Finnish Air Force Noise Management Content of this presentation

• Environmental legislation and military aviation • Environmental permissions and airfields • Military aviation noise assessment • noise management • Military aviation noise and land use planning

Teemu Pasanen Air Force Command 2 Environmental legislation and military aviation

• Environmental protection act and decree (2000) – Airfields are required to acquire an environmental permit • Exceptions for military aviation – Exceptions in conditions for granting permission (noise) – Temporary military aerodromes (highway strips) – Environmental impact of airspace policing operations

Teemu Pasanen Air Force Command Finland 3 Environmental Permits and military aviation Environmental Permit Process – Environmental Permit applications for airfields are prepared in co-operation with corporation • Finavia is the operator of 25 airfields in Finland including fields used by military aviation – Military and civil aviation activities and environmental impacts are described in same application • Noise reports etc. – Authority: • Regional State Administrative Agencies (6)

Teemu Pasanen Air Force Command Finland 4 Environmental Permits

• Permits have been granted to 6 of 7 main airfields used by FiAF • Permit conditions in valid permits – Noise abatement regulations for military aviation • General demands of noise abatement • Regulations for night time operations (22-07) • Regulations limiting expanding of LDEN 55 dB noise area to new populated areas • Obligation to maintain and publish a noise abatement plan (In-flight guides)

– Regulations enable arranging sufficient air defense exercises and night time training

Teemu Pasanen Air Force Command Finland 5 Aircraft Noise Assessment

• Aircraft noise area calculations and measurements – In Co-operation with Finavia Environmental team – Noise reports attached to env. permit applications – Measurements are required in some cases

• Noise values are presented mainly as LDEN dB – Day(07-19), Evening(19-22), Night(22-07) equivalent noise level • Day + 0 dB Evening + 5 dB Night + 10 dB

– Day / Night LAeq and LMax are also used

Teemu Pasanen Air Force Command Finland 6 Aviation noise report

Averaged flight operations / day

• Military flight ops. – Day 27.4 – Evening 1.9 – Night 0.9

• Civil flight ops. – Day 13.0 – Evening 2.2 – Night 2.4

Teemu Pasanen Air Force Command Finland 7 Kuopio airport Aviation noise report

• LS max dB – LS max 85 and 90 dB areas of typical F-18 flight operations – Departures, Arrivals

• A sample of radar tracks – Military, civil

Teemu Pasanen Air Force Command Finland 8 Noise management in daily flight ops.

• Planning of flight operations • Efficient use of airspace • Flight patterns • Noise abatement take off and approach • Continuous decent

Teemu Pasanen Air Force Command Finland 9 Map of noise sensitive places

Teemu Pasanen Air Force Command Finland 10 Teemu Pasanen Air Force Command Finland 11 Exposure to military aviation noise • ~ 10 000 inhabitants in military aviation

LDEN 55 dB noise areas in Finland (2011) – Aviation total ~ 25 000 – Street, Road, Rail ~ 1 000 000

Teemu Pasanen Air Force Command Finland 12 Land use planning

• Regional councils – Regional land use plans • “The goal of the Regional Land Use Plan is to create a pleasant region that functions economically and ecologically” – Noise areas around • Aim is not to construct new dwellings or other noise sensitive facilities in noise areas – Municipalities apply noise areas to more detailed plans

LDEN 55 dB areas • 1994 – MIG 21, BAe Hawk • 2006 – Transport & training aircrafts – Fokker F27, CASA C-295M, Learjet 35, Vinka – Few F-18 Hornet operations • 2016 – Training aircrafts – BAe Hawk, Vinka – Some F-18 Hornet Teemu Pasanen Air operationsForce Command Finland 14 Teemu Pasanen Air Force Command Finland 15 Thank you!
