January 2012 in Hong Kong 31.1.2012 / No 97 A condensed press review prepared by the Consulate General of Switzerland in HK Economy + Finance Chief Executive 'never as scared as now': Chief Executive Donald Tsang underlined the gravity of the crisis gripping the world economy, admitting he has "never been as scared as now". Tsang and other policymakers from around the globe present in the World Economic Forum in Davos, Switzerland, to press Europe's leaders to halt its financial meltdown. "You need decisive action, you need overkill. You need to inspire confidence," Tsang told Europe. "That confidence must come from the decisive action of governments working together and doing it quickly," he added, saying that delays had already cost billions in debt that was mounting unnecessarily. Tsang has four decades in public service that spanned other serious economic downturns such as the 1997-98 East Asian financial crisis. Western worries to batter HK growth: The worst is yet to come for the global economy, the financial services minister warned, and HK will not be immune from the effects, with growth likely to slow. Professor Chan Ka- keung, Secretary for Financial Services and the Treasury, said he expected the city's economy to continue to grow this year, although the rate may be slower than in 2011. He also warned Hongkongers expecting to see property prices rise again, as countries like the United States ease monetary policy, they were likely to be disappointed. Wage floor dents HK's title as freest economy: The statutory minimum wage has slightly dented the city's crown - one that has been held for 18 years - as the world's most free economy, says a conservative US-based think tank. -

Post Chief Executive Election 2017
Executive Counsel Limited Political Risk Report No.9: Post Chief Executive Election 2017 On Sunday 26th March 2017, Carrie Lam was selected by the election committee to be fourth Chief Executive of Hong Kong. Lam will assume office on 1st July 2017. In the election, held in secret ballot, there were 1,163 valid votes. Lam achieved a landslide majority of 777 votes, while her counterparts John Tsang and Woo Kwok-hing took 365 and 21 votes respectively. Lam’s electoral victory will break political precedence in Hong Kong in many ways. Not only will Lam be the first female Chief Executive but also the first to be elected with negative net approval rate, which will not afford her a ‘honeymoon’ period. However, the ‘tough fighter’ will have to charge at these problems with predominantly uncooperative parties. The day after her victory, Lam vowed to mend Hong Kong’s social divisions, and 8 occupy central celebrity participants were arrested including 2 legislators, 2 social activists, 1 student leader, 2 university professors and a pastor. Although, hardly orchestrated by the government or Lam, it has been interpreted by oppositional forces as a hostile move to topple the pan democrats’ ‘one-third’ control in the Legislative Council, and to undermine their presence in all sectors. To add to this degree of difficulty, there is also resistance from the outgoing establishment. On 28 March 2017 when the Chief Executive-elect expressed her wish to liaise with the incumbent government to halt the Basic Competency Assessment (BCA) for Primary 3 students in May 2017, CY Leung replied a few hours later that “she can cancel it after 1st July” but not on his watch. -

The Civil Service Bureau (CSB) of Hong Kong Special Administrative Region (HKSAR) claimed the grade is “a cadre of multi-skilled professional administrators who play a key role in the Government of HKSAR”. However, the handover of Hong Kong has led to the change of regime and administration. Being the top management of the civil servants, AO Grade has gone through changes and transition, namely the launch of Principal Officials Accountability System (POAS) and the emergence of the civil society. This article aims to comprehend the two transitions after the handover. The two transitions have altered the job nature of AOs and the policy formulation process, which eventually created a mismatch between the unchanged AO Grade and the new public expectation towards the Grade. This paper will first assess comprehensively the development of the civil society and the POAS of Hong Kong, together with the analysis of how the two transitions have affected the AO Grade. Interviewing current and former AOs would provide empirical basis to testify the arguments.
