That the Santry River at the rear of Raheny Park be cleaned on a regular basis as requested by resident in email to me listed below: “My wife and I live at 46 Raheny Park and our property backs onto the Santry River. We have a garden shed on the north bank of the river behind the new apartment development that I use as a library/office so it has valuable equipment and books that I would prefer no be damaged. When the weather is fine there is nothing so pleasant as the sound and sight of the river and typically, a couple time a year when the water is low, I put on my wellies and clean the junk out of the river as it passes our property and that of our immediate neighbors. Last year I removed all measure of junk including tires, wheels, motorcycle frames and a heavy roll all-weather pitch carpet. (it was necessary that I cut it that into pieces to move it as it was very heavy with silt. Ultimately, I stacked all the refuse near the gate from the Watermill Road housing estate into the river and eventually it was removed. I certainly don’t mind cleaning out cans/bottles/light litter etc but that was a bit much. Now, a few months later, it is even worse. At any rate, the fine weather has brought the children out into the river. I know that when I was young I would probably have led the gang into the river so I can certainly understand young people’s fascination for such things. However, I would not have dumped junk in the river nor would I have defaced property along the banks. We have notified the Gardai on a couple of occasions and I believe their liaison officers are working on that problem. Quite apart from the damage caused, I have personally seen rats in the river and a bite from a rat carrying weils disease could be fatal which is the last thing I would want for any child...or parent. Request number one is that you undertake to warn parents about the danger in the river...quite apart from slips, falls, etc. (a neighbor told me that a young man broke his arm in the river a couple of years ago.) damaging and defacing property is an offence. Request number two is that you ask the city council to remove the grade barrier and street workers barrier...pictures attached... that the young people have thrown into the river. I know that the city has undertaken works to ensure the flow of the river but as we live near a bend, things tend to accumulate and this junk, particularly the garda barrier, could dam up the whole river. While I accept that City Council is trying to eliminate right turns such as this across main roads, the problem for residents is a serious one in that they cannot safely gain access to their estate any other way and the City Council refuses to install a right turning filter light at the junction of Malahide Road and Collins Avenue Order: Report to Councillor

13 PART VIII PLANNING APPLICATION - Dublin Fire Brigade Training Centre, O.B.I., Dublin 3. A BRIEF SUMMARY / JULY 2010 Donnelly Turpin Architects

EXISTING CONDITION Advances in building as well as fire-fighting technology means that the training of firemen and women has had to evolve significantly over the last three decades. Recognizing that the training facilities at the O.B.I. in many cases had become substandard and needed replacement, in 2004 the Brigade prepared a Masterplan for the modernization of the training centre on a phased basis. This application is phase 3 of the Masterplan.

PROPOSAL The objective of this project is to refurbish/upgrade the changing and canteen facilities for all those involved in training activity. The proposal, located at the rear of the OBI building has three elements:

• The removal of a number of disused or substandard temporary structures. • The refurbishment of currently under-utilized or substandard space within the building • The addition of new accommodation that will house the canteen and changing facilities Significantly, the proposal rationalizes much of the existing accommodation to create a more efficient Training Facility both in terms of space and running costs.

The new extension is designed, both in terms of scale and material to form an integral and complimentary element of the OBI Building.

15 Priory Hall 257/2010 City Architects staff have carried out inspections of the exteriors and interiors of the Social Housing blocks 7 and 12 in Priory Hall. Inspection work was completed on 13 th July 2010. A summary of the findings from the inspections are as follows: External: Balconies: - Paving slabs were lifted on a number of balconies so as to inspect asphalt finishes, flashings and rainwater outlets. Sills to balcony doors are so low that sealing at this point is very difficult and has resulted in damp patches within the apartments at these doors.. In all cases this covered up work was found to be unsatisfactory and a comprehensive remedial works programme will have to be carried out to all of the balconies. Railings/Cladding to balconies : - The railings to all the balconies are not galvinised and are rusting. Construction and fixing is not acceptable. All railings and cladding to the balconies will have to be replaced. Roofs : - Some roofs are holding an amount of water indicating that roof falls are the wrong way, away from roof outlets. Remedial works will be required to roofs. Exterior Cladding : - The exterior panel cladding is in our opinion incorrectly fixed and poorly weathered. This will lead to water and damp penetration in the future. It is our intention to contact the suppliers of this material to request an inspection to determine if the cladding has been fixed to the manufacturers instructions. Internal: The interiors of all apartments have been inspected and reports prepared with a view to reinstatement for retenanting. Most of the work required internally is to doors, floor finishes, redecoration and replacement of some electrical sockets and light fittings. No inspection work in regard to Fire Compliance was carried out by City Architects staff.

16 REPORT TO NORTH CENTRAL AREA COMMITTEE – JULY 2010 REPORT ON CONDITION OF FOOTBRIDGE AT FAIRVIEW .

The last inspections of the pedestrian over-bridge at Fairview Park indicated the following: 1. The bridge is being used by approximately forty persons per hour throughout day time hours, and is inaccessible for mobility impaired and disabled users. 2. The over-bridge does not include for a parapet and canopy detail to prevent objects falling, or being thrown, from the bridge. 3. The bridge supports are close to live traffic and are not provided with heavy barrier protection. 4. The level of corrosion protection, painting and maintenance works on the bridge requires improvement.

The results of the inspection indicate that considerable works are required in order to improve the condition and layout of the bridge. The improvement options considered are as follows: a. To address all of the issues highlighted in the inspections above it would be necessary to replace the existing bridge with a new bridge at an estimated cost of €2 million, excluding the cost of any lands necessary for the inclusion of pedestrian access ramps to the bridge. b. To maintain the existing bridge and address the corrosion protection and painting of the existing bridge at an estimated cost of approximately €250,000. This cost would not reduce the future cost of removing and replacing the existing bridge structure in order to provide a satisfactory level of service.

