To ask the Manager to refer to the condition in which the grass verges in the area of Moatfield Park Coolock, D5 are left by the contractor employed by and say if he can arrange to ensure that the works carried out are completed properly and in full, including cutting the corners of the verges and the cleaning up of the grass after cutting as several residents complain that the contractor is leaving the grass verges in a dreadful state and really feel that the City Council is being taken advantage of by the responsible contractor and if he can make a general statement on the matter of grass verge cutting in general.

That this committee agree to request the Area Manager to make provision for a Homeless Section clinic or contact point in the North Central Area. This would help to alleviate the hardship of applicants with young families having to attend at Parkgate Street.

That this area committee demands that the laneway connecting Macroom Road to Ferrycarrig Road in Coolock be closed as a matter of urgency. The closure of this laneway should be by way of the construction of two concrete walls at either end.

Over the past number of years this laneway has been used for all manner of anti-social behaviour, from illegal drinking and dumping, public urination and sexual acts, the setting fire of various objects, an escape route for those engaging in taxi fare dodging and, some two years ago, an escape route for those involved in a shooting, all of which has made the lives of the residents, many of whom have lived in the area for several decades, increasingly unbearable, particularly those living adjacent to the laneway. These particular families have children and granchilden but feel that their homes and back gardens are unsafe due to the anti-social activities occuring over the wall in the laneway. This lane no longer serves the community in any practical way and rather just adds to the constant fear, anxiety and stress of those living closest to the laneway.

That this area committee rejects the proposed siting of 38 units of Modular housing at Belcamp Avenue, Dublin 17. With no communication with or consultation of the local community, the plan to place temporary emergency accommodation units on a site that had previously been ear marked for permanent public housing, a demand the local community had fought for over 15 years to achieve, adds further to the concerned community’s displeasure of the council’s proposal.

Firstly comhghairdeas to all involved in the commissioning the excellent sculpture in St.Annes Park. The work that went into the surrounding wall at the junction of the James Larking Road is a credit also. With this in mind the can the manager review the position of the grey power box / traffic light box that is on the path beside the wall and sculpture , it takes away from the over all visual aesthetics. To ask the Area Manager whether or not DCC and/or DCC Parks where approached about the possibility of using parkland immediately inside the boundary of Fairview Park (carriageway side) for the Clontarf to Amiens St Cycleway project. If they were approached at the initial design stage of the project can I have a report on what talks took place between DCC and the project designers please and also the reasons why this space wasn’t included in the final design please? It would seem logical that an exploration / consideration of the use of this ‘park space’ would have taken place in order to create as much space as possible for the project and to help provide a cycleway which safely separates cyclists and motorists as much as possible as well as providing space for a much needed City BikeStation as well as a rest stop and /or other facilities. There are other environmental benefits this alternative route option may have brought to the project/area including the possibility of saving trees designated for destruction and further ‘opening up’ Fairview Park to the public by way of increased activity and passive security. I’m asking the manager to comment on what effect internal office staffing levels have had on the turnaround of ‘Void’ properties please and would an increase in administration staff help with our backlog. Also have the staffing levels in the turnaround administration of ‘Void’ properties been increased in the last 12 months and could I have staffing figures for same please. Future plans for St Anne’s park

All plans and proposals are guided by the St. Anne’s management and Development plan produced In July 2006 and they are as follows  Paths: Continued provision of a perimeter pathway to encompass the whole of St Anne’s park, work is ongoing connecting the final sections of the perimeter path network.

 Follies: Conservation of the St Anne’s Follies works on the ground late 2015/ 2016

 Bio diversity conservation: The creation of a Wetland to treat water from the Naniken entering the Lagoon Eco UNESCO Biosphere. The Wetland will also provide a habitat for freshwater flora and fauna.

 Rose Garden: The five year programme concerning the Rejuvenation and Restoration works will continue.

