a. Proclamation and Flag Raising – Scouts and Girl- Guides Week 2021

WHEREAS the Scouting and Guiding movement was established to contribute to the development of young people in achieving their full physical, intellectual, social and spiritual potentials as individuals, responsible citizens and as members of their local, national and international communities; and

WHEREAS Scouting and Guiding in Russell Township is a vital program serving youth of all ages, and provides opportunities for outdoor activities, sports, adventure, discipline, friendship and fun; and

WHEREAS Scouting/Guiding in Russell Township will continue to play a valuable role in the lives of our youth, through innovative programs, dedicated volunteers and staff; now therefore be it

RESOLVED THAT the Council of the Corporation of the Township of Russell do hereby proclaim February 21-27, 2021 as Scouts and Girl Guides of Week in the Township of Russell; and finally

THAT as part of recognizing Scouts and Girl Guides of Canada Week and upon receipt of the Scouts and Girl Guides of Canada flags, that the Township of Russell raise the Scouts and Girl Guides of Canada flags from February 21-27, 2021, in honour of this special week.

d. Speed Limit Reduction - Report IS-PW-01-2021 59 - 66

That Council receives report IS-PW-01-2021 dated January 18, 2021 and approves the proposed By-law to amend the traffic and parking By-law 31-2004 so to reduce the speed limit to 40 km/h within the residential areas and to remove the speed limit of 40 km/h of

That Council approves to remove all “playground ahead” signs that are not located near a park.

e. 2021 Census of Population - Verbal Report CL-2021 67 - 70

BE IT RESOLVED THAT the Council of the Corporation of the Township of Russell supports the 2021 Census, and encourages all residents to complete their census questionnaire online at www.census.gc.ca. Accurate and complete census data support programs and services that benefit our community.

f. Parks and Recreation Advisory Committee 71 Recommendation 2021-001 - Recreation Complex Committee Terms of reference

That Council receives recommendation number 2021- 001 from the Parks and Recreation Advisory Committee dated January 11, 2021, and give the direction to the administration to revise the Recreation Complex Committee mandate and terms of reference in partnership with the Parks and Recreation Advisory Committee.

And that Council agrees to allocate $1,500 to an operational budget for a pilot project to assist people who have concerns over broken mailboxes. MOTION APPROVED AS AMENDED

k. Additional Paving 2021 - Report IS-PW-29-2020 That Council receives report IS-PW-29-2020 dated December, 2021 and approves to include option A in the paving budget 2021.

l. Management Review of the DWQMS - Report IS-WAT-02-2020 That Council receives report IS-WAT-02-2020 dated December 21, 2020 and acknowledges receipt of the minutes taken at the QMS Management Review meeting held on December 1st, 2020.

m. UCPR Request to support “Towards Parity in Prescott-Russell” Project - Report CL-07-2020 That Council receives report CL-07-2020 dated December 21, 2020; and

That Council receives the United Counties of Prescott-Russell’s email (UCPR) dated December 1, 2020 with the report, the summary and the resolution of the project “Towards Parity in municipal politics in Prescott-Russell” presented by Marie-Noëlle Lanthier and Roselyne Clément (Leadership féminin Prescott-Russell) to the UCPR at their Regular Council Meeting on November 25; and

That Council supports the project “Towards Parity in Prescott-Russell” and contributes $1,000 towards the project; and

That the Clerk be directed: 1) to raise public awareness by including a link on the Website leading to the « pourquoipasmoi.ca » campaign; and 2) to forward a copy of this resolution to the UCPR.

20.11.8 Two Policies Revision / Policy Committee

Security Video Surveillance Policy, 3.5.4 The CEO informed the Board of minor changes (related to a camera on a person, ex: drone or go-pro technology) in the 2015 Guidelines for Using Video Surveil- lance Cameras in Public Places, issued by the Privacy Commissioner of Ontario. Since these changes do not affect the Library Security Video Surveillance Policy, 3.5.4, there are no further changes required to the revised policy of last month.

Human Resources Program, 3.1.1 The CEO presented Schedules A, B, C related to Library staffing and the excep- tion to the Annex, along with the Human Resources Working Conditions Program for Employees of the Corporation of the Township of Russell policy.

20.11.9 Russell Lights Initiative Project (Police Village of Russell Trustees) The CEO presented three options for the Lightning of the Russell Library initiative and a grant proposal from the Police Village of Russell Trustees.

Motion 20.11.09 That provided the grant is made available, the Board accept and approve proposal no. 1 by Nutri-lawn, the Glo permanent option, and that the balance of the cost of the project come from the Public Relations Budget code: 06- 790-0000-6850. INFORMATION AND DISCUSSION

20.11.10 Correspondence and information The Board addressed emails received from Embrun citizens about the Embrun Branch and its current location along with a future potential local partnership. The CEO will follow-up on the requests.

20.11.11 Library Team Report The CEO informed the Board that the security cameras are now installed and functional at the Russell Branch.

Township Infrastructure Services have replaced the missing letter “r” from the word “Library” on the front brick sign at the Russell Branch.

The annual fundraising Adopt-a-Book Campaign is going well again this year de- spite the pandemic situation.

The Library received more than a hundred letters addressed to the mother, the child and friend of the boy who got injured in a racist attack in Russell last month. Article found in LeReflet: https://www.pressreader.com/canada/le-reflet-the- news/20201029/281522228589247.

The Library is promoting the Valoris event, Intimidation - comment aider mon enfant, that is happening on Wednesday, November 25 at 6:30 p.m. and is look- ing into hosting its own anti-racism workshops.

The Prescott Russell Communities Against Racism and Bullying group is selling some signs online and will be donating money raised to the Library for its anti- racism new books collection.

The Library received $100 from the Conservation Authority as a starting point for next spring’s Story Walk in the Garden at the Russell Branch.

20.11.12 Municipal Council Recommendation The Library CEO and the Township CAO discussed various scenarios, possibili- ties and the future of Library services if a closure of the Embrun Branch were to happen again due to COVID-19. A summary was brought back to the Board for discussion, questions and direc- tions.

20.11.13 Future of the Embrun Branch The Board’s discussion on a potential recommendation for Municipal Council will be followed up at the next meeting.

20.11.14 HR Management

Minutes of November 2020 Meeting: It was moved by Connie Johnston and seconded by Tom Van Dusen to accept the minutes as presented.

