At Centre for Sustainable Agriculture (CSA), we are always concerned about the We were always worried about the broken governance of the agriculture support systems which is mainly responsible for the crisis in Agriculture.

CSA in partnership with various institutions, civil society organizations and volunteers was trying to bring to the cracks in the system and how small and marginal farmers, tenant farmers, women farmers, tribal farmers etc slip off and fall a prey to the distress. To address this crisis, Centre for Sustainable Agriculture and Rytu Swarajya Vedhika (RSV) in partnership district administrations of , and have started an initiative to improve the governance of agriculture support systems and enhance the access to entitlements by removing the stumbling blocks at the departmental level.

This report covers two years of the journey ‘Kisan Mitra’ team in extending a helping hand for the distress rural households. We tried to pickup some case studies to present the nature of the problems we came across.

We are thankful for the district administrations of Vikarabad,Adilabad and Mancherial for the partnership and their financial support. We are specially thankful to Divya Devarajan, who was Collector of Vikarabad and later Adilabad for being the guiding soul. Thanks are also due to R V Karnan and Bharati Hollikeri Collectors of Mancherial whose help was immense in making this happen. The District Agricultural Officers, Bankers, Officials of Revenue Department and all others who constantly extended their support helped us to improve the systems.

What is Kisan Mitra

A helping hand for farmers

Last mile delivery of farmers’ support services and entitlements is a challenge and majority of the small and marginal farmers do not have access to credit, insurance, subsidies, extension, market and other Kisan Mitra aims to improve access to services from the governments. Access to support systems and entitlements for rural the entitlements like NREGA, PDS, Pensions population, by facilitation at the individual and others are also not reachable to the level, setting up systems for improving governance and a grievance and redressal needy. This is mainly due to fragile system at the district level institutions, weak regulatory frameworks and inadequate administrative capacities. The departments work in silos and the information is not available in public domain and decisions taken are not transparent. We took three-pronged approach to improve the governance of agriculture to improve access to support systems and entitlements for rural population. One, Kisan Mitra a helpline which takes calls from farmers and does a problem diagnosis, register it with the concerned official. A volunteer, field staff of NGOs/FPOs are trained to facilitate the process at the grassroot level. Two, defining good practices to resolve the cases, setting up roles and responsibilities and key performance indicators at the department level, and Three, grievance and redressal system at the district level under the leadership of the District collector to review and resolve pending cases.

Kisan Mitra Helpline was initially set up to address the problems faced by distressed farmers of in the state of in 2017 when the incidents of farmer suicides was high. This helpline was launched on Ambedkar Jayanti, on 14th April 2017 by Centre for Sustainable Agriculture with the support of the district administration and volunteers of Rytu Swarajya Vedhika. Kisan Mitra has now expanded to two other districts Adilabad and Mancherial in Telangana.

How Kisan Mitra Call Centre Functions

Centre for Sustainable Agriculture has developed an ERP system to connect all the stakeholders and the Centralized Help Line is the key coordinating link. The cases are entered into a databased, analysed and passed on to the respective officials for resolution. The Kisan Mitra team facilitates with the caller as well as the concerned official to resolve the case. If the case is pending beyond the agreed timelines, is escalated to the district administration level to resolve. The District administration takes up review every fortnight to resolve the pending cases.

The current status

Since inception Kisan Mitra Helpline has received 9980 cases from the three districts of Adilabad, Mancherial and Vikarabad. The field team also visit villages, organize camps, discussions to collate the problems and provide information on how to access entitlements and support services. The team also facilitate the individuals or groups in problem diagnosis and submit to concerned official in the departments.

In the last two years 60.3% of the cases could be resolved (some of them were pending for more than two years). In rest of the cases, either issue was complex or some of the policy changes may have to happen.

With the success of initial pilot in three districts of Telangana, CSA is planning to scale up the Kisan Mitra with a twin objectives of improving the governance of agriculture support systems and improving the access for rural poor for entitlements and support systems. Institutionalizing the systems, defining the key performance indicators and establishing an independent monitoring system are part of the future plans in scaling up. Farmer Producer Organisations, SHG groups, Farmer Service Centres at the village level can become good anchors to facilitate the processes at the grassroot level.

Independent assessment of performance of the agriculture support systems is an important agenda and Centre for Sustainable Agriculture in partnership with National and International organisations is in the process of setting up ‘Agriwatch’ a civil society monitoring system on the performance of district, state and central governments on certain indicators on the ecological sustainability of the farming, economic well-being of the farmers and the health and nutrition security of the citizens.

