Sri Madhava Rao, Vikarabad District has filed 2nd appeal dated 28-04-2017 which was received by this Commission on 29-04-2017 for not getting the information sought by him from the PIO-1 / O/o The Superintendent Engineer, Irrigation and CAD Department, Vikarabad District, PIO-2 / O/o The Revenue Divisional Officer, Tandur Division, Vikarabad District, PIO-3 / O/o The Revenue Divisional Officer, Vikarabad Division, Vikarabad District and 1st Appellate Authority / The District Revenue Officer, O/o The Collector and District Magistrate, Vikarabad, Vikarabad District. 2. The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 01-03-2017 before the PIO / The District Revenue Officer, O/o The Collector and District Magistrate, Vikarabad, Vikarabad District under Sec. 6(1) of the RTI Act, 2005, requesting to furnish the information on the following points mentioned in his application: TSIC 3. The Public Information Officer / The District Revenue Officer, O/o The Collector and District Magistrate, Vikarabad, Vikarabad District vide letter No. A3/665/2017, dated 07-03-2017 has transferred the application u/s 6(3) of the RTI Act to the PIO-1 / O/o The Superintendent Engineer, Irrigation and CAD Department, Vikarabad District, PIO-2 / O/o The Revenue Divisional Officer, Tandur Division, Vikarabad District, PIO-3 / O/o The Revenue Divisional Officer, Vikarabad Division, Vikarabad District to furnish the information directly to the appellant under intimation to their office and marked a copy to the appellant. 4. The Public Information Officer / O/o The Revenue Divisional Officer, Tandur Division, Vikarabad District vide letter No. RTI/A/197/2018, dated 14-03-2018 had directed the Deputy Statistical Officer, Tandur Division, Vikarabad District to furnish the information directly to the appellant under intimation to their office and marked a copy to the appellant. 5. Since the appellant did not receive the information from the Public Information Officer, he filed 1st appeal dated 03-04-2017 before the 1st Appellate Authority u/s 19(1) of the RTI Act, 2005 requesting him to furnish the information sought by him. As the appellant did not get the information from the Public Information Officer and non response from the 1st Appellate Authority even after 30 days of filing his 1st appeal, he preferred this 2nd appeal before this Commission u/s 19(3) of the RTI Act, 2005 requesting to take action against the PIO and 1st Appellate Authority for not furnishing information sought by him and also to arrange to furnish the information sought by him. The Appeal was taken on file and notices were issued to both the parties for hearing on 04-02-2019. The case is called on 04-02-2019. The Appellant is present. The Public Information Officer-1 / Sri B. Kistaiah, Asst. Executive Engineer is present. The Public Information Officer-2 / Sri K. Anandham, Naib Tahsildar is present. The Public Information Officer-3 / Sri M. Prakash, Senior Assistant is present. The 1st Appellate Authority is absent. The Appellant submitted that the Public Information Officer has not furnished the sought information. The Public Information Officer-1 submitted that vide Lr. No. DB/HD/IBD/VKB/2018-19/1424 dated 29-01-2019 the sought information was called for from Public Information Officer-2 & Public Information Officer-3 and the same is awaited. The case was adjourned to 21-05-2019. The case is called on 21-05-2019. The Appellant is absent. The Public Information Officer-1 / Sri B. Kistaiah, Assistant Executive Engineer, O/o The Assistant Executive Engineer, District Irrigation Office, I.B. Division, Vikarabad District is present. Amarendra Krishna, District Administrative Officer, O/o The Revenue Divisional Officer, Vikarabad Division, Vikarabad District is present. The First Appellate Authority is absent. The Public Information Officer-1 submitted that sought information was furnished to the appellant on 29-01-2019. The representative of the Public Information Officer-2 submitted that information pertaining to amount of water tax collected, and details of small, medium, major irrigation projects existing under AP Water Act wouldTSIC be furnish to the appellant within two days. The Public Information Officer-3 submitted that vide letter No. A1/RTI/177/2019, dated 16-05-2019 information pertaining to collection of water tax and nala in Vikarabad Revenue Division for the year 2016-17 and 2017-18, and details of water tax collected were furnished to the appellant. The Commission directed the Public Information Officers to furnish the details of amounts transferred to the water users Associations and Irrigation Department along with the information from the remaining mandals to the appellant within two weeks from the date of receipt of this order. With the above direction, the appeal is closed.     FIELDWORK PROJECT ON FARMER SUICIDES, TENANT FARMERS & AGRARIAN DISTRESS: WORK REPORT Submitted by: Pilupu & Rural Development Service Society (RDSS) This report is presented to Association for India’s Development (AID) by Pilupu & Rural Development Service Society (RDSS), about the progress of work in the fieldwork project on Farmer Suicides, Tenant Farmers and Agrarian Distress. This is a continuing project being supported by AID since 2016-17. RDSS and Pilupu are work as part of a larger state level network, together with other organizations – some of which are supported by AID, like CSA and VRDS. Therefore, this report covers our collaborative work with these other organizations. The project has supported five coordinators and state level and district level, working in AP and Telangana. The project also supported the travel, organizing fact-finding visits, farmer meetings, health camps for tribal farmer families, and publication of awareness material. A. Farmer Suicides A1. Support to farmer suicide families Following our awareness efforts about farmer suicides, many individuals and organizations have come forward to provide support to the survivor families. We identify the most vulnerable of these families, and facilitate the support. Since the amount available per family is typically a few thousand rupees, it is relatively small compared to the entire financial burden and debt that the family has. So, we identify some critical needs consulting with the families, where this amount can make a real difference. Typically it is assistance for continuing the education of the children. Primary education is not an issue because government schools are available in almost every village, but it is when they have to continue education beyond 8th grade or 10th grade that the families face a problem.

Under Pradhan Mantri National Dialysis Programme (PMNDP). States/UTs are financially supported for providing dialysis services free of cost to the poor. There is no provision of pension under PMNDP. Govt. of Telangana has also informed that pension is not being given to those under dialysis.

Preserved on religious grounds. They are located in the remote tribal areas. There are many plants grown near the temples, which are regarded as the sacred plants by different ethnic groups of the country. Sacred groves are not only the sacred ecosystems functioning as a rich repository of nature’s unique biodiversity, but also a product of the socio - ecological philosophy that our fore fathers have been cherishing since days. In India, from time immemorial, the concept of conservation of nature has been carefully woven in to the various religious beliefs and customs. Sacred groves are significant also in tracing the past history area they act as model for social forestry, as they help in finding out the species composition in particular geographical area. The groves replicate the situation of the natural forest to a considerable. Sacred groves are also the home of many medicinal plants which not only help in curing several diseases of the rural population but also keep alive the heritage of traditional system of Indian medicine .Tribal folklore is rich in Magico-religious beliefs and taboos.     VIKARABAD DISTRICT PROFILE Vikarabad District Formed on 11.10.2016. The district is spread over an area of 3,386.00 square kilometres (1,307.34 sq.mi). It is bounded by the districts of the district shares boundaries with Sangareddy, Rangareddy, Mahaboobnagar and the state of Karnataka. As of 2011 Census of India, the district has a population of 927,140. Vikarabad District formed with 18 mandals from erstwhile Rangareddy and Mahaboobnagar Districts and divided into 2 Revenue Divisions.