As the current year’s road maintenance budget does not include for sufficient resources to facilitate the above options a further option of removing the existing bridge structure and the installation of an at-grade signalised pedestrian crossing in the vicinity of the existing bridge was considered for examination. The feasibility of removing the existing bridge and providing an at-grade signalised pedestrian crossing is currently being assessed.

Re : St Annes Park Condition of par 3 Golf Coursse and Tennis Courts

I refer to the request for the inclusion of a report on the condition of the park 3 Golf Course and tennis courts facility at St. Anne’s Park.

I wish to advise that Parks and Landscape Services Division has been carrying out a number of improvements to the facilities in St. Annes Park by direct labour in recent months, which include the preparation of Walled Garden for allotments, the completion of drainage operations associated with basic landscaping operations at James Larkin Road/ Mount Prospect Avenue, preparations for the International Rose Trials and Festival 2010, and completion of the additional 6 holes on the par 3 golf course at the park including the installation of pedestrian bridges. Based on current direct staff levels at the park, these works had some impact on some routine maintenance operations at the par 3 golf facility. Since the opening of the allotment area the full regular schedule of maintenance has resumed. The tennis court area is regularly litter picked, and swept with mechanical sweeper and the condition of these hard courts is consistent with other such facilities of the same age in parks thoughout the city. The person who has registered the complaint with councillors is welcome to contact the undersigned to walk the course and to discuss any specific information regarding staff performance. It is anticipated that the full 18 hole course will be available for play in September 2010.

The percentage current rate of occupancy was surveyed during operational hours over two days during business week commencing 5 th July 2010. The hourly tariff is €0.60 and the total revenue received to 29 th June 2010 in respect of these car parks was €20,731.70. The cost of installing the new parking ticket machines and providing statutory signage and road markings is estimated to be in the region of €40,000. The Council has received a small number of complaints from residents of roads adjoining these car parks of increased commuter parking on their streets. These were investigated and, in the main, were not substantiated. In one instance where displacement was complained of and warning notices were issued by the Council’s parking enforcement contractor, the local residents’ association subsequently requested that no enforcement action be undertaken. In some instances, parking congestion immediately adjacent to the car parks has decreased as adequate parking is now available in the car parks for short stay parking. The surplus revenue income from the operation of paid parking controls in these car parks, following recoupment of the Roads & Traffic Department’s initial outlay and a small contribution to ongoing costs, will be transferred to the Culture, Recreation and Amenity Department.

There has been no movement on any of the issues raised in the June Report. However Both Developers have been invited to the September North Fringe Forum meeting. The Court Case between Menolly Homes and Lagan Ireland continues in the Commercial Court. There is no firm date as to when this case will conclude. In the interim there is no work being carried out by Menolly or their agents on any properties in BeauPark, Clongriffin. There has been no contact with Menolly on this matter in the last 2/3 months. However Menolly and Killoe Developments have been invited to attend the next meeting of the North Fringe Forum in September.

Killoe Developments have carried out work continuously in BeauPark over the last year. However this is on a small scale of one or two houses at a time. The houses in question are owned by people who have signed up to the original agreement that Killoe offered. There are only three of these original agreements left and the remedial works on these three houses are to start after the builder’s holidays. Killoe have offered a new agreement to the remainder of the home owners who purchased from them. This is approximately 160 houses. There is no indication as to when work will commence on these properties.

Re: North Central Matters. North Central Area Office, Northside Civic Centre, Bunratty Donaghmede Dash 5K race Road, Coolock, Dublin 17.

On a warm balmy day in May, witnessed its first official 5k race. The inaugural Donaghmede Dash featured three laps of the park and then finished on the promenade in this magnificent public facility. A-Z Children’s Charity in association with Dublin City Council’s North Central Area Office and Raheny Shamrock Athletic Club organised the 5K race. There was also a separate 1.5K family fun run/walk. A-Z Children’s Charity is a Northside based registered charity (CHY 15459) providing health care and education for Ugandan AIDS orphans and vulnerable children.

There were 150 runners on the day and as they finished the race, they were entertained by a group of Ugandan drummers. Jim Kelly, Dermot Johnson, Eoin Ward and Pat Whelan all helped in the management of the event.

Boxing in the Community

Boxing in the Community represents a partnership between Dublin City Council, the Irish Amateur Boxing Association and the Irish Sports Council. The aim is to promote boxing and community activity, to encourage participation, to promote the values of sport and boxing in participation and co-ordination with all interested and relevant local groups. It is hoped to identify and assist local community initiatives which may benefit the development of individuals, the local community and boxing. The physical, emotional, psychological and social attributes of boxing are recognised and this sport is particularly well positioned to attract people whom other mainstream team based sports may be missing.

With this in mind, a fun based, NON-CONTACT introductory boxing programme has been developed, which is specifically aimed at encouraging those who may have little or no experience in boxing. Bearing in mind the current economic climate, keeping costs to a minimum was central to the design of this programme and it is hoped that this will encourage the target groups to engage in this new initiative.

The boxing in the community team have organised to implement one session of the Bronze Award Start Box Programme in Croke Park. There is no extra cost attached to this session and it will take place in the Cusack Stand dressing room. In addition, the Croke Park team has offered a discounted rate of €5 per person if groups wish to include the stadium and museum tour. This will also include a tour of the Fighting Irish Exhibition and tours will be conducted specifically for the participants. Following their tour, the groups will then finish their final start-box programme and will be presented with certificates for completing the Bronze Award Programme. Clongriffin Dart Station

The Dart Station at Clongriffin has opened and has been a major success even in its opening months. The Park and Ride facility at Clongriffin Square opened on the same day, Monday 19 th of April. Initially Gannon Developments had intended to charge €5 per day but it quickly became apparent that this was an obstacle to early uptake of the facility. Gannons and their agents, Q Parking, moved quickly to rectify this situation and removed all charges. This will stay the case until September and may be extended.

