MANAGING FRANCE’S REGIONAL LANGUAGES: LANGUAGE POLICY IN BILINGUAL PRIMARY EDUCATION IN ALSACE Thesis submitted in accordance with the requirements of the University of Liverpool for the degree of Doctor in Philosophy by Michelle Anne Harrison September 2012 Abstract The introduction of regional language bilingual education in France dates back to the late 1960s in the private education system and to the 1980s in the public system. Before this time the extensive use of regional languages was forbidden in French schools, which served as ‘local centres for the gallicisation of France’ (Blackwood 2008, 28). France began to pursue a French-only language policy from the time of the 1789 Revolution, with Jacobin ideology proposing that to be French, one must speak French. Thus began the shaping of France into a nation-state. As the result of the official language policy that imposed French in all public domains, as well as extra-linguistic factors such as the Industrial Revolution and the two World Wars, a significant language shift occurred in France during the twentieth century, as an increasing number of parents chose not to pass on their regional language to the next generation. In light of the decline in intergenerational transmission of the regional languages, Judge (2007, 233) concludes that ‘in the short term, everything depends on education in the [regional languages]’. This thesis analyses the development of language policy in bilingual education programmes in Alsace; Spolsky’s tripartite language policy model (2004), which focuses on language management, language practices and language beliefs, will be employed. In spite of the efforts of the State to impose the French language, in Alsace the traditionally non-standard spoken regional language variety, Alsatian, continued to be used widely until the mid-twentieth century. -

LIPSKI 30.1 Basic Facts 30.1.1 Historical Development Spanish and Portuguese are closely related Ibero‐Romance languages whose origins can be traced to the expansion of the Latin‐speaking Roman Empire to the Iberian Peninsula; the divergence of Spanish and Portuguese began around the ninth century. Starting around 1500, both languages entered a period of global colonial expansion, giving rise to new vari- eties in the Americas and elsewhere. Sources for the development of Spanish and Portuguese include Lloyd (1987), Penny (2000, 2002), and Pharies (2007). Specific to Portuguese are fea- tures such as the retention of the seven‐vowel system of Vulgar Latin, elision of intervocalic /l/ and /n/ and the creation of nasal vowels and diphthongs, the creation of a “personal” infinitive (inflected for person and number), and retention of future subjunctive and pluper- fect indicative tenses. Spanish, essentially evolved from early Castilian and other western Ibero‐Romance dialects, is characterized by loss of Latin word‐initial /f‐/, the diphthongiza- tion of Latin tonic /ɛ/ and /ɔ/, palatalization of initial C + L clusters to /ʎ/, a complex series of changes to the sibilant consonants including devoicing and the shift of /ʃ/ to /x/, and many innovations in the pronominal system. 30.1.2 The Spanish Language Worldwide Reference grammars of Spanish include Bosque (1999a), Butt and Benjamin (2011), and Real Academia Española (2009–2011). The number of native or near‐native Spanish speakers in the world is estimated to be around 500 million. In Europe, Spanish is the official language of Spain, a quasi‐official language of Andorra and the main vernacular language of Gibraltar; it is also spoken in adjacent parts of Morocco and in Western Sahara, a former Spanish colony. -

Attitudes Towards State Languages versus Minority Languages in the Contemporary World: The Case of Catalan in Sardinia by José María Santos Rovira (University of Lisbon) Abstract The dichotomy of state language versus minority languages is a well-known subject among linguists. However, there are several competing perceptions of the role that minority languages play in society. In Italy, Catalan is a minority language and has been spoken for centuries in the Sardinian city of Alghero. Today, however, its survival is uncertain. Why have Algherese people progressively abandoned the Catalan language over last few decades? To answer this question, we begin by reviewing the range of scholars‘ interpretations of the motivations and attitudes that lead people to reproduce or abandon minority languages. In this article, I argue that there is an unavoidable link between social systems and linguistic practices that determines the consolidation or extinction of some languages, as has happened in Alghero, where the traditional language is at risk due to changes in social structure. Works in Progress Group in Modern Jewish Studies Session Many of us in the field of modern Jewish studies have felt the need for an active working group interested in discussing our various projects, papers, and books, particularly as we develop into more mature scholars. Even more, we want to engage other committed scholars and respond to their new projects, concerns, and methodological approaches to the study of modern Jews and Judaism, broadly construed in terms of period and place. To this end, since 2001, we have convened a “Works in Progress Group in Modern Jewish Studies” that meets yearly in connection with the Association for Jewish Studies Annual Conference on the Saturday night preceding the conference. The purpose of this group is to gather interested scholars together and review works in progress authored by members of the group and distributed and read prior to the AJS meeting. 2006 will be the sixth year of a formal meeting within which we have exchanged ideas and shared our work with peers in a casual, constructive environment. This Works in Progress Group is open to all scholars working in any discipline within the field of modern Jewish studies. We are a diverse group of scholars committed to engaging others and their works in order to further our own projects, those of our colleagues, and the critical growth of modern Jewish studies. Transnational Italies: Mobility, Subjectivities and Modern Italian Cultures Conference, The British School at Rome, 26-28 October 2016-10-24 ABSTRACTS 1A - “Moving Borders, Moving Identities” Panel submitted by Eden McLean, Borut Klabjan, Vanni D’Alessio, Maura Hametz Chair: Loredana Polezzi Panel Overview Transnational studies have traditionally concerned themselves with the movement of goods, ideas, and people along and across borders, but not with the movement of the borders themselves. This panel seeks to position the movement of borders as a vital component of any conversation about what it means to be transnational, particularly in Europe’s era of the world wars. The four papers proposed here use case studies from the multiethnic—and transnational— borderlands of northeastern Italy (Trieste, Fiume/Rijeka, the Carso, and Alto Adige) to explore questions of Italian identity, citizenship, and state formation in the first half of the twentieth century. In the years directly following World War I, Italy sought to “redeem” the Italian identity of the populations living in the territories it acquired from the former Austro-Hungarian Empire. As the following papers will show, it sought to do so by imposing an official definition of Italian-ness on resident populations through the simultaneous processes of modifying language, education, and public space and subverting the presence of alternative national or ethnic affiliations. All of these efforts worked not only to transform the cultural landscape of these borderlands, but also to establish the very definition of what it meant to be Italian, at least on the edges of the Italian nation-state. ABSTRACT From 1890-1914, Argentina received a large influx of Italian immigrants who wanted to “hacer la América”, or live the American dream of economic prosperity. With Italian immigrants representing nearly half of all immigrants entering Argentina, the government strived to create a new sense of Argentine pride and nationalism. The objective of this dissertation is to investigate and analyze the linguistic experience of Italian immigrants in Buenos Aires, Argentina, applying Pierre Bourdieu’s theory of social space and linguistic markets, and contact language theories to explain the attrition and shift of the Italian language. This study identifies three relevant social spaces that contributed to the linguistic experience of Italian immigrants in Buenos Aires: 1). conventillos or immigrant housing 2.) school community, and 3.) mutual aid societies. Within each social space thrived a linguistic market which language played a key role in the way people interacted and identified with each other. First, the conventillos were part of an alternative linguistic market in which cocoliche, a transitional language, thrived as a way for Italians to communicate with immigrants from different countries. -