Case study 1

Livelihood Support - Farmer Suicide Families

A detailed livelihood analysis was carried out with the district administration of around 120 families in Adilabad and 70 families in Mancherial.

In Adilabad, with the support of Collector, BC Corporation, SC Corporation, ITDA and DRDA the livelihoods (like Kirana Shops, Cattle, Borewell & Motor, Flour Mill etc.,) for around 70 families were also successfully grounded.

In Vikarabad with the support of Our Sacred Space - Dharur, stitching and embroidery training was given to women from the farmer suicide families. Around 20 of them also received sewing machines.

Some families also received livelihood support from voluntary organisations like i4Farmers, Mana Bhoomi and Rotary and individual supporters.

Facilitated sanction of ex-gratia (7 suicide families in Mancherial) also to some of the suicide affected families.

Case Study 2

Improving access to institutional Credit for Farmers

From the year 2017 when Kisan Mitra was initiated, we have been striving to help tenant farmers get access to their rights as per the 2011 Licensed Cultivators Act by the State Government. We were able to facilitate issuance of Loan Eligibility Cards (LEC) in Vikarabad and Mancherial but couldn’t process the next level of getting them access crop loans with interest subvention. However, in Adilabad extensive work was done in this regard where in 2018 Kharif 47 Joint Liability Groups (JLG), each constituting of 4 tenant farmers were created in Adilabad and they got access to loans worth 1 lakh per group. In 2019 Kharif , 76 groups were able to avail access to JLG loans of around 1.5 lakhs per group. Farmers cultivating in PP lands (22 JLG groups) were also covered in some mandals in Adilabad.

Case Study 3

Crop Loss 2018 - Support

Input Subsidy In the month of August, 2018 many farmers incurred severe crop losses due to heavy rains and many lakhs of acres of crop was affected in Adilabad and Mancherial with variations in the extent of damage like uprooting of plants, soil erosion, sand and pebble casting and borewells filled with mud. Kisan Mitra followed up with the AOs and AEOs and worked with them closely in the enumeration of the crop loss. Insisted on ensuring proper survey is done in the villages where we received complaints from the farmers that AOs are claiming that there was no loss when there have been crop losses. In coordination with the collector, agriculture and revenue officials we tried to ensure that the crop loss enumeration was done effectively and data collected. Based on this data we also facilitated access to input subsidy to the farmers as a disaster relief mechanism.

Land Repair Pilot Project & Food Baskets

We raised funds amounting to around 10 lakhs through Milaap to support farmers affected by floods. With the money raised, we conducted a pilot land repair project in a farmer’s (Bhavne Bheem Rao) field in Bela Mandal, Syedpur Village, . Along with this we also identified around 55 farmers’ families severely affected due to the floods and gave them organic food basket support for 6 months in 3 instalments. We procured all the products from Adilabad Naturals, Sahaja Aharam Organic Stores, Timbuktu Organics and Motherway.in

Case study 4

Paddy Crop Loss - 2019 Kharif

Due to heavy rains during October 2019, Kisanmitra was flooded with calls from other districts also as farmers were not sure whom to reach out for help. The farmers who reached out to Kisanmitra were both crop insured as well as non-insured Farmers. For non crop insured farmers we suggested to reach out to their local AEO/VRO and asked them to make sure their loss is recorded by the officials.

For crop insured farmers we facilitated to reach out to the Crop Insurance Helpline or ground level staff on their individual crop loss. In cases where the insurance company was reachable, loss was recorded with Agriculture Department.

In Mancherial negotiations were facilitated with the Collector, DAO, insurance personnel on the ground level crop loss situation, discussing the PMFBY guidelines etc., the case was considered as a part of mid season adversity and cover the farmers loss. The team also participated in the crop cutting experiments related to the same and closely monitoring the activities so that maximum farmers benefit through the scheme.

Case study 5

Inhalation Poisoning Issues - Restriction of Sale on Monocrotophos in Adilabad

In Adilabad district as we closely monitored the situation of pesticide usage in Kharif 2018, Inhalation Poisoning cases related to Monocrotophos were the highest. We recorded almost 173 cases of inhalation poisoning and 7 deaths due to the same. Most of the farmers were affected by the spraying of Monocrotophos.

When the data from a few wholesale pesticide dealers in Adilabad was analysed, it was found that ~1 Lakh litres of Monocrotophos was sold last year in Adilabad District which makes it the highest selling chemical. Most of the farmers when questioned on why they use Monocrotophos, they said ‘it give a lush green look for the crop’ which is due to the phytotonic effect of the chemical.