Report from Chair: Harry Baker reported that he had visitors at the museum in November – Paul and Rea Ralph. The Ralph’s owned a berry farm near Pakenham. Paul was the son of Keith Ralph and the family lived on Bank Street in Russell from 1951-1958. He and his brother attended continuation school in Russell. He spent several months in hospital this year and he is writing a book of his memories of growing up in Russell. His children and grandchildren will be illustrating this memoire. He told stories of playing beside the Castor River, fishing, rafting, playing shinny hockey, etc. He recalled trips on the New York Central to attend the Exhibition. They owned a chicken coup and would sell eggs throughout the village.

Report from Secretary: Connie Johnston talked about a winter project that she and her sister (Barbara Agar, Treasurer) will be working on. They have reached out to people who were raised in Russell asking for stories of “growing up in Russell”. They will be utilizing the many files in the museum for research of these stories as well. Inquiries have been made to possibly obtain a government grant for the project. Lois James has worked on something similar for the 4H Club and offered her assistance. Harry Baker suggested the possibility of approaching the Police Village Trustees for possible funding.

Report from Treasurer: Barbara Agar reported that the Total Assets as of December 14th, 2020 is $8143.23. We received a grant in the amount of $200.00 from the Police Village of Russell to purchase Christmas lights. The total spent to purchase these lights was $230.76 of which $27.00 was paid by Cindy Saucier as a donation. The Police Village has informed us that they have extra lights that will be given to the Historical Society for use in future years. The original application to the Police Village Trustees to decorate the museum was reduced due to the possibility of construction.

Church Museum Repairs: Construction is underway now to repair the leaks in the front wall of the Church Museum. Originally no one was allowed in the basement for fear of asbestos but it has since been determined that there is no asbestos. No time line has been given for completion. Decorating the exterior of the Church Museum was not allowed because of the possible construction. Lois James pointed out that we must have visitors use the washroom in the Firehall Museum until this is completed.

Russell Heritage Vignette: Morley Verdier reported on the progress of the vignettes. There are approximately six of them completed with another 2 or 3 to go. They are working on one with the Russell Fire now. Many thanks to Harry Baker, Morley Verdier, Paul Deveau and Tom Van Dusen for their work on these very impressive videos.

Russell Curling Club Fundraiser: The Russell Curling Club is another organization affected by Covid-19 and decided to remain closed for the 2020 season but of course the bills still needed to be paid so they came up with the idea of holding a Miniature Christmas Tree Show and Auction. All local businesses, service groups, etc. were invited to participate by donating a decorated Christmas Tree that would be auctioned to the public with all proceeds going to the Curling Club. Judy James volunteered to take on this task on behalf of the Historical Society. With the help of Barbara Agar, Cindy Saucier and Connie Johnston a beautiful display was created. We are very pleased to say that out of 45 entries, the Historical Society took 3rd place and that our tree was auctioned off for $100. The Curling Club was very pleased to raise approximately $9500.00 to help during this difficult time.

Page 33 of 115 Regular Council Meeting 18 Jan 2021 Gallagher Family Video: The Gallagher Family who have presented very popular concerts for the Historical Society in the past for Christmas and St. Patrick’s Day functions created a Christmas video in the museum and it is available for viewing electronically (https://www.youtube.com/watch?v=p5uNQZ0W8cc). Normally we would give them a small amount of money for providing the entertainment but Lois James said the Gallagher’s realized that this is a difficult year for organizations such as ours and would not be expecting payment. Harry Baker reported that the Russell Male Choir had also recorded a Christmas video at the museum.

Remembrance Day 2020: There are two Montessori Schools in Russell – one is operated out of the former Registry Office and the other at the Music Academy for 10 year old children. The students from the Music Academy visited the Museum to talk about Russell’s involvement in the wars. Bill Norman (Navy Chief Petty Officer) and Lucy Norman (Master Corporal in the Army) were the guests and the children asked them many questions. A student read “In Flanders Fields” and the Russell connection to that poem was explained. The visit lasted for approximately one hour.

New Business

Historical Plaques: The Township will be erecting plaques in Embrun relating to the New York Central Railway, the Catholic Church and the monument given to Embrun, ON from Embrun, France 25 years ago – “La Borne de la liberte”. Our plaques will be placed along the bike trail at the Russell Station and the Brickyard next fall.

Heritage Conservation District: This is a Township project to preserve heritage buildings in the downtown core of Russell. Restrictions are placed on repairs or changes to the exterior of the buildings only in order to preserve the history of the village core. A motion was made and passed at the meeting with the following wording: “The Russell Village and District Historical Society officially supports the establishment of the Heritage Conservation District which would aim to preserve the heritage look and feel of the Russell Village core.” This motion was made by Tom Van Dusen and seconded by Mary Donnelly. Harry Baker clarified that there are only two buildings in Russell designated as heritage buildings – those being the old Warner Store (formerly the Russell Library) and the former Registry Office. The difference being that this designation as a heritage building is provincial whereas the Heritage Conservation District is municipal.

Webinars: The subject of Webinars was raised. Harry Baker asked for other suggestions similar to the popular one on Jigsaw Puzzles conducted by Kathy Scott. Cindy Saucier suggested the possibility of Sue Potter talking on photo restoration. Another possibility may be to have Danny Doyle from Parks Canada speak about heirlooms, clothes, photos and historic documents. Mary Donnelly suggested a webinar on genealogical searches including our family files and cemetery records. Dorothy Kinkaid offered her help.

Round Table

Cindy Saucier talked about the Taggart/Miller proposed dump to be situated North of Devine on Boundary Road. Studies and comparisons to similar facilities in Europe have been delayed due to Covid-19 and it is expected that it will be two years before development begins. Questions were posed to Taggart/Miller concerning the proximity of the dump to the proposed Algonquin 500 hectares development. The Algonquin development will be the prescribed 500 m from the Taggart Miller dump on the west side of Boundary Rd. There will also be an asphalt plant on Boundary Road on the Pomerleau site.

Barbara Agar reported that there are two accounts at Barry’s Home Hardware – one in the name of Russell Museum and the other as Russell Historical Society. Apparently the Russell Historical Society account was established to accept donations for the restoration of the fire truck. It was decided that they would be amalgamated under the name “Russell Historical Society”. Barbara will ensure this change is made.

Morley Verdier offered his assistance in working on the webinar dealing with geneology as he has extensive knowledge on that subject. Morley also requested contact information on Mr. Proulx regarding the history of Embrun. Harry Baker and Tom Van Dusen were to provide him with his email address.