A high frequency bus service, No. 128, operated by Dublin Bus (Station Square, Clongriffin to Rathmines via Malahide Road QBC) is operating very successfully. Dublin Bus stated that there is no intention to diminish the service on this route as a result of its fleet cutbacks. A full network review is ongoing by Dublin Bus.

With this Bus and Rail connection coupled with the availability of 500 free parking spaces Clongriffin Square has become one of the foremost integrated transportation hubs in the country. With a little planning this facility can enable a traveller to get almost anywhere in the City in a reasonable period of time. It also means that commuters have multiple options and do not have to rely solely on their cars. There are also good cycle and pedestrian facilities that extend the sustainable transportation radius to at least 2 to 5km. Thanks to the Intermaxis building on the FCC side of the Bridge this includes Stapolin and most of Baldoyle.

The QBN Project Office intends going to tender this summer for the proposed works at the roundabout junction of the Hole in the Wall Road and the Grange Rd/N32. This will greatly improve the operability of this junction and make it considerably safer from a vulnerable road users point of view. This in turn will extend the sustainable transport radius for the Clongriffin Square Public Transportation Hub.

We will have four Summer Students in the NCA, two working with the Recreation centres and two students working part time on some of the most vulnerable projects and with Clongriffin. A work plan will be available shortly. The students will be starting around the 12th of July.

Social Inclusion Week – 17 th May – 21 st May

In conjunction with Kilmore Youth Project and our Sports Development Officer, a Soccer Blitz was held at Priorswood Park for youth aged 15 – 21 years. The aim was to integrate young men from different areas to enable team work. Five youth projects took part – Bonnybrook, Priorswood, Sphere 17, Kilmore and Ballymun. The event was very successful and there are plans to expand on this to include other projects in the NCA.

Following the first SI week NCA Community Development Team will plan key actions for the second Social Inclusion week in October 2010 focusing on adult literacy issues.

May 26 th Variety Show - European Neighbours Day

The show was held in the Artane/Beaumont Recreation Centre. There was an attendance on the night of over 500 people between performers and spectators. Invitations were sent out to all our local active community groups by way of thanking them and in recognition for all their hard work throughout the year. This show gives the opportunity for the local children to showcase their fantastic talent. The atmosphere on the night was great with plenty of networking going on.

English Classes – At the beginning of May, English Classes were set up for the residents of Clongriffin to engage with non English speakers within the area and to improve their integration skills. There has been a good attendance at the classes.

Plant Sales

Plant sale took place in the following locations: Kilmore Recreation Centre on 3 rd June Darndale Recreation Centre on 10 th June Santry Community Centre also held a plant sale.

There are ongoing meetings and networking with all the community/resident groups within the NCA. Currently the community development team is working closely with Ellenfield Residents Association.

Friday the 11 th June – Kara Senior Citizens Group Clontarf (Memories Programme) – This project has been going on for the past six to eight months and has been co-ordinated by Phyllis Monaghan and an outside tutor. The project gave senior citizens an opportunity to reminisce by writing and telling their stories. The process was videoed and photographed and finished with an afternoon in the Ballybough Community Centre with an exhibition of their work and a viewing of the video. Overall, this was a very therapeutic process for the group and it is hoped that it will be continued incorporating new ideas.

Sunday the 19 th June – Clontarf Festival DCC Community Staff worked on this event and organised arts and crafts and face painting. The day was a great success.

Sunday 27th June Family Fun Day - A family fun day was held in Fr. Collins Park on Sunday 27 th June. The day was a huge success, with local residents and people from surrounding areas attending in great numbers to avail of all that were on offer on the day. The weather was a huge plus factor. It was lovely to see families having picnics while enjoying the sunshine and the fabulous music provided by the Blood Red Mountain Band. Children played on the bouncy castles and the atmosphere on the day was extremely relaxing and fun filled.

Upcoming Events

Heritage Week

Heritage Week 2010 will run from 21-29 August. A historical walk will be held at All Hallows College and the surrounding area on Thursday 26 th August (meeting at the Cat & Cage at 2pm). Local renowned historian Pat Liddy will lead the walk.

Funding of approximately €5000 was made available for community events in the area.

Parks Works Project works for the area for the period included : 1) Completion of the development of the synthetic surface playing pitches at Clontarf Road Sports Pitches. 2) Works commenced in conjunction with Motorcycling Ireland on development of the scrambling motorcycle facility at Alfie Byrne Road open space 3) The preparation and allocation of 90No.Allotments in the Wall Garden of St Anne's Park. These allotments are in the process of being taken up at present 4) Boundary improvements at the southern side of St Anne's Park, approximately 330m of low stone wall. 5) Works on the bridge features and completion of the 6 additional holes of St Anne's Par 3 Golf Course The full course is expected to be available for play in September 2010 6) Works associated with the maintenance of Dollymount Beach, North , leading to the award of the “Blue Flag”. At present there is an ongoing impact of the presence of the alga Ectocarpus being deposited in tides at the beech and Parks & Landscape Services Division concentrates removal works on that area associated with the Blue Flag and bathing. 7) Reinstatement works at associated with the Clonshaugh Road Improvement scheme are ongoing.

25 8) Consultation programme with regard to Fairview Park proposed improvement works which has informed the specification documentation for the procurement process now underway has taken place. The expected delivery of these improvements, playground, performance area and seasonal bedding area is before the end of 2010. 9) City Architects Department on behalf of Parks & Landscape Services Division is developing a changing facility/sports pavilion at Fairview Park at present. The expected completion date is August 2010. 10) Tree pruning operations is the period since the start of 2010 include: Kincora Estate(Portions), Maywood Estate (Portions), St Lawrence Rd, Coolrua Drive, Cooleen Ave, Coolgreena Rd, Collinswood Estate, Gracepark Heights(32trees), Springdale Rd, Tuscany Downs, Belmont Estate, Foxfield Ave, Foxfield Rd, KIlbarrack Gardens, Ardara Ave(21 trees), Grangemore Crescent(9trees), St Brendan's Ave, (11trees), Collins Ave East.

