The North Central Area Committee recognises that part of this traffic is coming from and going to the Clonshaugh Industrial Estate. The North Central Area Committee also recognises that the Oscar Traynor Road will become an even busier east/west artery when Oscar Traynor Land Initiative is developed. Therefore to better manage traffic flow into and out of the Clonshaugh Industrial Estate, the North Central Area Committee requests that the following actions be taken i) a westbound turn right filter lane and filter light be installed into the Industrial Estate (coming up the road from the Northside Shopping Centre) and that ii) a viability study to build a roadway out of the Industrial estate onto the R139 g Motion in the name of Councillor Donna Cooney To ask the manager to look at the possibility of introducing Speed bumps on mount prospect park Clontarf D.3. h Motion in the name of Councillor Donna Cooney To ask the manager if pilot segregated waste bins could be provided on Dollymount beach and then introduced to St Annes Park, Fairview Park and Clontarf Promenade. i Motion in the name of Councillor Donna Cooney To ask the manager could physical measures be introduced to prevent parking and driving on the pavement by the church and school on Griffith Avenue j Motion in the name of Councillor Donna Cooney To ask the manager could funding be allocated for safe segregated continuous pedestrian pavement at the junction of Alfie Byrne road as an interim measure. k Motion in the name of Councillor Donna Cooney To ask the Manager if he is aware of the non compliance by Clontarf Baths to planning permission guidelines for maximum 15 car parking spaces with a file still open in our planning enforcement office, while the baths website states they have 40 free spaces for customers. The manager committed to providing “Dementia Training” for all city council staff (front line staff in particular) across the North City Area in conjunction with the Age Friendly Programme. Presentation to be circulated to the attendance. b Pre Part 8 Report to initiate a Part 8 planning application for Fairview Park Tearooms Order: Agreed to proceed to public consultation phase. Councillor O’Farrell expressed concern that the toilet provisions planned are inadequate to meet the needs of the elderly & people with disabilities. Les Moore to liaise with Councillor O’Farrell & the CRC to determine if there is a hybrid type facility that would be more suitable. c Part 8 St. Anne's Park (Overview of Part 8 Application to be made later this Spring/Summer) Order: Noted. This item to be returned to the NCAC in April. Presentation to be circulated to the attendance. d Action Plan - Bull Island Management Plan Objectives Order: Noted. The manager is to revert to the next meeting with an update on the potential of infill housing being built on the spine site as a means to eradicate anti-social behaviour there. Ongoing anti-social behaviour & criminal activity to be raised at the next JPC. Deirdre Murphy to engage with the schools through the Darndale Forum and Richard Cleary (in conjunction with the NCA Community staff) to initiate a children’s poster campaign to combat illegal dumping. g Housing Supply Report Order: Noted: h Housing Allocations Annual Report 2019 Order: Noted: Map of allocations areas to be sent to the attendance. i Sports and Wellbeing Partnership Report Order: Noted: j Proposed disposal of a former laneway to the rear of 7 & 9 Marino Park Avenue, Marino, Dublin 3. Refer to City Council. 4 Roads and Streets Matters a Minutes of TAG Meeting held on 28th January, 2020 Order: Noted. 5 Items for following Meetings a Planning Enforcement Councillors requested a comprehensive presentation on enforcement – a step by step guide through the process, in particular, what recourse is there for blatant non-compliance of planning permissions. b Sports programmes for younger children in schools The manager to link in with the Sports & Wellbeing Partnership in relation to the provision of boxing sports programmes for younger children (8-10 year olds) in schools across the area. c Part 8 St. Anne's Park (Overview of Part 8 Application to be made later this Spring/Summer) This item to be returned to the NCAC in April. 6 Motions a Motion in the name of Councillor John Lyons This area committee calls for the installation of public lighting along the pathway connecting the Oscar Traynor Road to Cromcastle Road, 2 Page 6 adjacent to the Kilmore West Recreation Centre, the pigeon club and recently unveiled community garden. This area is known for anti-social behaviour - public consumption of alcohol and recently, a number of mugging attempts, making it unsafe for many residents in Kilmore West wishing to walk to and back from the local shopping centre. Reply: The Parks Service do not provide lighting within Parks or Open Spaces unless there is no safe lit alternative routes. As there is an existing lit route from the Shopping Centre via Kilmore Road and Cromcastle Road the provision of lighting along this route would be considered very low priority.