 All weather Football pitch: Provision of an All weather Football pitch adjacent to the Tennis courts and Naniken River

 Tennis courts : Continued redevelopment of Tennis courts

 Toilets: .Provision of new toilet facilities within the park.

SPRINGDALE PARK CHANGING ROOM PAVILION

The objections to the Part 8 Planning Application primarily relate to the following. 1. Location 2. Increase in traffic 3. Impacts on visual amenity including removal of tree 4. Antisocial behaviour 5. Preference to building on site of exiting building. 6. Noise and Impact of Construction

Location The building comprises a new single storey changing room pavilion in Springdale Park that is located on a plateau along the northern edge of the open parkland. The building would be located thirty eight metres from residences on Springdale Road The site selected for the building is an area of low biodiversity value and would not impact on the Special Conservation interest of the park in particular Brent Geese which forage in the winter.

Increase in traffic

There should be no increase in traffic as there are no additional playing pitches proposed. (Roads and Traffic Department report.) Impact on visual amenity The building is a single storey Architect designed building that will be finished to a high standard and integrated with existing semi mature trees. Any visual impact on houses nos. 154 to 132 would be mitigated by a line of existing semi mature trees with groups of trees at each end of the building. These trees will be retained and protected during the construction works. The colour and finishes of the building will be complementary to the context and the careful placement of the building. A sympathetic landscape treatment and new tree planting will further ensure visual integration with surrounding parkland. Antisocial behaviour The location of the building on the edge of the park facing Springdale Road rather than isolated in the corner of the park will assist in passive supervision and negate anti-social behaviour. In addition, the building is designed to be secure including the provision of burglar alarm system that will be remotely monitored by a contract security company. The building will be enclosed by a 2.5 metre weld mesh fence. Encouraging legitimate behaviour associated with sport clubs and community using the changing rooms will also discourage anti social behaviour. Preference to building on site of existing building The existing changing room’s site was examined and it is considered too restrictive an area for the proposal and it is also situated on low lying ground that presents a future flooding hazard. Sightlines for traffic exiting the City of Dublin Education and Training Board (CDETB) lands would also be impeded by a building in this area with consequent traffic hazards created. The proposed building is being located on a site closer with easy access to the football pitches. This proximity will strengthen the clubs association with the ground. The more central location is also more convenient for use by the surrounding community.

Noise and Impact of Construction

It is anticipated that construction of the building will take about 5 months to complete and disruption to the residences of Springdale road will be kept to a minimum by restricting construction operation to weekdays only and during normal working hours. Furthermore the site will be surrounded by timber hoarding for security and to ameliorate any noise, dust or visual impacts. The contractor will be implementing a traffic management plan with the agreement of Dublin City Council to ensure safe movement of traffic and pedestrians in the park during the construction period.

Planning The principle of providing changing rooms in Springdale Park fully accords with the Z9 zoning. The Dublin City Development Plan 2011 – 2017 recognises the provision of sports facilities at neighbourhood level as a key challenge to be addressed. Active recreation as part of a healthy city is recognised in the plan and is supported by several policies and objectives including:

Policy GC15 To continue to manage and protect and/or enhance public open spaces to meet the social, recreational, conservational and ecological needs of the city and to consider the development of appropriate complementary facilities which do not detract from the amenities of space and Policy GC39 “to have regard to the objectives of the Dublin City Sport and Active Recreation Strategy 2009 -2016’ in the planning and provision of indoor and outdoor recreation facilities including water-based activities”. The overarching aim of this latter strategy is to get more people partaking in physical activity.

Sport & Recreation Report

 Tag Rugby programme with St Mary’s NS, Marino, St Brigid’s NS, Artane, North Bay NS, . These programmes will culminate in a Primary school blitz with other participating schools in the city, details TBC.

 After school Rugby programme with 1st and 2nd year students in St Josephs, Fairview. This will lead into entry of U15 team into DCC Cup at U15 level which will take place over November, December and January.

 Give Rugby a Try initiative to be started with Ard Scoil La Salle, Kilbarrack by end of November.

