Associated Obstacles, Scientific and Technical Needs to achieve the Aichi Biodiversity Targets Section 4 National Contributions towards achieving the Aichi Biodiversity Targets (combined with Section 3) Section 6 Contribution of Local Communities to ABT Achievement Section 7 Updated Country Profile 6th National Report Process The 6th National Report was nested within the lead agency of the Conservation and Environment Protection Authority, which is based in Port Moresby. Consultation An initial inception workshop to facilitate the participation by key staff from National Government Agencies, University and other stakeholders from Industry was held at the CEPA office. It became apparent that this was also a socialisation of the ABT. The Aichi Biodiversity Targets most relevant to agencies were separated out into Sections 2 & 4 with question/prompts as per the Technical Guidance to assist in the writing process by agency expertise. Data in the form of reports, papers was collated by the lead author In this way each ABT was populated as per the online reporting template The relevant ABTs (Section 4) were redistributed to key persons in line agencies for comments, and input which were then incorporated into a series of drafts. Concurrently all mapping options available on the UNEP and UNBiodiversity Lab site and available within PNG were collated along with other graphics and images. Included data and reports from these sectors (outlined in SECTION 2) including regional reports by SPREP, SPC, JICA, WB, FAO and others. Therefore the 6th National Report to the Convention on Biological Diversity will report against the Aichi Biodiversity Targets. 1 SECTION 2 This Section outlines the Implementation Measures Taken, Assessment of their effectiveness. Associated Obstacles, Scientific and Technical Needs to achieve the Aichi Biodiversity Targets. It also outlines references used and available that inform this. Aichi Biodiversity Target 1 Biodiversity awareness For Aichi Biodiversity Target 1 extensive awareness has been achieved through the teaching of the formal education subjects of Environmental Studies and Community Living from elementary to grade 5. This is reinforced by the participation by students across the country, along with various sectors and agencies, at themed events of the UN recognized World Environment Day (June 5th). This has impact, however no systematic listing of these activities, their participants or the resultant impacts are readily available. It is assumed however that with such input into education and awareness that it impacts on individual behavior in relation to environmental matters and that this is cumulative within our society. The Department of Education Gender Equity in Education Policy (NDOE, 2003) recommends that no student in the education system of Papua New Guinea will be disadvantaged on the basis of gender and hence supports opportunity to learn for all. For good, and bad, we experienced some examples of this during this successful tour on this resource-rich island, and ammased a great trip list of 407 species . Some of what we saw was very much expected: a slew of species from arguably the most spectacular bird family on the planet, the outrageous birds-of-paradise. We picked up 24 species of birds-of-paradise on the tour, with the majority being males, some of which were seen in full, jaw-dropping display mode! The flurry of displaying male Greater Birds-of-paradise during a late afternoon show in the steamy lowland jungle near Kiunga standing out, as did the wonderful performance put on by PNG’s national bird, the Raggiana Bird-of- paradise near the nation’s capital, at Varirata NP. Getting a bunch of BOPs was expected, even in the land of the unexpected. However, on only our third day in the country watching a tree full of BOPs, of NINE different species (and 3 sicklebill species at one time in the same tree ) was very much unexpected even in New Guinea.

    Asia-South Pacific Education Watch Solomon Islands: Summary Report Educational Experience Survey Education, Language and Literacy Experience About Asia South Pacific Education Watch Initiative The critical state and ailing condition of education in many countries in Asia-South Pacific region compels serious and urgent attention from all education stakeholders. Centuries of neglect, underinvestment in education, corrup- tion, and inefficiency by successive governments in the countries of the region have left a grim toll in poor education performance marked by low school attendance and survival rates, high dropout and illiteracy rates, and substandard education quality. Moreover, there are glaring disparities in access to education and learning opportunities: hundreds of millions of impover- ished and disadvantaged groups which include out-of-school chil- dren and youth, child workers, children in conflict areas, women, ethnic minorities, persons with disabilities, dalit caste and other socially discriminated sectors, remain largely unreached and ex- cluded by the education system. Hence they are denied their fundamental human right to edu- cation and hindered from availing of the empowering and trans- formative tool of quality, life-long learning that could have equipped them to realize their full human potential, uplift their living conditions, and participate meaningfully in governance and in decisions that affect their lives.   • Notes on the Gulf Province Languages Overview
    Notes on the Gulf Province languages Karl Franklin (Data Collected 1968-1973; this report collated 2011) Information compiled here is from notes that I collected between 1968 and 1973. Following the completion of my Ph.D. degree at the Australian National University in 1969, I was awarded a post-doctoral fellowship in 1970 to conduct a linguistic survey of the Gulf Province. In preparation for the survey I wrote a paper that was published as: Franklin, Karl J. 1968. Languages of the Gulf District: A Preview. Pacific Linguistics, Series A, 16.19-44. As a result of the linguistic survey in1970, I edited a book with ten chapters, written by eight different scholars (Franklin, Lloyd, MacDonald, Shaw, Wurm, Brown, Voorhoeve and Dutton). From this data I proposed a classification scheme for 33 languages. For specific details see: Franklin, Karl J. 1973 (ed.) The linguistic situation in the Gulf District and adjacent areas, Papua New Guinea. Pacific Linguistics, Series C, 26, x + 597 pp. Overview There are three sections in this paper. The first is a table that briefly outlines information on languages, dialects and villages of the Gulf Province. (Note that I cannot verify the spelling of each village/language due to differences between various sources.) The second section of the paper is an annotated bibliography and the third is an Appendix with notes from Annual Reports of the Territory of Papua.
