Biographical sketch Robert Allan Spencer, historian, educator and administrator, was born in Montreal on 9 November 1920. Following his undergraduate degree from McGill (BA 1941), he served with the Canadian Forces in Britain and Northwest Europe (1942-1946). After obtaining his MA in 1947 (University of Toronto) and his DPhil (St John's College, Oxford) in 1950, he joined the Department of History at the University of Toronto. He held various administrative posts in the Department and in the University during his career culminating in his years as the director of the Centre for International Studies (1976-1986). Between 1959 and 1984 he was co-editor of International Journal. His main field of historical scholarship, German studies, led to active involvement in the Atlantic Brücke, the annual Canada-Germany symposium. The links he developed with the Federal Republic of Germany earned him the Goethe Medal and the Commander’s Cross of the Order of Merit. He wrote or edited works in the areas of German affairs and Canadian foreign policy. A founding member of the Atlantic Council of Canada, he served as Secretary, Secretary-Treasurer, Vice-President and President over the period from 1966 to 1990. In 1998 he was given an Honorary Fellowship by Trinity College. In 1948 Professor Spencer married Ruth Margaret Church. The couple had three children, Charles, Valerie Spencer Keyes and Katherine Spencer-Ross. Professor Spencer lives in .

Administrative history The Atlantic Council of Canada (ACC) developed out of the Canadian Atlantic Coordinating Committee (CACC) which was formed in 1954 under the leadership of Professor Edgar McInnis of the Department of History, University of Toronto (later the first full-time president of the Canadian Institute of International Affairs - CIIA). In doing so he acted at the suggestion of the Secretary of State for External Affairs, Lester B. Pearson, his friend and former colleague, who had recognized that as the North Atlantic Treaty Organization (NATO)

2 Robert A. Spencer and ACC fonds was to continue indefinitely it was necessary to provide public understanding of and support for it. The CACC brought together representatives of the CIIA and the United Nations Association (UNA). In 1966 it was succeeded by the Atlantic Council of Canada, which two years later was incorporated and continued this role.

Scope and content Fonds consists mainly of files relating to both the administrative and public activities of the Atlantic Council of Canada during the years when Robert A. Spencer (RAS) was executive director of the Council. Also included are files relating to the ACC's involvement with the Canadian government, the North Atlantic Treaty Association, the Atlantic Treaty Association (ATA), the Committee on Atlantic Studies (CAS), and the Turkish Atlantic Council.

Notes Acquisition history: The fonds consists of records donated to the Archives by Robert A. Spencer in September 2010.

Scope and content: Series contains files documenting the Canadian Atlantic Coordinating Committee (CACC), from which the Atlantic Council of Canada developed, under the leadership of Professor Edgar McInnis of the Department of History, University of Toronto. Scope and content: Series consists of records from the presidency of Robert A. Spencer (RAS) and includes those dealing with the role of successive ACC chairmen, H.N.R. (Hal) Jackman and Edward H. Crawford, the minutes of the meetings of the Board of Directors and the Executive Committee, which record much of the Council’s activities, together with those of the annual meetings. Also included are the reports of the Nominating Committee which reflect the success in recruiting directors from across the country, annual reports providing summaries of the Council’s work, and correspondence.

Extent: 49 cm of textual records

Scope and content: Series consists of the text of the Council’s Charter and its Mission Statement and papers dealing with the all-important financial problem for a non- governmental organization dependent on raising its own operating funds including both accounts of maintaining the small annual grant provided by the Department of External (later Foreign) Affairs and of successive fundraising campaigns and the related cross-country membership drives. Also included are the issues of the Atlantic Council Letter, one of the instruments devised to inform the public and especially to assist its education role directed at schools.

Scope and content: Series contains the records of the Programme Committee. Working under the general supervision of the President and the Executive Committee, the Programme Committee operated under the direction of one of the Council’s vice-presidents and had the direct responsibility of organizing the semi-annual conferences which took place in Toronto, in the Cadieux Auditorium at External (later Foreign) Affairs in Ottawa, and at locations across the country. A further area of responsibility was to act as host for visiting lecturers and other visitors who conducted seminars. The Committee also made arrangements for visitors from NATO Headquarters, for example, to make cross-country information tours.