 Schoolyard cricket programme is currently taking place in two schools; on Fridays in Northbay Educate Together, Kilbarrack (11.00am-12.30pm) and in Our Lady Immaculate School, (1.00pm-2.30pm).

 Cricket Teacher Training Day in Northbay Educate Together, date TBC, and Our Lady Immaculate School Wednesday 4th November 2.20pm-3.20pm. This gives teachers in the school a basic understanding on how to teach the skills and different games involved in cricket.

 Bronze Start Box Programme starting on the 16th November from 9 – 10.30am with a Transition Year group in Our Lady's of Mercy College Beaumont.

 Gold Start Box Programme starting on the 18th November from 12.30 – 2.30pm. This is an inter-community collaboration between St Francis and St Mary's/ St Benedicts. Participants will be training at the high performance coach at the National Stadium.

 Boxing Showcase Final will take place on the 3rd December at 12pm in the National Stadium with schools from all over the Dublin City area. The Grange and Gael Scoil Reachrann Transition Year students will be participating.

 Kilmore girls football programme every Thursday from 12 – 2.30pm. This programme is aimed at encouraging 5th and 6th class girls to take up football as part of a healthy lifestyle and link them into local clubs.

 Darndale Late Night League started in Darndale Hall on the 6th November and will take place every Friday from 8 – 10pm for the next three weeks and will lead into the Dublin finals on the 11th of December.

 Kilbarrack CDP After school sports programme: Every Monday from 3.30 – 4.45pm. Approximately 20 young people, aged 9 – 12 years, take part in sport and physical activity in Greendale Hall.

 Zumba Class/physical activity programme with Youth Project: This programme provides a 1 hour fitness class on Tuesdays from 5 – 6pm which is open to all teenage girls that are members of the project.

 Sports Drop in with Donnycarney Youth Project: Teenagers who are members of Donnycarney Youth Project can take part in games of tag rugby and 3v3 basketball.

 1st year activity Programme: This is a programme in partnership with Ard Scoil La Salle in Kilbarrack and School Completion. The programme is open to all 1st years to take part in activities such as air hockey, pool, football, bubble football, go karting etc. The group meets on Wednesday afternoons from 1pm.

 Mother’s Group: This is a programme developing in partnership with Donnycarney Youth Leaders working with the mothers and younger siblings of the members of the youth project. Each Thursday morning the participants take part in an hour of physical activity within the centre or out in the park or in DCC facilities.

 Outdoor Activity Programme with Kilbarrack CDP: Every Friday afternoon young people who attend the CDP are taken out on an outdoor trip to the local parks, beach and facilities in their extended area. This is also used as a reward trip for behaviour and attendance during the week.

 Kayaking and outdoor programme: Students from Youthreach take part in various outdoor activities with Youth Services Adventure Centre on Thursday mornings including Kayaking.

Belmayne –Clongriffin Local Area Plan (LAP) – Belmayne Town Centre Site. Corner of Malahide Road / Clarehall Avenue

1.0 Introduction

1.1 The Belmayne Clongriffin Local Area Plan recommended a design led master plan for the corner of Malahide Rd/Clarehall Avenue at Belmayne. A large portion of the land is in DCC ownership. Due to the recession, development was sundered there since 2008.

1.2 However given the level of current economic progress, it is considered the site, at a key entrance junction to the city, has many opportunities for a positive and sustainable mixed use development with a good visual impact. 1.3 The North Central Area Office with the Planning and Development Departments are currently examining in some detail the development potential of the site.