Monocrotophos comes in the category of an Extremely Hazardous Chemical (Red Triangle). Considering these, the Kisan Mitra team organized many meetings with the agriculture department, agriculture scientists as well as the collector of Adilabad. Adilabad Collector Ms. Divya Devarajan had a consultation with all the Pesticide Dealers of Adilabad District and there was a unanimous agreement even from the dealers, to have a restriction on selling of Monocrotophos considering there were many alternatives in the market for the pests in Cotton and other crops for which it is being used for.

After further discussions within the Departments, the Collector came up with an Order for Restricted use of Monocrotophos in Adilabad District in for Kharif 2019, under Public Nuisance act u/s 133 CrPC. As per the order, as the chemical is being used in crops like Soyabean, Sorghum, Bengal gram, Sesame, Groundnut & Vegetables for which there is no Label Claim for Monocrotophos as per CIB&RC an instruction was given that the chemical can only be sold with a prescription in a prescribed format by MAO (Mandal Agriculture officer) or AEO (Agriculture Extension officer).

The order came out on 27th June 2019. Post that the same was implemented across the district and banners of restricted sale of Monocrotophos were put up in all pesticide shops and other recommended chemicals were also listed in each of the shops with corresponding pests.

Challenging the order by the Collector, Adilabad Agro Dealers Association & few others, filed a case in the High Court. On 22 Aug, 2019 an ad-interim, ex-parte stay order was released by the High Court, a copy of which is attached. The Order rejects that the chemical Monocrotophos is being used on any other Crop other than the recommended ones and also states that it is the responsibility of the Government to educate the farmers on misuse of the chemical.

Given the above stay by the High Court, the Collector would respond back with detailed information on why the order was given by her and the basis of the same.

Case Study 6

Attempted Suicides - Data Collection and Support Data of farmers who have attempted suicides is collected every month from government hospitals and CHCs on a regular basis and documented. The psychologist in the team speaks to every farmer counsels them. Specific cases of farmers in severe distress were documented and reported to the collectors who promptly supported them through the various support schemes from the respective welfare departments.

The data we have collected so far has revealed that an average of at least one farmer suicide attempt per day in each of the hospitals. In Adilabad in 2019, around 347 suicide attempts were recorded in the district hospital, of which 118 lost their lives.

DMHP Implementation in Adilabad

After a lot of discussions and persistent efforts, we were able to finally initiate the District Mental Health Programme (DMHP) in coordination with the team of National Health Mission (NHM) and DMHO in Adilabad. DMHP is a mandatory programme which needs to be implemented in every district across the country, but considering it isn't happening yet and a dialogue is still on with the state officials of Telangana, we thought that it cannot wait in Adilabad and something needs to be done immediately given the rising number of suicides and overall distress there and hence started the program.

Awareness programmes related to mental health and prevention of farmer suicides through Kisan Mitra have started today in a couple of mandals. Medical officers, paramedical staff and ASHA workers of the concerned PHCs along with the Kisan Mitra team are driving this activity.

We are making sure to take care of and also convey that rural distress and farmer suicides aren't just psychological but a combination of social, economical and other factors contributing to their distress which will also be addressed and resolved through Kisan Mitra along with counselling.

Background

The World Health Organisation has brought Non Communicable Diseases and Mental Health under one cluster considering psychological illnesses often coexist with other non- communicable diseases and they share many risk factors. Hence we wanted to group mental health awareness as a part of NCD Outreach activity through NHM.

Case study 7

Integrating with Farmer Producer Organisations

The main aim of an FPO is to ensure better income for the producers through an organization of their own. Small producers do not have the large marketable surplus individually (both inputs and produce) to get the benefit of economies of scale. Besides, in agricultural marketing, there is a long chain of intermediaries who very often work non-transparently leading to the situation where the producer receives only a small part of the value that the ultimate consumer pays. Often FPOs do not focus on increasing the members access to all support services by strengthening the backend linkages. On a Pilot CSA has started integrating Kisan Mitra with FPOs. Three FPOs have been promoted by CSA in Vikarabad, Mancherial and Adilabad. The board members of the FPO and the staff are trained on the entitlements and support services the members can access. Annually village level exercises taken up to enlist the farmers and getting all the entitlements and campaigns are taken up to create awareness among non members as well. During the season at any time, if farmer has any problem they call up the helpline or inform the local staff which would be taken by the central team. Kisan Mitra also initiated discussions with the FPOs in Kurnool to implement helpline there with the FPO members being the nodal points to discuss issues, report them and also work as field staff with approaching farmers who called the helpline with any issues and actively coordinate with the district administration to help resolve them.

