I understand that my dissertation may be made electronically available to the public. ii Abstract Peter Malachy Ryan Agenda Setting in English Canada in the Age of Minority Government, 2004-2011 Doctor of Philosophy Joint Graduate Programme in Communication and Culture Ryerson University / York University 2012 Keywords: Agenda Setting, Informational Politics, Frames Analysis, Network Theory, Political Communication, Policy Formation This dissertation examines the contemporary relationship between agenda setting and frames analysis in Canadian federal politics from 2004-2011. The research project tests Savoie’s thesis that the centralization of power has grown with the increasing size of the Prime Minister’s Office (PMO) and that the leader of the office has most clearly exerted that power in controlling the government’s agenda by applying it to the experience of minority government at the dawn of the 21st century. To test his thesis, textual analyses of the PMO’s agenda-setting documents were conducted to identify the key language, frames, and controlled policy announcements that were reflected within the political discourse. How does the discourse represent and reflect the shift in power in a dramatically changed political environment when, at least in theory, a minority government would be at the mercy of opposition parties who hold the balance of power? From 2006 to 2011, the Harper Conservatives stayed in power by cleverly manipulating the agenda through framing and reframing issues to their advantage. The prime minister retained the final executive decision on party and iii government political communications and was, therefore, the leading arbiter of the messages delivered to represent key party agenda-setting strategies. Harper has often been identified as a shrewd strategist by academics and the media alike, but how different were his agenda-setting techniques compared to previous minority government strategies? This research identifies the communication tactics that the PMO used in 2006 to ensure its unique five key policy frames of “accountability”, “child care tax credits”, “cutting the GST”, “patient wait time guarantees”, and “tough on crime” were consistently delivered and coordinated across media in their platforms, websites, speeches, and outlays. The Harper Conservatives’ new strategies included narrowing agendas, promoting wedge issues, priming voters using distracter frames, and using strict media communication protocols to attract popular support from the key segment of middle class families. Using these tactics, the government set the agenda on the dismantling of the firearms registry, framed the skills and motivations of two opposition leaders as ineffective and weak with attack advertisements, and sold the illusion that coalition governments were undemocratic. iv Acknowledgements It truly does take a village to accomplish any project of this dissertation’s size and scope. The family’s generosity has created many opportunities for Canadians with untold benefits. Ted Rogers led Rogers Communication into the wireless business in Canada in 1983, very early in the adoption of cellular phone technology, because he read Dick Tracy comic books when he was young and knew about the detective’s telephone watch: “I just thought that being tethered to the wall on the phone, where you can’t move, wasn’t going to survive […]. I grew up when everybody was talking about a Dick Tracy watch with a phone, so it wasn’t hard for me to have that image” (Source: Sorensen, Chris. “Ted’s Way.” Toronto Star. Saturday, May 24th, 2008: B1). Ted Rogers believed everybody would want a mobile telephone one day, and he has been proven correct by the millions of Rogers mobile phone users in Canada. Like Rogers, I hoped that my dissertation research would benefit people. I hope that my research provides a basis for understanding how political communication and media technologies are changing federal politics. Living in a social democratic society that has both private and public support for research like my project is truly a privilege, one that I hope many more people will experience and foster like the Rogers family. This dissertation would not have been possible without the advice and support of the many members of the Joint Graduate Programme in Communication and Culture between Ryerson University and York University. The research project was also generously supported by the Ontario Graduate Scholarship programme and the Canadian Media Research Consortium (CMRC) small grants programme. First, I would like to thank Patrice Dutil, my dissertation supervisor at Ryerson University, who helped me through to the end of this project as a constant guide and mentor.     February 18, 2021 The Honourable Cliff Cullen Minister of Education Legislative Building 450 Broadway Winnipeg, MB R3C 0V8 Dear Minister Cullen: River East Transcona School division is the second largest school division in the province. We offer quality education programming to our students while having the lowest cost per pupil in the urban area. Our administration cost cap is currently 2.4%, .3% lower than the government directive of 2.7%. RETSD can do this because of the effective and efficient budgeting process it follows. The division has consistently developed lean budgets that maximize revenue supports to provide for students. Our Board is proud of this accomplishment. As have all school divisions in the province, we recently received your funding announcement. The announcement outlines financial support from the province as well as restrictions and limitations placed on our local school board. The impact of those restrictions and limitations is magnified in our division due to the existence of a fiscally responsible and lean budget. Specifically, RETSD Board of Trustees may not raise local education property tax above the level assessed last year. The province is providing school divisions with a 2% Property Tax Offset Grant (PTOG) to make up the shortfall in revenue. Unfortunately, the 2% PTOG does not adequately address the actual costs the division is facing just to maintain a status quo budgetary position. The provisions of Bill 28 dictate that our employees will receive a 1% salary increase this year. Many of our teachers will also be receiving an additional annual salary increment. Our division is experiencing unprecedented expansion and student population growth.

Paper prepared for the Annual Meetings of the Canadian Political Science Association, June 2004, Winnipeg The federal New Democratic Party experienced a dramatic electoral decline in the 1990s from which it has not yet recovered. Along with difficulties managing provincial economies, the NDP was wounded by Canada’s constitutional debates. The NDP has historically struggled to present a distinctive social democratic approach to Canada’s constitution. Like its forerunner, the Co-operative Commonwealth Federation (CCF), the NDP has supported a liberal, (English-Canadian) nation-building approach that fits comfortably within the mainstream of Canadian political thought. At the same time, the party has prioritized economic and social polices rather than seriously addressing issues such as the deepening of democracy or the recognition of national or regional identities. Travelling without a roadmap, the constitutional debates of the 80s and 90s proved to be a veritable minefield for the NDP. Through three rounds of mega- constitutional debate (1980-82, 1987-1990, 1991-1992), the federal party leadership supported the constitutional priorities of the federal government of the day, only to be torn by disagreements from within. This paper will argue that the NDP’s division, lack of direction and confusion over constitution issues can be traced back to longstanding weaknesses in the party’s social democratic theory and strategy. First of all, the CCF- NDP embraced rather than challenged the parameters and institutions of liberal democracy.

As with all illnesses, the afflicted are forced to rely heavily on many to see them through their suffering. Thanks must go to my joint supervisors, Dr. Jeffrey Grey and Dr. Steve Harris. Dr. Grey agreed to supervise the thesis having only met me briefly at a conference. With the unenviable task of working with a student more than 10,000 kilometres away, he was harassed by far too many lengthy emails emanating from Canada. He allowed me to carve out the thesis topic and research with little constraints, but eventually reined me in and helped tighten and cut down the thesis to an acceptable length. Closer to home, Dr. Harris has offered significant support over several years, leading back to my first book, to which he provided careful editorial and historical advice. He has supported a host of other historians over the last two decades, and is the finest public historian working in Canada. His expertise at balancing the trials of writing official history and managing ongoing crises at the Directorate of History and Heritage are a model for other historians in public institutions, and he took this dissertation on as one more burden. I am a far better historian for having known him.
