass margin directly in front of the cars so there should be no view of cars from the park.

A decision was made by Dublin City Council to refuse the Cabinet licence application BC0103/12 under Section 254 of The Planning & Development Act 2000 in 2012. Eircom has the option to appeal the above decision to An Bord Pleanála. In this instance Eircom has indicated to Roads & Traffic that they are looking for a new location for the refused cabinet BC0093/12. Furthermore, Eircom intend to install the granted cabinet BC0103/12 as soon as they get the high level go ahead from The ESB re power supply to new cabinets. Approval is expected this week.

Parks and Landscape Services recommended refusal of 1 cabinet at this location due to the visual intrusion and sense of loss of security arising from the presence of a number of cabinets in close proximity to each other. It is understood that in such cases the applicant assesses the outcome of the application and assesses possible alternative locations for such facilities before an alternative application is made. The litter wardens and all staff in the Waste Management Services are continuously removing these “cash for car” signs and they appear again in a matter of days.

Early last year I requested the Gardai to contact the mobile phone company to have the number disconnected but that was not possible as it is a non-registered number. Apparently the phone number is only used to take calls and after a period of time the number is discarded and a new sim card with a new number is purchased. I rang the mobile numbers. with a view to arrange a meeting but have been advised against this due to Health & Safety reasons.

Through the Joint Policing Commission we will now be working with senior Gardai members and we hope to be in a position to take legal action against the people involved in the signage.

Unfortunately, there is currently no plan to install CCTV in any of our senior citizen complexes. This is because of a lack of suitable monitoring facilities, bearing in mind the data protection implications involved in any CCTV system, and also due to the lack of available funding. On that basis. no estimates have been sought for this type of work.

The Area Maintenance Foreman will contact the Housing Liaison Officer for this complex and supply leaflets and advise on removing mould and dealing with condensation issues. He is available to speak to any individual tenant who is concerned over this issue.

Electric Ireland issue six bills per year, one every two months. Electric Ireland are committed to reading meters four times a year so four of the bills are based on actual readings provided by ESB Networks. The remaining two are based on estimates. Estimates are calculated based on previous meter readings (provided by the customer or ESB Networks) or on estimates (informed by previous usage where available). It is the responsibility of the tenants to contact their electricity supplier in relation to estimated bills. Customers can avoid estimated readings by submitting up to date meter readings either by phone at 1850 337 777 or by email at www.electricireland.ie. Customers can also opt for a Pay as You Go Metre to avoid the build up of electricity costs.

A note has been circulated to all the residents in (details supplied) outlining their options regarding electricity bills and the local Liaison Officer is available to assist with getting meter readings and with any queries the residents may have.

As part on the management and development plan for St. Anne’s Park, the tennis courts adjacent to All Saints Road are being upgraded. Late 2013 saw four of the existing courts renewed and converted into synthetic turf surfaces referred to as “ Tiger Turf ” and it is intended to continue to convert more of the courts in 2014 as resources permit. It is intended to seek funding for the project through this year’s Sports Capital Grant scheme and applications for a grant will be submitted by the end of February 2014. However The Parks and Landscape Services intend to focus available resources on the project to improve and provide new facilities as soon as possible. Parks and Landscape Services have worked closely with the (details supplied) and it is proposed that the existing Macadam Tennis Courts will be redeveloped for tennis and bowling only. To facilitate the need for an all weather training area for football it has been agreed with (details supplied) that a synthetic all weather pitch be installed beside the tennis courts and to this end a Part 8 planning permission has been lodged.

That the manager report on the following details about the planned hydraulic analysis of the Naniken river. When will the analysis start and approximately how long will it take? Can you confirm that you intend to do the whole length of the Naniken River as well as the catchment area of the river and all tributaries? Will City Council engineers be doing the analysis or outside contractors? Can the manager compile a report explaining all that is involved in a hydraulic analysis?

Report:

Finance has been made available for a hydraulic study of the River Nanniken. The first stage in the process is to tender for a service provider to carry out the study. The typical time frame to procure a service provider to carry out a study of this nature is approximately 9 months after which the study can commence.

The study time will depend on the extent of the brief and it is not possible at this stage to give an accurate indication of how long the study will take. It is anticipated that the brief will include the entire length of the river including tributaries.

A typical hydraulic analysis will endeavour to identify existing flows in to a culvert and assess its hydraulic performance. It will seek to identify where the weaknesses or pinch points are in the culvert and by building a hydraulic model of the culvert will identify a range of options and associated costs to improve the hydraulic performance.
