ORDER: In the reference first read above Government have issued orders rationalising the PRI, PIU & Q C wings for effective implementation of works programme in PRED to achieve the targets of the Govt. 2. In the reference second read above Government of Telangana have issued notifications for formation/reorganization of Districts, Divisions and Mandals in the State of Telangana for better administration and development of areas concerned. 3. In the reference 3rd read above, Government have issued orders re- distributing cadre strength among (30) districts. 4. In the reference fourth read above the Engineer-in-Chief, PR has submitted proposals for re-organization of PRED to be co-terminus with the new districts jurisdiction and to change the nomenclature of Superintending Engineer, PR as Regional officer and Executive Engineer of the District Office as District Panchayat Raj Engineer (DPRE). Jurisdiction of the offices at Regional, Division/Sub-Division and Mandal level with the functions and responsibilities of Engineering personnel, have been specified by the Engineer-in-Chief in the proposal. He has furnished the district wise Divisions, Sub-Divisions and Cadre strength of Executive Engineers/Deputy Executive Engineers and Section Officers under each sector i.e, PR, V&QC and Office posts. 5. Government after careful examination have accepted the proposals of the ENC, PR in the reference 4th read above. Accordingly Government hereby order to designate the PIU Division located in every District headquarters as District Office and District officer is designated as District Panchayat Raj Engineer (DPRE) and will act as District Head. The Deputy Executive Engineer PR Warangal (U) Head Quarter Sub division is designated as District Officer for Warangal (U) District. Government also hereby order changing the nomenclature of the S.E, PR as Regional Officer and the Office is designated as Regional Office. The jurisdictions, functions and responsibilities of various officers from Mandal level to Regional (Circle) level are specified in the annexures appended to this order. Annexure-I indicates the jurisdiction, duties and Functions of Regional level, District, Division, Sub-divisions and Mandal level officers. Annexure-II indicates, the district wise divisions, sub-divisions and cadre strength of Executive Engineers, Deputy Executive Engineers and Section Officers under each sector, i.e., PR, V&QC and office posts. Annexure-III indicates the jurisdiction of each division, sub-division and number of Assistant Executive Engineers / Assistant Engineers allocated to each Regional Office, Division Office and Sub-Divisions. Government also hereby order the Engineer-in-Chief, Panchayat Raj, Hyderabad to issue necessary orders to redistribution of office posts such as Technical and Ministerial based on workload in the office of HoD/Regional level (Circles)/Divisions/sub-divisions. 7. He is under the control of Engineer-in-Chief & Chief Engineer. 2. He is the technical head for Panchayati Raj Circle and Empowered to transfer & Posting of TO/ATO/JTO/ Ministerial staff with in the jurisdiction. 3. He controls all technical personnel working under him both administratively and technically. He inspects important works in the circle to satisfy himself that the system of management is the efficient & Economical, accounts are strictly observed and that the executive and administrative work of the circle is satisfactorily performed. 4. He is responsible for formulation, obtaining sanction, according technical sanction, fixing up of agency to implement, monitoring, ensuring quality and completion of the schemes under the following sectors. (a) Rural roads Projects sanctioned under World Bank loan assistance and NABARD loan assistance. (b) Rural Roads: Construction and maintenance of all rural roads in the state. (c) Buildings : Buildings of PR particularly Gram Panchayat Buildings, Mandal Parishad offices, ZP Office buildings etc. All other duties & Job chart remains same. Executive Unit of the Department is the division, and Executive Engineer is in charge of the division. He is under the technical & administrative control of Superintending Engineer (PR). 2. He is the technical head of Panchayati Raj Division including PMGSY programme under his jurisdiction. 3. He is paying authority for all expenditures including work bills and maintenance of cash book and Cheque Book. 4. He is responsible to implement, monitor, ensure quality and complete the programmes and schemes sanctioned in his jurisdiction under the following sectors. (a) Rural Roads Projects sanctioned under world Bank loan assistance and NABARD Loan Assistance and Special RRM. (b) Rural roads - Construction and maintenance of all rural roads. (c) Wage Employment Scheme: Construction and maintenance of Wage Employment schemes such as MGNREGS etc. (d) Buildings: Buildings of PR Institutions particularly Gram Panchayat buildings, Mandal Parishad offices buildings & other ZP Buildings. (e) Responsible for preparation and implementation of contingent plan for drought situation & Crisis management during Cyclone and floods on Rural Roads. 5. To monitor the pace of implementation and take suitable measures for timely completion of programmes and schemes. Other duties and functions remains same. III) Mandal Level: Mandal Engineering Officer (AEE/AE) under the control of MPDO For all the newly created mandals one MEO is proposed duly adjusting the staff within the cadre strength of the department. His duties & functions remain same. (PTO) ::4:: IV) Executive Engineer PR (Vigilance and Quality Control):- He works directly under the control of Chief Engineer (PR) VQC. His duties and functions remains same with new Jurisdictions co-terminus with new Districts. The EE, QC will have jurisdiction as follows: Existing Proposed 2-3 Districts 6-8 Districts Functions and Responsibilities of Executive Engineer, V&QC: 1. Works under the direct control of Chief Engineer (Vigilance). 2. Exercises control over Deputy Executive Engineers (V&QC) and Section officers (V&QC). He is also Drawing and Disbursement Officer for the staff working under his control.