Funding of approximately €3000 has been made available to assist in parks improvement works.

Sport and Leisure Events

Futsal Darndale Presently a boy’s futsal drop in league is taking place at Darndale community sports hall on Wednesday afternoon’s from 3.30pm-5.30pm. This activity is catering for the 10-13 years of age range. On average 35 boys are participating in the futsal league. This activity is a joint initiative between the FAI community development officer and the DCC sports development officer.

5 a side League Bunratty Presently a 5-a-side league is taking place at the Bunratty astro pitch beside the Northside shopping centre. This activity caters for boys and girls in the 10-13 years and the 14-16 years of age categories. Currently forty children and young people are participating across the two age groups. This activity is a joint initiative between the FAI community development officer and the DCC sports development officer. During the month of July a mini world cup is due to take place on the pitch, which should provoke great excitement.

Sphere 17 after school activity The weekly session is currently taking place at Darndale community sports hall. This session caters for boys and girls in the 10-13 years of age group. Activities include futsal, tag-rugby, and sports hall athletics. Twenty children regularly take part in this activity.

Basketball at Kilmore A six week girl’s basketball session is currently taking place at Kilmore community and recreation centre. This activity takes place on Tuesday evening from 5pm-6pm, and caters for the 12-15 years of age group. On average 10 girls participate per session.

Activities with Darndale Community Centre Currently a four week yoga programme is taking place with young women trainees from the Darndale CTC. Orienteering and Pitch n putt activities are planned for participants in the coming weeks. NORTHSIDE SWIMMING POOL School Swimming Swimming lessons are provided for local primary and secondary schools. Lessons for beginners intermediate and advanced levels

Swimming Lessons Adult lessons: Thursday mornings 10am-11am there is a programme of Adult Swimming lessons in place for both beginners and improvers.

The upstairs studio is now operational. A new floor was installed with wall mirrors and assorted punch bags. A retractable boxing ring has also been installed which will benefit the young boxers gaining their ring strategy during training. The floor will provide proper under foot support for the likes of boxing, Martial Arts and Dance Classes. Two new classes have started in Glin Road Capoeira, and Jiu- Jitsu, both Brazilian martial arts systems.

Capoeira: This is an energetic, often acrobatic, dance-like style of martial art. Capoeira was first practiced by African slaves who were taken to work in Brazil. Capoeira is primarily based around kicking, as a slave’s hands were normally manacled. In Capoeira, many movements are carried out while in a handstand position, often resembling modern Break-dance moves.

Brazilian Jiu-Jitsu

This is a martial art , combat sport and a form of self-defence that focuses on grappling and especially ground fighting . The art was derived from the Japanese martial art of Kodokan judo in the early 20th century,

Sports Development Kilbarrack Area

Snorkelling Programme

The pool snorkeling programme a joint initiative with North and South Central Area sports development officers finished this month. A total of 22 teenage boys from the Kilbarrack area enjoyed access to this very successfully programme, which saw the junior instructors from the South Central Area deliver quality sessions to the young people attending from Kilbarrack. As part of the programme some of the participants completed a sea snorkel session in Sandycove, with some of the more advanced young people from the South Central Area. The session concluded with some pier jumping at the forty foot. All participants enjoyed their first experience of a sea snorkel and competently recreated some of the skills learned in the pool. Plans are already underway to schedule more trips later this summer.

Pier-jumping in Co Wicklow

As part of the summer programming a number of pier-jumping sessions have been planned for the month of June in conjunction with the Youth Services in the Kilbarrack Area, Youth Matters, KCCP and Kilbarrack Youth Project. Approximately 70 young people will avail of these day trips throughout the month.

Speed Boat Trips

Again as part of summer programming many trips on the sports developments rib have been planned. In conjunction with the local Youth Services between 40 and 50 young people will avail of these trips, which will see the young people learn more about the coastal landscape and the flora and fauna associated with it. Other groups will gain better water confidence and become more aware of the dangers associated with water activities. They will travel from Dun Laoghaire Marina to Dalkey Island and Bullock Harbour.

Outdoor Adventure Days

A number of days away at outdoor adventure Centres will allow two teenage groups to challenge themselves and work as a team and develop better cohesion within newly formed groups while taking part in fun activities. Activities included are kayaking, air rifles, mountain biking, pony trekking, archery, rock climbing and team building games. Hill-Walking trips A number of trips to Wicklow, hill walking have also been planned with the Youth Matters youth service which will offer 10 young people, each trip, to take part in full day walks and hikes.

Clontarf Midsummer Festival

The month of June (Saturday 19 th June saw the businesses embark on their first summer festival. Activities on the day will include tag rugby, soccer, athletics and cooperative games. The event will also have displays of boxing and karate. The Lord Mayor officially opened the ceremony.

Waste Management and the Public Domain

(i) Darndale Community Clean Up - “Box Clever and Fight Litter in Darndale”.

A Clean up day took place on Saturday 3rd July on the Spine site in Darndale. The Clean up event, with the emphasis on community involvement, was jointly organised by local residents, Sphere 17 Regional Youth Service, Dublin City Council’s North Central Area Office and the Belcamp Estate Steering Committee.

29 The clean up featured information stands from Eco Enesco (Irelands Environmental Education Youth Organisation), Dublin City Council, Dublin Fire Brigade and the Dublin’s Anglers Initiative, music, face painting and much more which made for a festival flavour.

A welcome feature was local youth involvement through Sphere 17 the Regional Youth Service in the area. The Community Clean Up Day created awareness around litter and waste management alongside promoting a sense of pride in the community.

Local Boxing Development officer, Michael Carruth fully endorsed the initiative. He well knows the sporting achievements of the local boxing club which had its own Olympic medallist Joe Lawlor. He was happy to meet the residents, children and organisers in the area and welcomed the event slogan “ Box Clever and Fight Litter in Darndale”. .

