Breaking with stereotypes: how the Dutch press cover female politicians leading traditionally male ministries Student: Kelsey Bouwmeester Student ID: 10592962 Master Thesis Graduate School of Communication Master's program Communication Science: Political Communication University of Amsterdam Supervisor: Judith Möller Date: 29-06-2018 Wordcount: 7947 Summary Underrepresentation of females in political positions is often in part ascribed to a structural gender bias in the media: female politicians are found to be portrayed in different, often less favorable, ways in the media than their male colleagues. Consequently, citizens are discouraged from voting for women and women are deterred from running for high political posts. This disadvantageous media attention is said to be the result of media logic; a theory that describes how journalists, in addition to institutional and technological factors, are influenced by personal values and deeply rooted stereotypes when determining what stories to pass through the gates and how to cover them. By entering the ‘masculine’ world of politics, female politicians break with stereotypes commonly held by journalists, and consequently receive less (favorable) media attention. Following this rationale, female politicians working in traditionally masculine workfields, like defense or economic affairs, break with two stereotypes and possibly open themselves up to even more disadvantageous media coverage. A content analysis of 900 Dutch newspaper articles published from 1993-2018 of 30 ministers in 4 (gendered) workfields tests this line of reasoning, but finds no significant connection between amount and type of press coverage in terms of visibility, tone and substantiality of media coverage and the sex and type of workfield of Dutch ministers.

F. van Horzen Fred van Horzen en Paul de Haan hebben eerder al in NLF Opinie 2018/0044 en 0045 aangegeven dat het spel van het kabinet rond de voorgenomen afschaffing van de dividendbelasting zwak is. Fred en Paul vatten nog eens samen wat er vóór afschaffing pleit. ‘De nacht is ver gevorderd, de dag is nabij. Laten wij dan de werken der duisternis afleggen en aandoen de wapenen des lichts!’1 Vrijdag 7 september was een opzienbarende dag. We hebben het dan niet over de kwestie rond de uitzetting van Lili en Howick, de Armeense kinderen die op last van rechterlijke uitspraken het land moesten worden uitgezet, maar vervolgens op last van de wegens bedreigingen inmiddels ondergedoken staatssecretaris Harbers toch mochten blijven. We hebben het over de dividendbelasting, het hoofdpijndossier van Rutte III. De dividendbelasting lijkt steeds meer op de paddenwratjes uit de recente roman van Rijneveld: als je ze kapot knijpt, ‘komt er een zurig goedje uit’.2 Aan zuur geen gebrek op dit dossier. De vaandelvlucht van AmCham Het begon rond het middaguur met een opmerkelijk persbericht van de American Chamber of Commerce in the Netherlands (AmCham). AmCham trok haar steun in aan het voorstel om de dividendbelasting af te schaffen. AmCham merkte op dat men aanvankelijk (lees: november 2017) begrip had voor het plan om de dividendbelasting af te schaffen. Het woord ‘begrip’ is enigszins een vertekening van de werkelijkheid. AmCham heeft zich al meer dan tien jaar helemaal suf gelobbyd om de dividendbelasting afgeschaft te krijgen.

Personalization of political newspaper coverage: a longitudinal study in the Dutch context since 1950 Ellis Aizenberg, Wouter van Atteveldt, Chantal van Son, Franz-Xaver Geiger VU University, Amsterdam This study analyses whether personalization in Dutch political newspaper coverage has increased since 1950. In spite of the assumption that personalization increased over time in The Netherlands, earlier studies on this phenomenon in the Dutch context led to a scattered image. Through automatic and manual content analyses and regression analyses this study shows that personalization did increase in The Netherlands during the last century, the changes toward that increase however, occurred earlier on than expected at first. This study also shows that the focus of reporting on politics is increasingly put on the politician as an individual, the coverage in which these politicians are mentioned however became more substantive and politically relevant. Keywords: Personalization, content analysis, political news coverage, individualization, privatization Introduction When personalization occurs a focus is put on politicians and party leaders as individuals. The context of the news coverage in which they are mentioned becomes more private as their love lives, upbringing, hobbies and characteristics of personal nature seem increasingly thoroughly discussed. An article published in 1984 in the Dutch newspaper De Telegraaf forms a good example here, where a horse race betting event, which is attended by several ministers accompanied by their wives and girlfriends is carefully discussed1. Nowadays personalization is a much-discussed phenomenon in the field of political communication. Juli eine neue Regierung, die bis zu den vorgezogenen Neuwahlen am 22. November im Amt sein wird: Das Kabinett „Balkenende III“ wird nach dem Austritt der linksliberalen D 66 am Donnerstag, 29. Juni, aus einer Minderheitsregierung der rechtsliberalen VVD und den Christdemokraten (CDA) bestehen. Damit konnte der von der Königin einberufene „Informateur“ und frühere Premierminister (CDA) Ruud Lubbers sein Versprechen einhalten, innerhalb von zwei Wochen eine neue Koalition zu schmieden. Das neue Kabinett weist gegenüber dem vorherigen lediglich zwei Veränderungen auf: Die Posten der ausgeschiedenen D-66 Minister Pechtold und Brinkhorst werden jetzt Joop Wijn (CDA) und Atzo Nicolai (VVD) wahrnehmen. Wijn, vormals Staatssekretär im Finanzministerium wird Wirtschaftsminister; Nicolai, vorher für Europafragen zuständiger Staatssekretär im Außenministerium wird das Ressort der Verwaltungsreform übernehmen. Damit fallen Europafragen nun dem Außenminister Ben Bot (CDA) zu. Im Kabinett bleiben wird auch Rita Verdonk (VVD), deren Politik die D 66 zur Unterstützung eines Misstrauensvotums gegen sie und zum Rücktritt aus der Koalition bewogen hatte: Sowohl Premierminister Balkenende, als auch „Informateur“ Lubbers ermahnten sie jedoch zur Zurückhaltung und zu vorheriger Absprache bei empfindlichen Thematiken. Gestützt wird das Minderheitenkabinett (71 von 150 Sitzen) wahlweise von der populistischen LPF (Liste Pim Fortuyn) und der Christen Unie. Bei einigen Fragen, vor allem in finanziellen und wirtschaftlichen Bereichen, wird sich die Regierung aber nach wie vor auf die Unterstützung der D 66 verlassen können. Die Unterstützung der dezidiert euroskeptischen LPF (8 Sitze) ist jedoch schwer berechenbar, da aufgrund interner Streitigkeiten die Fraktion nach und nach Mitglieder verliert.

