22.. INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

2.1 IDENTIFICATION OF PROJECT PROPONENT. IN CASE OF MINING PROJECT, A COPY OF MINING LEASE /LETTER OF INTENT SHOULD BE GIVEN. 2.1.1 Project Proponent- Sri.G.Srinath Goud 2.1.2 Address of the Lessee: H.No.1-8-497/3, Chikkadapally, Hyderabad. Mob No. 9849377212, 9490793498. 2.1.3 Mining Lease Area The mining lease area is 12.55 hectare and it is Government Waste land; No Forest land is present within lease hold area. The Lease deed was executed in favour of Sri.G.Srinath Goud, dated 09.05.2006.

2.2 BRIEF DESCRIPTION OF NATURE OF PROJECT: Sri.G.Srinath Goud has applied for grant of Laterite mine; Validity of mining lease is 09-05-2006 to 08-05- 2026. This Mining Lease is situated in Village – Rakamcherla, Mandal.- Pudur, District- Vikarabad (Telangana) over an area of 12.55Ha. The Mine Plan has been approved on Dated 17.01.2017 for the period of 2016-17 to 2020-21 The highest production capacity of the mine is 289836 ton/annum with average capacity of the project is 2,36,742 metric ton/ annum. To measure actual reserve a detail bore hole drilling has been conducted which computed the actual reserve of this mine. With reference of these bore hole data a modified mining plan with the proposal of 2017-18 to 2019-20 was prepared where reserve is revised. Now The total Proved Mineral Reserve (Category 111) is 4692393 tonnes , Probable Mineral Resource (Category 121&122) is 2200687 tonnes. The area of mine lease is covered with Government. waste land; No Forest land is present within lease hold area. Any national park/sanctuary is not present within 10 km from lease area. Topographically this area is in polygonal shaped and this area is occurring as a blanket type North- South side of the lease area is covered by laterite out crop, purple shale is exposed on NE side of the area is covered by the soil. Whereas the murram soil and purple shale are available at lower. At this point it is exposed on 115m R.L. Semi Mechanical Open cast Manual mining is the only suitable method of mining for such type of deposit.

2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND REGION 2.3.1 Need for the project The compact and ferruginous variety of laterite is used widely as a road metal and as a local stone for culverts and buildings. It cannot withstand heavy pressure and as such it is used for construction of light structures, partition walls, boundary walls, etc. Laterite as a building stone possesses one advantage that it is soft when quarried and can be easily cut and dressed into blocks and bricks which on exposure to air become hard. The industrial use of laterite is in the cement industry. It is used as an additive for lowering the clinkerisation temperature and supplementing aluminous and iron contents required in the manufacture of cement. It is also reported that laterite is capable of removal of phosphorus from solutions and percolating columns of laterite remove cadmium, chromium and lead to very low concentrations.

2.3.2 Importance to the country and region The Laterite of this area is not meant for captive use. The mineral Laterite will be sold to cement Industries. The laterite which is rich in Alumina & Iron with low silica will be used in Cement Indus tries as a corrective agent. So this laterite can be sold to the Cement industries which are located around , Ranga reddy, Karimnagr and etc districts of Telangana state. The speciation will vary from plant to plant. However the following normal specifications of laterite are required by the cement industries. Laterite is used as an additive in cement industry. The industrial end-use consumption of laterite in 2010- 11, 2011-12 and 2012-13 was approximately 3.74 million tons, 3.89 million tonnes and 4.02 million tonnes, respectively. Other consuming sectors are building construction and road metal. Though vast resources of laterite are available in , systematic exploration and estimation of resources need to be taken up. There seems to be no major change in the end-use pattern of laterite. The consumption of laterite in cement has increased due to increased demand of cement in the country. In future, laterite could be used as a source of metallic minerals like iron, aluminium and chromite and of trace elements like gallium and vanadium.

2.3.3 Physical-chemical nature of Laterite Francis Buchanan-Hamilton first described and named a laterite formation in southern India in 1807. He named it laterite from the Latin word later, which means a brick; this highly compacted and cemented soil can easily be cut into brick-shaped blocks for building. The word laterite has been used for variably

cemented, sesquioxide-rich soil horizons. A sesquioxide is an oxide with three atoms of oxygen and two metal atoms. It has also been used for any reddish soil at or near the Earth's surface.