Background

The majority of open spaces in the Belcamp/Darndale/Moatview area are well maintained and reflect well on the community. However there are still some persistent blackspots of dumping, which are an annoyance and embarrassment to the community. The community identified local blackspots as projects for improvement which received attention before and after the clean up day.

(ii) Environmental DVD

The environmental DVD “Wage War on Waste” with the children from St. Francis School and Olympic gold medallist Michael Carruth, has also been completed. Featuring not only the “Reduce, Reuse & Recycle” theme, but anti-graffiti/litter and an anti-bonfire campaign as well, the DVD will be used by staff in promoting the City Council’s message in schools throughout North Central. However, the main purpose of the DVD is to assist staff in the roll out of green domestic recycling bins on a pilot basis to Cara Park. (The precedent has been set in South Dublin Co. Co. with Greyhound servicing traveller sites there). It will be shown to as many of the target group as possible via Travact, Anco and the breakfast club in the school. The possibility of having one of the traveller men on a CE scheme to assist area staff in the roll out of the green bins is also being discussed.

(iii) City Neighbourhood Competition

Judging for this year’s local competition took place over three days, 21 st . 22 nd and 23 rd June. The high level of participation in the competition continued this year, with in excess of 50 entries. The standard was exceptionally high and from the judges’ perspective, there were notable efforts and improvements made in many areas on last year. Given financial constraints, every effort will be made to reduce the running costs of the competition without any comprise to the quality and enjoyment of the evening. It is proposed to hold the Area Awards in St. Brigid’s Resource Centre, a former winner of the competition and last year’s Pride of Place Entry. This venue (courtesy of Pauline O’Regan) will be free of charge. The certificates for the competition will also be produced in-house resulting in a considerable saving. Private local area sponsorship has also been maintained, with the local Coolock Artane Credit Union contributing €1,000 yet again this year.

The event continues to be a practical implementation of our environmental awareness programme for the area and a means to encourage community spirit and participation.

(iv) Pride of Place Competition

This year’s nomination for the Pride of Place Competition is Woodlawn. Woodlawn Estate has been outstanding in representing North Central in the City Neighbourhoods Competition, winning in the 151-300 Category consistently over the past number of years and is therefore an ideal candidate for the Pride of Place Competition. Judging will take place on 16 th and 17 th August and area staff will assist Woodlawn in preparing their presentation in DVD format, giving the judges the full flavour of the pride residents take in their estate.

(v) Green Schools Programme

Area staff continue to promote the Green Schools Programme throughout North Central in conjunction with Clare Egan, Green Schools Officer. Two very recent examples are St. Paul’s Junior School, Ayrfield, who achieved their fourth green flag on 10 th June and Coláiste Dhulaigh, who achieved their first green flag on 29 th April, becoming the only 3 rd level college in Dublin (and the second in the country) to achieve this accolade. Area staff visit both primary and secondary schools throughout the North Central area on a regular basis in a bid to tackle school littering head on and also to instil a sense of pride in their city for school goers.

(vi) Residents Groups

The North Central Area works on a daily basis with resident groups to assist them with any number of tasks they wish to carry out in their areas. This helps to improve their environment and make their estates cleaner and tidier places in which to reside.

One of the ways we help is to advise and plan community clean-up days in the estates where local residents along with ourselves sweep, clean, remove graffiti and generally enhance the area. Dublin City Council provides bags, litter pickers and gloves to the residents and we also provide a collection service, where we collect all the litter that is gathered on the day and remove it to our depots.

Another spin off to working with residents groups is the fact that our work is often reflected in the North Central Area’s results in major competitions such as the City Neighbourhoods Competition and Pride of Place Competition.

(vii) Probation Service

The North Central Area Office continues to work with the Probation Office on a number of painting projects in the area. Currently they are working on painting the railings at Kilbarrack Dart Station. When this is work is complete, the Probation Services will commence another project at Yellow Road, Whitehall which entails the painting of the railings surrounding the site of the former community centre.

(viii) Weeding

A contractor has been appointed to start weed control in the North Central Area and it is anticipated work will commence around the second week in July.

(ix) Graffiti removal

The North Central Area continues to remove graffiti on a regular basis as we work with our contractor to ensure that our main thoroughfares and housing estates are free of graffiti.

The North Central Area office also works closely with Local Residents Groups to target areas that have graffiti and to supply the resident’s with paint and brushes so that graffiti can be removed quickly from the area with the aim being that it will not be added to and will not become an eyesore for residents who live in the estate.

The improvement of the public realm continues to be a priority for the area office and funding of approximately €6000 has been made available to assist in various environmental improvements in the area.

Business Groups:

Clontarf Business Forum The collaboration with business groups is continuing in respect of Clontarf with a recent joint partnership successful event of a Midsummer Festival already mentioned, and now at the next stage working towards the future sustainability of the Village Of Clontarf to include the tourist

31 potential of the area. Businesses in Drumcondra who have an established Forum are keen also to work in partnership with the City Council in a similar way to above with an initial contact made the intention is to build on this linkage with a view to City Council again working in tandem with businesses. Raheny Business linkage is now tied into our schedule of Raheny Tidy meetings who pursue with great the Tidy Towns with great vigour. Public Domain support in this location work including drainage of river amenity stretches and other supports to the hugely active but small committee has been ongoing.

Clontarf Business Forum was established in February 2008 by DCC North Central Area. The Forum meets every two months and the aim is to enhance the village life of Clontarf and to address business and DCC concerns in the area. The collaboration with businesses in the area is continuing with a recent joint partnership event for a Midsummer Festival.

The Midsummer Festival took place on the 19 th June and is the third joint business/DCC event in the area and the largest one to date. Businesses worked in close partnership and gave generously of their time, whilst volunteer support at its peak reached 62 volunteers. The Public Domain Officer in particular, our Sports Development Officer and other area sports personnel along with community staff were key. The Garda support/advice was fundamental and generously given.

