Annual Parish Meeting We would love to see lots of people at the Annual Parish Meeting on the evening of Thursday 10 May. This promises to be a very interesting and informative meeting – find out more on your personal invitation printed on yellow paper delivered with this newsletter.

Village Pond The Parish Council has received funding from Highways for the creation of the pond new swale on the edge of the village pond which prevents the water running off the road from going straight into the pond. Smiths of Bletchington will be carrying out the work at the end of May/beginning of June. We are grateful to Smiths for offering to supply the aggregates needed for the project free of charge. They won’t have far to come as they will have been dug out of the quarry at Gill Mill.

New Zipwire The Parish Council has been awarded 76% of the funding for the new zipwire from WREN which channels money collected from the operators of landfill sites into projects in the communities located near them. The Parish Council have decided to fund the shortfall from the money it received from the company which installed the bus shelters next to the A415 by the A40 underpass. We haven’t received the official paperwork yet, but hope that the zipwire will be in place very soon

Dogs on the Glebelands Sportsfield Byelaws for the sportsfield were confirmed by the Secretary of State in July 1989. Byelaw 9 states that no person in charge of a dog, other than a registered blind person in charge of a guide dog shall, without reasonable excuse, permit the dog to enter or remain in the ground and that an officer of the Council or any constable may require a person in charge of a dog which has entered the ground to remove the dog from the ground. People breaching the byelaws are liable to summary conviction to a fine of a maximum of £500. The byelaws were put in place to preserve the health and wellbeing of the grounds and the people using them. The sportsfield is well used by many people, including large numbers of children who take part in organised football and cricket training and matches run by Ducklington Sports Club. The Parish Council is very concerned about the number of complaints it has received in recent months about dog fouling on the field. This is not just unpleasant and an inconvenience – dog excrement carries many germs that can cause illness and in extreme cases could result in blindness. Please respect the byelaws and do not take dogs onto the field. If you see anyone on the field with a dog, please report this to the Parish Council. The Council will take the action permitted under the byelaws when they are breached.

RH buses service 19 The Parish Council is aware that there are ongoing problems with the quality of the service provided by RH buses on route 19. Oxfordshire County Council has asked residents to promptly report all problems so that they can be investigated and followed up with the bus company. Please report the problems to Mr Allan Field either by email on [email protected] or by telephone on 01865 815826. You will need to tell him the time and day of the service with which there was a problem.

Walking in the fields around Ducklington One of the pleasures of living in Ducklington is the easy access to the countryside around it. A local farmer has been in touch with the Council to report problems caused by people entering agricultural fields where there is no right of access and walking dogs off the lead in fields where there are public rights of way. The Parish Council asks people to ensure that they only use official rights of way when walking in the countryside around Ducklington and that they keep dogs under control.

Ducklington Village Newsletter No.165 1 Travel allowance scheme for members of Ducklington Parish Council As recommended by the Parish Remuneration Panel, a body of District Council, Ducklington Parish Council has adopted a travel allowance scheme to reimburse members for the cost of journeys outside the parish undertaken in the furtherance of their official duties. The scheme can be viewed on the Parish Council website and will also be available to view on the parish noticeboards for the next two weeks. The amounts paid to members under the scheme will be published by the Parish Council at the end of each financial year.

Suttons Seeds celebration bedding plant pack Suttons has created a pack of 135 miniplants in the colours of the union flag which can be purchased with a biodegradable flag pattern enabling people to create a living floral flag measuring 60 x 100cm. The pack sells for £14.99 and can be purchased from their website at www.suttons.co.uk . The Parish Council wonders if any green-fingered residents would like to purchase a pack or similar plants from other suppliers to create a display to celebrate the upcoming Queen’s Diamond Jubilee and Olympics? You could include your display as somewhere to visit during the Open Gardens event being organised as part of the village Jubilee celebrations.

Reporting anti-social behaviour The Parish Council welcomes local residents helping to keep Ducklington a safe and happy place to live by being aware of what is happening in their local area and reporting any concerns to the Parish Council and if necessary. Any reports of anti-social behaviour (graffiti, property damage, inappropriate behaviour in a public place) should always be reported to the police on their non-emergency number which is 101.