They are requesting the support of the eight local municipalities of Prescott and Russell for the project and a monetary contribution of $1,000 per municipality. Richards to complete the preliminary sketches and a work plan for the implementation stages of the Food Hub and Processing Plant at a cost of $45,000, plus taxes;

And whereas this exemption approved by the Chief Administrative Officer was subject to a maximum amount of $50,000, and the Director of the Economic Development and Tourism Department wishes to grant a new mandate to the firm J.L. Richards to complete the analysis for the search for potential sites and the study for water consumption for the Food Hub and Processing Plant;

And whereas section 19.1 of the Procurement Policy requires Council’s approval when an exemption to the Policy exceeds $50,000.

Be it resolved that Council:

1. accept an exemption to section 9.4.2 of the Procurement Policy, requesting that a request for tenders be issued for any project exceeding $50,000, so that the firm J.L. Richards can carry out the analysis for the search for potential sites and the study for water consumption for the innovative Food Hub and Processing Plant for $37,000, plus taxes; and

2. authorize an additional amount of up to $8,000, plus taxes, to be provided for a more in-depth study of potential sites by J.L. Richards if it is deemed necessary by the Council to complete such a study.

1. The Committee recommends permitting the City of Clarence-Rockland to purchase, install and maintain, at their cost, the flexible speed signs on the centreline and on the edge lines, if desired, of Old Highway17 (County Road 8) up to Onesime-Guibord Road in the area known as Clarence-Point.

2. The Committee recommends the following: a) To only purchase four speed radar signs instead of six under the speed radar sign program in 2021. b) To use the unexpended 2021 budget allocation for the speed radar sign program in order to replace one stolen mobile speed radar sign. c) That the Township of Russell be selected to participate in the 2021 speed radar sign program as pe the shared policy. d) That the Township of be permitted to purchase and maintain, at their cost, two signs to be installed by the UCPR in the Village of Lefaivre on County Road 24.

3. The Committee recommends the installation of one pedestrian crossover at the Township of Russell fitness trail on County Road 3 known as Castor Street and that the costs be shared equally as per the Policy of Shared Service Arrangements on County Roads, subject to the 2021 budget funds allocation.

4. The Committee recommends to adopt a by-law to amend by-law 2020-44 to permit off-road vehicles road usage on County Road 16, from Concession Road 14 to County Road 8, on County Road 8, from County Road 16 to County Road 19, on County Road 19, from County Road 8 to Ettyville Road and to remove the portion of County Road 19 from Ettyville Road to the unopened road allowance between Concession 10 and Concession 11.

5. The Committee recommends that the unexpended allocated funds in the 2020 Budget for the County Road 28 roundabout project known as RDPV039 and for the County Road 24 storm sewer project known as SEW002 be transferred to the Public Works linear asset reserve fund and be used to finance the said projects in 2021.

6. The Committee recommends that the tree located on the South-East corner of the Principale Street and St-Isidore Road intersection be removed in order to complete intersection improvements.

Since that time, many phases have been constructed. The applicants, Corvinelli Investments Ltd. are ready to move ahead with Phases 7c & 8b of the draft plan of subdivision and have submitted an application requesting that the holding symbol to be removed.

The holding symbol is a planning tool used to prevent development on a property until certain specified conditions are met. In this case, the holding was applied until such time as servicing was brought to the properties.

A pre-servicing agreement was signed on March 2, 2020, and will be registered on title in the near future.

The Subdivision Agreement for Phases 7c & 8b of the Solidex/Russell Trails Subdivision in the Village of Russell will be executed in the next few days. The agreement is intended with 96 lots for detached dwellings.

The Plan of Subdivision will be registered in the near future.

The proposed zoning amendment will change the zoning of the subject properties as follows:

From “Residential One A with holding (R1A-h)” to “Residential One A (R1A)”.

The original subdivision agreement approved for Phase 1 of the development in question required as a condition that a park development agreement be developed and signed between the developer and the Municipality of Russell. The agreement in question was developed in collaboration with the Department of Parks and Recreation and with the Department of Infrastructure.

WHEREAS the Owner is the owner of the lands set out in Schedule “A” to this Agreement.

AND WHEREAS the owner has applied to the Township of Russell for approval to develop a residential subdivision on part of Lot 12 Concession 3, Russell and such approval has been granted.

AND WHEREAS a portion of the lands in Schedule “A” will be included in the aforesaid residential subdivision.

AND WHEREAS the Owner wishes to transfer Block 100 to the Township as set out in Schedule “A” for park purposes and to be included as part of the lands required for park purposes for the aforesaid residential subdivision.

NOW THEREFORE THIS AGREEMENT WITNESSETH that in consideration of the sum of ONE ($1.00) DOLLAR of lawful money of Canada and other good and valuable consideration, now paid by the Township to the Owner (the receipt whereof is hereby acknowledged) and in consideration of the mutual covenants hereinafter expressed, the parties hereto covenant and agree one with the other as follows:

1. TRANSFER

The Owner shall transfer to the Township the remaining part of the lands as set out in Schedule “A” that has not been included in the plan of subdivision immediately adjacent to the subject lands and primarily located in Block 100, on part of Lot 12 Concession 3, Russell. The transfer shall be completed immediately following the registration of the Plan of Subdivision contemplated above and at no cost to the Township.

2. PARK PURPOSES

The transfer of the lands is for public park purposes and shall be used and maintained by the Township for such purposes.

The Township acknowledges that should any governmental agency (including the Ministry of the Environment) refuse to permit the immediate development of the lands for park purposes that it will, regardless of the provisions of this Agreement, comply with all directions of the aforementioned governmental agencies in the development of the said lands.

4. DESIGN AND DEVELOPMENT

The Owner shall provide, at its expense, any required services (sanitary and storm sewers, water and hydro) to the inside of the lot line of the designated park and open space in accordance with Township Specifications or Standards and as determined by the Director of Planning and Building. The Works shall be carried out to the satisfaction of the Township Executive Director of Public Works and Environmental Services and the Director of Parks & Recreation. Services will be identified at the front end planning approval stage of the project.

Before the park (Block 100) is transferred to the Township of Russell, the owner shall submit a grading plan that will have to be approved by the: Executive Director of Public Works and Environmental Services and the Director of Parks & Recreation. The Owner shall grade the parkland to permit the surface run-off to reach the storm pond according to the plan submitted by the Owner and approved by the Executive Director of Public Works and Environmental Services. The Owner shall supply to the Township an as built grading plan showing final grading elevation made by an Ontario Land Surveyor or Professional Engineer showing final grading elevations.

