The Board of County Commissioners met today in their weekly Commissioners’ Meeting.

Commissioner Martin called the meeting to order at 9:23 a.m. followed by the Pledge of Allegiance.

Commissioner Martin announced to postpone approval of the March 16, 2011 Commissioners’ Meeting Minutes. Commissioner Martin also announced that the February 23, March 23 and March 30, 2011 Commissioners’ Meeting Minutes were approved.

The Board of Commissioners presented Letters of Commendation to two State Wrestling Champions from Solanco High School and two State Swimming Champions from Warwick High School

Tom Tillet presented Letters of Congratulations on behalf of Congressman Joseph Pitts.

The Lancaster County Board of Commissioners would like to congratulate you on winning the PIAA Class AAA state championship in the 135 lb. weight class.

Your championship title, along with that of Thomas Haines, is the first state wrestling championship in over 60 years at Solanco High School. Your solid 11-3 victory over Garrett Hammond of Chambersburg was the perfect ending to a tremendous season. This is a great accomplishment and something you, your family, your school, and your community should be very proud of. Achieving such a victory occurs only when the highest levels of skill, dedication, and courage are attained which were displayed by you in many of your matches, especially the championship.

The Lancaster County Board of Commissioners would like to congratulate you on winning the PIAA Class AAA Swimming and Diving Championships in the 200-yard Individual Medley and lowering your own mark to 1:57.34.

Last year you were the first scholastic girl in to break the two-minute barrier, earning your place on Bucknell University’s Kinney Natatorium record board. This year you showed that with determination and practice, you can only get better. This is a great accomplishment and something you, your family, your school, and your community should be very proud of. Achieving such a victory occurs only when the highest levels of skill, dedication, and courage are attained which were displayed by you in many of your races, especially the finals.

April 6, 2011 Dear Dain:

The Lancaster County Board of Commissioners would like to congratulate you on winning the PIAA Class AAA Swimming and Diving Championships in the 50 Freestyle.

Not only did you set the record in the preliminary swim, you came back in the finals to get the gold medal. This is a great accomplishment and something you, your family, your school, and your community should be very proud of. Achieving such a victory occurs only when the highest levels of skill, dedication, and courage are attained which were displayed by you in many of your races, especially the finals. Being the first boy to win a state swimming title for Warwick will forever engrave your name into the history of Warwick’s swimming program.

On behalf of the citizens of Lancaster County, we want to extend congratulations to you for a job well done. You have made Lancaster County very proud.

The Board of Commissioners congratulated above State Champions along with their coaches for doing a great job and stated that the school district, the community and Lancaster County is very proud.

PROCLAMATION “Autism Awareness Month”

April 6, 2011

WHEREAS , Autism Spectrum Disorders are developmental disabilities resulting in significant impairment of an individual’s ability to learn, develop healthy interactive behaviors and understand verbal, nonverbal, and reciprocal communication; and

WHEREAS , There are three autism spectrum disorders, Autism, Asperger’s Syndrome, and Pervasive Developmental Disorder-Not Otherwise Specified (PDD-NOS); and

WHEREAS , Autism spectrum disorders usually appear in early childhood before the age 3; and

WHEREAS , Individuals living with an autism spectrum disorder may exhibit symptoms such as failing to respond to their name, poor eye contact, appearing unaware of others’ feelings, seeming to prefer to play alone, starts talking later than age 2, or has a hard time sharing with others; and

WHEREAS , According to MayoClinic.com, the number of children diagnosed with autism appears to be on the rise, although it is not clear whether this is due to better detection and reporting of autism or a real increase in the number of cases, or both; and

WHEREAS , Nationally, about 1 in 110 American children are living with an autism spectrum disorder; and

WHEREAS , The PhilHaven Center for Autism and Developmental Disabilities services approximately 800 children a year, about 75% of them from Lancaster County; and

WHEREAS , Autism spectrum disorders are complex disabilities requiring greater recognition and understanding to ensure that all individuals living with autism spectrum disorders are accurately diagnosed and appropriately supported throughout their lives; and

WHEREAS , April 2, 2011 was “World Autism Day”.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF LANCASTER COUNTY, PENNSYLVANIA , the Lancaster County Board of Commissioners, in recognition of the importance of spreading awareness and understanding autism spectrum disorders, do hereby proclaim the month of April, 2011 to be “Autism Awareness Month ” in Lancaster County and urge its observance throughout Lancaster County for the benefit of all individuals living with an autism spectrum disorder and their families.

