Proclamation and Flag Raising – Scouts and Girl- Guides Week 2021 WHEREAS the Scouting and Guiding movement was established to contribute to the development of young people in achieving their full physical, intellectual, social and spiritual potentials as individuals, responsible citizens and as members of their local, national and international communities; and WHEREAS Scouting and Guiding in Russell Township is a vital program serving youth of all ages, and provides opportunities for outdoor activities, sports, adventure, discipline, friendship and fun; and WHEREAS Scouting/Guiding in Russell Township will continue to play a valuable role in the lives of our youth, through innovative programs, dedicated volunteers and staff; now therefore be it RESOLVED THAT the Council of the Corporation of the Township of Russell do hereby proclaim February 21-27, 2021 as Scouts and Girl Guides of Canada Week in the Township of Russell; and finally THAT as part of recognizing Scouts and Girl Guides of Canada Week and upon receipt of the Scouts and Girl Guides of Canada flags, that the Township of Russell raise the Scouts and Girl Guides of Canada flags from February 21-27, 2021, in honour of this special week. b. Requests for the Community Grants from the Parks 17 - 20 and Recreation Department - 2021 Budget c. Removal of Part Lot Control - Refer to By-laws at item # 16 501-503-505-507 Manhattan Court in Russell b. Removal of Part Lot Control - Refer to By-laws at item # 16 Moisson & Maize Streets in Embrun c. Zoning By-law Amendment - Report PD-05-2021 52 - 58 Property owned Corvinelli Investments Inc. - Vacant lands situated on Gamble Drive, Solidex Place & Parkview Terrace in Russell That Council receives report PD-05-2021 dated January 18, 2021, and approves the zoning amendment application submitted by Corvinelli Investments Inc. to remove the holding symbol (-h) as follows: From “Residential One A with holding (R1A-h)” to “Residential One A (R1A)”. That Council approves the by-law authorizing the mayor and the clerk to execute and affix the seal to a park agreement between 291219 Ontario Limited and John Corvinelli Investments Ltd. and the Corporation of the Township of Russell for a parcel of land legally described as Block 100, in the village of Russell. d. Speed Limit Reduction - Report IS-PW-01-2021 59 - 66 That Council receives report IS-PW-01-2021 dated January 18, 2021 and approves the proposed By-law to amend the traffic and parking By-law 31-2004 so to reduce the speed limit to 40 km/h within the residential areas and to remove the speed limit of 40 km/h of Regular Council Meeting January 18, 2021 Page 3 of 115 Church St from Wade Road to 488 Church St; and That Council approves to remove all “playground ahead” signs that are not located near a park. e. 2021 Census of Population - Verbal Report CL-2021 67 - 70 BE IT RESOLVED THAT the Council of the Corporation of the Township of Russell supports the 2021 Census, and encourages all residents to complete their census questionnaire online at www.census.gc.ca. Accurate and complete census data support programs and services that benefit our community. f. Parks and Recreation Advisory Committee 71 Recommendation 2021-001 - Recreation Complex Committee Terms of reference That Council receives recommendation number 2021- 001 from the Parks and Recreation Advisory Committee dated January 11, 2021, and give the direction to the administration to revise the Recreation Complex Committee mandate and terms of reference in partnership with the Parks and Recreation Advisory Committee. 12.