Gill Mill Quarry Update From Martin Layer, Planning & Estates Manager, Smith & Sons Bletchington

We recently had one of the regular meetings of the quarry liaison group of Ducklington, and Hardwick parish councils. This involved a trip around the quarry to look at the most recently restored area alongside Lane in which very significant Iron Age archaeological finds had been uncovered and recorded by Oxford Archaeology. We were also able to explain the latest designs for working the extension to the quarry together with the proposed restoration and after uses once quarrying has ended. This includes very large areas for nature conservation, areas of recreational water for use by the public, a small number of short let “eco-lodges” and a network of new footpaths and bridleways. The extension would give us another 14 years of sand and gravel reserves so the eventual end date for quarrying is some 25 years away. A range of questions were asked about the proposals particularly about the protection of Ducklington Mead, rights of way and flooding. All of these and very many more have been investigated over the past 2 years or so and will be detailed in the Environmental Statement that will accompany the planning application. Our proposals have been designed in direct response to the technical advice received as part of this process. The application is still being finalised as the final pieces of advice are pulled together but we now hope to be able to submit it to the County Council in May. In due course the information will be posted on our website.

A WALK IN THE FOREST! Project Sponsored Walk at Cornbury Saturday 21 st April 2012 By kind permission of Lord and Lady Rotherwick, the Wychwood Project is holding a sponsored walk on Saturday 21 st April, starting and finishing at Cornbury Park (start time flexible during the morning). This is a wonderful opportunity, not only to raise much needed funds for the Project, but to walk in the heart of the Forest through beautiful woodland on a route which is not normally open to the public. This is a family friendly event suitable for all ages and fitnesses, with a 6 mile circuit in Cornbury and a longer route on public rights of way via and Blenheim (8 or 15 miles). Picturing life in West Oxfordshire – Competition

Budding photographers are being urged to take a snapshot of life in West Oxfordshire as part of a photography competition.

The competition, run by the District Council’s Tourism team, is hoping to attract portraits that capture life in West Oxfordshire. This could cover a variety of themes, from wildlife to market towns, the panoramic views in the Cotswolds to a snapshot of the bustling town centre.

The winning contestant will receive a beautiful canvas print of the successful image mounted onto a 30 x 20 inch art canvas (created by Blueprint Imaging Limited) and could be used in West Oxfordshire District Council’s tourism publications promoting the District to tourists and visitors worldwide. Closing date for entries is Friday 27th April.

West Oxfordshire District Council is urging residents to make sure they are registered to vote at this year’s local elections

Registering to vote is easy: print off a form from www.westoxon.gov.uk/register and ensure it is returned to the District Council no later than 18 April for elections taking place on the 3 May. To check you are eligible to vote telephone 01993 861410. For those that can’t get to a polling station to vote requests can be made for a postal vote or proxy vote. A proxy vote is when a registered voter appoints someone else to vote on their behalf.

Registering to vote is a statutory duty and people not on the Electoral Register may also find it difficult to do other things, such as getting a loan or mortgage or mobile phone contract, as registration is one of the criteria used by credit checking agencies. Other pitfalls include not being eligible to apply for certain jobs which require security checks and not being able to open a bank account.

St Bartholomew’s West End Project

St Bartholomew’s has obtained permission from the Diocese to install a toilet in the base of the tower. How often at weddings, funerals, baptisms and concerts do we hear the question “where’s the nearest toilet?” The church is the largest public building in the parish and if we are to make more use of it as a village amenity then a toilet is a basic need. Obviously this will come at a cost, and, being a grade one listed building, work has to be executed to the highest standard. We will be applying to charitable trusts and local businesses, but will probably need to raise a significant amount of money from the village community. A fund raising campaign will be launched on Fritillary Sunday (April 15 th ) and the hope is that if a lot of people give or pledge a little then we may be able to start work this summer. So please support the project and help prepare St Bartholomew’s for the 21 st century.

St. Bartholomew’s Church

April is the high point of the Christian year as we celebrate Easter. The resurrection of Jesus is at the heart of the Christian faith and the 9.30am service on Easter Day is always a very happy and special one. Do come along!

The Sunday after Easter is Fritillary Sunday and this year we welcome back the former international clownclown of the year, The Rev’d Roly Bain.

Roly was with us in 2010 and made an unforgettable impact as he:

• led the church services at 9.30am and 5.30pm

• put on ‘special shows’ in the churchyard • chatted and taught circus skills to adults and children!

We have invited him back for more of the same! Do come along! The field, plant stall, village hall and church will be open Easter services from 11.30am.

