Policy of the state concerning the protection of national minorities There is a many decades long tradition of enjoyment and promotion of minority rights in the Republic of Macedonia. One of the basic strategic commitments and objectives of the Republic of Macedonia is the improvement of relations between the Macedonian people and citizens who are part of the Albanian, Turkish, Vlach, Serbian, Roma and Bosniac peoples, as well as other citizens, and in that context a particular attention is paid to full realization of the constitutionally guaranteed rights of members of all communities. The protection of minority rights is based on the feeling but also the need for mutual understanding and tolerance deeply rooted in the history of the Macedonian people and members of communities living in this area, but also on the respect and implementation of standards in accordance with international treaties and practice in this field. One may note that as far as the protection and promotion of minority rights are concerned the Republic of Macedonia is at the higher level of application of the international and European standards in this sphere. The implementation of the meaningful policy for improving the protection of the rights of persons belonging to national minorities in the Republic of Macedonia is a long-term commitment, the main aim of which is to develop a society with highly developed feeling of integration and belonging of all citizens, on one hand, and the developed feeling for individual freedoms and respect for all individual cultural, linguistic, religious and other features, on the other. Members of various communities should contribute to but also be a bridge to building friendly and good- neighborly relations, as well as to creating a constructive cooperation among the countries in the region. The respect for the rights of persons belonging to national minorities is expected to contribute to stability and peace, not only in the Republic of Macedonia, but in the entire region of South Eastern Europe. 1.1 Statement on the policy of the Government of the Republic of Macedonia concerning the protection of national minorities Excerpts from the Program of Work of the Government for the period 2002 to 2006 1presented to the Assembly of the Republic of Macedonia on 31 October 2002. The priority tasks and goals of the Government of the Republic of Macedonia will, inter alia, include the following: full and consistent implementation of the Ohrid Framework Agreement; reestablishment of trust among citizens of different ethnic affiliation and elimination of possible feeling of discrimination, fear and mistrust; protection of human rights and freedoms and the constitutionally guaranteed equality of citizens irrespective of their ethnic, religious and ideological affiliation. Bibliography 273 Abstract The nation-state is now the dominant form of sovereign statehood, however, a century and a half ago the political map of Europe comprised only a handful of sovereign states, very few of them nations in the modern sense. Balkan historiography often tends to minimize the complexity of nation-building, either by referring to the national community as to a monolithic and homogenous unit, or simply by neglecting different social groups whose consciousness varied depending on region, gender and generation. Further, Bulgarian and Serbian historiography pay far more attention to the problem of "how" and "why" certain events have happened than to the emergence of national consciousness of the Balkan peoples as a complex and durable process of mental evolution. This dissertation on the concept of nationality in which most Bulgarians and Serbs were educated and socialized examines how the modern idea of nationhood was disseminated among the ordinary people and it presents the complicated process of national indoctrination carried out by various state institutions.

    On the basis of article 65 of the Law on Real Estate Cadastre („Official Gazette of Republic of Macedonia”, no. 55/13), the Steering Board of the Agency for Real Estate Cadastre has enacted REGULATION FOR THE MANNER OF CHANGING THE BOUNDARIES OF THE CADASTRE MUNICIPALITIES AND FOR DETERMINING THE CADASTRE MUNICIPALITIES WHICH ARE MAINTAINED IN THE CENTER FOR REC SKOPJE AND THE SECTORS FOR REAL ESTATE CADASTRE IN REPUBLIC OF MACEDONIA Article 1 This Regulation hereby prescribes the manner of changing the boundaries of the cadastre municipalities, as well as the determining of the cadastre municipalities which are maintained in the Center for Real Estate Cadastre – Skopje and the Sectors for Real Estate Cadastre in Republic of Macedonia. Article 2 (1) For the purpose of changing the boundaries of the cadastre municipalities, the Government of Republic of Macedonia shall enact a decision. (2) The decision stipulated in paragraph (1) of this article shall be enacted by the Government of Republic of Macedonia at the proposal of the Agency for Real Estate Cadastre (hereinafter referred to as: „„the Agency„„). (3) The Agency is to submit the proposal stipulated in paragraph (2) of this article along with a geodetic report for survey of the boundary line, produced under ex officio procedure by experts employed at the Agency. Article 3 (1) The Agency is to submit a proposal decision for changing the boundaries of the cadastre municipalities in cases when, under a procedure of ex officio, it is identified that the actual condition/status of the boundaries of the cadastre municipalities is changed and does not comply with the boundaries drawn on the cadastre maps.

Megjithatë, fillimi apo lindja e akëcilit art mund të kërkohet në kohën kur njeriu filloi t’i vështrojë gjërat dhe dukuritë që ndodhnin rreth tij dhe kur filloi ta shprehte atë që kishte dëgjuar, atë që kishte parë dhe atë që kishte ndjerë. Kështu, p.sh. njeriu parahistorik, njeriu i shpellës, vizatonte në pllakat dhe muret e shpellës gjërat (sendet) dhe kafshët të cilat e kanë tërhequr vëmendjen dhe kureshtjen e tij; ai vizatonte peshqit dhe egërsirat, sepse me të parët ushqehej, kurse nga të dytët frikësohej; ecte dhe kërcente ritmikisht, sepse i ndjenjte lëvizjet në natyrë dhe i dëgjonte zërat (tingujt) e shpendëve dhe kafshëve. Objekt i meditimeve dhe i ndiesive të tij ishte e gjithë natyra me dukuritë e saj: bubullima dhe vërshimet, tërmetet dhe zjarret, të ngrohtit dhe të ftohtit etj. Në lidhje me këto dukuri njeriu e shprehte botën e tij të brendshme dhe ndjenjat e tij i shprehte përmes formave të ndryshme, si, ritmit, vizatimit dhe më vonë edhe të fjalëve. Supozohet se nga reagimet e tilla të njeriut janë zhvilluar degët e ndryshme të artit, të cilat janë bërë objekt i kulturës shpirtërore të njeriu t. Fjala art vjen nga fjala latine ars, artis, që ka kuptimin e mjeshtërisë, aftësisë, shkathtësisë për të krijuar diçka. Ky është kuptimi më i ngushtë i fjalës art. Por arti përfshin një fushë më të gjërë të krijimtarisë njerëzore.