2.0 Background

2.1 A large portion of the land is in DCC ownership. Unfortunately due to the recession, development was sundered there since 2008. 2.2 Accordingly a considerable section of the site is not aesthetically pleasing (e.g. builders’ debris and unkempt growth). For several years now, its condition continues to attract adverse comments on its appearance. 3.0 Scope of review 3.1 The site to be reviewed is the land bounded by Clarehall Avenue, Malahide Rd, Belmayne Boulevard, Churchwell Avenue, Churchwell Rd and Crescent and Belmayne Avenue. 3.2 The review is examining high level options in relation to the disposal of the site, seeking to provide more detail into the LAP plan for the site akin to a masterplan, consulting with DCC functional departments who are stakeholders, and also evaluating wider macro-economic and property influences and factors. 4.0 Objectives 4.1 The review focuses on the advantages and issues of the site in terms of making it more attractive for marketing for a disposal in the short-medium term. It will also identify risks and opportunities and DCC actions in the short term – medium term (6 months – 18 months).

5.0 Belmayne Town Centre Site Overview

5.1 It is a key junction at entrance to City from Fingal and other traffic via R139 (formerly N32) coming from M1. It is denoted by good road networks and public transport. It currently presents a less than aesthetic pleasant site.

5.2 The LAP envisaged a vibrant and sustainable centre with connectivity and movement throughout Belmayne and indeed to Clongriffin.

5.3 As construction development is now occurring in Belmayne, Clongriffin and adjacent South Fingal County Council it is considered relevant and timely to explore the social, commercial and other opportunities there.

5.4 Appendix 1 has an overview of its strategic importance in a North Central, Citwide and indeed regional context.

6.0 Features of Local Area Plan for Belmayne Town Centre

6.1 It is worth noting in bullet format the main features of Belmayne town centre in the LAP:

. Excellent transport links, . Civic activity and possibly a civic building are suggested, . Development of Main Street, Belmayne with Clongriffin link and onto Fingal / , . Mixed use development including office, residential, open space and retail, 13

. Residential development recommended at upper levels, . New civic space enclosed by mixed uses to be a feature, . Potential for landmark building at the corner of Malahide Rd/Clare Hall Avenue.

7.0 Perspective of North Central Area Office on site development

7.1 For over a decade the North Central Area office is well engaged with the LAP stakeholders ( DCC, FCC, developers, public representatives, business, residents and other agencies).

7.2 The level of DCC communication and its relevance is demonstrated by the sustainability of North Fringe Forum (2007 to date) and local police forum (Safer Belmayne / Clongriffin, 2008 to date). Both of which are attended by local public representatives community and stakeholders such as Fingal County Council and developers.

Some relevant points established are;

i) Dublin City Council is the major landowner of the site and accordingly major influence ii) There are new residential developments underway in Belmayne (133 houses under construction).

iii) Two primary schools at Belmayne are planned for construction in 2016.

iv) There are local councillors and residents lobbying to improve the appearance of the site and for some development.

v) The success of Northern Cross development across the road may provide lessons and insight for a positive development of the Belmayne Town Centre

vi) There may be a risk of piecemeal development with reference to the overall beneficial impact of good balanced development taking account of a medium/long term framework,

vii) There is value and community gain in aligning LAP objectives to current market conditions for investment and also to prompt Dublin City Council led development there

viii) With the Park’s and Landscaping department, the Area office has managed since 2013 the provision of a plot of 112 allotments and a community garden.

ix) DCC Parks Department provided a new cycleway from Belmayne to Clarehall Avenue.

8.0 Risks

8.1 Without one or several development initiatives on a concurrent basis there may be a risk of Incremental and ribbon development.

8.2 Any well intended temporary users may be difficult to dissuade to leave the site e.g. the provision of DCC play areas or football pitch allocations.

8.3 There is a view that without positive promotion of the site, it will become a laggard with sub optimal development as the economic recovery gains pace.

9.0 Current actions of review

9.2 The actions focus on a realistic appraisal and identifying opportunities. Leading on from these initial findings, it should be possible to generate options and then select relevant and pragmatic actions.

10.0 Outputs of review

10.1 The output should be a report approved by the Chief Planner Officer, Executive Manager of the DevelopmentDepartment, Chief Valuer and Area Manager for North Central.

10.2 It aims to include be an action programme to promote the site, get assurances and/or clarity from DCC departments on their plans and also facilitate market development engagement, aand be circulated to North Central Area Councillors.