DUCKLINGTON CE PRIMARY SCHOOL NEWS

This term has flown by and children and staff have enjoyed some wonderful opportunities and learning. Our home learning project this term was to design and bake a biscuit or cupcake and make the packaging. The homework was differentiated with the younger children focussing on the cooking and the older ones on both on the cooking and on other aspects of designing a successful recipe. We were lucky to have Brigitte from Sustainable Witney to come and judge the results and picked out winners from each class. The children worked really hard; they tried out various recipes on family and friends, adapted and improved them, worked out how much the product would cost to make and then thought about their profit, and designed attractive and functional packaging. The results were absolutely amazing, and absolutely delicious! Thank you to all the children (and parents) who supported this and made it so successful.

After half term we held a very successful Africa week. The objectives of this were to forge links with an African based charity and find out more about aspects of African culture and tradition. We had a wonderful African Dance workshop led by a dance specialist. Twenty children spent the day learning an African inspired dance to the music of Paul Simon, which they then performed to the school and their parents. It was energetic, colourful and really great to watch. We also had a day of Djembe drumming where everyone in the school had an opportunity to learn this traditional African music. The children all made a wonderful sound and really enjoyed the experience. Throughout the week children studied various African countries through art and literature. It was a really exciting week and we were delighted that the children all fed back that they thoroughly enjoyed the week and learning new skills. We have formed a link with Raise the roof Kenya, an Africa based charity and will continue to work with them and hopefully supporting the wonderful work they do.

March began with the Year 6 residential. This year the children went to the Worcestershire/Shropshire borders to the Pioneer Centre. This was an outdoor and adventurous week and the children tackled a vast variety of activities including abseiling, high ropes, indoor caving, wall climbing, team games, and also enjoyed a night walk and camp fire in the evenings. It was a fabulous week and the children all approached the activities with enthusiasm and energy. It is a real privilege to go on these residentials and see the children mature over the week, showing support for each other and building up their confidence. And finally, we had a visit in March from the Bishop of Dorchester, Bishop Colin, who led an assembly for children, staff and parents. It was a lovely afternoon and Bishop Colin made many positive comments about our lovely school, the children’s attitude and behaviour and their work. Next term we will be focussing on Colours and the Olympics, of course! We will also be celebrating the Jubilee with our very own coronation which should be brilliant. We are pleased to announce additions to the programme that we advertised in the last issue of the newsletter. Both The Strickland Arms and The Bell have special events over the weekend. There will also be an acoustic music event in the Village Hall ( with some barn dancing? ) on the Sunday evening.

A children’s entertainer will be part of the activities on the Monday afternoon. We plan to put the whole programme into a publicity flier which will be available nearer the time – and certainly in the next village newsletter!

Ways in which you can still help/get involved! • Bring along plants for the plant sale on June 2 nd & 3 rd • Donate books for the second hand book stall on June 2 nd & 3 rd • Share your memories, mementos and photos of events in Ducklington within June 1953, 1977 and 2002. The day starts around 12.00 noon with a procession from the Chalcroft playing field along the main road to the field. Hopefully village groups & clubs, as well as some of the individual roads, will be able to take part, depicting any memorable occasion that has taken place over the past 60 years. It can be as simple or fancy as you like.

Picnic will start once the procession reaches the sports field. The Sports Club Bar will be open so you only need to bring your picnic and the garden furniture that you require. Various games for all the family will take place on the sports field. No prizes, just for the fun of taking part.

If anybody has large garden games, croquet, draughts or similar, would be willing to lend them for the afternoon we would be very grateful.

If there are any members of the village who wish to lend a hand, provide entertainment or games, no matter how small the contribution it would be gratefully received.

The Oxfordshire Federation of Young Farmers Clubs hold an annual Show & Rally in the County and this year it is Witney Young Farmer's (frequent users of the Bell!) turn to organise and host the show. A very special day offering something for everyone. It will highlight the magic of Oxfordshire's rural community and we are fortunate to be able to use the site of the Steam Rally just across from the village, by kind permission of Richard Strainge and family.

Young Farmers will be out in force, over 200, aged from 10 to 26 will compete in competitions ranging from cookery & handcrafts to practical classes of bricklaying and tractor handling, which can all be watched and inspected by the public. There will be trade stands, a Craft and Farmers Market, Countryside area and livestock; Main Arena Events include Sheep Dog displays and Sheep Racing, Falconry displays, the parade of decorated floats, this year's theme being 'Olympic Cities' and the famous Tug of War competitions and much more. Throughout the day the bar will be open, a variety of food available and live music. All in all a jolly good day out for all the family. Young Farmers is a registered charity and funds raised by us are distributed between our chosen charities.
