Engineers On behalf of the Organizing Committee, it is our great honor and pleasure to announce that the 2018 International Conference of Manufacturing Technology Engineers (ICMTE 2018) will be held in Seoul, Korea. The conference is aimed at facilitating interactions among engineers in the fields of mechanical design & CAE, manufacturing, robotics & automation, with special focus on some cutting-edge fields, such as nanotechnology and sustainable manufacturing, etc. The manufacturing technology is playing a key role not only in current industry and economy, but also in creating high quality jobs for society. Many countries also have stressed the importance of manufacturing fields as their governmental policy. In addition, the globalization of production and market demands mutual cooperation among countries under severe competition. Hence we hope this conference will provide a good opportunity to exchange professional experiences and to boost cooperative fellowships. Seoul is one of the world's most fascinating cities, which has been the center of politics, culture, commerce and finance in Korea. Seoul is also a historical city, the ancient capital of the Joseon Dynasty, with many tourist attractions, including old palaces and gardens. In Seoul, the past and the present meet together and coexist in harmony. You will be able to enjoy both the flavor of the traditional Korean culture and the excitement of a sprawling metropolitan city.     Jean Adama Jean Adama completed his MA in TESOL from California State University, Sacramento and now teaches conversation and Business English courses at Seoul National University of Science and Technology in Seoul. Shannon Ahrndt Shannon Ahrndt is an Assistant Teaching Professor at Seoul National University, where she teaches Culture & Society, Writing, and Speaking courses. She has taught in Korea since 2005, and served as a Speaking course coordinator at SNU for two years. She received her MA in Communication from the University of Wisconsin- Milwaukee. Amany Alsaedi Dr. Amany Alsaedi received her BA degree with honours in English from Umm Al-Qura University, Makkah, Saudi Arabia in 2000. She received her MA degree and PhD degree in English Language Teaching from the School of Modern Languages in the University of Southampton, Southampton, UK in 2006 and 2012, respectively.

    Soongsil University Achieved 'Excellent Certification' on the 3rd International Education Quality Assurance System(IEQAS) Soongsil University has obtained the highest level of "excellent certification" in the third cycle (2021.3- 2023.2) of the International Education Quality Assurance System(IEQAS) analysis conducted by the Korean government (Ministry of Education). This means that the Korean government (Ministry of Education) guarantees that Soongsil University has excellent quality of education for undergraduate, graduate and Korean language programs. A total of 23 four-year universities, including Soongsil University, received "excellent certification" in this year's third-cycle of certification, and only the top 15 percent of the 150 four-year universities nationwide received an "excellent certification." ※ What is the International Education Quality Assurance System? If anything, the past twenty years in Korea show the truth in this philosophy. Within the field of teaching, we have seen the rise and fall of various methodologies, the introduction of new technologies and the tightening of job requirements. Within Korean society as a whole, massive changes have taken place in the way people live, work and of course, learn. When confronted with all this change, we as teachers have two choices on how to react. We can struggle to control the amount of change we allow into our lives. We can become fixed in our ways of teaching and living, and ignore the shifting sands beneath our feet.

That is, through the process of building consensus and cooperation between universities, the KCUE helps Korean universities make progress in their pursuit of achieving greater autonomy and fulfilling their responsibilities in response to the expectations from the government and the public. ■ The KCUE serves as a buffer between universities and the government by faithfully representing the universities’ needs and guiding the right direction for future policy development. In addition, the KCUE conducts projects commissioned by the government and supports universities. Furthermore, the KCUE submits opinions to the National Assembly in regard to enactment and amendment of laws related to university education. The KCUE periodically receives parliamentary audits of overall projects and its implementation to ensure its role as a public institution.

This rapid growth was not driven by a few specific institutions. Rather, it was possible because virtually all universities with STEM programs, regardless of their institutional mission, participated in scholarly publishing. Meanwhile, the Korean government implemented a special research funding initiative, Brain Korea 21, in 1999 to stimulate science production among universities. Using multilevel linear regression models, this dissertation examines the effect of the BK 21 program; it finds that BK 21 had a positive effect on publications, but that its effect turned insignificant when more comparable groups of universities were examined. This research also demonstrates that the scientific collaboration network in Korea has moved from one strongly dominated by a few specific actors to one with more actors participating more equally and significantly.

This study developed an Android-based application which enables users of speech rehabilitation service to easily find out information on the location, facility and operation hours of speech therapy centers affiliated to universities. The application was developed by using m-BizMaker. The application developed by this study was confirmed to be a convenient application which provides exact information on speech therapy centers affiliated to universities and was highly evaluated for necessity of application, usability of interface and applicability in usability assessment..