10.3 The target for the final report would be in the first quarter of 2016.

Strategic context in the wider north city area

It is worth again acknowledging that the North Fringe area and Northern Cross/Belmayne junction is strategically close to a number of key locations that are considered advantageous on a strategic level namely:  Dublin Airport.

 Industrial estates and business parks close to the airport zone in both Fingal and DCC.

 The M50 and national motorway road network.

 Beaumont Hospital.

 Dublin Port Tunnel

 Industrial lands of Clonshaugh Industrial Estate and Newtown/Malahide Road Industrial Estate

 Public Transport corridors including the DART and Dublin Bus Network.

On a more local North Central level in the immediate vicinity of Northern Cross are:  Shopping Centre (a district centre with shopping and a library facility)

 Clare Hall Shopping Centre (closest and many retail & service units)

 Bus Service on Malahide Rd

 Network of open space, parkland and sports facilities nearby including Fr Collins Park, River Valley, , Darndale Park, Sports pitches at Blunden Drive, Belcamp College sports grounds etc.

The grass margins and roadside open space in the area of Moatfield Park, have been inspected by Parks and Landscape Services. These areas of roadside open space were found to be generally in satisfactory condition. This Service will contact the contractors maintaining these areas and advise them of the concerns raised in the above question and require that specific attention is given to carrying out a complete maintenance operation in accordance with the specification included in the contract.

That this area committee demands that the laneway connecting Macroom Road to Ferrycarrig Road in Coolock be closed as a matter of urgency. The closure of this laneway should be by way of the construction of two concrete walls at either end.

Over the past number of years this laneway has been used for all manner of anti-social behaviour, from illegal drinking and dumping, public urination and sexual acts, the setting fire of various objects, , an escape route for those engaging in taxi fare dodging and, some two years ago, an escape route for those involved in a shooting, all of which has made the lives of the residents, many of whom have lived in the area for several decades, increasingly unbearable, particularly those living adjacent to the laneway. These particular families have chidlrend and granchilden but feel that their homes and back gardens are unsafe due to the anti- social activities occring over the wall in the laneway. This lane no longer serves the community in any practical way and rather just adds to the constant fear, anxiety and stress of those living closest to the laneway.

Reply:

There are 4 houses connected directly to the laneway 84-86 Macroom Road and 50 & 48 Ferrycarrig Road. Over the years we have had successive queries from residents dating since February 1987, regarding their wish to close the laneway by means of walls.

There has been /is difficulties using this means of closure as the underground sewerage network which supplies a very large number of houses is under this lane and access is required at all times.

Given the history here of requests and given the actual location of piping we could not recommend that residents pursue a fresh application with the same proposed method of wall closure at each entrance.

If residents wanted to put in a new application for closure by means of gates, general advice would be, given the low walls at side walls at each of the 4 houses, the walls on the side gardens would have to be raised in order to accommodate gates/pillars to be of sufficient height to hold same.

The reason is simply for gates to be effective they would have to be fairly high i.e up to 2.2 metres and be placed at the entrance to each side .This would prevent a recess/gap at both mouth entrances. This means that groups could not gather there without difficulty, and so would be more effective in reducing the impact of anti-social behaviour

That this area committee rejects the proposed siting of 38 units of Modular housing at Belcamp Avenue, Dublin 17. With no communication with or consultation of the local community, the plan to place temporary emergency accommodation units on a site that had previously been ear marked for permanent public housing, a demand the local community had fought for over 15 years to achieve, adds further to the concerned community’s displeasure of the council’s proposal.

Reply:

There are a growing number of families with dependent children accommodated in emergency accommodation. At end September 2015, there were 637 families in all types of emergency accommodation including 109 families from the North Central area who are currently in emergency accommodation.