The owner will also provide an entrance permit from Eadie Road and remove the foot reserve to allow this entrance.

5. PARKLAND REQUIREMENT UNDER THE PLANNING ACT

Pursuant to the Planning Act, an area of land is required for parkland development with respect to the lands approved as a plan of subdivision. It is the intent of the Owner and the Township that the area of land to be transferred to the Township pursuant to this agreement shall form part of and be included in the parkland calculation under the Planning Act for the lands being developed in Lot 12, Concession 3, Russell.

6. SUCCESSORS AND ASSIGNS

This agreement shall ensure to the benefit of and be binding on the respective successors and assigns of each of the parties hereto.

In 2012, Council did approve a speed reduction policy (By-law 58-2012). This process has been put in place to assist the administration and residents to determine if there is some speeding consequently justifying a speed reduction. The conclusion in many requests was that the 85th percentile speed was around 40 km/h therefore the posted speed wasn’t modified.

Change to the Highway Traffic Act (HTA) In 2017, Bill 65 was passed and amended the HTA, section 128, to allow municipalities to adopt a By-law which could impose a speed reduction, lower than 50 km/h, without having to install signs on every street but rather only at the entrance of subdivisions.

Many cities in Ontario already implemented this change. Some of them took a phasing approach because of the number of signs that had to be installed.

This type of speed reduction is not considered a community zone where speeding fines are increased.

Community safety zones are for streets where numerous activities take place such as schools, community centers, arenas, etc. and this would not apply to most streets.

Speeding complaints: The Infrastructure and By-law departments receive numerous speeding complaints every year. Most of these complaints come from residential streets. Most of the time the average speed is as low as 35 km/h. Residents have the perception that cars are speeding in the residential streets.

The majorities of cities where the speed limit was lowered saw an increase in speeding complaints because the perception is that now car should be going much slower but in reality, cars are now travelling at the posted speed. The Ontario Provincial Police may also notice an increase in calls.

- Order signs (tender process with UCPR in April) - Request locates for every location - Installation of 156 signs

The speed reduction will be in effect when signs are installed. The signs will be installed at every subdivision entrance and exits (appendix 1).

The installation of signs will start in Limoges to finish in Marionville; East to West process will be implemented for the installation.

Where it applies, school zone signs will also have to be changed to 30 km/h.

All new subdivisions that require these signs will be purchased by the developer.

“Children at play” signs: In the villages, several “children at play” signs or playground ahead sign Wc-3 were installed following requests from the public. These signs shall be installed in advance of a playground to advise drivers the presence of children as per the Ontario Traffic Manual Book 6. The administration recommends removing the signs that are not placed properly. These signs would need to be replace as per our asset management, but by maintaining only the ones properly placed, we are slightly improving our annual requirement.

WHEREAS the Council of the Corporation of the Township of Russell did enact By-law No. 2019- 002 on January 14, 2019 to appoint persons and Council representatives on various committees and functions; and

Purpose and Effect of the By-Law

The lands to which this By-Law applies are described as Part of Lot 12, Concession 3 being Lots 1 to 96 (Phases 7c & 8b) and known as properties along Gamble Drive, Solidex Place, and Parkview Terrace in the Village of Russell. The affected lands are indicated on the attached Schedule ‘A’, which forms a part of this By-Law.

The properties are presently zoned “Residential One A – Holding (R1A-h) in the Zoning By-law #2018-094. The holding symbol prevents development prior to installation of full municipal services to the properties. The owners of the properties wish to develop the Plan of Subdivision for detached dwellings. The Zoning By-Law amendment will remove the holding symbol from the above-noted zone, to allow the development of the properties in accordance with the zoning category.

Les terrains affectés sont indiqués sur la Cédule « A » ci-jointe, faisant partie intégrale du présent règlement.

Les terrains affectés sont présentement zonés « zone résidentielle un A – avec aménagement différé (R1A-h) du règlement de zonage No 2018-094. L’aménagement différé était exigé jusqu’à ce que les services soient disponibles aux propriétés. Les propriétaires des terrains ont l’intention de développer le plan de lotissement avec des habitations isolées. Le présent amendement supprime le symbole d’aménagement différé, pour permettre le développement des nouveaux terrains pour des utilisations telles que permises dans la zone.

BEING A BY-LAW TO AMEND ZONING BY-LAW NO. 2018-094, AS AMENDED;

WHEREAS By-law #2018-094, the Comprehensive Zoning By-Law, regulates the use and erection of buildings and structures in the Township of Russell;

AND WHEREAS an application has been received to change the zoning of a certain parcel of land in the Township of Russell;

AND WHEREAS the Council of the Township of Russell considers appropriate to amend Zoning By-Law #2018-094, as described;

NOW THEREFORE, THE COUNCIL OF THE TOWNSHIP OF RUSSELL ENACTS AS FOLLOWS:

Section 1: The properties being Part of Lot 12, Concession being Lots 1 to 96 (Phase 7c & 8b) and known as properties along Gamble Drive, Solidex Place, and Parkview Terrace in the Village of Russell identified on Schedule “A”, attached to and forming part of this by-law, shall be the properties affected by this by-law.

Section 2: That Schedule “A2” of By-Law 2018-094 is hereby amended by changing the category of zoning from “Residential One A with holding (R1A-h)” to “Residential One A (R1A) being Lots 1 to 96 (Phase 7c & 8b).

Section 3: Subject to the notice of the passing being given, in accordance with Section 34(18) of the Planning Act, R.S.O. 1990 as amended, this by-law shall come into force on the date of the passing by Council of the Township of Russell where no notice of appeal or objection is received, pursuant to Section 34(21) of the Planning Act, R.S.O. 1990 as amended.

ET ATTENDU QUE le Conseil du canton de Russell considère qu’il est opportun d’amender le Règlement de zonage no 2018-094, tel qui suit;

B E T W E E N: 291219 ONTARIO LTD. AS TO AN UNDIVIDED 75% INTEREST AND JOHN CORVINELLI INVESTMENTS LTD. AND AS TO AN UNDIVIDED 25% INTEREST AS TENANTS- IN-COMMON

hereinafter called the "Owner"

OF THE FIRST PART

- AND - THE CORPORATION OF THE TOWNSHIP OF RUSSELL

hereinafter called the "Township"

OF THE SECOND PART

WHEREAS the Owner is the owner of the lands set out in Schedule “A” to this Agreement.