The event which was launched by the Lord Mayor, Councillor Emer Costello was aimed at providing families with a free fun packed afternoon of sport and children’s entertainment along with boxing and karate demonstrations. The combined resources of businesses made possible a full afternoon of scheduled sports/athletic events and activities including face-painting, Arts & Crafts, a mobile reptile zoo, scouting skills demonstrations and Dublin Fire Brigade with visiting Fire Tender. Assistance amounting to approximately €1800 was made available to help facilitate this event. Bouncy castles were added attractions along with a local rock band, giving opportunities for children to use musical instruments. Celebrity figures featuring at the event included Michael Carruth, Debbie Deegan, Eric Donovan and Ray Shah. Tastings of food and beverages available from business outlets in the local area were showcased. The Local GAA Scoil Uí Chonaill , Clontarf F.C club and Clontarf Rugby & Cricket Club ran continuous events during the afternoon.

While the main event ran from 2-6pm on the promenade, the street on Vernon Ave became the focus of the evening entertainment between 6-8pm, with balloon making, a puppet show and wine and food tastings to a background of music, blue sky and sun The event planned for 1000 people, attracted approx 3400 (Gardaí figures) and was a great success.

The aim is to build further on this into the future by working on the future sustainability of the Village Of Clontarf to include the tourist potential of the area.

Drumcondra & Raheny

Fairview Business Forum

Dublin City Council contacted all Fairview businesses on the feasibility of setting up a Dublin City Council/Fairview Business Forum in February 2010. The purpose of this Forum is to have a formal structure for businesses to communicate with Dublin City Council on relevant local matters, which are the responsibility of Dublin City Council. The area of the proposed Forum, at this stage, is businesses on Marino Mart, Fairview Strand and Annesley Bridge.

32 Dublin City Council held a meeting on Friday, 28 th May 2010 in The Players Lounge at 1.00 p.m. While the attendance was lower than expected, with 12 businesses represented, the meeting was a very productive one. It was agreed that a further meeting would be convened on the 15 th July in the hope that more businesses come on board. Business representatives raised concerns as follows:

It was agreed that the local Gardaí and a traffic engineer from Dublin City Council would be invited to attend the next meeting.

Santry Business Forum

We have made initial contacts with the Business’ in the Santry area, with the objective of establishing a Business Network. The response to the establishment of a Business Network has been positive. We will also be establishing a community forum in the Santry area and the adjoining areas affected by the Transport 21. The establishment of both forums will assist in the flow of information to the residents during the enabling works and construction of the Metro line.

Work with Travellers

Work with the travelling community on the N32 continues. Area staff are also working with the local School, St. Francis Senior School (where a number of traveller children attend), with the aim of improving environmental awareness and also to facilitate the school achieving their first green flag through the Green Schools Programme. It is also anticipated that St. Francis Junior School will join the programme in September. Area office staff have also produced a DVD “ Wage War on Waste ” with the children from the school and Olympic gold medallist Michael Carruth. Deleted: ¶ The Backers: Green Spine Donaghmede The area above is now being concentrated on in terms of the potential it may offer for improved developments to the front of the DART station at Howth Junction/Donaghmede and other possible improvements are being researched currently with view to looking at transport linkages and enhancement of green space with at one level improved landscaping and a better visual of the station frontage examining also the potential for a community garden and at another level working towards desired amenity installation i.e. play space /ground. The green corridor at this location has been the focus of an Urban Arts programme and Planning for Real exercises and the challenge is with Parks permission and a severe shortage of resources to do some valued work of community benefit, parcelling the work in stages in order to make it possible. Iarnród Éireann has worked in partnership with us to date and for station related improvements we expect to make headway at this location with noticeable differences.

Health Route

33 Following on from a continuing Shop Route service and a second roll out of Art Route we intend to embark on Hospital /Health Route in Sept next. We will run the service again initially as a pilot doing research from the start basically gathering information as to the reason for using the service. This information will be gathered at source for use as KPI and to build the case for other funding into the future. The pilot will run across the full North Central Area and Vantastic had applied to DCC Social Inclusion Unit for funding and were successful in this. It is intended to facilitate bookings in August for the service and it will be marketed through existing Shop Route and Art Route customers and to link with Liaison officers in our own complexes and also the public representatives. On this service carers will be able to accompany the user Vantastic will flag this service with their own funders at the earliest stage. as it is anticipated that this service will be heavily in demand and contingency funding plans may need to be put in place We have linked with the HSE on the above and continue keep the HSE up to date with our plans on this. We have also spoken to Dublin Bus in advance of planning ahead on this new route.

Art Route Funding for Art Route was sought from EU funding on Social Inclusion but was not successful but a second pilot was run in any event which was self sustaining and successful . We now have three volunteer co-ordinators Cultural Companions accompanying groups and the users pay for the bus and the co-ordinator travels free. We book the events for groups in advance and included a Tour of Dublin Castle and City Hall a tour discussion of the works of Jack B. Yates in the Hugh Lane Gallery and a private performance of the London Symphony Orchestra Musicians on Call in the National Concert Hall and “Blow the Dust off your Trumpet “ in the National Concert Hall .The events were either free events run during Bealtaine or events for which free tickets were obtained. The Programme was offered to groups rather than individuals as there was a cost for the bus. This roll out was hugely enjoyable/successful for all concerned. A new six month programme is now being put together following consultation with Vantastic.

The reason that we were unable to extinguish the right of way on the laneway at Ormond Rd /Clonturk is that Eircom objected and indicated that they had extensive plant both underground and overground in the lane. The City Council at its meeting on 5th November 2007 retained the Public Right of Way at this location.

Reply: The Parks & Landscape Services Division will examine the “dog park” facility at Marley Park to see if such a facility has an application in Dublin City Parks. A pilot “dog park” area was put in place in 2009 in St Anne’s Park. However, the area is not well used and the level of dogs off leads outside permitted times seems to be at the same level as heretofore. Dog owners are frequently advised by the park ranger of the regulations in respect of dog control in this park. Dublin City Parks permit dogs off leads but under effectual control up until 11.00am daily and for the last hour before park closing times which is considered a reasonable choice of times for the exercising of dogs. Dogs are permitted on public open space on a lead at all times that parks are open.