2.4 DEMAND AND SUPPLY GAP Since it is an allied industry of the construction sector, growth in construction sector may be considered as proxy for the growth in laterite extraction sector, i.e. around 2 – 3 %. It is observed that total export volume of the laterite has been almost nil. The market scope for laterite is found to be encouraging in local market with the increased demand from cement industry. The entry in the target market is easy and there is a narrow gap in the supply and demand, which is expected to grow in the coming years. The business opportunity to fill the demand and supply gap would be quite profitable. The project proponent is making an effort to fulfill the demand supply gap.

2.5 IMPORTS V/S INDIGENOUS PRODUCTION About 3.15lakh tones were exported in 2016-17, Export duty on laterite has great impact on the indigenous production industry. New tax regime pertaining to imports and exports duty has impact on this industry production. The long term market proposal have been derailed because of this policy. There will be indigenous inputs in the entire mining activity. It is low category material and to be procured from local market in the cement industry.

2.6 EXPORT POSSIBILITY Small scale exports are viable based on the market prices and on Import and Export policy of the government. More over Laterite is a minor mineral; it is a major contributor in local market earnings.

2.7 DOMESTIC/EXPORTS MARKETS The Mine owner had done a market survey for Laterite from this deposit; keeping in view the grades of Laterite that can be raised from his lease hold at Rakamcherla village. Exploration carried out in the lease hold indicated that the mine at Sy.no.5 and in Ratamcherla village Pudur mandai, Vikarabad district of consist Telangana state of 28-30% FeO laterite, the chemical analysis report indicates Fe2O3 of 43.52%, Al2O3 24.83% and SiO2 of 27.52% which will be most of it is suitable for cement industries. And Market survey Indicated that the laterite cement plants. Therefore the mine owner decided sell to the above mentioned industries. The cement units are around the twin cities of Hyderabad , Vishakapatnam, Mumbai and Chennai etc. falling in Telangana, Maharastra, Tamilnadu states etc. Apart from the above numerous steel plants are coming up in China country. These units require Laterite and thus regular demand for Laterite from these industries. Thus it is seen that there will be demand of Laterite and it is expected that there will be continuous demand from these industries. In view of what has been stated above, cash flow for operating the mine is expected to be encouraging and operating the mine continuously will not be a problem. 33.. PROJECT DESCRIPTION 3.1 TYPE OF PROJECT INCLUDING INTERLINKED AND INTERDEPENDENT PROJECTS, IF ANY As per notification of Ministry of Environment and Forest (MoEF), New Delhi dated 14.09.2006, it is mandatory to obtain environmental clearance of all mining project area including minor minerals. As per notification all projects below than 50 hectare falls in category “B2” needs to be apprised before central level at MOEFCC, since as in this case the lease area is 12.55hectare, so this is also falls in “B2” category. As we are applying in violation as per notification No. S.O 804 (E) dated 14.03.2017.

3.2 LOCATION (MAP SHOWING GENERAL LOCATION, SPECIFIC LOCATION, AND PROJECT BOUNDARY & PROJECT SITE LAYOUT) WITH COORDINATES. This is a Laterite Mining project and located near Village – Rakamcherla, Mandal - Pudur, District- Vikarabad (Telangana) over an area of 12.55Ha. The mining lease area is 12.55hectare and it is covered with Government waste land. No Forest land is present within lease hold area. Topographically lease area may be considered as sloping. The mine lease area is not covered by any watercourses in the form of river, nallah etc. The details of the project co-ordinate are described in below Table 3.1. 3.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED SITE, PARTICULARLY THE ENVIRONMENTAL CONSIDERATIONS GONE INTO SHOULD BE HIGHLIGHTED. It is naturally occurring minerals which is site specific due to its geological origin. The Laterite occurs below thin cover of soil. Semi-mechanized open cast mining method is practiced. The maximum height of benches will be maximum 6.00m. This lease is granted by the state govt. This is ongoing mining project and this is for renewal of mine period. So there is no need for alternate site consideration.

3.4 SIZE AND MAGNITUDE OF OPERATION The mining will be carried out in the mine lease area by adopting semi mechanized open cast mining method. The mining is proposed for next five years period as under. The total area of each year to be mined at in next five years is as below table.