AND WHEREAS the owner has applied to the Township of Russell for approval to develop a residential subdivision on part of Lot 12 Concession 3, Russell and such approval has been granted.

AND WHEREAS a portion of the lands in Schedule “A” will be included in the aforesaid residential subdivision.

AND WHEREAS the Owner wishes to transfer Block 100 to the Township as set out in Schedule “A” for park purposes and to be included as part of the lands required for park purposes for the aforesaid residential subdivision.

NOW THEREFORE THIS AGREEMENT WITNESSETH that in consideration of the sum of ONE ($1.00) DOLLAR of lawful money of Canada and other good and valuable consideration, now paid by the Township to the Owner (the receipt whereof is hereby acknowledged) and in consideration of the mutual covenants hereinafter expressed, the parties hereto covenant and agree one with the other as follows:

1. TRANSFER

The Owner shall transfer to the Township the remaining part of the lands as set out in Schedule “A” that has not been included in the plan of subdivision immediately adjacent to the subject lands and primarily located in Block 100, on part of Lot 12 Concession 3, Russell. The transfer shall be completed immediately following the registration of the Plan of Subdivision contemplated above and at no cost to the Township.

2. PARK PURPOSES

The transfer of the lands is for public park purposes and shall be used and maintained by the Township for such purposes.

The Township acknowledges that should any governmental agency (including the Ministry of the Environment) refuse to permit the immediate development of the lands for park purposes that it will, regardless of the provisions of this Agreement, comply with all directions of the aforementioned governmental agencies in the development of the said lands.

4. DESIGN AND DEVELOPMENT

The Owner shall provide, at its expense, any required services (sanitary and storm sewers, water and hydro) to the inside of the lot line of the designated park and open space in accordance with Township Specifications or Standards and as determined by the Director of Planning and Building. The Works shall be carried out to the satisfaction of the Township Executive Director of Public Works and Environmental Services and the Director of Parks & Recreation. Services will be identified at the front end planning approval stage of the project.

Before the park (Block 100) is transferred to the Township of Russell, the owner shall submit a grading plan that will have to be approved by the: Executive Director of Public Works and Environmental Services and the Director of Parks & Recreation. The Owner shall grade the parkland to permit the surface run-off to reach the storm pond according to the plan submitted by the Owner and approved by the Executive Director of Public Works and Environmental Services. The Owner shall supply to the Township an as built grading plan showing final grading elevation made by an Ontario Land Surveyor or Professional Engineer showing final grading elevations.

The owner will also provide an entrance permit from Eadie Road and remove the foot reserve to allow this entrance.

5. PARKLAND REQUIREMENT UNDER THE PLANNING ACT

Pursuant to the Planning Act, an area of land is required for parkland development with respect to the lands approved as a plan of subdivision. It is the intent of the Owner and the Township that the area of land to be transferred to the Township pursuant to this agreement shall form part of and be included in the parkland calculation under the Planning Act for the lands being developed in Lot 12, Concession 3, Russell.

6. SUCCESSORS AND ASSIGNS

This agreement shall ensure to the benefit of and be binding on the respective successors and assigns of each of the parties hereto.

SUBJECT Decision on the future of the Russell Transpo public transportation service following the impact of COVID-19. RECOMMENDATION That Council receives the report ECODEV-09-2020 dated December 7, 2020, and;

That the mayor and the clerk be authorized to sign the proposed By-law to amend the existing contract with 417 Bus Line in order to provide for; 1- A suspension for a period of one (1) year starting January 1, 2021, equivalent to an amount of $ 90,000 and; 2- Plan a reduced return of service in January 2022 equivalent to an amount of $ 434,520 until the end of the contract with 417 Bus Line (June 2023) 3- The option of adding a bus depending on the situation. 4- An amendment to the User Fee By-law to include an increase in the cost of the bus pass from $253 to $265. An increase in the 10-ticket booklet from $102 to $105. An increase in the student pass from $182 to $187 effective in January 2022. FINANCIAL IMPLICATION During the 2021 Budget sessions, it was agreed in principle that the Russell Transpo service will be stopped for a period of one year starting January 1, 2021. It was negotiated with 417 Bus Line that an annual fee of $90,000 will be charged to the Township for the suspension of the service. This amount represents the same municipal contribution as approved in the 2019 and 2020 budgets. The approved budget in 2021 also includes the amount of $90,000 as a municipal contribution therefore the planned monthly contribution is $ 7,500.

Gas Tax Grant

Page 91 of 115 Regular Council Meeting 18 Jan 2021 The Ontario Gas Tax program fiscal year runs from April 1st to March 31st. It was confirmed by the province that an announcement would be made in the near future for the 2020-21 program funding allocations. These allocations will be based on gasoline tax collected in our 2019-20 fiscal year, 2019 ridership and 2019 population. As such, the upcoming allocations will not be impacted by COVID-19. For the 2021-22 program, MTO will continue to monitor the impacts of COVID-19 on the program elements and will continue to work with municipalities to support public transit. On December 17, we met with officials from MTO to further discuss the impact of our decision on anticipated revenues from COVID-19 and the Gas Tax program. Based on our discussion, we should receive an amount equivalent to approximately $170,000 applicable to the 2020-2021 budgets ($127,500 applied in 2020 and $42,500 in 2021). However, if we suspend or cancel the service, we will be removed from the Gas Tax Program and will no longer be eligible to receive allocations. If we would restart the public transportation service, we could reapply to the program in order to be eligible once again.

Safe Restart Agreement (SRA) – Phase 1 The Township of Russell received a sum of $ 55,154 from Phase 1 of the Safe Restart Program from the Ministry of Transportation. This amount was used to cover eligible expenses that include both COVID-19 related financial pressures (losses) associated with the need to continue to operate with reduced revenue, as well as new expenditures resulting from COVID-19. This amount was considered in the 2020 budget.

Safe Restart Agreement (SRA) – Phase 2 On December 16, we received the following confirmation from MTO: That the Township of Russell (“Recipient”) will be eligible to receive an allocation of up to $77,465 to support our COVID-19 municipal transit pressures for Phase 2, incurred from October 1, 2020 to March 31, 2021 and; that the Township of Russell (“Recipient”) will be eligible to receive an allocation of up to $31,512 to address additional pressures based on ridership.

