LOK SABHA ___ SYNOPSIS OF DEBATES (Proceedings other than Questions & Answers) ______ Wednesday, March 15, 2017/ Phalguna 24, 1938 (Saka) ______ OBITUARY REFERENCE HON'BLE SPEAKER: Hon'ble Members, I have to inform the House of the sad demise of Shri B.V.N. Reddy who was a member of the 11th to 13th Lok Sabhas representing the Nandyal Parliamentary Constituency of Andhra Pradesh. He was a member of the Committee on Finance; Committee on External Affairs; Committee on Transport and Tourism; Committee on Energy and the Committee on Provision of Computers to members of Parliament. At the time of his demise, Shri Reddy was a sitting member of the Andhra Pradesh legislative Assembly. He was earlier also a member of the Andhra Pradesh Legislative Assembly during 1992 to 1996. Shri B.V.N. Reddy passed away on 12 March, 2017 in Nandyal, Andhra Pradesh at the age of 53. We deeply mourn the loss of Shri B.V.N. Reddy and I am sure the House would join me in conveying our condolences to the bereaved family. The Members then stood in silence for a short while. In last three weeks, three incidents of physical attack in the United States on Indian nationals and Persons of Indian Origin have come to the notice of the Government. -

Railway Budget 07-08 Speech of Shri Lalu Prasad February 26, 2007 Introducing the Railway Budget 2007-2008 Mr Speaker Sir, Presenting my fourth consecutive Railway Budget, I have a tremendous sense of pride and gratitude. Pride in the fact that without imposing undue burden on the common man, the Railways are poised to create history by generating a cash surplus before Dividend of Rs 20,000 cr as against Rs 14,700 cr in the previous year. This is the same Railway that defaulted on payment of Dividend and whose fund balances dipped to Rs 359 cr in 2001. I express heartfelt gratitude towards 14 lakh railway employees who in the face of stiff competition have conquered all odds with an indomitable spirit displaying matchless zeal, vigour and teamwork. Sir, Lord Krishna was acclaimed as Giridhar when in a moment of crisis he lifted Mount Govardhan on his finger. However, he did this with the supporting hands of thousands of fellow villagers. Even though people are giving me the credit for the turnaround of the Railways, with all humility I would like to share with the august House that this miracle has been brought about through the tireless efforts of 14 lakh railway employees and unbounded affection and support of my country men. Sir, I would just say: Navajis hai sabki, karam hai sabhi ka, Bade fakhra se ham bulandi par aaye. Tarakki ke sare mayaron se aage, Naye dhang laaye, nayee soch laaye. 2 By rendering an unprecedented surplus inspite of the reduction in passenger fares, we have disproved the myth that Railways were sinking in to a financial crisis due to social obligations. -

Govt. of India Ministry of Finance Directorate of Revenue Intelligence Guwahati Zonal Unit Krishnanagar, Chandmari, Guwahati 781003 email ID – [email protected] Press Note Dated, Guwahati the 26th May 2018 Acting on specific intelligence, Directorate of Revenue Intelligence intercepted two persons near Guwahati Railway Station and recovered 24 pieces of ivory totally weighing 5.838 Kgs from their possession on 26.05.2018 at 1300 hours. The interception took place as the recipient of the ivory Shri Suraj Kr Das hailing from West Bengal was in the process of receiving the package from one Md. Badrul Hussain, hailing from Hojai district of Assam. Shri Suraj Kr Das is a contractual employee of Railways working as a coach attendant of Saraighat Express Train. Interrogation of the two persons have revealed that Md. Badrul Hussain had picked up the package containing ivory from a person at Hojai in Assam and was supposed to deliver it to ShriSuraj Kr. Das who would have in turn delivered it to another person at New Jalpaiguri who would have smuggled it to Nepal through the border townships at North Bengal. It has been confirmed by Wildlife officials that these tusks have been extracted after killing at least five adult and sub-adult elephants, and since the ivory has been sourced from Hojai it is believed that the elephants were in all likelihood killed in the Karbi Anglong region of Assam. It is a known fact that endangered species are regularly being slaughtered for their parts especially because of the rising demand in the international market. In a recent case DRI had seized 12.410 Kgs of ivory from a bus at Siliguri on 15.02.2018 . -

