MESSAGE OF DGP It gives immense pleasure to present ‘Crime in Telangana-2016’ being brought out by the SCRB, Telangana. Crime statistics is essential to analyse and understand the crime pattern and trends which further assist the law enforcement authorities to formulate strategies for effective crime prevention and crime control. I hope this publication would be found useful by the Policy Makers, Administrators, Crime Analysts, Criminologists, Researches, Media, NGOs, General Public and different Government Departments. SCRB, Telangana has taken initiative to enriches the content of this publication by adding new chapters. I hope the data for the next year too will be collected and published with same enthusiasm. MESSAGE OF ADGP,CID I am extremely happy that the “Crime in Telangana-2016” was brought out by SCRB, PRC Team. Crime against women which is 13.19% of total crime in TS deserves our personal attention in investigation and prosecution. We should ensure scientific investigation and also ensure that the charge sheets are filed within 60 days. While bodily offences and property offences have caught the attention of police, Road Accidents which amount to 20.34% of the total crime volume, suffer from inadequate attention. Investigation and victim compensation needs a lot to be done, under Road Accidents. Our state police has done outstanding work in Anti-Human Trafficking work. However, there is room for more good work. We should insist on attachment of property u/s 18 of ITP Act. Paradigm shift from the term ‘prostitute’ to ‘victim’ should be comprehensively achieved. More traffickers should be arrested. Customers should be named and shamed. Rs. 1014.03 crores worth of property was lost by public in white collar offences in 2016, which is 7.5 times (134.84 crores) of the traditional crime. Special emphasis should be placed on greater use of scientific tools, forensic science, forensic medicine and cyber technology etc., to detect the cases and ensure high quality digital evidence to secure more convictions. I would request our Unit officers to pass on suggestions, if any, to improve the content and quality of the book. I place on record my deep appreciation for Sri. Director General of Police, CID, TS, Hyderabad MESSAGE OF DIRECTOR, SCRB An analysis of crime in Telangana State for the year 2016 shows that the overall crime rate in Telangana has increased especially in the categories of crime by youngsters & new entrants, cognizable crime under IPC, Bodily Crime, Property Crime, Crime Against Women, Children & Juvenile Delinquency Cases, SC/STs, Cyber Crime, Missing Persons, Road Accidents and Special & Local Laws etc. This can be due to the reasons like increase in population, rapid urbanization, increase in number of vehicles, migration of rural people to urban areas and low ratio of police to people. Specific plans needs to be formulated and drive be initiated to control the various categories of crime reported highest in units to bring down the crime. To make a correct/ near-correct analysis of crime, we need to have crime statistics. We need to understand one thing that in the event of suppressing or minimizing the gravity of offences or still worst, not reporting the crime at all, we are depriving ourselves of true crime figures which go a long way in analysing the crime pattern and taking preventive / corrective actions. Now, one has to understand one thing very clearly that it’s not only a pile of data we need to sit on but it should be properly analysed and timely action taken to prevent crimes. As per traditional tactical crime analysis, crimes or series of crimes can be characterized, linked & even anticipated based on time of data, data of the week, location, modus operandi, or many other variables. Intelligent, timely & complete analysis of the thousands of incident reports, crime tips, & other pieces of information that law enforcement professional confront everyday is critical to fighting crime. The Telangana State Police with the support of the new Telangana Government has taken several measures aimed at ushering in a new era of people friendly policing in the State I. CAPACITY BUILDING MEASURES: 1) Recruitment of Police Personnel: On the 31st of December 2014, a notification for the recruitment of 9281 Police Constables was issued. A transparent recruitment policy which is unique in the country is put in place. ❖ For the first time 33.33% of the jobs are reserved for women in police. 2) To address unanticipated events requiring immediate measures, it is proposed to place an amount of Rs.1 Crore with each District Superintendent of Police and each Commissioner of Police. In addition, an amount of Rs.10 Crores is proposed to be placed at the disposal of the Director General of Police. 3) During the first two years of the formation of the State, over 4000 modern vehicles have been procured and 3896 posts have been sanctioned for four new Indian Reserve Battalions. 4) Proposed bifurcation of the Cyberabad Commissionerate: ❖ The Cyberabad Police Commissionerate is poised for a division into two Commissionerates to improve the efficiency of functioning.