For budgeting purposes, the total available allocation of up to $108,977 for the Township of Russell can be used to address eligible expenses incurred from October 1, 2020 to December 31, 2020, and those incurred from January 1, 2021. This accounts for the entirety of the Phase 2 public transit stream of the SRA.

As part of the financial component of the presented options, we also included the sponsorship revenues, which totals an approximate amount of $4,600 for the year 2021. The signed contracts are for advertising on bus shelters. In the last couple of years, we have not had any contract for advertisements on our

Appendix 1 of the report represents the financial implications for each of the scenarios presented in this report.

In addition, as noted in the Transit Feasibility Report prepared by Steer Davies Gleave in 2018, we plan to adopt a policy of small annual fare increases, instead of infrequent large rises. Fares were increased in early 2020 and therefore an increase in 2022 would be reasonable. In general, prices should increase based on operating costs and inflation. This will help to maintain the balance between fare revenue and the municipal contribution. For example, increasing the monthly fare from $ 5 to $ 10 each year (2.5-5%) would be a reasonable approach for Russell Transpo. In keeping with this recommendation, we are proposing the following increases:

The percentage increase is different depending on the type of fare since in the study it was stated that some of our fares, including single tickets and 10- ticket booklets, were too expensive unlike our monthly passes. LEVEL OF SERVICE From March 20 to April 3, 2020, we reduced our service from five buses to two coach-type buses. From April 6 to April 30, we reduced our service to one coach-type bus. Between May 1 and September 7, the service was temporarily suspended. Since September 8, we have one bus running.

As per our recently approved budget, no service will be provided in 2021.

On December 15th, we shared a two-question survey with our users and residents. In Appendixes 3 and 4, the results show that 63% anticipate returning to using Russell Transpo in January 2022. Additionally, we encourage you to read over 60 comments received on the second question. In short, the majority confirms that Russell Transpo is an essential service and that this municipal service was a deciding factor for their move to the Township of Russell.

Jean Leduc Chief Administrative Officer HISTORY, REFERENCE AND SUPPORT INFORMATION As you know, since the start of the pandemic, our Russell Transpo service and many other carriers in Canada have suffered negatively from COVID-19. While we are aware that our service is not profitable at this time, we would like to remind you of the success this service had just before the onset of the pandemic.

In 2019, the increase in Russell Transpo users allowed us to increase our revenue by more than $52,000 compared to what was budgeted for user fee revenue. The year 2020 has seen an incredible start to the year in terms of the number of users compared to previous years. In February, we even had to add a 5th bus to meet the demand. Had the trend continued and not been affected by Covid-19, our municipal contribution would have been around $ 12,550 compared to $90,000 as budgeted.

Several elements related to Covid-19 remain unknown, making it difficult to predict supply and demand in the months or even years to come. However, after all these years of successfully providing quality public transit service to our residents, it would be a shame to cancel it due to a circumstance over which we have no control.

Russell Transpo offers several benefits to our community. Among many others, here are a few below: - attracts new residents - encourage local buying - reduces congestion on the roads and allows the improvement of infrastructure - makes our municipality a better place to live according to Moneysense (one of the factors considered when selecting municipalities) - supports our environmental objectives and the policies / master plans we have in place (meets the objectives of the Provincial Policy REPORT- Page 5 of 10 1/13/2021

During the 2021 budget sessions, it was agreed in principle that the Russell Transpo service will be discontinued for a period of one year starting January 1, 2021.

Contractual obligations

Currently, the contract between the municipality and 417 Bus Line does not provide for any force majeure clause. That being said, the scenarios proposed in this report represent the result of the negotiation between the supplier and the municipality.

Currently the contract provides for a service of 4 buses in the morning and 4 buses in the afternoon and each addition or reduction in the level of service must be done by an amendment to the contract.

The clause 11.d) included in the contract for the cancellation of the service is shown below. The amount of the penalty varies depending on when the contract is terminated.

If the decision is to terminate the public transportation service due to COVID- 19, the termination clauses included in the contract will take effect. In addition, since we had to reduce the level of service during the pandemic, we have negotiated a rebate with 417 Bus Line on our monthly bills. Although there is no clause in the contract regarding a discount on a reduction in service, we are only charged 50% for buses that are not running.

Recommended Scenario 1

In this scenario, we propose that the service be suspended for a period of one year starting January 1, 2021. After the suspension, the service would return in January 2022 with one bus until June 2022 and two buses until the end of the contract with 417 Bus Line (June 2023). Our regular schedule includes four buses, but we realize that some users will no longer take the bus even REPORT- Page 6 of 10 1/13/2021

Page 96 of 115 Regular Council Meeting 18 Jan 2021 after the pandemic therefore we anticipate that one to two buses will be sufficient to meet demand. In addition, it is important to mention that we realize that if the pandemic situation does not improve, the bus capacity will be reduced by half from 56 seats to 28 seats per bus to ensure social distancing. With this scenario, we could offer one route that could serve for the people of Russell and the other for the people of Embrun thus reducing the travel time for each bus.

If the contract is not cancelled and this option is retained, we have negotiated with the contractor that the $90,000 suspension fee paid during the suspension year will be reimbursed to the municipality during the period from January 2022 to June 2022. The contractual costs would therefore be as follows:

2021 (suspension) $90,000 January 2022 to June 2022 $169,200 - $90,000 = $79,200 July 2022 to December 2022 $177,660 January 2023 to June 2023 $177,660 TOTAL $524,520

The amounts above represent a level of service of 1 bus for the period between January 2022 and June 2022 and 2 buses starting July 2022 until June 2023, please note that we will have the option to increase the level of service in order to adjust to the situation and the demand.

In order to be able to compare scenarios that are comparable (the current contract (3 years) and contract as proposed and not to compare the current contract (3 years) and an immediate stop to the service) and to understand the budgetary impact, we have prepared an overview of operational costs and anticipated revenues. We added the actual figures during the months of January to March 2020 just before the onset of the pandemic and what we estimate if scenario 1 is chosen. With this scenario, the municipal contribution, even excluding the Gas Tax grant portion, would be approximately $168,578 for the remainder of the contract (one and a half years). This option offers the lowest municipal contribution of all quatre scenarios.

Scenario 2

In scenario 2, it is proposed that the service be suspended for a period of one year from January 1, 2021. After the suspension, the service would return with four buses until the end of the contract with 417 Bus Line (June 2023).

