ABOUT THE AUTHOR Ivona Mendeš Levak is an independent researcher and consultant in the field of public administration and management and public policy. She has a B.A. in political science and an M.S. on the Croatian political system and management, both from the Faculty of Political Science of the University of Zagreb. The Open Government Partnership (OGP) aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance. Action plan commitments may build on existing efforts, identify new steps to complete ongoing reforms, or initiate action in an entirely new area. Civil society and government leaders use the evaluations to reflect on their own progress and determine if actions have made an impact on people’s lives. Croatia joined OGP in 2011. This report covers the development and design of Croatia’s third action plan from 20181 to 2020. The Independent Reporting Mechanism of OGP has partnered with Mrs. Ivona Mendeš Levak, who carried out this evaluation. The IRM aims to inform ongoing dialogue around development and implementation of future commitments.
