Our islands are unquestionably safe. Beyond their beaches, the privileged climate, the landscapes, the culture and the food, the millions of tourists who visit us every year can freely enjoy their stay on the Balearic Islands. The quality and efforts of our security forces is indisputable. They perform their jobs in such an exemplary fashion, both professionally and efficiently, that they have ensured that everyone, both residents of the Balearic Islands and tourists, feels at ease in our community, making us feel proud. Citizen cooperation plays a crucial role in the job of the Civil Guard and the other forces. Every day, we should demonstrate that we are good, generous and respectful people who care for our visitors. For that reason, as well as the innate predisposition of the people of the Balearic Islands, the information on citizen security is also very important. We should be familiar with the rules, preventative measures and resources that will help us to be exemplary citizens. The purpose of this decalogue is to share all the rules needed to ensure that our islands continue to be the safe tourist destination that they are today. Our responsibility and duty as citizens is to be familiar with them and comply with them, producing the quality that the Balearic Islands deserve through our actions. José Ramón Bauzá Díaz President of the Balearic Islands 4 5 Introduction Spain is one of the most important tourist destinations in the world. In fact, in 2014 it welcomed 65 million tourists. The attractions that the Balearic Islands offer their visitors cover everything from Spanish hospitality to the richness and variety of our natural spaces, as the country with the largest number of beaches awarded blue flags, as well as our wide range of cultural activities and the diversity, quality and professionalism of the tourism sector. The key factors leading such a high number of tourists to visit our country clearly include safety, without which neither citizens nor tourists would be able to fully enjoy and freely exercise their rights and freedoms. We should note that in 2014 Spain had the lowest crime rate in the past 12 years, with 44.7 criminal infractions per thousand residents, a figure far under the European Union average. This figure by itself reveals that our country is one of the safest on the Old Continent. The direct influence that safety exerts on tourism, coupled with the strategic importance of the Spanish tourism sector, have meant that security is the target of particular attention in the design and development of specific measures to combat crime. To this end, the Secretary of State for Security has taken on the steadfast, specific commitment to prioritise the struggle against crime in tourist areas, and this materialised in the launch of the 2011 Safe Tourism Plan. Ever since this Plan has been implemented, the objectives have gradually been reached, with lower crime rates and better protocols for tending to tourists who have been the victims of criminal acts. They now receive personalised attention in the Foreign Tourist Attention Offices which have gradually been opened in the areas with the highest influx of tourists. It is precisely in this context of constant improvement in our attention to tourists that we have produced this “Decalogue on Recommendations for a Safe Environment”. I am confident that this guide will be extremely useful to tourists by providing them with well-organised, serious and reliable information that will allow them to enjoy their stay on the Balearic Islands under the optimal safety conditions. Francisco Martínez Vázquez Secretary of State for Security 6 7 Prologue Being a citizen of the Balearic Islands is a privilege. Welcoming visitors from all over the world is an honour. And working as the government delegate to ensure that our tourists can keep enjoying this safe region is my obligation. In all these years at the helm of the State Security Forces and Corps, the safety + tourism pair has been one of this government delegation’s top priorities. This is based on the steadfast conviction that safety is one of the basic cornerstones behind the success of the Balearic Islands as a tourist destination, and one that has led it to be world-class, helping our community to achieve top rankings in the most important tourist figures year after year. On the other hand, this statement is not the outcome of a subjective assessment, since the successive tallies of crime published quarterly do nothing other than reflect the outstanding work that both the Civil Guard and the National Police have been doing on our islands. Given this context, the State Security Forces and Corps’ drive to coordinate and work with the local police has been a key to this success. We should also mention the great effort to offer not just figures but also the best of the services, an aspect which is reflected in the launch of a number of Foreign Tourist Attention Offices (SATE) in the most important tourist areas. Their intense implementation once again places our islands at the forefront of excellence in tourist services. A reflection of the quality of this new service is the fact that these offices have received an award from the British government because of the outstanding assistance they have provided to British tourists who have been the victims of some kind of crime while on holiday. In short, our goal on these pages is to convey the fact that the State Security Forces and Corps’ commitment given to the demands on our islands is total, and that the safety + tourism pair is a necessary cornerstone that distinguishes us today and will continue to distinguish us as a tourist destination in the future. Below, this decalogue, which was drawn up by the Civil Guard of the Balearic Islands, outlines the basic guidelines it recommends to ensure that our tourists enjoy their holidays without upset, and that if they do suffer from any mishap or crime, they know that they will receive the best care possible to help them overcome delicate times which unfortunately, despite our efforts to eliminate them from the islands, are inevitable on occasion.