Page 97 of 115 Regular Council Meeting 18 Jan 2021 Like scenario 1, the suspension fee of $90,000 will be reimbursed to the municipality during the period from January 2022 to June 2022. The contractual costs would therefore be as follows:

2021 (suspension) $90,000 January 2022 to June 2022 $341,632 - $90,000 = $251,632 July 2022 to December 2022 $345,015 January 2023 to June 2023 $345,015 TOTAL $1,031,662

Scenario 3

In this scenario, Council requested that we evaluate the possibility of cancelling the contract with 417 Bus Line without suspension of the service. Under clause 11. d) of the contract, it is stipulated that the municipality may terminate the contract after giving 6 months written notice to 417 Bus Line and provided that the contractor receives the following payment: “50% of the remaining operating costs for year 2 as per the agreement with the contractor (schedule C). If the notice is given on December 22, the associated costs would therefore be as follows:

6-month notice (December 22, 2020, to June 22, 2021) $328,400 50% of operational costs remaining in year 2 (= 8 days in $14,595 June) TOTAL $342,993

Scenario 4

This last scenario is similar to scenario 3. The contract would be cancelled with 417 Bus Line without suspension of service. However, as stipulated in clause 4.b) of the contract, the municipality has the option to remove the 4th bus with 30 days' notice. Monthly invoices would therefore be reduced by a quarter during the 6-month notice period for the cancellation of the contract. If the notice is given on December 22, the associated costs would therefore be as follows:

Page 98 of 115 Regular Council Meeting 18 Jan 2021 CONCLUSION Comparing the four scenarios, it is clear that from an operational cost perspective, the fourth option is the least expensive. On the other hand, by looking at the municipal contribution of the four scenarios, the first scenario is the one that is most advantageous to the municipality. With the municipality of Russell growing steadily, we consider that it is essential to provide essential services like Russell Transpo. Scenario 1 is not the one with the highest operational costs and it still offers a public transportation service for a period of one and a half years. It is normal that by comparing only the financial aspect of each of the scenarios presented, that scenario 4 is less expensive in the long term. However, when we consider the impact on the level of service, Scenario 1 still offers a service to our residents versus scenarios 3 and 4 where we end an important service for our community. Therefore, it seems as important and responsible to us not to only compare the financial aspect of this decision at so the outcome of this service. This decision could be different if other factors listed in this report are equally considered. It would be more advantageous to compare what was initially approved by Council: a 3-year contract, a commitment to the population to offer a service for 3 years versus one for 1 year and a half and the cancellation of the contract due to an uncontrollable factor such as COVID-19.

The pandemic had a detrimental effect on the public transportation service which caused a stop in service, a reduction in the level of service and a drastic reduction in fare revenues. Passenger fares represent almost 73% of the revenue in the 2020 budget, but this source of revenue is down 64% for the year 2020.

Public transportation must be considered as much as any other service offered by the municipality. The pandemic had the same negative effect on several other important services also offered by the municipality. We believe that the solution of stopping the services that generated a fiscal loss, caused by the pandemic, is not an enviable solution for the residents of our community. We consider it premature to end our public transportation service since several factors are still unknown, for example: financial government assistance (subsidy that could become available), the availability of a vaccine and the reopening of offices in downtown Ottawa and Gatineau.

In addition, we believe it is premature to terminate the contract as the municipality prepares to conduct a level of service assessment study for the Township of Russell's services. We believed that it would be fair and equitable for the transit service to be evaluated on the same terms and conditions of this coming study as it will apply for all other municipal services.

Page 99 of 115 Regular Council Meeting 18 Jan 2021 Additionally, if we can confirm to users that service will resume in early January 2022, it will be easier to keep our current and loyal customer base. If Council decides to completely cancel the service (scenarios 3 or 4), and in a few years, wants to restart Russell Transpo, it will be much more difficult to find our clientele and rebuild it from scratch. It would be truly heartbreaking if after all these years and all the efforts of building a viable, reliable and nearly self-sufficient service, that the pandemic, one factor that is out of our control, came to end an essential service for a growing community.

With the situation we have been facing since the start of the pandemic, it is difficult to predict the future and the demand for this service. However, changes to our service may be made to adjust to demand. Our service provider, 417 Bus Line, has been accommodating since the start of the pandemic and will continue to be. Additionally, we are confident that once the pandemic is over, most users will have a need for the service. BEING a by-law to authorize the Mayor and the Clerk to execute and affix the Corporate Seal to an amendment Agreement between 417 Bus Line Limited and the Corporation of the Township of Russell.

WHEREAS the Council of the Corporation of the Township of Russell did enact By-law No. 2019-071 on May 6, 2019 to authorize an agreement with 417 Bus Line Limited for public transit; and;

WHEREAS Council, at its Regular Meeting held December 21, 2020 received report ECO- DEV-09-2020 recommending the amendment to the agreement with 417 Bus Line Limited authorized by By-law 2019-071; now therefore be it

RESOLVED THAT THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF RUSSELL ENACTS AS FOLLOWS:

1. THAT the Mayor and the Clerk are hereby authorized to execute and affix the Corporate Seal to an amendment Agreement between 417 Bus Line Limited and the Corporation of the Township of Russell.

Although probably not cost effective for the company if there were different pass options It would probably be beneficial. I know there are one way tickets but that is not a cost effective option if multiple trips taken in a month.

6 Yes, Russell Transpo is a key Service for public servants. If the service does not align with 12/16/2020 5:01 PM our return to work then we will find an alternative (carpool?) And you risk not having customers return in light of finding an alternative option. This will likely be the case for my son and I.

If the bus was ever to be removed permanently, I would have to reconsider living in Embrun. I beg the city council to please not remove Russell Transpo from its residents and in turn add more stress while we are already dealing with a pandemic.

was definitly something I was super happy to see exist and greatly influenced my willingness/interest in moving to the township. It has huge implications should it be cancelled outright both for environmental reasons but also for access to reasonable cost commuting should I work somewhere that is in higher cost for parking or higher levels of congestion. I think it plays a part on willingness to give Russell a chance.

