It underlines the essential role that local and regional authorities play by virtue of their competences in the social field, in facilitating the access and effective exercise of social rights by young people, as well as the implementation of the Social Charter and its jurisprudence as being a source of inspiration for local and regional authorities to take action in this field. The report calls on local and regional authorities to encourage their national authorities to sign and ratify the revised European Social Charter, and to accept the collective complaints procedure. It also invites them to disseminate the text of the Charter through their own communication channels and social networks, and raise awareness of the social rights of young people through various initiatives. It further recommends the governments of member States to develop and co-ordinate actions with other levels of governance to raise awareness of young people’s social rights, and invites governments of the States’ Parties to the Charter to involve local and regional authorities throughout the implementation of this legal instrument.

Too much tolerance on the part of the authorities as regards the excess, alcoholic comas, and balconing: diving into the pool from your hotel room Arenal, a group of tourists stops traffic, rowing an imaginary boat. A full rubbish bin after just one day, on Arenal beach. Tourists having a shower on the beach. It’s not at all uncommon to find people wearing bizarre costumes on Arenal’s beachfront. Alcohol on sale at a market in Magaluf. Bad ideas make the best memories Every summer tens of thousands of young people arrive on Mallorca for an unforgettable holiday. The most popular spots are El Arenal and Magaluf, two immense tourist meccas on the outskirts of Palma de Mallorca made up of hotels, clubs, and restaurants. Often the young people have no interest whatsoever in seeing the rest of the island: they stay here the entire time, at the centre of the party where fun is custom-made just for them. Excessive, open, and cheap entertainment has turned Mallorca into one of the most popular destinations for young Europeans. What drives their holidays is a party at all costs as they explore their own physical limits or forget their worries in a constant and unfettered search for fun.

Modern societies are characterized by highly complex systems of social and cultural control, and citizens of these societies find forms of liberation in travel (Jafari 1987). Tourism destinations act as magnetic spaces of leisure and relaxation that can be visualized as the realm of ‘touristhood’– a theatrical arena in which individuals adopt different masks and conduct themselves according to expectations and norms that differ from those that rule their everyday lives. The consumption and enjoyment of alcoholic drinks constitutes a relevant element of the scenery of touristhood. In touristic spaces the beer product is socially transformed and constructed; tourists enact beer tourism through drinking practices and rituals performed at the destination. Alcohol, and in this case beer consumption, is constitutive of socio-cultural traditions in many national cultures (such as those in Northern Europe). National and local beer cultures are however being transformed and re-shaped in tourism destinations. This study examines the interrelation of beer cultures, more specifically German beer culture, and tourism. It examines how beer culture, combined with touristhood, produces extreme and novel forms of consumption transforming both tourism practices and the world of beer. Tourists get attracted to places due to a sense of anticipation of intense pleasures (Urry 2002).
