The aims are to provide a marathon for Wales which complements the existing event portfolio and allows the Welsh Marathon Championships to be held in Wales (currently Virgin Money London Marathon). • In 2016, the Virgin Money London Marathon received 247,069 applications for 38,000 places. 55% were first time marathon runners (more than 135,000). Women accounted for 42% of these. • Late April represents the perfect window for marathon running in the UK and will provide an option for the 210,000 runners who are unsuccessful in the VMLM ballot. The proposed date is 29th April 2018. • The addition of a marathon to the R4W portfolio allows existing as well as new customers access to the full range of running products delivered to the highest standard. About Run 4 Wales Ltd. Run 4 Wales Ltd is defined as a not-for-profit organisation within the Social Enterprise Framework. It funds grassroots athletic activity via a registered charity, the Run 4 Wales Charitable Foundation, established in 2015. A social enterprise is a trading business with social or environmental goals at its core. Social enterprises, unlike private businesses are not driven by profit; they balance the need to run a competitive business with their equally important social and environmental aims. Any profit generated (social profit) is reinvested to help achieve those aims. Since 2012 the focus of Run 4 Wales has been to deliver sporting events and especially running events, with the aim of establishing the core competencies associated with event management and then to roll these out to support other events across Wales. R4W currently has three independent board members and a corporate board member (Welsh Athletics Ltd.), who have the necessary skills to drive this business forward. R4W Objectives Run 4 Wales’ objectives can be summarised as follows: . To promote, manage and deliver elite and mass participation sporting events in Wales . To build event management capacity in Wales o Creating employment opportunities o Developing a highly-skilled volunteer workforce To prepare bids for ‘’Signature and Major Events’ to be hosted in Wales To support the running community and race organisers in Wales through the provision of expert advice and guidance To support the development of grassroots athletics in Wales to help “Every child in Wales get hooked on sport for life.” To make a significant contribution to creating an Active Wales, contributing to the physical activity targets of the Welsh Government and the Sports Wales Community Sports Strategy Local ambition The event will also form part of the emerging Newport City Council events portfolio and will support their city centre regeneration programme. The event’s start and finish will be based in the Newport Business Improvement District and will provide a high-profile opportunity for locals and visitors to experience Newport’s newly-developed city centre. “As a gateway to Wales, Newport will be a centre of regeneration that celebrates its culture and heritage, while being a focus for varied economic growth that will strengthen its contribution to the region. It will be a place that people recognise as a lively, dynamic, growing City, with communities living in harmony in a unique natural environment.” Newport City Council is a key partner in the South Wales Metro and Cardiff Capital Region City Deal and this event will provide additional profile to the city. The benefits of mass participation events impact on several of the well-being goals within the Well- being of Future Generations Act. Running plays an important role creating a more active nation. Open to everyone, participation can lead to increased social inclusion and a stronger sense of community. By promoting a healthy lifestyle, running opportunities can help change the shape of future health patterns around obesity and heart disease. They can provide inspirational examples of team work and self-discipline and promoting these values can inspire a generation of individuals and communities to achieve. The ambition in delivering the NWM 2018-2020 editions is to help realise the Vision for Sport whilst working collaboratively with partners and stakeholders to promote race participation, develop volunteer opportunities and deliver economic, social and profile-raising impacts for the Newport City Council and Wales as a whole. With a full marathon event, Run 4 Wales can become an active member of the Association of International Marathons and Distance Races (AIMS). AIMS is a member-based organization of more than 400 of the world’s leading distance races, from over 100 countries and territories. Its objectives are: to foster and promote distance running throughout the world. to work with the International Association of Athletic Federations (IAAF) on all matters relating to international road races to exchange information, knowledge and expertise among members of the association Target objectives As well as meeting the broader strategic ambitions of event partners and the contractual obligations agreed with the Major Events Unit, a number of targets have been set which will clearly demonstrate the positive impact of hosting the event. These include: Attracting at least 18,000 spectator visitors to the city: 30% of which shall come from outside Wales. Attracting in excess of 9,000 participants to the mass race; 30% of which shall come from outside Wales.

If the Hall was leased exclusively to a class, then the Hall would be charged. A representative stated that management of the working group was required for the halls to prosper so they are hired out and used all day. The representative stated that the money made was used on the hall and it was not hired out to Newport City Council to hold elections, it was to be used for local residents. It was requested by the Chair for Nash Community Council to be consulted on the above information. A representative asked whether political interest should be declared on the Declaration of Interest Form. The Chair confirmed that it was good practice to fill it in but this was not compulsory.

It also allows us to monitor how well we are doing, where we need to improve and makes us accountable to citizens, regulators and commissioners. This report builds upon the progress that was made in the first year of this plan and outlines the progress we are making across our services, where we rank amongst the very best performing authorities for key performance measures. These include work areas that have the biggest influence on our future generations, for instance reducing the number of young people who are not in education, employment or training. We are also one of the few Councils in Wales bringing empty private properties back into use.
