TIMING OF COUNCIL MEETINGS As previously agreed by the Council, ordinary meetings of the Council were scheduled to take place in the evenings. At the Provost’s discretion the meetings before the recess and Christmas were usually, subsequently rescheduled to take place during the day. The Provost proposed that this arrangement should be formalised and that, in future, these two meetings should be scheduled to take place at 10.30am. Decision The Council agreed that, in future, the Christmas and Summer recess meetings would take place at 10.30am with the remaining meetings continuing to take place at 7.30pm and, to note that a new schedule of meetings would be prepared for consideration at the next meeting. URGENT BUSINESS The Provost advised (1) that he intended requesting the Council to support the submission of a bid for city status for Stirling so that the proposed application might be submitted to the Scotland Office by the end of August, (2) that an urgent motion would be taken inviting the Council to publicly confirm its support for the current Central Scotland Police Drugs initiative and (3) that an exempt report by the Director of Technical Service on the development of a service delivery model in respect of catering at New Viewforth, Old Viewforth and the Springkerse Depot Complex would be taken as item 17 on the agenda so that negotiations with a potential business partner might be progressed. SC158 MINUTES (a) Stirling Council - 10 May 2001 Decision The Council approved the minutes of meeting of the Council held on 10 May 2001 as a correct record. (b) Stirling Council - Special Meeting – 26 April 2001 Decision The Council approved the minutes of the special meeting of the Council held on 26 April 2001 as a correct record. N:\DEMSUPP\NEWDECISIONS\SCOUNCIL\MINUTES\SC20010628 DOCN:\DEMSUPP\NEWDECISIONS\SCOUNCIL\MINUTES\SC20010628 DOC SC159 CITY BID 2002 In August 1999, the Council had approved the submission of a bid by the Council to have Stirling become a City as part of the celebrations for the new Millennium. Although the bid had been unsuccessful, it was generally recognised that the bid had been well received. The Scotland Office would be inviting bids in July for a Golden Jubilee city competition as part of the Queen’s celebration of her Golden Jubilee in 2002 and had confirmed that should the Council wish to make a submission, the Scotland Office would use the Council’s previous application subject to the receipt of further, additional information by the beginning of September. In commending the preparation of additional information for this new bid proposal the Provost expressed the hope that all Members would support the submission of a bid in whatever way they could. Decision The Council agreed to approve the preparation of additional information to enable the submission of a bid by Stirling Council to become a City as part of the Queen’s Golden Jubilee celebrations. SC160 CENTRAL SCOTLAND POLICE Motion “That this Council recognises and supports the splendid efforts of the Chief Constable and Officers of Central Scotland Police in the war against drugs. The Council accepts that Police pro-activity must be supported across its range of services if this social evil is to be eradicated. This responsibility extends to the other Public Agencies which operate in the Stirling area. The high visibility Police presence in our communities is already encouraging citizens to report drug dealing and other anti-social behaviour in their neighbourhoods. The Police initiative in the longer term can only resolve confidence to excluded communities and sectors within the Council area. As well as alleviating social disruption we recognise that our full support will lead to significant savings in the public purse.” Moved by Councillor Corrie McChord, seconded by Councillor Tom Hazel. Decision The Council unanimously approved the terms of the motion. SC161 WRITTEN QUESTIONS The Provost confirmed that one written question had been received in terms of Standing Order Number 27. The answer provided by the Chair is contained in Appendix 1. N:\DEMSUPP\NEWDECISIONS\SCOUNCIL\MINUTES\SC20010628 DOCN:\DEMSUPP\NEWDECISIONS\SCOUNCIL\MINUTES\SC20010628 DOC SC162 QUESTION TIME In terms of Standing Order Number 28, Members had the opportunity to put questions to Chairs of Committees on relevant and competent matters contained in the volume of minutes of committees circulated with the Agenda for the meeting. On this occasion no questions were asked. SC163 STANDING ORDERS – PROPOSED AMENDMENTS Stirling Council adopted its Standing Orders on 7 October 1999. As a consequence of decisions taken by Council on 5 October 2000, 7 December 2000 and 10 May 2001 on the Council’s review of its political management arrangements and its arrangements for scrutiny, it was agreed that any necessary amendments to the Council’s Standing Orders should be drafted for consideration by Council. Appendix 1 of a report by the Director of Civic Services set out proposed changes to the Council’s Standing Orders as a result of the various decisions taken with regard to arrangements for Scrutiny, Questions, Question Time, the introduction of reports by Officers prior to debate and provision for the establishment of the Policy Executive and ad-hoc Scrutiny Panels. The report also raised other issues for consideration such as the use of the party whip. The Leader of the Council proposed that consideration of the use of the whip should be continued on the basis that the constitutions of at least two of the national parties provided for use of the whip and until the matter had been decided at a national level, local parties were unable to take a decision on these provisions. He also proposed that the Lead Scrutiny member to be appointed in terms of draft standing order 21 (iv) to each of the policy committees other than the resources committee should be the Chair of Scrutiny for that Committee. He concluded by expressing the Administration’s hope that the Chair of at least one of the Scrutiny Panels should go to the SNP member. Decision The Council agreed:- 1. to give notice of its intention to amend its Standing Orders as detailed in the Appendix to the report by the Director of Civic Services at the next meeting of the Council on Thursday, 4 October 2001 subject to 21 (iv) – bullet point 6 being amended as follows:- • each Policy Committee will appoint a Chair of a Scrutiny Panel to be the lead scrutiny member for that Committee and act as the Committee link. 2. to continue consideration on the use of the party whip at a local level pending advice at national level from those parties which made such provision within the terms of their respective constitutions. 3. to note the Administration’s advice that the Chair of at least one of the Committee Scrutiny Panels should go to the SNP member. (Reference: Report by Director of Civic dated 20 June 2001, submitted) N:\DEMSUPP\NEWDECISIONS\SCOUNCIL\MINUTES\SC20010628 DOCN:\DEMSUPP\NEWDECISIONS\SCOUNCIL\MINUTES\SC20010628 DOC SC164 CARE COMMITTEE – APPOINTMENT OF CO-OPTED MEMBER At its meeting held on 29 June, 2000, the Council agreed to appoint Ms Nancy Cruikshank, representing the Local Health Council, on the Care Committee as a non- voting co-opted member. Ms Cruikshank was no longer a member of the Local Health Council and consequently there was a vacancy on the Care Committee. The Local Health Council had requested that Mrs Marjory Russell replace Ms Cruikshank as its representative on the Care Committee. Decision The Council agreed: - 1. to appoint Mrs Marjory Russell, Forth Valley Local Health Council as a non- voting co-opted member on Care Committee. 2. that Mrs Russell’s period of membership of the Committee would run concurrently with the term of the Council or her period of membership of the Local Health Council whichever was the soonest. (Reference - Report by Director of Civic Services dated 19 June 2001, submitted) SC165 STIRLING COUNCIL/FORTH VALLEY HEALTH SERVICES JOINT FORUM Stirling Council and Forth Valley Health Services had been in discussion concerning the means to achieve more effective joint working between the respective agencies.