3.5 PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC DIAGRAM/FLOW CHART SHOWING THE PROJECT LAYOUT, COMPONENTS OF THE PROJECT ETC. SHOULD BE GIVEN) The highest Laterite production of 298836 tonnes per annum of all grades are proposed for mining during five years scheme was proposed to be obtained by developing the working area in two benches of 6m height and width , Even though the mine comes under 'B2' Category, most of the working is being carried out under opencast semi-mechanized method. The available mineral in this mine is shale bands with associated hard Laterite beds only. To excavate the proposed production about 4.812 ha in the next five year scheme in between E-300 & N-200 grid lines area proposed for development. The proposed working will be started N200 grid line and advanced towards north to east in five years upto N400m grid line at the depth upto 30mRL after leaving 7.5m barrier zone from boundary line of east and west side.

3.6 RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING AREA OF FINAL PRODUCTS/S, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT. It is expected that the mine will be operated for 300 days in a year and it is proposed to excavate about 298836 tonnes of Laterite per year. The proposed workings will be started from southern face of the working pit and then these workings will be advanced towards south to north in ever year. The R.O.M laterite material will be excavated and later the r.o.m mineral will be screened and separated by manually. So it is a development cum production programme right from start of the mining. It is expected that about 10% of the production will go as waste consisting of inter bedded Clay / shale and murram soil dust about 1,31,524 Tonnes of waste will be generating in this plan period. 3.7 RESOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF ANY, SHOULD BE BRIEFLY OUTLINED. Water will be accumulated in the excavated mine out pit area during rains and pits serve as a natural ground water recharging structure. As a result of extraction of mineral, the rate of charging of ground water is likely to be increased considerably. Water collected in the sump will be used in various purposes at mine viz. plantation, dust suppression etc.

3.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY/POWER REQUIREMENT AND SOURCE SHOULD BE GIVEN Total water requirement in the mine will be about 12.6 KLD for drinking & domestic use, dust suppression and plantation. Drinking water will be brought by water tanker from nearby village . Collected water in the non working pits will also be used in plantation and dust suppression. Besides above rainy water will be collected in the working pit.

3.9 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/DISPOSAL The applicant has demarcated plots of land, to dump all types of solid wastes generated during mining operations. The dump yard fairly uneven ground, single dump yard is proposed within the lease area where all the waste will be dumped. It is pertinent to note that 10% of what is quarried will go as waste and 90% will be made up of marketable quality product The solid waste generated during five years of excavations in the plan period will be in the form of mine waste of laterite is about 1, 31,524 tonnes. The following are the year wise details of the solid waste generated during the five years plan period.(Table 3.4) Waste dump yard with an area of 7100 m2 (0.71 ha.) is demarcated on south western part of the proposed quarry lease area.

Generated waste will be stocked in the dump yard as earmarked in plate. Step dumping will be resorted. This material can be utilized to fill the pits after quarry operations are over. When the dumps reach their optimum height suitable greenery will be grown on these dumps to stabilize them. 3.10 SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY DRAWING WHICH GIVE INFORMATION OF EIA PURPOSE As per the Environment Impact Assessment (EIA) notification dated 14th Sept. 2006, the proposal for expansion of mining lease & enhancement of production falls under category B2. 44.. SITE ANALYSIS 4.1 CONNECTIVITY The proposed lease area is well connected with SH-20. The nearest railway station is Godamgura Railway Station and which is 15 km in NW side of the mine lease area. The main city or district headquarter is Vikarabad with average distance of 12 km in NW direction from the proposed mine lease. Rajiv Gandhi International Airport, Hyderabad is the nearest airport in respect of mine lease area about 75 km in E direction.

4.3 TOPOGRAPHY (ALONG WITH MAP) The Q.L area hold area is an undulating mound rising to about 18m from the general ground level. It is gently sloping from SE to NW. There is 15m relief from SE to NW, entire area Laterite is exposed on the top of the mound. The Deccan traps, which are basaltic in composition is the parent rocks of laterite. The middle to upper Proterozoic period is marked by the deposition of the laterisation and Pengaanga group of rocks. Since the area receives only medium seasonal rainfall, vegetation is scanty and consists of shrubs and bushes. The local drainage is through first and second order streams draining the slopes to joint the seasonal nalas. There is some reserved forest areas located within 5 Km radius of the hold area on Northern sides. Cart track road is passing and joint to the area on north east side with in 150m distance.

