ORDER Sri Ch. Panchakashar has filed 2nd appeal dated 23-07-2018 which was received by this Commission on 27-07-2018 for not getting the information sought by him from the Public Information Officer / the Head Master, Ashram High School, Anderband Village, Bheempur mandal, Adilabad District and the 1st Appellate Authority/ the Deputy Director (Tribal Welfare), ITDA., Utnoor, Adilabad District. The brief facts of the case as per the appeal and other records received along with it are that the appellant herein filed an application dated 17-03-2018 before the Public Information Officer requesting to furnish the information under Sec. 6(1) of the RTI Act, 2005TSIC on the following points mentioned: Stating that the appellant did not get any response from the Public Information Officer, he filed 1st appeal dated 21-05-2018 before the 1st Appellate Authority requesting him to furnish the information sought by him u/s 19(1) of the RTI Act, 2005. Stating that the appellant did not get any response from the Public Information Officer, he preferred this 2nd appeal before this Commission requesting to arrange to furnish the information sought by him u/s 19(3) of the RTI Act, 2005. (P.T.O) Note: This is system generated copy and no signature is required. -2- Basing on the material papers available on record, the appeal is taken on file and notices were sent to the parties concerned directing them to appear before this Commission for hearing on 16-07-2019 at Hyderabad. The case is called on 16-07-2019. The complainant is Absent. The Public Information Officer / Head Master, Govt. Ashram High School, Anderband Village, Bheempur Mandal, Adilabad District is also absent. On perusal of the material papers available in the case file, it is seen that the complainant filed 6(1) application under RTI Act, 2005 dated 17-03-2018. There is no record of any information/reply furnished by the then/present Public Information Officer to the Appellant. Thus, the action of the then/present Public Information Officer is not in accordance with RTI Act. Hence, the then/present Public Information Officer is hereby warned not to repeat such lapses in future in attending the applications filed under RTI Act. This Commission after going through the available records is passing the following orders in public interest to save the time and money of both the parties. In view of the above, the present Public Information Officer/ Head Master, Govt. Ashram High School, Anderband Village, Bheempur Mandal, Adilabad District is directed to furnish the information to the Appellant within (15) days from the date of receipt of this order through Registered Post with Acknowledgement Due under intimation to this Commission. A SHOW CAUSE NOTICE is being issued separately to the then Public Information Officer who worked during the period from 17-02-2018 to 17-04-2018 for not furnishing the information within 30 days on receipt of the 6 (1) application and present Public Information Officer for not attending this Commission for hearing on 16-07-2019. With the above directions, the Appeal is closed. Aim: This paper provides data on 31 medicinal plants used by Kolams for curing various ailments along with their local names, method of preparation, mode of administration and use. Materials and Methods: Our collections of ethnomedicinal plant specimens from this area were deposited in the Andhra University Herbarium (AUH), Visakhapatnam, Andhra Pradesh, India. Detailed interviews were conducted on four ethnomedical specialists drawn from the six study villages of the selected two Jainoor and Narnoor mandals of Utnoor division of Adilabad district, Andhra Pradesh. Results: The ethno-medical system among Kolam is quite diverse and the local knowledge is used mostly in primary health care. The vast traditional knowledge present among Kolam is mostly attributed to their cultural framework. Conclusion: The present study revealed the situation with regard to use common plants of medicinal values in the study area. 31 plant species from Utnoor division of Adilabad district in Andhra Pradesh were used to treat 57 different ailments and diseases. Among these plant species only few species are used to treat more than one disease.
