Consulting Engineers 154 Colonnade Road South Ottawa (Nepean), Ontario Canada K2E 7J5 Report: PA1044-1R Tel: (613) 226-7381 Fax: (613) 226-6344 www.patersongroup.ca patersongroup Stage 1 and 2 Archaeological Assessment Ottawa Kingston North Bay 1705 Old Prescott Road Greely, Ontario 1.0 Executive Summary Paterson Group, on behalf of Stanley Farm Developments, undertook a combined Stage 1 and 2 archaeological assessment of the study area located at 1705 Old Prescott Road on Part Lot 9, Concession 5 in the Geographic Township of Osgoode, in the village of Greely, in the former County of Carleton (Map 1). The objectives of the investigation were to assess the archaeological potential of the property and determine through field survey whether there were archaeological resources in the study area prior to development in accordance with the Planning Act. A residential development project is slated for the property (Map 2). The Stage 1 assessment included a review of updated Ontario Ministry of Tourism, Culture and Sport (MTCS) archaeological site databases, a review of relevant environmental, historical and archaeological literature, and primary historical research, including historic maps. The western agricultural portion of this property is considered to have archaeological potential based on its sandy well drained soils, its proximity to a prominent historic road, and the depiction of a house on the property on an 1863 map. In accordance with MTCS standards, the western portion of the property required archaeological survey at a 5 metre test interval. The central and eastern wooded portion of the study area did not require archaeological test pitting due to its low-lying topography and the nature of the previously marshy soil type providing low or no archaeological potential. The Stage 2 component of this archaeological assessment involved pedestrian survey of the western portion of the property at five metre intervals as well as a general site inspection of the wooded central and eastern portions. The field work was undertaken on October 10, 2014. Weather conditions were sunny and cool. Permission to access the property was provided by Stanley Farm Developments. The Stage 2 assessment resulted in the collection of 45 historic artifacts; 41 of which represent a concentrated scatter located near the western edge of the study area, designated as the historic archaeological “Kehoe Site” (Supplemental Documentation Map 1S). Based on the results of this investigation it is recommended: 1. That a partial clearance of the property be granted for the study area except for the portion of the western agricultural field where the historic Kehoe site has been identified, as well as a 70 metre buffer zone around the perimeter of the site, excluding the existing disturbed farm access road (as shown on Supplemental documentation Map 2S). 2. That a Stage 3 archaeological assessment of the historic Kehoe site be conducted by a licensed archaeologist in the form of a controlled surface pick-up followed by archaeological excavations of 1 by 1 metre units sufficient to determine the extent and affinity, of the site as per Sections 3.2.1, 3.2.2, and 3.2.3 (MTCS 201cooperj11). This site will require a 20 metre protective buffer zone, and a 50 metre monitoring zone (Supplemental Documentation Map 2S). 3. The Ministry of Tourism, Culture and Sport provide a letter confirming that there are no further concerns with regard to alterations to archaeological sites for the partial cleared areas of the property (excluding the identified historic site and the associated buffers (as shown on Supplemental Documentation Map 2S). In addition, numerous scars of earlier landslides of a similar size have been recognized hi the same area. These slides occur in sensitive marine clays of the Champlain Sea basin. Slope instability in this area has been a concern for local residents especially in view of the large landslides that occurred in 1971 and 1993. In both cases, the river was blocked causing extensive flooding. Following the 1971 failure, the site for a proposed bridge for a 4-lane highway was relocated 15 km upstream of the original site. Between 1987 and 1990, a 1700 in long rock berm was constructed to protect 41 homes and in 1991 the population of the village of Lemieux was relocated.

Inch [email protected] Settlement began along the South Nation River with the first settlers arriving by water, or by overland trails from the St Lawrence River. Settler farmers cut a forced road along the banks of the South Nation River from Spencerville to Armstrong Mills, (Chesterville) to supplement river transport and facilitate the movement of goods and people especially in winter. The river flood plain was wet clay, often peat covered bogs. Consequently many surveyed roads could not be opened so the settlers built numerous “forced” roads along gravel ridges to access homes and markets. Settlement began in Mountain and Winchester Townships about 1800, following surveys of the townships. The number of settlers only became significant after the War of 1812-1815. Early settlers included second generation United Empire Loyalist families from the St. Lawrence Front, such as the Armstrong’s who took up land in the first and second concessions of Mountain, while the Van Camps settled in the 3rd concession near South Mountain and the 5th and 6th concessions the site of Van Camps` Mills. A second group of settlers were individuals such as Benjamin Bigford and George Hummell who purchased their lots from Loyalist grantees. Other groups followed from England, Ireland and Scotland, such as the Hyndman, Monteith and Baldwin families. Lots were cleared for farming and an economy based on resource exploitation developed. Brush and timber not used for homes and farm buildings nor shipped to a mill, were burned, the ash collected and sold for processing into potash.

This assessment was conducted in the context of financing. The Site is irregular shaped with an approximate area of 107,500 m2 (26.5 acres). The Site is primarily used as agricultural fields (corn field at the time of the survey) with a portion at the southeastern extent which is vacant and covered by overgrown grasses and shrubs. The Site and general area are generally flat with steep banks along the un-named creek, approximately 3 m in height, located at the southwestern perimeter of the Site.