Residents adjacent and backing on to the laneway have contacted me regarding same.” Reply: Guideline procedures and a checklist involved in the extinguishment procedure An application for the extinguishment of the public right of way must be supported by the signatures and addresses of the proposers/and adjoining residents/landowners with properties abutting this laneway. As the extinguishment of a public right of way is a statutory procedure, which must be published, there is a right of objection by local residents and members of the general public, who may not agree with the proposal and these objections must be considered by the City Council even to the extent of hearing the views of both proposers and objectors at an Oral Hearing should the need arise. The extinguishment of a public right of way is a reserved function of the City Council. An application for extinguishment should also be accompanied by a statement as to how the laneway will be maintained in the future by the fee simple owner of the ground and/or the adjoining owners/occupiers and how access will be provided for any private right of way, and to any public services – E.S.B, Gas, Water, Drainage etc, that may exist on or under the laneway if these services are not diverted at the proposers expense. Reply: Donaghmede Park is maintained on contract with grass maintenance operations taking place generally on a weekly basis thoughout the grass growing season. The contract is supervised by local Parks and Landscape Services Division staff. It is the experience of this Division that the placement of signage such as that requested has little impact on negative behaviour on public open space and the signage itself can become a target and difficult to maintain in place. Generally these machines access the park from public roads/paths where controls can be applied by the Gardaí. When this Division is aware of the activity taking place, contact is generally made with the Gardaí who, subject to available resources respond. The landscape maintenance contractor has been requested to attend to the requested tennis court cleaning operation at this park. Donaghmede Park does not have a static park ranger and resources at present are not available to this Division to have a park ranger on duty at this location. However, Donaghmede Park is included on the rota of patrol of the mobile Park Warden Service, for North Central West District who regularly visit this park.

Reply: Goalposts throughout the playing pitches at Fr. Collins Park were removed at the end of the 2009/2010 letting season to permit the compaction relief operations and rejuvenation growth on worn areas of the playing pitches to take place. The removal of the GAA posts was carried out due to the general level of use of this pitch and with the removal of posts on the other pitches in the park all informal and non-organised play would have targeted these goalmouths resulting in excessive wear had the posts been left in place. Goalposts will be re-erected for the commencement of the 2010/2011 letting season in August 2010. The netting at this park was supplied in the course of the development of the park. Resources are not available at this time to carry out the requested net replacement.

Traffic

As part of the 2010 Minor Traffic Works Programme it is intended to install a new Pedestrian crossing on Raheny Road near its junction with Belmont Park. In addition real- time passenger information display signs are being erected at bustops throughout the city.

Planning

In relation to planning matters, expected works in the area relate to both exempted development and developments for which planning permission has been received. Generally speaking, applications in the Raheny area have been mainly for domestic purposes – i.e. house extensions, attic conversions and driveways. Minor commercial applications are also common. Recent applications for larger developments are detailed below: 4525/09 Permission granted for three storey 80 Bed Nursing Home facility at 52, 54, 56 & 58, Station Road (Adjacent Ashcroft Housing Estate), Raheny. Currently on appeal. Included 60 bed elderly care unit and a 20 bed specialist alzheimer unit. 2451/10 St. Michael's House, Special National School, Raheny Road – Permission granted for redevelopment of the site comprising demolition of the existing school building and boiler house and the construction of a new purpose built 8 classroom school building over two floors . 3074/10 Relates to a substantial development on the eastern side of Sybil Hill Road. No decision to date. In summary the proposal comprises; Demolition of 3no. habitable dwellings at 1, 1A and 1B Sybil Hill Road and the erection of 98no. dwellings consisting of 8no. two storey 3 bedroom terraced houses, 4no. one bedroom apartments, 78no. two bedroom and 10no. three bedroom apartments, in 1no. two storey terrace and 2no. buildings varying in height from four to eight storeys, a crèche facility of 181sqm and associated playground on the ground floor of Block B, a community/cafe facility of 128sqm and associated garden/terrace, a basement car park containing 119 basement car spaces.

Waste Management

Waste Management Services will continue to provide a black and brown bin collection service to the Raheny area. Also Greyhound Recycling will continue to provide a fortnightly green bin collection to this area. We also will continue to provide a street cleaning service to this area.

Reply: There have been joint submissions by residents of both St. Donaghs Residents and Donaghmede Residents Associations into the Development Plan in respect of the green area at this location. The submissions give consideration to active and passive recreation, landscaping, play space and Park and Ride facilities. Advancing a proposal for the above space is very dependent on resources available and also local consensus on what is proposed. We have taken initial steps in respect of researching possibilities and have conducted Planning for Real excercises with some local schools. However, specific detailed proposals have not yet been prepared. At area level it has been decided to work in stages and to advance each stage in conjunction with the Parks & Landscapes Division, Residents and Iarnrod Eireann. At the present time the level of resources required for significant landscape improvement is not available for such works.

