COUNTY COMMISSIONERS’ MINUTES WEDNESDAY, MAY 14, 2014 The Board of County Commissioners met today in their weekly Commissioners’ Meeting. Present at today’s meeting were: Dennis P. Commissioner Stuckey called the meeting to order 9:20 a.m. followed by the Pledge of Allegiance. Commissioner Stuckey announced the postponement of approval of the January 15, 2014 Commissioners’ Meeting Minutes, April 23, 2014 Commissioners’ Meeting Minutes, April 30, 2014 Commissioners’ Meeting Minutes and May 7, 2014 Commissioners’ Meeting Minutes and the approval of the January 29, 2014 Commissioners’ Meeting Minutes. Commissioner Stuckey re-announced there will be no Work Session held on Tuesday, May 20, 2014, and no Commissioners’ Meeting held on Wednesday, May 21, 2014. Presentation of Letter of Commendation to Thomas Haines, 2014 PIAA Class AAA State Wrestling Champion Thomas Haines, Student, Solanco High School David Haines, Father of Thomas Haines John Little, Wrestling Coach, Solanco High School Commissioner Martin read and presented the letter of commendation to Thomas Haines. He said that Mr. Haines shows commitment, excels in the classroom and has an amazing story by winning this award four times. He added that he is looking forward to following Mr. Haines’ career at Ohio State University. Commissioner Martin wished Mr. Haines the best in his future endeavors and he also thanked John Little for being an impressive role model to all of the kids as their coach. Commissioner Lehman stated that Mr. Haines is a special person and athlete, he congratulated Mr. Haines and his family, and wished Mr. Haines the best in the future during college and beyond. Commissioner Stuckey congratulated Mr. Haines and said this has taken a lot of dedication and focus and stated how proud he was of Mr. Haines for winning four State titles. He said achieving this is not easy as is takes hard work and dedication. Commissioner Stuckey also congratulated John Little as he is partly responsible for Mr. Haines’ success. - Continued - - 2 - County Commissioners’ Meeting Minutes Wednesday, May 14, 2014 Letter of Commendation – Cont’d – Mr. Haines thanked the Board of Commissioners for recognizing him over the past four years and he said he will be majoring in either Accounting or Corporate Finance at Ohio State University. Mr. Little mentioned that Mr. Haines has broken various records at their school, he wished Mr. Haines the best in his future and said he has been a great role model, a tremendous person and an all-around great guy. Presentation of Proclamation – National Bike Month Beth Koser Schwartz, MSN RN, Lancaster General Hospital Commissioner Lehman read and presented the proclamation. Beth Koser highlighted some of the partnerships that are taking place county-wide and city-wide which are many events where they are working with the Red Rose Transit Authority and the Lancaster County Planning Commission. She said some events taking place are bicycle riding education, biking to work, activities at the Lancaster Chamber of Commerce and raising awareness to promote more biking. Commissioner Martin thanked Ms. Koser for always being out in the community promoting healthy living. He asked what was being done to get children and their parents to be more active. Ms. Koser said they started with a safe routes to school program which ties into all of the infrastructure work they are doing such as adding arrows and markings on roads so kids will bike safely which is a major concern. Commissioner Lehman said how great it is to get support from schools and how important it is to get kids back into riding bikes to school and having them arrive safely. Commissioner Stuckey mentioned that organizations are encouraging their employees to ride bikes to work and some have reported no health insurance increases over the last three to four years so people too in the corporate world who promote it do see benefits. Presentation of Letter of Commendation to Lamar Kauffman, Retiring Coach, Lancaster Catholic High School Girls Basketball Team Lamar Kauffman, Retiring Coach, Lancaster Catholic High School Girls Basketball Team Carolyn Kauffman, Wife of Lamar Kauffman Commissioner Lehman read and presented the letter of commendation. He said it truly is a blessing for someone to serve for so long and so well and he said he has great respect for Mr. Kauffman by his giving of himself toward the future of young people which is a great legacy. Lamar Kauffman thanked the Board of Commissioners for the recognition, stated how much he enjoyed coaching the past 32 years, and how much he thoroughly enjoyed it during his whole tenure. Commissioner