Dr. Brown thanked the Board of Commissioners for the Proclamation. Dr. Brown presented statistics about autism spectrum disorder. The Board of Commissioners thanked Dr. Brown for the presentation. Commissioner Lehman said Aaron’s Acres in addition to Philhaven offers supportive services to families who have family members with autism.

RESOLUTION NO. 15 OF 2011

On motion of Commissioner Stuckey, seconded by Commissioner Lehman, it was agreed for the County of Lancaster to approve the following budget adjustments:

REVENUE ACCOUNT:

Office of Aging - State Grants: G-6321 D-1600-26054 $3,000.00 (+)

EXPENDITURE ACCOUNT:

Office of Aging – Training Events for Office of Aging and Mental Retardation County Teams G-7345 D-1600-26054 $3,000.00 (+)

Motion passed unanimously.

On motion of Commissioner Lehman, seconded by Commissioner Stuckey, it was agreed for the County of Lancaster, acting on behalf of County-Wide Communications, to approve the following:

Renewal Agreement With: MWF Enterprises, Inc. Lancaster, Pennsylvania

Purpose: To renew current contract for one year of a two-year extension option for management consulting and engineering consulting for the County’s new public safety radio system.

Amount: Not to exceed $360,000.00 for management consulting and engineering consulting services, and not to exceed $100,000.00 for outside expertise services to supplement MWF’s existing staff.

Term: May 1, 2011 through April 30 2012.

Motion passed unanimously.

On motion of Commissioner Stuckey, seconded by Commissioner Lehman, it was agreed for the County of Lancaster to approve an Addendum to the Children and Youth Agency Union Agreement with Pennsylvania Social Services Union, Service Employees International Union, Local 668, AFL-CIO, which sets forth modifications in pay and benefits for contract years 2010 and 2011, for the period January 1, 2010 through December 31, 2011.

Motion passed unanimously.

On motion of Commissioner Lehman, seconded by Commissioner Stuckey, it was agreed for the County of Lancaster, acting on behalf of the Department of Parks and Recreation, to approve the following:

Agreement With: Herbert, Rowland & Grubic, Inc. Lancaster, Pennsylvania

Purpose: To provide professional engineering services for the design, permitting and preparation of drawings and specifications for construction of the Chickies Creek Pedestrian Bridge in Chickies Rock County Park, and provide assistance with pre- bid and pre-construction meetings and contractor selection.

Amount/Term: Not to exceed $96,500.00, plus reimbursable expenses, through completion of design and bid award. Motion passed unanimously. “continued”

On motion of Commissioner Stuckey, seconded by Commissioner Lehman, it was agreed for the County of Lancaster, acting on behalf of the Facilities Management Department, to approve the following:

1. Agreement With: Herbert, Rowland & Grubic, Inc. Lancaster, Pennsylvania

Purpose: To prepare specifications for the repair and replacement of roofs for seven Lancaster County covered wooden bridges.

Amount/Term: Not to exceed $32,100.00, plus reimbursable expenses, through October 31, 2011.

2. Agreement With: Herbert, Rowland & Grubic, Inc. Lancaster, Pennsylvania

Purpose: To prepare specifications for the painting and minor exterior repairs in preparation of painting of 14 Lancaster County covered wooden bridges.

Amount/Term: Not to exceed $39,300.00, plus reimbursable expenses, through December 31, 2011.

3. Agreement With: Herbert, Rowland & Grubic, Inc. Lancaster, Pennsylvania

Purpose: To provide professional engineering services for the rehabilitation of the Big Chiques #1 Covered Bridge. Scope of Services include field inspection and measurement survey, rehabilitation design, project management, bid phase services and construction phase services.

Amount/Term: Not to exceed $61,600.00, plus reimbursable expenses, with an estimated completion date of December, 2012.

Motion passed unanimously.

On motion of Commissioner Stuckey, seconded by Commissioner Lehman, the meeting was adjourned at 10:05 a.m.