Het Nederlandse politieke landschap werd van oudsher gedomineerd door drie stromingen: christendemocraten, liberalen en sociaaldemocraten. Lange tijd toonden verkiezingsuitslagen een hoge mate van continuïteit. Daar kwam aan het eind van de jaren zestig van de 20e eeuw verandering in. Vanaf 1994 zette deze ontwikkeling door en sindsdien laten verkiezingen EEN VERSPLINTERD steeds grote verschuivingen zien. Met de opkomst van populistische stromingen, vanaf 2002, is bovendien het politieke landschap ingrijpend veranderd. De snelle veranderingen in het partijenspectrum zorgen voor een over belichting van de verschillen tussen ‘toen’ en ‘nu’. Bij oppervlakkige beschouwing staat de instabiliteit van vandaag tegenover de gestolde LANDSCHAP onbeweeglijkheid van het verleden. Een dergelijk beeld is echter een ver simpeling, want ook in vroeger jaren konden de politieke spanningen BIJDRAGEN OVER GESCHIEDENIS hoog oplopen en kwamen kabinetten regelmatig voortijdig ten val. Er is EEN niet alleen sprake van discontinuïteit, maar ook wel degelijk van een doorgaande lijn. EN ACTUALITEIT VAN VERSPLINTERD VERSPLINTERD Een versplinterd landschap belicht deze historische lijn voor alle politieke NEDERLANDSE partijen die in 2017 in de Tweede Kamer zijn gekozen. De oudste daarvan bestaat al bijna honderd jaar (SGP), de jongste partijen (DENK en FvD) zijn POLITIEKE PARTIJEN nagelnieuw. Vrijwel alle bijdragen zijn geschreven door vertegenwoordigers van de wetenschappelijke bureaus van de partijen, waardoor een unieke invalshoek is ontstaan: wetenschappelijke distantie gecombineerd met een beschouwing van ‘binnenuit’. Selective Solidarity The politics of immigrants’ social rights in Western welfare states By Edward Anthony Koning A thesis submitted to the Graduate Program in Political Studies in conformity with the requirements for the Degree of Doctor of Philosophy Queen’s University Kingston, Ontario, Canada April, 2013 Copyright © Edward Anthony Koning, 2013 ABSTRACT Recent research has cast doubt on the suggestion that immigration weakens the societal foundation of a redistributive welfare state: there is little evidence of a negative relationship between immigration-induced diversity and public support for social programs. This research has largely overlooked, however, that unease about immigration is likely to have a more selective effect on solidarity. In some countries, the public has become less willing to share benefits with newcomers, and policy-makers have acted upon that sentiment, implementing limits and restrictions on immigrants’ welfare access. By combining quantitative data analysis of fourteen countries and a qualitative comparison of the Netherlands, Canada, and Sweden, this research explores when and how such expressions of selective solidarity are most likely to occur. The main findings are threefold. First, there is no evidence that actual patterns of immigrant welfare dependence are an important driver of selective solidarity or immigrant-excluding welfare reforms. Second, more important is how those patterns are politically translated. In the Netherlands, high levels of immigrant welfare dependence are commonly described as a sign that immigrants are lazy welfare cheats. In Canada and Sweden, the discourse is less accusatory and divisive, and attempts at welfare exclusion are consequently rarer. Country characteristics, in particular the political strength of anti-immigrant parties, the nature of national identity, and the structure of the welfare state, explain why the political translation differs between countries.
