The company started operations in its first plant in Mahad in 1992, with its focus on Isobutyl Benzene (IBB). A decade later, in 2002, it started commercial production in its second plant in Lote, producing 2-Acrylamido-2-methyl propane Sulphonic acid. Vinati Organics Limited (VOL) has enhanced the scope of its facilities and now also produces organic intermediates and aromatics. IBB, a specialty organic intermediary, is used as a raw material for the manufacture of Ibuprofen, an anti-inflammatory analgesic bulk drug. 2-Acrylamido-2-methylpropane Sulphonic acid, a specialty monomer finds several applications in oil-field recovery, water treatment, acrylic fibre manufacturing, adhesives, personal care products, medical hydrogel, mining industry, coatings and as dispersing and flocculating agents. Vinati Organics Limited is the world’s largest manufacturer of both 2-acrylamido-2- methylpropane Sulphonic acid and IBB. PREFACE The Report for the year ended 31 March 2009 has been prepared in two volumes for submission to the President under Article 151 (1) of the Constitution of India. This volume covers comments arising from audit of the Accounts of Railways for the year 2008-2009 and Appropriation Accounts on Railway Grants for the same year. Other points arising from the test-audit of financial transactions of Railways are also included in Chapters on Earnings, Works and Contract Management, Stores and Assets Management and Other Topics. The audit observations contained in the Report are based on the results of audit conducted during the year 2007-2008 and early part of 2008-2009 as well as the findings of the test-audit conducted in earlier years, which could not be included in the previous Reports. Matters relating to the transactions subsequent to 2008-2009 have been mentioned, where relevant. vi Overview OVERVIEW Chapter 1 – Finances of the Railways - This chapter contains the financial results of revenue operations, plan expenditure, comments on Appropriation Accounts and other financial activities of the Railways. Salient points are: • The gross traffic receipts of Rs.79,861.85 crore registered a growth of 11.35 per cent and the working expenses of Rs.71,839.30 crore rose by 31.91 per cent over the year 2007-08. The net revenue surplus of Rs.4,456.78 crore after payment of dividend to General Revenues declined by 66.82 per cent over the previous year. (Para 1.2). • Net effective rate of dividend after setting off the subsidy from the dividend paid during last five years (2004-09) ranged between 4.18 per cent (2008-09) and 5.37 per cent (2007-08). -

Indian Railways Budget Speech 2004-05 (Interim) Speech of Shri Nitish Kumar Introducing the Railway Budget for 2004-2005, on 30 th January, 2004 Mr. Speaker, Sir, I rise to place before the House the Revised Estimates for 2003-2004 and the estimated receipts and expenditure for 2004-2005. The estimates for the next financial year are for the whole year, but at present I seek from the August House a "Vote on Account", sufficient to provide for the estimated expenditure for the first four months. The requirements for the remaining part of the year are to be voted separately, later on. 2. I would like to make special mention of some of the areas in which concrete measures have been initiated under the dynamic leadership of Hon'ble Prime Minister. Thanks to his farsighted decision, the Railways have been able to embark upon the much needed programme of replacement and renewals of over-aged assets with an assured funding through the Special Railway Safety Fund, having substantial contribution from the general exchequer. The launching of the National Rail Vikas Yojana, for removal of bottlenecks in the saturated sections of the railway network, is yet another initiative. The Technology Mission on Railway Safety, announced on Independence Day last year, aims at developing and adopting state- of-the-art safety, control and design technologies. The capital component of Railways' plan outlay registered a considerable boost under his guidance, which facilitated completion of a number of projects. Further, Railways have also embarked on several non-budgetary initiatives including cost sharing arrangements to raise funds for various ' projects.
