SUBJECT: Request for School Information for Initial Study Pointe Vista at San Pedro Naval Reserve Site San Pedro, CA

Thank you for giving the Los Angeles Unified School District (LAUSD) the opportunity to provide information regarding educational facility service in the area of the proposed Pointe Vista at San Pedro Project. The proposed 61.5-acre development includes a 2,300-unit single-family attached (townhome and condominium) development including about 10,000 square-feet of retail use. The project will also contain a central park (with community clubhouse and pool); a waterscape concourse; a senior community park; and a publicly accessible park featuring four little league baseball diamonds. The project will also include an access road from Western Avenue to the Mary Star of the Sea High School (a non-LAUSD campus).

Prior to the proposed development, the project requires the demolition of 245 residential units, a community center, and retail convenience facility constructed in 1962 by the U.S. Navy for the purpose of housing and accommodating personnel stationed at the Long Beach Naval Shipyard. The site (formerly known as "San Pedro Housing") closed in 1999.

Based on the extent/location of the proposed development, it is our opinion that significant environmental impacts on the surrounding community (traffic, noise, air, pollution, etc.) will occur. Since significant impacts to LAUSD schools are anticipated, mitigation measures designed to help reduce or eliminate such impacts are included in this response.

Schools currently serving this project include Taper Elementary School, Dodson Middle School, and Narbonne High School. Information regarding each school’s capacity and enrollments is attached. In addition, one additional school is planned in the area to relieve known overcrowding. This school is listed on the attached table of LAUSD Schools

ENVIRONMENTAL IMPACT RESPONSES

Approval of the demolition of existing on-site structures and construction of a 2,300-unit single-family attached residential complex. at 26900 South Western Avenue (Proposed Pointe Vista at San Pedro, CA) warrants the following mitigation measures to address environmental impacts related to school traffic, pedestrian routes, and transportation safety issues at Dodson Middle and Taper Elementary Schools.

• LAUSD Transportation Branch at (323) 342-1400 must be contacted regarding the potential impact upon existing school bus routes.

o School buses must have unrestricted access to schools.

o During the construction phase, truck traffic and construction vehicles may not cause traffic delays for our transported students.

o During and after construction changed traffic patterns, lane adjustment, traffic light patterns, and altered bus stops should not affect school buses’ on-time performance and passenger safety.

o Because of provisions in the Vehicle Code, other trucks and construction vehicles that encounter school buses, using red-flashing-lights must-stop-indicators will have to stop.

o The Project Manager or designee will have to notify the LAUSD Transportation Branch of the expected start and ending dates for various portions of the project that may affect traffic within nearby school areas.

• Contractors must maintain safe and convenient pedestrian routes to all nearby schools. The District will provide School Pedestrian Route Maps upon your request.

• Contractors must maintain ongoing communication with LAUSD school administrators, providing sufficient notice to forewarn children and parents when existing pedestrian and vehicle routes to school may be impacted.

• Installation and maintenance of appropriate traffic controls (signs and signals) to ensure pedestrian and vehicular safety.

• Haul routes will not pass by any school, except when school is not in session.

• No staging or parking of construction-related vehicles, including worker-transport vehicles, will occur on or adjacent to a school property.

• Funding for crossing guards (at contractor’s expense) is required when safety of children may be compromised by construction-related activities at impacted school crossings.

• Barriers and/or fencing must be installed to secure construction equipment and to minimize trespassing, vandalism, short-cut attractions, and attractive nuisances.

• Contractor’s are required to provide security patrols (at their expense) to minimize trespassing, vandalism, and short-cut attractions.