The Minister for the Environment, Community & Local Government, announced on 21st October 2015 that the Government has approved the delivery of 500 modular housing units for homeless families across Dublin. The aim of the programme is to deliver 500 social housing properties for homeless families as quickly as possible and ease pressure for families currently residing in hotels and other emergency accommodation as a temporary measure while supply is coming on stream.

The Minister further announced that the first 150 modular homes be delivered on sites in Dublin City Council’s administrative area utilising the most expeditious procurement and planning provision.

Modular housing will be allocated to households assessed as being homeless under the relevant acts. Households placed in this type of accommodation will be on a licence as opposed to a tenancy arrangement and will pay an accommodation charge to Dublin City Council based on household income.

Families who are housed in these units will remain homeless for statistical purposes but will have a better environment where there family life will be less disruptive.

All families placed will be assigned a professional wrap around service via the existing Homeless Action Teams. This involves having in place a support package for children and their legal guardians and which addresses any concerns raised.

The ultimate objective of this team’s work is to assist families in finding long-term tenancies once available and in the quickest timeframe. A wide range of housing supports will be assessed and offered based on eligibility, including social housing allocations and the Housing Assistance Payment Support (HAP). The Dublin Regional Homeless Executive has established the Dublin Place Finders Hub which co-ordinates access and sourcing of private rental accommodation.

The design of the modular housing will fully comply with the policies and objectives of the City Development Plan and will also be fully compliant with the current building and fire regulations.

Reply:

All works applied for, under this scheme must first be assessed by a surveyor to establish if the works are feasible at that property. If works cannot be provided due to structural limitations, we can advise the applicant early on in the process and all other alternative works and housing options can be then examined by the tenant. If deemed feasible, the file is then sent for assessment on medical grounds.

It was this initial feasibility assessment that was carried out at this property in August 2015. The works were deemed feasible and the file was then sent for examination on medical grounds. The medical information submitted in this case was inadequate and did not demonstrate any real medical need for the adaptations. A letter was sent to the tenant on 31st August 2015 requesting detailed medical evidence that may establish the need for these works.

We do require medical documentation that can help identify those cases with the greatest level of medical need.

To date no further medical evidence has been received in relation to this applicant, therefore DCC can not proceed with any works. If the tenant forwards more detailed medical information this case will then be re- assessed.

1.DCC Estate Management are working closely with the Gardaí to eliminate this problem. It should be noted no complaints regarding anti social behaviour has been received in this office since September 2015.

2.The laneway in question is a public right of way and cannot be sealed or gated. The formal lane closure protocol must be initiated. See 3 below from Elaine Mulvenny.

3.Number 1 (details supplied) is a DCC property and has been re-let. We are in the process of purchasing number 2. It is however still a private property.

In relation to the archway above being closed off, we will firstly examine on-site the feasibility of a gate being put in place in the context of the Section 73 of the 1993 Roads Act which can allow for the extinguishment of a public right way of way. It is important that for example the services existing underground are not for vital supply and also that locally there is at least a fair chance that there would not be a lot of residential objections arising from the current level of use of same for access exit purposes. Dublin City Council is aware of the level of impact that falling fruit has on the residents of this location at this time of the year. In the past this Service has described the importance of maintaining these trees in the area. Parks & Landscape Service has worked with Waste Management Services, the public Domain Officer and the Environmental Officer for the North Central Area to minimise the impact of fallen and falling fruit on residents. It is not possible at the current time to carry out a removal and replacement programme of the fruiting trees in the general area at the present time. The overall issue of conflict of fruiting and the negative impacts on residents is included for examination in the preparation of a Tree Strategy for the City, which will shortly be made available for public consultation. Parks & Landscape Service propose to develop specific proposals for the future of the roadside trees at this location and will have the outline of this for presentation for the February 2016 North Central Area Committee Meeting.

Reply:

Noise maps have been developed for the agglomeration of Dublin which includes Dublin City Council, Fingal, South Dublin and Dún Laoghaire-Rathdown County Councils. These maps quantify the sound emissions from traffic on all major roads within Dublin. On foot of these maps a Noise Action Plan has been developed for the period December 2013 - November 2018. Within the Noise Action Plan undesirable sound levels have been set at greater than 70dB(A)(decibels) for daytime and greater than 55dB(A) for the night time.

