    PREFACE The Report for the year ended 31 March 2009 has been prepared in two volumes for submission to the President under Article 151 (1) of the Constitution of India. This volume covers comments arising from audit of the Accounts of Railways for the year 2008-2009 and Appropriation Accounts on Railway Grants for the same year. Other points arising from the test-audit of financial transactions of Railways are also included in Chapters on Earnings, Works and Contract Management, Stores and Assets Management and Other Topics. The audit observations contained in the Report are based on the results of audit conducted during the year 2007-2008 and early part of 2008-2009 as well as the findings of the test-audit conducted in earlier years, which could not be included in the previous Reports. Matters relating to the transactions subsequent to 2008-2009 have been mentioned, where relevant. vi Overview OVERVIEW Chapter 1 – Finances of the Railways - This chapter contains the financial results of revenue operations, plan expenditure, comments on Appropriation Accounts and other financial activities of the Railways. Salient points are: • The gross traffic receipts of Rs.79,861.85 crore registered a growth of 11.35 per cent and the working expenses of Rs.71,839.30 crore rose by 31.91 per cent over the year 2007-08. The net revenue surplus of Rs.4,456.78 crore after payment of dividend to General Revenues declined by 66.82 per cent over the previous year. (Para 1.2). • Net effective rate of dividend after setting off the subsidy from the dividend paid during last five years (2004-09) ranged between 4.18 per cent (2008-09) and 5.37 per cent (2007-08).

    Chapter 7 Review of PSUs of Indian Railways Chapter 7 –Public Sector Units of Indian Railways The Ministry of Railways had set up 12 PSUs with a total investment of Rs.7559 crore as on 31 March 2010 with varied and specific objectives of raising finance for its rolling stock, manufacture of wagons and locos, developing specialization in construction projects, developing containerization of rail traffic and rail infrastructure This Chapter takes a look at the functioning of the working arrangements as per the Memorandum of Understandings signed between the Ministry of Railways and the two PSUs namely RailTel Corporation of India Limited (RCIL) and Rail Vikas Nigam Limited (RVNL) involving inter-alia, transfer of assets, revenue sharing and resource mobilisation. Report No34 of 2010-11 (Railways) 149 Chapter 7 Review of PSUs of Indian Railways 7.1 Agreement of Indian Railways with RailTel Corporation of India Limited Executive summary ¾ The Railways formed RailTel Corporation of India Limited (RCIL) in September 2000 as a Public Sector Undertaking (PSU) under the Companies Act 1956. The objective was to build a nation-wide telecom and multimedia network on the already laid OFC network of the Railways and to provide a modern communication system to improve Railway’s Train Control, Operation and Safety Systems. This would also bring in additional revenue by marketing surplus communication network capacity. The Ministry of Railways entered into a Memorandum of Understanding (MOU) with RCIL detailing the working arrangements between the Railways and RCIL, assets to be transferred to RCIL by Railways, facilities to be provided by Railways for the functioning of RCIL on Railways, the services to be provided by RCIL to the Railways etc.

INTRODUCTION : 1.1 The Works and Administrative office of Chittaranjan Locomotive Works (CLW) are located at Chittaranjan, Distt. Paschim Barddhaman in West Bengal. In addition, it has a Stores Purchase office in Kolkata and inspection cells in New Delhi, Mumbai, Kolkata and Bangalore. 1.2 CLW is the first industrial gift to free India by the planners of the nation. The issue of setting up a locomotive manufacturing unit had been under active consideration of the Central legislature and, in the late thirties, a committee consisting of M/s Humphries and Srinivasan, was appointed to investigate into the possibility of establishing a locomotive manufacturing unit along its economic viability. The initial project at Chandmari, a place near Kanchrapara in the state of West Bengal, could not mature due to partition, which inevitably necessitated a change of site. The present site of Chittaranjan was selected after a fresh survey. Railway Board’s approval was obtained in the year 1947. The locoworks was initially established for production of 120 average sized Steam Locomotives along with the capacity to manufacture 50 spare boilers.