4.4 EXISTING LAND USE PATTERN (AGRICULTURE, NON-AGRICULTURE, FOREST, WATER BODIES (INCLUDING AREA UNDER CRZ), SHORTEST DISTANCES FROM THE PERIPHERY OF THE PROJECT TO PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD LIFE SANCTUARY, ECO SENSITIVE AREAS, WATER BODIES (DISTANCE FROM THE HFL OF THE RIVER), CRZ. IN CASE OF NOTIFIED INDUSTRIAL AREA, A COPY OF THE GAZETTE NOTIFICATION SHOULD BE INDUSTRIAL AREA; A COPY OF THE GAZETTE NOTIFICATION SHOULD BE GIVEN. The lease area are Government waste land (12.55ha). There is no eco-sensitive zone/area present in study area. Coast land is also absent within study area.

4.5 EXISTING INFRASTRUCTURE There is no any existing infrastructure within the mine lease area. A temporary rest shelter for labors constructed at mine site. A water tank for storing drinking water is used by workers. Haul road is well maintained and water sprinkling carried out time to time to maintain the road condition. Temporary rest shelter is proposed to be changed and a permanent building will be constructed in near future, presently available infrastructure is well maintain to support the current need related to transport, shelter for workers etc.

4.6 SOIL CLASSIFICATION The soils in the mining area are classified into 3 type’s namely deep calcareous black soil, Lateritic gravelly clay soil and shallow black soil.

4.7 CLIMATIC DATA FROM SECONDARY SOURCES The area has a tropical climate. The peak summer will be in the month of May highest temperature of 42.5° C is recorded in this area during the month of May and the lowest temperature of 11.50 C is recorded in the month of December. During: 2014-15 the rainfall of this area is about is should be 1500/2000mm. 4.7.1 Climate Condition (30 years IMD Data) The study area has tropical. The area has irregular and erratic rainfall. Temperature: The average maximum temperature was recorded in the month of May at 42.2°C and the minimum temperature was 11.3°C in January.

Relative Humidity: The maximum Relative Humidity was found during the monsoon season with the month of August recording the highest average at 82.0%.

Wind Speed and Direction: The maximum average wind speed was found to be 17.0 kmph in the month of June.

55.. PLANNING BRIEF 5.1 PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, TRANSPORTATION ETC) TOWN AND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION The proposed Laterite mining site is at located in Village Rakamcherla, Mandal.- Pudur, District- Vikarabad, State- Telangana. The location map of the mining site is added as Annexure-I. The total mining lease area is 12.55ha. The first Mining Plan was submitted to Director of Mines & Geology under Rule 22 of MCR, 1960 for the lease Period of 20 years from 2006 to 2026, the same was approved by the Joint Director of Mines Hyderabad Vide his letter No. 378 7/ MP2 / 2004/ Hyd dated 09-05-2006. The validity of approved scheme plan was the period from 2006 to 2011 which expired on 27-07-2011 the second Scheme of Mining for the period from 2011 to 2016 was submitted to ZJDMG Hyderabad : the third Scheme of mining for the five years i.e. 2016 to 2021 has been prepared at present. The third Scheme of Mining for the period of i.e. 2016 to 2021 is submitted to DDMG Hyderabad. The ADMG Vikarabad vide proceeding No.3787/ M2 /2004 Dt.09-05-2006 executed the lease for the period of 20 years from 09-05-2006 to 08-05-2026. The Laterite lease area can be approached from village Rakamcherla. It is situated as a distance of 40km from Hyderabad. Rakamcherla is connected with SH-20 at a distance of about 0.30 km in W direction. The head quarter is Vikarabad, about 11.5km from Rakamcherla. Rakamcherla have no facilities like a hospital, Sr. Secondary School. Post & telegraph but all facility is available at nearby area. The nearest railway station is Godamgura, which is 15 km. Other facilities such as power, transportation and communication, social infrastructure facilities are locally available near project site.

5.2 POPULATION PROJECTIONS The project is employing most of the workers from nearby villages. Only supervisory staff will be hired from outside. There will not be any increase in population due to the project. However, few people from other area may migrate in this area for business opportunities.

