Joseph & Associates 610 16th Street - Suite 514 Oakland, CA 94612 SUBJECT: Request for School Information for Initial Study Pointe Vista at San Pedro Naval Reserve Site San Pedro, CA Thank you for giving the Los Angeles Unified School District (LAUSD) the opportunity to provide information regarding educational facility service in the area of the proposed Pointe Vista at San Pedro Project. The proposed 61.5-acre development includes a 2,300-unit single-family attached (townhome and condominium) development including about 10,000 square-feet of retail use. The project will also contain a central park (with community clubhouse and pool); a waterscape concourse; a senior community park; and a publicly accessible park featuring four little league baseball diamonds. The project will also include an access road from Western Avenue to the Mary Star of the Sea High School (a non-LAUSD campus). Prior to the proposed development, the project requires the demolition of 245 residential units, a community center, and retail convenience facility constructed in 1962 by the U.S. Navy for the purpose of housing and accommodating personnel stationed at the Long Beach Naval Shipyard. The site (formerly known as "San Pedro Housing") closed in 1999. Based on the extent/location of the proposed development, it is our opinion that significant environmental impacts on the surrounding community (traffic, noise, air, pollution, etc.) will occur. Since significant impacts to LAUSD schools are anticipated, mitigation measures designed to help reduce or eliminate such impacts are included in this response. Schools currently serving this project include Taper Elementary School, Dodson Middle School, and Narbonne High School. Information regarding each school’s capacity and enrollments is attached. In addition, one additional school is planned in the area to relieve known overcrowding. BELLOMO Director ENVIRONMENTAL IMPACT RESPONSES Approval of the demolition of existing on-site structures and construction of a 2,300-unit single-family attached residential complex. at 26900 South Western Avenue (Proposed Pointe Vista at San Pedro, CA) warrants the following mitigation measures to address environmental impacts related to school traffic, pedestrian routes, and transportation safety issues at Dodson Middle and Taper Elementary Schools. • LAUSD Transportation Branch at (323) 342-1400 must be contacted regarding the potential impact upon existing school bus routes. o School buses must have unrestricted access to schools. o During the construction phase, truck traffic and construction vehicles may not cause traffic delays for our transported students. o During and after construction changed traffic patterns, lane adjustment, traffic light patterns, and altered bus stops should not affect school buses’ on-time performance and passenger safety. o Because of provisions in the California Vehicle Code, other trucks and construction vehicles that encounter school buses, using red-flashing-lights must-stop-indicators will have to stop. o The Project Manager or designee will have to notify the LAUSD Transportation Branch of the expected start and ending dates for various portions of the project that may affect traffic within nearby school areas. • Contractors must maintain safe and convenient pedestrian routes to all nearby schools. It unites community colleges, high schools, Unified School Districts, labor unions, Workforce Investment Boards, and industry-specific employers so that multiple educational, economic, community-based, and workforce development resources can be leveraged and braided to meet the educational needs of local high school and community college students. Seniors from regular, continuation, and opportunity high schools and schools of choice and for handicapped students were surveyed. In October 1996, there were 27,387 seniors in the LAUSD schools. Of these, 15,496 completed questionnaires for the survey. Approximately half of these students held part-time jobs while in high school. A large percentage took general academics (48%) and college preparatory courses (48%), and only 4% took vocational courses. Over 16% of these seniors had taken English-as-a-Second-Language courses. As of one month before graduation, 51% of the seniors had taken the Scholastic Assessment Tests and 20% had taken the ACT Assessment. About 36% of the seniors planned to attend 4-year colleges and 25% planned to attend 2- year colleges. Seniors noted their teachers and the quality of education as the best features of their schools, and they rated all areas of their instruction as close to "above average." While they considered their schools' reputations, spirit, and instructional programs as "average," they rated the condition of their school buildings and classrooms as slightly "below average." Stephens, Executive Director DEFINITION: A school-associated violent death is any homicide, suicide, or weapons-related violent death in the United States in which the fatal injury occurred: 1) on the property of a functioning public, private or parochial elementary or secondary school, Kindergarten through grade 12, (including alternative schools); 2) on the way to or from regular sessions at such a school; 3) while person was attending or was on the way to or from an official school-sponsored event; 4) as an obvious direct result of school incident/s, function/s or activities, whether on or off school bus/vehicle or school property. * Note: Not a scientific survey. Since information is taken from newspaper clipping services, it is possible that not all such clippings have reached the NSSC. SCOPE: Newspaper accounts, on which NSSC bases this report, frequently do not list names and ages of those who are charged with the deaths of others. Such omissions were in some cases because the person charged was a minor. In some instances, persons were killed in drive-by shootings, gang encounters or during melees in which the killer was not identified, and the killers were either never apprehended or were caught days or months after the crime was first reported.