An assessment of the noise maps, along with short term spot monitoring at the location requested, indicates that average daytime (7am-7pm) sound levels at the front boundary of the properties in (details supplied), closest to, and facing the M1 are between 60-65dB(A). Night time (11pm -7am) levels are assessed between 55-60dB(A). As such the nearest properties fronting onto the M1 are being exposed to undesirable night time sound levels. Approximately 13% of households within the City would be in a similar position. Sound levels drop below the undesirable limit at the properties immediately behind those facing the M1

In order to prioritise noise mitigation measures should resources become available, a decision making matrix was devised and set out in the Noise Action Plan. This decision making process considers different factors to be examined at each location, with a resultant total value being assigned. The Action Plan indicates that priority will be given to locations where a value of 17 or greater is calculated should resources for mitigation measures become available. This assessment using the Action Plan matrix identified no locations in (details supplied) which achieved 17 or greater.

The M1 carriageway level, lies below the property levels in questions. A line of trees and a block wall are also in place between the road and the properties. The traffic speed limit in that location is eighty kilometres per hour. Any further mitigation to reduce night time sound levels would fall within the area of noise source reduction i.e. the reduction in the volume of traffic on the road. The emphasis in the current Noise Action Plan is placed on measures to prevent noise and reduce, avoid or relocate the various types of noise sources. These measures focus mainly on road traffic sound emissions, as the noise maps have shown it to be the major sound source in the Dublin Agglomeration. As such the City continues to promote, support and encourage: a) Sustainable travel infrastructure projects and traffic management schemes that promote mobility by all sustainable travel modes. b) The development of sustainable travel modes in conjunction with transport providers and local communities. c) The facilitation of the introduction of Electric Charge Points in conjunction with the relevant government departments and through the Planning Process. d) The facilitation of the introduction of car share clubs. e) the adoption of best practice / guideline documents and policy in Transportation Planning, e.g. Design Manual for Urban Roads and Streets 2013, Cycle Design Manual 2012 etc g) The reduction of excessive driving speeds through the provision of appropriate traffic calming measures and changing of speed limits though bye-laws in line with Government guidelines. h) The promotion of the use of low-noise road surfaces where appropriate. For new roads schemes, low noise surfaces will be considered as part of the overall design and in keeping with current design guidelines. This area forms a portion of the residential public open space along the Santry River and provides a planted buffer to adjacent private properties a treatment that is considered to be appropriate. Dumping abuse can occur at the location and is addressed as often as possible . The problem can be more frequent in the period of Halloween. Any specific information regarding those who may be involved in such abuse of the public open space can be provided to the Litter Warden in the area and the appropriate action will be taken.

The construction, erection or alteration of a gate within or bounding the curtilage of a house constitutes exempted development by virtue of class of schedule 2 – part 1 of the Planning and Development Regulations 2001 subject to two conditions and limitations:

1. The gate shall not exceed 2 metres in height. While the top of the gate is approximately 2.4 metres above ground level, it is stepped up above ground level by approximately 200mm and has been finished so as to stand flush with the top of the adjoining boundary wall. The slight increase in height over and above 2 metres is considered a minor breach of the Regulations for which enforcement measures are not required.

2. A means of access shall not be exempt if it onto a public road, the surfaced carriageway of which exceeds 4 meters in width. This gate is not onto a public road but onto public open space that is under the control of the Council’s Parks and Landscaping Services Department.

Waste Management Services operate a leaves and fruit removal programme during the autumn and winter months. Priority is given to tree-lined streets with heavy pedestrian use and areas particularly prone to flooding. We will ensure that (details supplied) Road and the (details supplied) area is included as often as possible during the course of this programme.