Many residents in the Township depend on this essential service to get to and from Ottawa to earn their livelihoods. Not everybody can afford housing in Ottawa, nor find employment in the Township area, making commuting to Ottawa absolutely essential to earn a living. The thought of no longer having access to this service makes me extremely anxious, angry and absolutely crushed as I have based my life choices on the availability of this transportation service. Please do not remove this essential service that you have so kindly offered for many years; a great deal of us have made life-changing decisions to live here based on this necessary service to our employment. I beg of Council to abide by its Mission to "Provide efficient adaptive services to continually improve our Community’s quality of life." There is a strong need in the community for such a service and I would sincerely hope that Council would respect the community's need for it. We've lost so much during the pandemic, we don't want to lose this service too.

My hours of work were outside the schedule bus times so I was not able to use the service. The hours of operation appear to be geared to government employees. I would propose that the users carry the total cost as I was informed when the service started. However, after COVID the level of service will probably be reduced as more workers will telecommute.

57 Before we moved here I used OC Transpo. I started taking the bus 8 months after we moved 12/15/2020 10:46 AM here. Before I started taking it, my husband would drive me to where I could grab an OC Transpo bus. OC Transpo became really unreliable. Then I developed mobility issues and it was getting difficult to ride a cramped bus. Russell Transpo allows me to be more comfortable, have access to washroom facilities if absolutely necessary, and its also more reliable to get me to work on time.

Good day,

It is appreciated that the municipality looks at future needs of transportation for our commute to the office when this is permitted; and this as we transition from remote work to the office workplace.

This being said, I think it is premature to take a decision on the future of the Russell Transpo, as many aspects around covid are still unknown.

My suggestions going forward - for your consideration:

• For the municipality to create a Russell Transpo secure page where we can add our names directly in a table, confirming our interest, need or not - in future transportation via Russell Transpo.  Everyone could add their names in their own timeframe based on their personal circumstance, before a set date. • To postpone a decision to 2021, when more information is available on a vaccine and instructions on the return to the workspace.  I understand that since I work from home and can successfully continue to do so; I`ll be one of the last ones to get a vaccine – meaning this will affect the return date to the office where transpo will not be required for some time. • With the unknown – many may not respond to the survey at this time for different reasons (worried of commuting; no return to the workplace yet, possible increase of transpo cost, kids’ situation with remote learning, etc) • News via social media (Create a Facebook page specifically to share news/information on Russell Transpo - with closed/open groups). Could also share information regarding a secure page • Positive posters about the Russell transpo service – “Thinking of You” – “Updates on commuting to Ottawa” (Great place to post is at grocery stores – we all need to buy food)

I hope these suggestions can be useful. For me personally, I’m unable to confirm when I’ll return to the workplace. But when I do, I am counting on the Russell Tranpo for my commute.

Malgré que j’ai arrêté de prendre le service de transport en 2019 car je travaille dans l’Est de la capitale et le service avait été réduit dans ce secteur, c’est important que la municipalité maintienne le service de transport en commun. Le gouvernement fédéral est mon employeur et la plupart des bureaux fédéraux sont au centre-ville. Pour ma part si je veux changer de poste dans le futur, et la plupart des postes fédéraux étants au centre-ville, le fait qu’il y a du transport en commun offert par la municipalité est un facteur en prendre en considération pour ma décision.

La municipalité a fait du progrès et a mis beaucoup d’efforts en établissement et en maintenant un service de transport en commun, l’annuler serait un pas en arrière. En ayant été client pendant plus de 10 ans, j’ai pu vous aider à améliorer ce service. En plus avec la construction résidentielle, les nouveaux résidents veulent des services municipaux, le service de transport en est un. C’est certain que l’offre de transport en commun a influencé leur décision d’acheter une maison ici.

Le service de transport en commun aide aussi l’environnement et aide à réduire le trafic. Le trafic va devenir un problème très prochainement dans la municipalité et le transport en commun va aider en l’atténuant.

Le télétravail ne continuera pas tel qu’il est maintenant après la pandémie : ce ne sera plus le télétravail à 100%. Oui, notre employeur sera plus souple pour permettre du télétravail, mais à date je n’ai pas entendu des gens qui veulent demeurer en télétravail 100% après la pandémie. Par exemple, il y aura un mode hybride, par exemple 3 jours au bureau, 2 jours à la maison.

En plus le fédéral a de nombreux édifices, il y a des millions de pieds carrés au centre-ville, l’emploi au fédéral ne va pas tomber complètement virtuel après la pandémie. Bonjour,

Je viens de terminer le sondage sur le service d'autobus offert par la Municipalité.

J'ai répondu NON à la première question du sondage pour la seule raison que je prévois prendre ma retraite à l'été 2021. Sinon, j'aurais continuer à me prévaloir de ce service, essentiel, selon moi.

Je trouverais dommage que, vivant dans un milieu éloigné de la ville, que nous n'ayons pas accès à un service de transport en commun. Il faut penser aux gens qui n'ont pas de voiture et qui doivent se rendre pour des rendez-vous médicaux ou autres à Ottawa. Aussi, l'avenir tend vers moins d'auto sur les routes (pollution) et la ville décourage l'utilisation des voitures surtout à usage unique la plupart du temps. Je sais que pour ma part, si l'autobus est maintenu, je l'utiliserais au moins une fois/semaine.

Je sais que ce service a un coût mais en le supprimant, vous créez d'autres problèmes à portée moins écologique.

A by-law to confirm the proceedings of the Council of The Corporation of the Township of Russell at its Regular Council Meeting held on January 18, 2021.

WHEREAS pursuant to Section 5 of the Municipal Act, 2001, S.O. 2001, c. 25, as amended (“Municipal Act”), the powers of a municipality are to be exercised by its council by by-law; and

WHEREAS it is deemed expedient that the proceedings of the Council of The Corporation of the Township of Russell at this meeting be confirmed and adopted by by- law; now therefore be it

RESOLVED THAT THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF RUSSELL HEREBY ENACTS AS FOLLOWS:

1. THAT the actions of the Council of The Corporation of the Township of Russell in respect of any reports from departments and committees and each motion and resolution passed and other actions taken by the Council of The Corporation of the Township of Russell at this meeting are hereby adopted and confirmed as if all such proceedings were expressly embodied in this by-law.

2. THAT the Mayor and Clerk and the appropriate other officials of the Corporation of the Township of Russell are hereby authorized and directed to do all things necessary to give effect to the actions of the Council of The Corporation of the Township of Russell referred to in the preceding section.

3. THAT unless otherwise provided, the Mayor and Clerk are authorized and directed to execute all documents necessary in that behalf and to affix thereto the seal of The Corporation of the Township of Russell.