Case study 8

Using helpline to promote organic farming

Kisanmitra along with CSA is focussing more to shift farmers towards organic cultivation. Kisan Mitra field team is making sure to create awareness regarding the same amongst farmers during their field visits and are also conducting exposure visits to the farms of the farmers who are already practicing organic methods of farming. The team has also been successfully able to shift many farmers to organic farming.

As a part of this initiative in Mancherial, extensive training programs were conducted for farmers across all mandals by agriculture scientists and experts from CSA and many hundreds of farmers actively participated.

Data of the interested farmers (around 70 of them) were gathered and all the guidance they may require for organic farming, like information related to seeds, organic fertilizers, pest control mechanisms, marketing etc. was provided. A whatsapp group was also created of all these farmers and we ensured experts in the field of organic farming were always accessible to them to answer any of their queries.

Farmer field schools were also conducted where the interested farmers could visit the field of farmers already doing organic farming and learn from them. Some volunteers also came forward to support farmers with necessary tools and equipment to enable them to do organic farming.

Seed Festival - Adilabad

To create awareness regarding organic farming and seed conservation amongst farmers, a seed festival was organised by Kisan Mitra in Adilabad.

Many experts like Mr. GV Ramanjaneylu and team from the Centre for Sustainable Agriculture, Shri Vasant Futane and team from Sevagram, Mr. Narsanna Koppula and his team from Aranya Agricultural Alternatives, Teams from Chetana Organics, Adilabad Naturals participated in the event and enlightened the farmers regarding various aspects of organic farming and alternative methods of agriculture. They also offered to support any farmers wanting to shift to organic farming, with all the necessary resources and guidance.

Cotton Marketing Support

Kisan Mitra team actively involved in supporting farmers in Adilabad, Mancherial and Vikarabad with any issues they may encounter in cotton marketing during 2019 sale season when the crisis emanated.

The team members are present in the market yard and various ginning mills every day and make sure that ethical practices are followed by the ginning mill staff and Cotton Corporation of India (CCI) staff while procuring cotton from the farmers. Some of the important aspects addressed by us are ● Ensuring moisture meters aren’t tampered with and moisture checking is done appropriately ● Guiding farmers regarding drying of cotton to get the moisture percentage below 12% to sell it to CCI ● Any issues with CCI staff not procuring cotton or following unethical practices like reducing weight quoting reasons like bad quality, money not being deposited to farmers in time, software issues, giving preferences to commission agents/ dealers etc. were promptly addressed and reported to higher authorities ● Ginning mill owners playing foul and compelling farmers to sell their cotton to private traders instead of CCI was also largely controlled by our staff with active monitoring and reporting ● Any other unlawful practices employed by ginning mill owners like not giving the full amount to farmers etc. were also promptly addressed and reported to the AMC authorities ● Cotton market data was also analysed periodically and any issues with the updation of data into the tsmarketing website were also actively followed up

Cause of Distress: 1. Lakshmi is HIV+. Her husband died of HIV. Luckily her daughters (10 yrs, 5 yrs) are HIV negative. 2. Lakshmi’s health is seriously deteriorated and she has also lost her eyesight.

3. Her older daughter does all the household work. 4. Financially they are in dire state with absolutely no support for even basic food related needs. 5. Not getting widow pension.

Support from Kisan Mitra: 1. Children were admitted into a hostel with volunteer support. 2. Counselled Lakshmi to join a rehabilitation center for HIV patients. 3. Following up with officials to get widow pension to Lakshmi.

f. Name: Latha; Location: Nawabpet; District: Vikarabad Cause of Distress: Latha had stored an insecticide in the same basket as her lunch and took it to her farm. The cap of the bottle was loose and the food got laced with the insecticide. Unaware of that, she consumed her food and a little while after that, she started to have all symptoms of pesticide poisoning like nausea, vomitings, giddiness, stomach ache etc.,

Support from Kisan Mitra: 1. Followed up regularly with her and ensured she got the right kind of treatment and also monitored her progress. 2. Counselled her about the care to be taken while storing and spraying of pesticides.

g. Name: Pasha; Location: Bompally, Doma; District: Vikarabad

Cause of Distress: Pasha Thaayar has complained that he doesn’t have power supply lines to his bore- well. He requested every officer (VRO, MLA, AEO) about this issue but to no avail. This continued for a year. He was using normal low grade wires to get power supply, but those wires being loose were always creating problem. He lost his cow due to electric shock, when a loose electric wire fell on it.