THE MINISTER OF DEFENCE (SHRI RAJ NATH SINGH) responding to the issue raised by several hon. Members, said: It is not that the farmers have been pushed to the pitiable condition over the past four to five years alone. The miserable condition of the farmers is largely attributed to those who have been in power for long. I, however, want to place on record that our Government has been making every effort to double the farmers' income. We have enhanced the Minimum Support Price and did take a decision to provide an amount of Rs.6000/- to each and every farmer under Kisan Maan Dhan Yojana irrespective of the parcel of land under his possession and have brought it into force. Representing far more than technocratic systems, infrastructure speaks to the belief that society has the internal capacity for communal organization and investment, for recognizing that we benefit from collective design, construction and engagement. Design excellence in infrastructure is the expression of a societal belief in the collective over the singular, hence the notion of “foreground” buildings that we associate with our public libraries, museums, post offices, and train stations versus the “background” buildings that historically constituted private urban building stock before the culture of celebrity luxury architecture for private object buildings took hold. The Victorian train stations of Europe and its colonies, as well as the “City Beautiful” stations that succeeded them in the United States, were the apotheosis of the belief during the Enlightenment that infrastructure was a civilizing force, at times resulting in racial domination and colonial repression, yet simultaneously representing our first understandings of transit-oriented urbanity and the freedoms it engenders. The downfall of rail travel, particularly in the United States, represents the denouement of civil society as we defined it in the 19th and 20th centuries, as we moved from modernity to Modernism, from the train to the automobile. -

Speech of Mamata Banerjee introducing the Railway Budget 2011-12 25th February 2011 1. Madam Speaker, I rise to present before this august House the Revised Estimates for 2010-11 and the estimated receipts and expenditure for 2011-12. I deem it an honour to present the third Railway Budget under the kind guidance of the hon'ble Prime Minister. I profusely thank the Finance Minster for his continued support and encouragement to the railways. 2. As the hon’ble members are aware, the wheels of the railways continue to move 24 hours, all 365 days. Railway’s services are comparable to emergency services, required all the time. I am proud of the 14 lakh members of my railway family, who toil day and night with unparalleled dedication. I am also grateful to all passengers without whose cooperation and consideration, we could not have run this vast system. I have also received unstinted support from our two recognised federations and staff and officers’ associations. 3. Madam, rail transportation is vitally interlinked with the economic development of the country. With the economy slated to grow at a rate of 8-9%, it is imperative that the railways grow at an even faster pace. I see the railways as an artery of this pulsating nation. Our lines touch the lives of humble people in tiny villages, as they touch the lives of those in the bustling metropolises. 4. We are taking a two-pronged approach, scripted on the one hand, by a sustainable, efficient and rapidly growing Indian Railways, and on the other, by an acute sense of social responsibility towards the common people of this nation. -

Subsequently, SAARC Regional Multimodal Transport Study (SRMTS) has been conducted with a view to enhance transport connectivity among the Member States of SAARC to promote intra-regional trade and travel. SRMTS is a comprehensive Study covering all modes of transport - road, rail, maritime, aviation and inland waterways. The Report of the SRMTS has been appreciated by the higher SAARC bodies and its recommendations have now been prioritized. The SAARC Leaders have called for early implementation of the recommendations contained in the Study. I am also pleased to mention that action is being taken to extend SRMTS to include Afghanistan. I commend the national and regional consultants for conducting the Study successfully. I also wish to express my appreciation to the Asian Development Bank (ADB) for providing technical and financial assistance (under ADB RETA 6187: Promoting South Asian Regional Economic Cooperation) in conducting the SRMTS.
