Background. The Highlands Highway traverses the Highland Region to Lae in Morobe Province of Papua New Guinea (PNG). These regions are major contributors to the PNG economy through agricultural production and mineral resources, as well as commercial and shipping activities. While the Government of PNG has made significant investments in improving the road network, a lack of maintenance has resulted in deterioration not only of its core road network but also the Highlands Highway itself where only about 3% of the investment program section is in good condition. 2. In order to address the further deterioration of the Highlands Highway, the Government of Papua New Guinea requested the Asian Development Bank (ADB) to financially support the implementation of a Sustainable Highlands Highway Investment Program (SHHIP) through a multi-tranche financing facility (MFF). This will include four highlands provinces (excluding Enga and Southern Highlands), and Morobe Province of the Momase Region from the Nadzab Airport turnoff near Lae City to the Kagamuga Airport turnoff in Mt. Hagen. The executing agency for the Program is the Minsitry of National Planning and Development and the implementing agency is the Department of Works (DOW). 3. Objectives, impacts and outcome of the investment program. The overarching objectives are to improve access to health and education, and to raise standards of living; increase opportunities for equality and prosperity in rural areas; and provide well integrated, safe, financially and environmentally sustainable transport systems.

This presents unique problems to governance and the management of inequality in public sector institutions – political parties, the parliament, cabinet and the civil service. The clash of values between traditions and Western democracy and capitalism has meant that elite consensus is thwarted in many issues and instances. This has resulted in the instability of the political parties, the parliament and executive (or cabinet), and political interference in the civil service. The performance of these institutions in the management of governance, inequality, and the ethnic diversity in the country has not been effective. Accordingly Papua New Guinea was ranked 133 out of 170 nations in the 2000 Human Development Report of the United Nations Development Programme. The living standards of the people have not been significantly improved over the past 28-29 years of nationhood. Ironically, Papua New Guinea is surviving democracy. As a developing country, its democratic longevity has spanned some 40 years unlike other developing countries that have had their democratic systems disrupted in less than 20 to 25 years of statehood.

    2.3 Papua New Guinea Road Assessment 4.1 Papua New Guinea Government Contact List The land transport system comprises the national road system (8,762 km), provincial (approximately 8,100 km), and perhaps another eight thousand district, local and other roads, and eight hundred bridges. The national road include 3,335 km of designated “roads of national importance,” often called “priority roads,” and the focus of most maintenance and improvement efforts. There are 2,647 km sealed roads, almost all in the national system. Central Western Highlands, Eastern Highlands, East Sepik, Madang and West New Britain have the most extensive networks. Apart from the Highlands Highway linking Lae with Goroka, Kundiawa, Mount Hagen, Mendi and their hinterlands, most of the national network is discontinuous, serving the relatively well- developed areas around the main commercial centers. The poorest parts of the country are the most poorly served by the road network.Geographic features, most noticeably several very large rivers, divide the road system into several distinct networks. The road system’s length has not increased since 2000. The government’s current policy is to improve the existing road network, rather than expand it (expansion would deny maintenance funds to existing roads and result in a net system loss. Landslides, floods and other natural disasters are frequent, necessitating repeated emergency works. Roads conditions are generally not good, but the Department of Works (DOW) has made considerable progress in maintaining, rehabilitating and upgrading national roads. The length of national roads classified in “Good” condition (according to the DOW’s RAMS database) rose from 17% in 2004 to 32% in 2010.

Since 1980 Census, same set of information has been collected basically for comparative purposes and to monitor changes in the socio-economic profile of both the individuals and the families that make up the population of the country. The 2011 census produced a total population count of 7,275,324 million people, an increase of 40% (or additional 2,084,538 persons) from the population count taken in 2000 Census. This booklet is the first of a number of reports that the National Statistical Office (NSO) will produce and release in the next 12 months. The intention of this report is to provide a snapshot on population count by sex and by various geographical units.