Martin congratulated Mr. Kauffman on a great career and for his connection with not only the team and kids, but also with the Catholic and basketball community at large as it has been very inspiring. He said Mr. Kauffman made a difference in so many lives of the people he has touched and that he is very giving of himself. Commissioner Stuckey congratulated and thanked Mr. Kauffman for his commitment and said he has set a terrific example as a teacher and coach, he has influenced many people, and he wished Mr. Kauffman the best in the future. On motion of Commissioner Martin, seconded by Commissioner Lehman, it was agreed for the County of Lancaster, acting on behalf of Court Administration, to approve the following: Second Addendum to Lease With: Doug Graybill Stevens, Pennsylvania Purpose: To extend the term of the existing lease for 1,764 square feet of office space utilized by Magisterial District Court 02-3-07 located at 2 Cardinal Drive, Stevens, Pennsylvania, for a five-year term commencing May 1, 2014. Amount: This lease addendum will increase the rent from $1,822.00 per month to $1,958.67 per month, for an annual amount of $23,504.04. Russell Glass stated the rate increase is 7.5% and mentioned that there has not been a rate increase since 2008. - Continued - - 3 - County Commissioners’ Meeting Minutes Wednesday, May 14, 2014 Addendum to Lease – Cont’d – Commissioner Martin asked if there were plenty of space and parking spots. Mr. Glass stated there is ample space for both. Commissioner Martin stated even with this increase it is a bargain for the amount of square footage included. Mr. Glass said this is at the median rate for properties currently rented out and it was also included in the budget as this increase was anticipated. Commissioner Stuckey said he appreciates Mr. Graybill keeping this property maintained and has been happy to work with him over the years. Motion passed unanimously. On motion of Commissioner Lehman, seconded by Commissioner Martin, it was agreed for the County of Lancaster, acting on behalf of the Facilities Management Department, to approve the following: Agreement With: Rettew Associates, Inc. Lancaster, Pennsylvania Purpose: To provide professional engineering services for the Conestoga #4 White Oak Road Bridge Replacement located in Earl Township, Lancaster County. Scope of Services include survey, preliminary engineering, environmental assessments, preliminary wetland study, permitting, bridge engineering, right-of-way plans, highway engineering, approvals and construction administration services. Amount/Term: Not to exceed $198,300.00 through completion of project. Charlie Douts stated this bridge is the next candidate on the County Bridge Improvement Plan and will funded through liquid fuels. Scott Russell talked about the current condition of the bridge saying it is inspected annually and this past winter was extremely hard on the bridge due to heavy salt application which accelerated the deterioration. He said the weight allowed on the bridge has been lowered to three tons and a six-week notice was given to property owners regarding a closure in order to make arrangements to move equipment in. Mr. Russell said pedestrian access will be allowed, the closure will occur in June and the replacement would take approximately two years. Commissioner Martin asked if we would be using a concrete bridge and if it were being moved since it is currently abutted next to a building that may be inside of a township easement. Mr. Russell said the bridge will be raised and shifted. Commissioner Martin stated by Rettew maintaining our Capital Bridge Improvement Program, it has been beneficial because the factors put into place when bridges need to be replaced has turned out to be right on the money which is the best use of our resources to tackle problems. Mr. Russell stated we are now starting to apply for Act 13 impact fees which will bring in approximately $2 million in fees that will go toward future bridge repairs. Commissioner Lehman asked if it is certain there are no safety concerns after lowering the weight limit. Mr. Russell stated the County engineers have been very conservative with the restriction and are confident that it is safe. Commissioner Stuckey asked if the surface would be made of concrete. Mr. Russell affirmed and added that concrete is the most cost-effective method instead of using steel. Motion passed unanimously. On motion of Commissioner Martin, seconded by Commissioner Lehman, it was agreed for the County of Lancaster, acting on behalf of the Planning Commission, to approve the following: PennDOT Agreement No.
