(LRL) to complete a Phase I Environmental Site Assessment (ESA) for the land described as West Part Lot 9, Concession 10 in Embrun, Ontario (herein referred to as the “Site”). The Site is set within a residential, institutional and agricultural area of Embrun, Ontario and is primarily developed with agricultural fields. This assessment was conducted to identify potential environmental concerns or liabilities related to the past and present operations conducted on the property and the adjacent lands. The assessment included a review of the history of the Site, contact with relevant regulatory agencies, a limited walk-through Site inspection of the property and interviews with those knowledgeable of the Site. This assessment was conducted in the context of financing. The Site is irregular shaped with an approximate area of 107,500 m2 (26.5 acres). The Site is primarily used as agricultural fields (corn field at the time of the survey) with a portion at the southeastern extent which is vacant and covered by overgrown grasses and shrubs. The Site and general area are generally flat with steep banks along the un-named creek, approximately 3 m in height, located at the southwestern perimeter of the Site. According to aerial photographs, the Site was agricultural and vacant from at least 1945 to 2017. The adjacent lands have been agricultural since at least the mid-1940s, with low density residential development in the mid-1970s to the lands located south of the Site. In 2017, significant development (known residential based on observations during the subsequent Site visit) on the neighbouring lands are evident. No potential risk for environmental concern were identified from the review of the available aerial photographs. Records of eighteen wells were identified within a 250 m radius of the Site according the Ministry of Environment, Conservation and Parks’ (MECP’s) well records database. The uses of the wells are all for supply purposes, either domestic or agricultural. Three (3) of the eighteen records retrieved were for dug/shallow wells installed into the overburden clay and extending to depths between approximately 7.0 and 7.2 m below grade. The remaining records retrieved were for drilled wells which extended into bedrock (shale or limestone), sand or gravel. The drilled wells extended to depths between 10.6 and 189.8 m below grade. One (1) issued Certificate of Approval record was found within a 250 m radius from the Site. The Conseil Des Ecoles Publiques De L’Est, located immediately south of the eastern portion of the Site, was issued a Certificate of Approval for municipal sewage works in May 1999. The risk for potential environmental concern associated with a municipal sewage works is considered low due to the type of activity. One (1) spill record was found within a 250 m radius of the Site. In July 2001, a reported 6 L of oil was spilt to the un-named creek, which makes up the southwestern boundary of the Site, from an unknown source. The incident was reported at 8 Richelieu Avenue, approximately 110 m southeast of the Site. The risk for potential environmental concern is considered low due to the distance from the Site and the inferred surface water flow direction, to the southeast away from the Site. Six (6) records were found within a 250 m radius from the Site, each of which were registered to the Ecole Elementaire Public De la Riviere Castor, located at 100 Maheu Street immediately south of the eastern portion of the Site. From between 2012 and as of December 2017, the adjacent school was listed as a generator of Inorganic Laboratory Chemicals; Paint/Pigment/Coating Residues; and Other Specified Inorganics. The risk associated with the waste generated is Phase I Environmental Site Assessment LRL File: 160845.01 Menard Street East Subdivision November 2019 West Part Lot 9, Concession 10, Embrun, Ontario II considered low due to the type of material generated and the likely small quantities due to the type of facility and operations (school). There are no records of a coal tar industrial site, PCB storage site or private or retail fuel storage tanks within a 250 m radius of the Site. A potentially contaminating activity is a use or activity set out in Table 2 of Schedule D of the O. Reg. 153/04. The activities on the Site and lands within 250 m generally consist of residential, institutional (school) or agricultural lands. The potential environmental risks to the Site associated with properties within 250 m are considered low to negligible. Based on the findings of the Phase I ESA, no potential environmental risks have been identified within the 250 m study area. No further environmental work at the Site is warranted at this time.
