Background: Integrated Tribal Development Agency (ITDA), Utnoor, Tribal Welfare Department, Government of Telangana, Department invites Expression of Interest (EOI) from Consultants/ Architects of National and International repute for preparation of Detailed Project Reports for tourism projects in the districts of Adilabad and Kumram Bheem Asifabad. History The tribal community of Telangana comprises different tribes, such as the Raj Gonds, Kolams, Thotis, Pardhans, Naikpods, Chenchus, Hill Reddys, Andhand Koyas. The history of Gondsin Telangana dates back to 1220 AD, when the first Gond kingdom was established by Kholkil. Adilabad became the centre of the Gonds and Sirpur was the capital of the kingdom. The ancient Gonds were familiar with many astronomical concepts, having their own local terms for the Sun, Moon, constellations and Milky Way, with much of their knowledge forming the basis for their timekeeping & calendric activities. Given the significant dominance of indigenous tribal population in the northern districts of the state, the Government of Telangana aims for the development of this region to attract tourists to discover the lesser explored parts of the State. This shall help leverage the presence of tribal whilst offering a chance for leisure travelers to peep into the simple lifestyle of the tribal people and to experience the culture diluting with the passage of time. This project intends to provide spaces with forms and functions to revive the culture and foster the development of arts & crafts that Gond tribes are known for. It aims at providing authentic experience through their indigenous lifestyles, facilitating cultural exchange between tourists & communities, supporting livelihoods & helping maintain eco-ethnicity of destinations. 3 Kuntala Waterfall Saptagundala Waterfalls, Lingapur Mandal, Kumram Bheem Asifabad District. 4 Utnoor Fort, Utnoor Mandal, Adilabad District. Company/ Organization Profile giving details of current activities, background, and management structure etc. 2. Details of similar and other projects of similar magnitude successfully implemented in the past ten years including period of implementation, cost, and project features. 3. Annual Reports of the past three Financial Years. 4. A Brief write-up (or) conceptual presentation on understanding of the project concept and objective with suggested components of project. Choice of Project: 1. The Agency is at free for submission of EOI for all 3 projects or any one of the projects of their interest. Criteria for Selection: Scrutiny of the proposals for eligibility will be done to determine whether the applicants meet the eligibility criteria as defined under: Sl No Criteria Documentary Evidence 1 The Agency/Company/ Firm/ Consortium, all • Certificate of Incorporation/ member-agencies in case of Consortium, should be a Registration registered entity with minimum 3 years of existence • Permanent Account Number on the day of the submission of Application/Bid. (PAN) • GST Registration Certificate 2 In last 10 years, Agency/ Company/ Firm must have Work Order / Client Completion completed large scale projects of similar nature either Certificate with government or private sector, encompassing tasks such as conceptualizing, designing, and management of various projects. 4 The, Agency/ Company/ Firm Consortium must be Self-Certification capable of conceptualizing and creating content, keeping in view the Pan- India participants. 5 The Agency/ Company/ Firm/ should not have been Self-Certification black listed by Central or State Governments & PSUs. Choice of selection 6 1. Project Officer, ITDA Utnoor is having discretional powers for selection of one agency or more than one agency for the above works based on their presentation. Termination of the Work Order 1. In case of delays and deficiency of services and in case of violations of terms and conditions of this EOI, the Department reserves the right to terminate the Contract in a shorter period than the one specified in this Tender Document. 2. If the services are not up to satisfaction, Work Order can be terminated at any time by the Department. Agency will be given hearing opportunity in such cases. In such cases, given the nature of the project and its strictly short timeline, notice period will be of maximum 7 days. Evaluation of Applications/Bids The creative criteria will be analyzed and judged by the Selection Committee. The committee will take into consideration the creative content of the presentation, the designs, concept of signage’s, originality of ideas, and the proposal put forth by the Applicant for preparation of DPR. Technical and Financial Bid The bidding Agency shall be required to submit a Technical & Financial Bid in separate sealed envelopes put in a bigger sealed envelopes super scribed as “EoI for Preparation Of Detailed Project Report for Tourism Projects in Adilabad and KB Asifabad districts”. Any application/bid received after the due date and time will not be considered. Technical Bid Technical bid shall be as given in Annexure– II Financial Bid In preparing the financial bid, the applicant shall consider the requirements as detailed in the scope of work and provide the same in the Performa given at Annexure -III. The rate quoted shall be firm and inclusive of all taxes applicable. Force Majeure 7 Neither party will be liable in respect of failure to fulfill its obligations, if the said failure is entirely due to Acts of God, Governmental restrictions or instructions, natural calamities or catastrophe, epidemics, or disturbances in the country. If there is a delay in performance or other failures by the service provider to perform its obligation under its contract due to event of a Force Majeure, the service provider shall not be held responsible for such delays/failures General Terms 1. Covering Letter shall be in the format prescribed in Annexure -I. 2. The application/bid shall be in the format prescribed in Annexure –II. 3. The applicants are required to submit the necessary details with authenticated documents along with the application. 4. The application/bid should be printed. The applicant should sign on each page of the application. ( The format for application towards the same may be downloaded from www.adilabad.telangana.gov.in or in person from ITDA Utnoor Office. 5. The applicant may furnish any additional information, which is deemed necessary to establish their capability to successfully rendering the services. 6. Any information furnished by the applicant found to be incorrect either immediately or later, would render the applicant liable to be debarred from taking up the said assignment. 7. The application/Bid in the prescribed form duly completed and signed along with other necessary documents should be submitted in a sealed cover, superscribed “EoI for Preparation of Detailed Project Report for three Tourism Projects in Adilabad and KB Asifabad districts”. 8 Presentation The Agency should present their project in presence of the selection committee on a prescribed date with PPT or 3D presentation.