5.3 LAND USE PLANNING (BREAKUP ALONG WITH GREEN BELT ETC.) Approximate land use is as following for plan period of mine are given in below Table 5.1.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL) The road facility is already available which shall be used and properly maintained. Preference will be given to local labor from nearby villages. Other requisite infrastructure as transport of mine labours is available by way of jeep, two-wheeler. Medical facility is available for first aid at project site. Govt. Dispensary is available nearest to ML area in villages.

5.5 AMENITIES/ FACILITIES An office-cum-store shall be constructed near working pit. Drinking water requirement for the project area shall be fulfilled by water tankers. Power for mining site will be conducted from nearest village. First aid box with all necessary materials will kept all time in the office building for use as and when required.

66.. PROPOSED INFRASTRUCTURE 6.1 INDUSTRIAL AREA (PROCESSING AREA) A temporary rest shelter for labours and one site office was constructed in the applied area and hence no additional infrastructure will be required.

6.2 RESIDENT AREA (NON PROCESSING AREA) No residential area is proposed.

6.3 GREEN BELT To improve the environment of the area it is proposed to plant 300 trees every year inside the area. Plantation will be carried out on 7.5m statutory barrier. The mining lease area will be covered for plantation up to the life of mine. One person will be deputed for plantation care.

6.4 SOCIAL INFRASTRUCTURE This Project is providing employment to local people directly and indirectly. Indirect employers are shopkeepers, mechanic, drivers, transporters etc. The lessee will responsible for providing better social infrastructure benefits such as drinking water, health care measures, educational facilities, promotion of culture and religious activities in surroundings.

6.5 CONNECTIVITY (TRAFFIC AND TRANSPORTATION ROAD/RAIL/METRO/WATER WAYS ETC) The proposed project area is well connected with SH-20. The mine lease area is 15 km away from nearest Godamgura railway station in the direction of NW direction. The main city Hyderabad is average distance of 40 km from the proposed project site. There is no water body in the mine lease area.

6.6 DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER) Water requirement of about 12.6 KLD will be met from nearby villages and mine sump water.

6.7 SEWERAGE SYSTEM No sewerage system needs to require. Either mobile toilet van or Soak-pit will be provided of the project area.

6.8 INDUSTRIAL WASTE MANAGEMENT 6.8.1 Solid waste Management Overburden & mineral reject will be the waste material will be stocked at dump yards located in South-West side of within lease after 20 years it will used for back filling of the mine pit, The dump yard dimensions are as follows length 130m Width 35m and height is 20m.

6.8.2 Power Requirement During mining no electricity will be required. If need then it will be acquired nearby village. The method of mining is semi mechanized and power requirement is limited to office facilities and lighting of the project area.

77.. REHABILITATION AND RESETTLEMENT(R&R PLAN)

7.1 POLICY TO ADOPTED (CENTRAL STATE) IN RESPECT OF THE PROJECT AFFECTED PERSON INCLUDING HOME OUTSEES, LAND OUTSEES AND LANDLESS LABOUR The mine area does not cover any habitation. Hence the mining activity does not involve any displacement of human settlement. No public buildings, places, monuments etc exist within the lease area or in the vicinity of the mine lease area. The mining operation will not disturb/ relocate any village or need resettlement. Thus no adverse impact is anticipated.

8.1 LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF COMPLETION (TIME SCHEDULE FOR THE PROJECT TO BE GIVEN) It is a mining project which was allotted to Sri G. Srinath Goud , dated 09-05-2006 for 20 years. The recent mining scheme was approved dated: 17-01-2017 for the period of 2016-17 to 2020-2021.

8.2 ESTIMATED PROJECT COST AND ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY OF THEM PROJECT. Estimated total cost of the project is 125 Lakhs.

Cost for Environmental Protection Measure:

 Capital Cost: Rs 12.75 Lakhs.  Recurring Cost: 4.33 Lakhs 8.2.1 Population Benefited About 33 peoples including labors directly and other persons will be benefited indirectly.

8.2.2 Government Revenue The state Government will get revenue as royalty from selling of mineral, land tax/surface rent, sale tax/VAT, income tax etc will be addition.

ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) CONCLUSION The project is of utmost importance to the area/ region for interest of mineral development and improves the socio-economic conditions of the local habitants. The operation of the proposed expansion project will bestow various social and economic benefits to the local communities of the area in addition to the existing benefits due to provide better employment opportunities and improvement in social infrastructure of the area, apart from increased financial benefits accruing to state and central agencies by ways of taxes, royalties, cesses etc.