Residents state that the dogs are howling at night and express concern that the dogs may not be adequately fed. Can Dublin City Council you check if they are licensed firstly, and say what can be done regarding the lack of control of these dogs”. Reply: The dog warden service which consists of two mobile dog warden units includes the Raheny area as part of its routine citywide patrols for the enforcement of the Control of Dogs Act,1986 and the Dublin City Council Control of Dogs Bye Laws. Under this legislation the Dog Warden Service is primarily empowered to deal with stray and unaccompanied dogs which may be seized and impounded. The Dog Wardens have been instructed to carry out licence inspections at the address in question. The wardens have no powers or responsibilities regarding the welfare of dogs, Any concerns about animal welfare & cruelty should be forwarded to DSPCA for investigation on welfare grounds. Under section 25 of the Control of Dogs Act, 1986, nuisance by barking dogs is an issue which should be referred to the District Court by the complainant . Unfortunately in such cases the dog wardens are not empowered to adjudicate on what level of dog barking constitutes a noise nuisance and therefore have no powers to address the issue. Q.74 Question in the name of Councillor Deirdre Heney “To ask the manager to clarify the position in relation to the purchasing process of affordable homes and in legal terms to say who has the buyer a contract with, namely the developer or the City Council and if the City Council is the vehicle in order to get serious maintenance problems, e.g. rising damp put right”. Reply: The process of purchasing an affordable home is dependent on the scheme under which the affordable purchaser applies for and is approved to purchase the property in question. The three sources of mortgage finance for affordable housing are: Private Finance, the Shared Ownership Scheme and more recently, the new Local Authority Loan. The purchasing process is different for each but for the purposes of this reply, a quick description is set out below: Direct Nomination: The Purchaser acquires title & enters into a Building Agreement with the Developer directly. The Council has a charge over the property to the value of the clawback, if any. Private Finance & Annuity Loans: The Purchaser acquires the property from Dublin City Council. All documentation is assigned to the Purchasers on closing including the Building Agreement, Homebond or Premier Guarantee documentation, Architects Certificates of Compliance and any indemnities provided by the Developer &/or Builder. The only interest retained by the Council is to the value of the clawback or, in the case of an Annuity Loan, a charge over the property to the value of the mortgage. Shared Ownership Scheme: The Purchaser is granted a mortgage over a percentage of the property and a Leasehold interest of 99 years over the remainder of the property. It is a requirement under both the Shared Ownership Lease and Shared Ownership Mortgage that the purchaser keep the property in proper order and condition at his or her own cost and expense. As the shared ownership lessee has a long tenure in the property (99 years) the Council has no input on structural repairs and the benefit of any building indemnities and Homebond or Premier Guarantee agreements are passed on to the purchaser. Project selection is based on carriageway condition and available funding. The budget cost for resurfacing works at this location would be approximately €28,000. 4. The introduction of metered / permit parking would require a plebiscite / ballot of householders / residents by simple majority to approve a scheme drawn up by Traffic Department. Reply: Residents on Ormond Road have been balloted on a proposed parking scheme and have rejected it by a margin of 17 to 9. The QBC along the Drumcondra Road was implemented between 2004 and 2008. The bus lanes are generally operational for the period 7am – 7pm. The introduction of bus lanes along the Drumcondra Road did not involve the removal of on-street parking and the QBN Project Office has no plans to provide any parking facilities at this location.

Can the Manager ask the Parks Department to plant more Evergreen Trees in the open spaces in the Dublin North Central Area?

Report:

The Parks and Landscape Services Division in considering tree planting considers many variables when choosing suitable plant material and types of trees, including site context, vandalism, biodiversity to name a few. Evergreen trees are not excluded from such consideration and are planted where considered appropriate which mainly occurs within neighbourhood parks. In latter years, the majority of the annual tree planting programme carried out by this Division consists of replacement planting, with a significant number associated with roadside tree planting, replacing specific varieties. Therefore species considered the most appropriate, is planted whether evergreen or deciduous.

Can the Manager ask the Parks Department to investigate the possibility of trimming offending evergreen trees at the rear of Woodbine Park? People are now very conscience of getting the maximum amount of light into their residence.

Report:

The evergreen trees referred to are growing along the boundary of Edenmore Park Pitch & Putt Course which is separated from the rear gardens of properties on Woodbine Park by a laneway. There trees were planted specifically to provide protection to those properties from the activities on the pitch & putt course. The planting as it is at present provides the protection intended. Any cutting back of this screen planting would reduce this protection. And it is considered that all residents along this boundary would need to be in agreement with any pruning being proposed prior to such work being arranged.

Based on the experience of the Parks and Landscape Services Division of retention and maintenance of planters in housing areas, it is not proposed to place containerised trees at Barrock Place, Kilbarrack, at this time.

That the Manager organise to have the stone bearing the "Collinswood" name (currently in storage in St Annes Park) re-instated at an appropriate location in Collinswood.

The stone was removed at the request of the residents association who were experiencing serious anti-social behaviour at this location. It is not the intention of Dublin City Council to reinstate this stone.

That the Manager give an update on project to widen Santry Avenue at the eastern end, and will he further clarify the position with regard to funding this project and the time scale for completion of these works.

Report:

Santry Avenue QBC (Phase 1), from Ballymun Road to Forestwood Avenue, has been implemented. Santry Avenue QBC (Phase 2), from Forestwood Avenue to Swords Road is identified in the Quality Bus Network Project Office Programme of Work 2008 – 2011. This Scheme is dependant on the acquisition of land fronting five properties on the south side of the road between Shanliss Way and Swords Road.

Until such time as the required set back has been achieved the QBN PO will not be undertaking or commissioning any work on Santry Avenue.

Report:

At present there are only two unsold affordable units in the North Central Area. They are located in the Hampton Lodge development on Gracepark Road, Drumcondra and are available for sale.

Dublin City Council will be piloting a Rent to Buy scheme in the near future. If the units at Hampton Lodge do not sell in the meantime they may be included in the Rent to Buy scheme.

4033. Motion in the name of Councillor Nial Ring

That this Committee agrees that the Manager arrange for the surplus soil arising from the development of the community dirt bike track on the Alfie Byrne Road be given to the neighbouring football pitch users, East Wall Wharf United, for pitch surround improvement as the use of the soil would remove the incline that runs along the side of the pitch and facilitate an opportunity for future tree planting and higher quality area maintenance.

Report:

It is not anticipated or agreed that there would be any surplus soil arising from the track development being carried out by Mororcycling Ireland at Alfie Byrne Road open space at the current time. The Parks & Landscape Services Division has brought a small volume of available and suitable material to the area to reduce the impact of the problem identified to this Division on site by East Wall Wharf United. Resources are not available to this Division to carry out the extensive landscape improvements to this area at the present time.