Scope and content: Series contains records relating to activities organized by the President and the Executive Committee, not by the Programme Committee. These included special youth seminars, internships funded by the Department of National Defence (DND) that placed interns across the Alliance, especially in the emerging democracies in Central and Eastern Europe. NATO’s 50th anniversary (1999) was marked by a series of important events, including a major conference, a special anniversary postage stamp, and a plaque approved by the Historic Sites and Monuments Board.

NATO 50th 1998 1998 Much of this file relates to plans for using 18-17 Anniversary the ACC's autumn 1998 seminar to Conference, Part I celebrate the anniversary. Once it became clear that the Secretary General would be in Canada in February 1999, plans shifted to a conference at that time.

NATO 50th 1999 1999 Conference entitled "Shaping the 18-18 Anniversary Transatlantic alliance for the 21st Century" Conference, Part II was held on 12-13 February at the Canadian Forces College. The public conference was preceded by a special luncheon for and speech by the Secretary General.

NATO 50th 1998 1999 Submission for a plaque to recognize 18-19 Anniversary Canada, the Washington Treaty and NATO, historical plaque to be put up in the East Block where Canada's contributions to the treaty were "hatched".

NATO 50th 2000 2006 Despite approval of the North Atlantic 19-1 Anniversary Treaty as an event of national significance historical plaque in 1999, there was endless correspondence with respect to the wording on the plaque and the site of the plaque. As of August 2006 no resolution had been reached.

Scope and content: Series documents the continuing close relationship with the Departments of External (and then Foreign) Affairs and National Defence, including participation in DND’s Military and Strategic Studies seminars. Also included are the records of the briefs which the Council’s chairman, president, and senior vice-president presented in person to the 1994 Defence and Foreign Policy Review Committees, and the publication of in a Dangerous World by Colin Gray. Series includes the records of the visits of successive NATO secretaries general and other officers from NATO Headquarters, visits to and co-operation with NATO headquarters, a collection of the texts of NATO speeches, and records of the close relationship with Toronto’s consular corps whose countries were either members of NATO or of the Partnership for Peace.

Administrative history: The Atlantic Treaty Association (ATA) was a non-governmental body created in 1953 at a series of meetings in England and on the continent at which Canadians, including Professor George Brown of the Department of History, University of Toronto, were involved. It encouraged the development of national Atlantic councils and brought together members of their executives in semi-annual meetings. In advance of the assembly scheduled for Canada in 1995, Robert Spencer (RAS) was elected as vice-president of the ACC.

Scope and content: Series consists of files dealing with the annual meetings of the Assemblies and of Canadian participation in them, including those organized by the Council and held in Canada in 1964, 1976, and 1986, and accounts of the proceedings of Council and Bureau meetings to 1995. Also included are records of the ATA 41st Assembly in Toronto and the related 1995 Bureau and Council meetings that document the controversial NATO enlargement issue as well as papers on the concurrent crisis in Yugoslavia.

SERIES 9: COMMITTEE ON ATLANTIC STUDIES (CAS)

Administrative history The Committee on Atlantic Studies was an unusual academic body, formed in 1964 by the Atlantic Council of the United States in co-operation with the Atlantic Institute, Paris, in response to concern that academic studies tended to focus on more exotic areas rather than on the affairs of the North Atlantic. Its mandate was thus to encourage research and teaching on the area of the North Atlantic. Its first chairman was Eugene V. Rostow, Dean of the Yale Law School. As the first non-American member, RAS was involved in the Committee’s development from a North American to a transatlantic body, embracing academics from NATO countries, East European countries and neutral Switzerland and Sweden. Administered from the Washington-based Atlantic Council of the United States, it organized conferences on both sides of the Atlantic. Several were held in Canada, including one at Trinity College.

Scope and content This series consists of correspondence, minutes of meetings, papers given at various conferences organized by the Committee on Atlantic Studies.