Public Domain Team are facilitating regular clean ups of the fruit fall and the leaves with the Blue Bag Scheme. (Details supplied) Residents Association link regularly with the team in the provision of blue bags and the coordination of the pick ups. The Association keep the blue bags in Carleton Hall and make them available to the residents on request. When the team receive call requesting the bags for the area we will refer to them to Carleton Hall in order to make it easier for residents to collect the bags. The Association will then report to the team on the pick up points for Waste Management. They will also let the team know if there are any very vulnerable/frail residents who are unable to clean up around their area and if necessary the Public Domain Crew will facilitate this request by clearing the area of fruit and leaves.

Dublin City Council is aware of the level of impact that falling fruit has on the residents of this location at this time of the year. In the past this Service has described the importance of maintaining these trees in the area. Parks & Landscape Service has worked with Waste Management Services, the public Domain Officer and the Environmental Officer for the North Central Area to minimise the impact of fallen and falling fruit on residents .It is not possible at the present time to carry out a removal and replacement programme of the fruiting trees in the general area . The overall issue of conflict of fruiting and the negative impacts on residents is included for examination in the preparation of a Tree Strategy for the City, which will be shortly be made available for public consultation. Parks & Landscape Services propose to develop specific proposals for the future of the roadside trees at this location and will have the outline of this for presentation for the February 2016 North Central Area Committee Meeting.

Parks & Landscape Service has examined the request for the installation of playgrounds at both of the above areas of residential public open space. These open spaces are not considered suitable for the placement of formal playgrounds because of the proximity of public roads, private residential properties, and the level of resources required to carry out the ongoing inspection of equipment and surfaces that is required with such facilities. Parks and Landscape Service generally site such facilities in neighbourhood parks where daily inspection can take place and a speedy response to any damages can be put in place when required. Both of the above locations provide informal play opportunity at present, and formal playground are in place at , Whitehall and at Maypark, Donnycarney.

As advised in 2010 by an Occupational Therapist, and subsequent approval of an application from these tenants, several home adaptations were carried out at this dwelling.

A shower was provided in the exisiting bathroom in 2010 and further to receipt of a second OT report in 2011 the provision of a stairlift was approved on medical grounds and installed for this couple in April/May 2011.

A third Occupational therapist's report was received at our offices on 16th September 2015 recommending the provision of an extension. The file will be assessed on medical grounds in the near future and the tenant will be advised of the outcome by letter.

In July 2015 there was a leak from the attic tank caused by a problem with the overflow valve. A new overflow was fitted. The only work outstanding currently is re-plastering of the ceiling in the sitting room and an area in one of the bedrooms. This work will be carried out within the next two weeks.

The windows have been inspected and are deemed to be in reasonable condition, therefore not in need of replacement.

The Area Maintenance Foreman is making arrangements to have the immersion checked. The following repair requests were also attended to over the past year:

Details: To provide this councillor with a detailed report on the Parks Department’s level of engagement with Darndale Park over the past three years; the report to include the number of staff assigned to the park in each of those three years, the roles and responsibilities of said staff in that time and the number of hours the staff worked in the park on a weekly basis over the same period of time, up to and including the present.

Reply:

The (details supplied) park is maintained by Parks and Landscape Service staff based at Belcamp Park and forms part of the maintenance operations on parks public open space in this general area of the North Central West District of this Service.

During the growing season the aim is cut the grass at least every five to seven working days. When grass maintenance operations are being carried out litter picking is also carried out by two staff. Approximately once a month six staff are detailed to pick litter in the Park to remove accumulated material which has been dumped in the Park, this may be at a greater frequency such specific dumping issues arise. Weed control operations, children’s playground maintenance, boundary maintenance, pond maintenance, are carried out on an ongoing basis as determined by the supervisory staff,. The staff includes, Supervisory Gardener, Civil Crafts ( when required), General Operative Staff including agricultural tractor drivers, compact tractor drivers and operatives and General operative staff, all with the appropriate Health & Safety Training and specialised horticultural maintenance equipment.
