Project Description: The San Francisco Bay Area Rapid Transit District (BART), in cooperation with the City and County of San Francisco, is working to improve escalator durability and security at station entrances/exits along Market Street leading to the underground Embarcadero, Montgomery Street, Powell Street, and Civic Center/UN Plaza station concourses. The existing entrances/exits consist of variations of side-by-side stairs and escalators leading down to the underground concourse level, and are currently uncovered and exposed to inclement weather and discarded trash leading to frequent breakdowns of the existing escalators. The proposed improvements would include the installation of canopy covers over the entrances/exits, as well as replacement and refurbishment of existing street-level escalators. Each protective canopy would also be equipped with a motorized security grille that would lock at the sidewalk level of the station entrance/exit when the stations are closed. -

INTRODUCTION REVISED PUBLIC REVIEW DRAFT MAY 8, 2020 The introductory chapter provides an overview of the General Plan, describing the purpose of the plan and its role for the City of Sausalito. The Introduction includes Sausalito’s Vision for 2040, the Authority and Purpose, Organization of the Sausalito General Plan, Implementation of the Plan, Public Participation in Creating the Plan, Sausalito’s History, and Future Trends and Assumptions. SAUSALITO’S VISION FOR 2040 VISION STATEMENT Sausalito is a thriving, safe, and friendly community that sustainably cultivates its natural beauty, history, and its arts and waterfront culture. Due to sea level rise and the continuing effects of climate change, the city seeks to bridge the compelling features and attributes of the city’s past, particularly its unique shoreline neighborhoods, with the environmental inevitabilities of its future. Sausalito embraces environmental stewardship and is dedicated to climate leadership while it strives to conserve the cultural, historic, artistic, business and neighborhood diversity and character that make up the Sausalito community. WORKING GROUP DIRECTION: Revisit at June 2nd meeting to identify updates OVERALL COMMUNITY GOALS The General Plan Update addresses the new and many continuing issues confronting the city since the General Plan was adopted in 1995. The General Plan Update also responds to the many changing conditions of the region, county, and city since the beginning of the 21st century. CHAPTER 4: AFFECTED ENVIRONMENT CHAPTER 4: AFFECTED ENVIRONMENT This chapter presents information on the environmental setting in the project area, organized by environmental issue category. The project study area encompasses the geographic area potentially most affected by the project. For most issues involving physical effects, this is the project footprint, or the area that would be disturbed for or replaced by new project facilities. This area includes the proposed downtown extension alignment from the existing Caltrain terminal and storage yard at Fourth and Townsend Streets to the Transbay Terminal, and it also includes the proposed redevelopment area surrounding the Transbay Terminal. Socioeconomic effects may be felt over a larger area. 4.1 LAND USE, WIND AND SHADOW The land use study area, as shown on Figure 4.1-1, includes areas near the Caltrain downtown extension Alternative routes as well as the proposed Transbay Redevelopment Area. The study area is bounded by Third, Fourth and Seventh Streets to the west, China Basin to the south, The Embarcadero and Steuart and Spear Streets to the east, and Howard and Market Streets to the north. Boundaries of the proposed Transbay Redevelopment Area (shown on Figure 4.1-1) encompass the Transbay Terminal and its immediate environs, except for some areas immediately south of the Transbay Terminal. 4.1.1 EXISTING LAND USES IN THE PROJECT AREA The proposed project area contains a mix of light industrial, warehousing/distribution, commercial office, retail, live-work, and residential uses and surface parking lots. Since the 1930s, the area has been dominated by regional transportation facilities associated with the Bay Bridge, including the Bridge structure and approaches, the Terminal Separator Structure (Bay Bridge ramps), the Transbay Terminal and ramp structures that connect to the Bridge, and the Embarcadero Freeway. -

Heath Organization: CA Native Plant Society - Yerba Buena Chapter Contact information: San Francisco, CA 94107 Personal Background Related to GGNRA and Dog Management Issues: I have worked and volunteered in natural areas of the GGNRA since 1997. As a private restoration contractor, my work in the park has focused on the restoration of native plant communities and the removal of invasive plants throughout the Presidio, Marin Headlands and Milagra Ridge. Prior to working in the SF Bay Area, I have worked all around California and the Western U.S. for private environmental consulting firms, CA State Parks, and the Bureau of Land Management as a biologist. Throughout my career, nearly all of my projects have been influenced by public land user-group conflicts. From cattle grazing on public range in western Idaho to the off-leash dog use of SF Bay Area parks, I have observed a diverse range of user- group pressures on public lands. My interest in these types of conflicts prompted me to represent the CA Native Plant Society on the San Francisco Recreation and Parks Department’s Dog Advisory Committee in an attempt to understand and solve high intensity urban land use conflicts between competing park user-groups. They were California gold rush merchant; the journal of Stephen Chapin David. Edited by Benjamin B. Richards http://www.loc.gov/resource/ calbk.072 but two of the thousands of Argonauts who were seized by the gold fever and journeyed to the Sierra foothills. Many of these adventurers have left accounts of their experiences; some of them are clear and well written, others are no more than a letter or two written home or a journal valiantly begun but trailing off into silence once the trip was under way. Among the journals that have been discovered, the diary of Stephen Chapin Davis is unusual because the author sees the gold rush through the eyes of a merchant rather than a miner.