ABSTRACT The aim of this thesis is to assess attitudes of speakers towards their local or regional variety. Research in the field of sociolinguistics has shown that factors such as gender, age, place of residence, and social status affect linguistic behaviour and perception of local and regional varieties. This thesis consists of three main parts. In the first part the concept of language, minority language, and dialect is discussed; in the second part the official position towards local or regional varieties in Europe and in Italy is considered; in the third part attitudes of speakers towards actions aimed at safeguarding their local or regional varieties are analyzed. The conclusion offers a comparison of the results of the surveys and a discussion on how things may develop in the future. In the case of Galician, it is particularly interesting to study varieties of Galician and Portuguese wHicH sHare a common origin but are separated by a long-standing political border. Work to date Has concluded tHat some of tHese intonation patterns present a prosodic continuum, but has also identified a large part of the Galician linguistic area where a widespread pattern is found that is unrelated to Portuguese. An approacH to the study of dialectology and linguistic cHange will be proposed which supplements traditional geoprosodic studies with sociolinguistic concepts such as contact between languages and language varieties. Chapter 2. Native Languages of West-Central California This chapter discusses the native language spoken at Spanish contact by people who eventually moved to missions within Costanoan language family territories. No area in North America was more crowded with distinct languages and language families than central California at the time of Spanish contact. In the chapter we will examine the information that leads scholars to conclude the following key points: The local tribes of the San Francisco Peninsula spoke San Francisco Bay Costanoan, the native language of the central and southern San Francisco Bay Area and adjacent coastal and mountain areas. San Francisco Bay Costanoan is one of six languages of the Costanoan language family, along with Karkin, Awaswas, Mutsun, Rumsen, and Chalon. The Costanoan language family is itself a branch of the Utian language family, of which Miwokan is the only other branch. The Miwokan languages are Coast Miwok, Lake Miwok, Bay Miwok, Plains Miwok, Northern Sierra Miwok, Central Sierra Miwok, and Southern Sierra Miwok. Other languages spoken by native people who moved to Franciscan missions within Costanoan language family territories were Patwin (a Wintuan Family language), Delta and Northern Valley Yokuts (Yokutsan family languages), Esselen (a language isolate) and Wappo (a Yukian family language). Below, we will first present a history of the study of the native languages within our maximal study area, with emphasis on the Costanoan languages. In succeeding sections, we will talk about the degree to which Costanoan language variation is clinal or abrupt, the amount of difference among dialects necessary to call them different languages, and the relationship of the Costanoan languages to the Miwokan languages within the Utian Family. -

Traditionally, their heritage language, Atayal, was not written. Also, Atayal was taught at schools only recently. As one of Austronesian language families, Atayal language and culture could have been part of the origin of other Polynesians in the Pacific Islands. Furthermore, as an Atayal member I was interested in knowing the current status of Atayal language among the Atayal students in school. I also wanted to know the attitudes of Atayal learning of the participants as well as how they saw the future of Atayal language. Last, I investigated the relationship of Atayal language and Atayal cultures. I stayed in an Atayal village in the mid mountain area in Taiwan for six months to collect observation and interview data. The research site included the Bamboo Garden Elementary School and the Bamboo Garden Village. In the 27 Atayal students who participated in this study, 16 were girls and 11 were boys. They were between Grade 2 to Grade 6. -

From ltalophilia to ltalophobia: Representations of Italian Americans in the Early Gilded Age John Paul Russo "Never before or since has American writing been so absorbed with the Italian as it is during the Gilded Age," writes Richard Brodhead. 1 The larger part of this American fascination expressed the desire for high culture and gentility, or what Brodhead calls the "aesthetic-touristic" attitude towards Italy; it resulted in a flood of travelogues, guidebooks, antiquarian stud ies, historical novels and poems, peaking at the turn of the centu ry and declining sharply after World War I. America's golden age of travel writing lasted from 1880 to 1914, and for many Americans the richest treasure of all was Italy. This essay, however, focuses upon Brodhead's other catego ry, the Italian immigrant as "alien-intruder": travel writing's gold en age corresponded exactly with the period of greatest Italian immigration to the United States.
