Weisman* INTRODUCTION This comment explores the myriad of issues related to constructing and maintaining a stable, democratic, and constitutionally based govern- ment in the newly independent Russian Federation. Russia recently adopted a constitution that expresses a dedication to the separation of powers doctrine.' Although this constitution represents a significant step forward in the transition from command economy and one-party rule to market economy and democratic rule, serious violations of the accepted separation of powers doctrine exist. A thorough evaluation of these violations, and indeed, the entire governmental structure of the Russian Federation is necessary to assess its chances for a successful and peace- ful transition and to suggest alternative means for achieving this goal.

    Constitution Day 2020 Constitution Day and Citizenship Day is observed each year on September 17 to commemorate the signing of the Constitution on September 17, 1787, and “recognize all who, by coming of age or by naturalization, have become citizens.” This commemoration had its origin in 1940, when Congress passed a joint resolution authorizing and requesting the President to issue annually a proclamation setting aside the third Sunday in May for the public recognition of all who had attained the status of American citizenship. The designation for this day was “I Am An American Day.” In 1952 Congress repealed this joint resolution and passed a new law moving the date to September 17 to commemorate “the formation and signing, on September 17, 1787, of the Constitution of the United States.” The day was still designated as “Citizenship Day” and retained its original purpose of recognizing all those who had attained American citizenship. This law urged civil and educational authorities of states, counties, cities and towns to make plans for the proper observance of the day and “for the complete instruction of citizens in their responsibilities and opportunities as citizens of the United States and of the State and locality in which they reside.” In 2004 under Senator Byrd's urging, Congress changed the designation of this day to "Constitution Day and Citizenship Day" and added two new requirements in the commemoration of this Day. The first is that the head of every federal agency provide each employee with educational and training materials concerning the Constitution on September 17th. The second is that each educational institution which receives Federal funds should hold a program for students every September 17th.

    Constitution Day and Fundamental Duties Constitution Day also known as ‘Samvidhan Divas’, is celebrated in our country on 26th November every year to commemorate the adoption of the Constitution of India. On 26th November 1949, the Constituent Assembly of India adopted the Constitution of India, which came into effect from 26th January 1950. The Ministry of Social Justice and Empowerment on 19th November 2015 notified the decision of Government of India to celebrate the 26th day of November every year as ‘Constitution Day’ to promote Constitution values among citizens. The Constitution of India was framed by a Constituent Assembly set up under the Cabinet Mission Plan of 1946. The Assembly held its first meeting on December 9, 1946, and elected Dr. Sachhidanand Sinha, the oldest member of the Assembly as the Provisional President. On December 11, 1946, the Assembly elected Dr Rajendra Prasad as its permanent Chairman. The Constituent Assembly set up 13 committees for framing the constitution including a Drafting Committee under the Chairmanship of Dr. B.R. Ambedkar. On the basis of the reports of these committees, a draft of the Constitution was prepared by a seven-member Drafting Committee. It is the longest written Constitution in the world containing 395 Articles, 22 Parts and 12 Schedules. The Constitution of India was not typeset or printed but was handwritten and calligraphic in both English and Hindi. It was entirely handcrafted by the artists of Shantiniketan under the guidance of Acharya 1 | P a g e Nandalal Bose, with the calligraphy texts done by Prem Behari Narain Raizada in Delhi.

New Year’s Day, Women’s Day, Day of Victory over fascism, Republic Day, Day of National Salvation of the Azerbaijani people; Armed Forces Day of the Republic of Azerbaijan, Victory Day, National Flag Day of the Republic of Azerbaijan, World Azerbaijanis Solidarity Day, Novruz, Eid al-Adha and Eid al-Fitr are considered as days off. 3. No employee shall work on days off except for occasions specified by the Labor Code. 4. Days to celebrate holidays like Novruz, Eid al-Adha and Eid al-Fitr shall be determined and made public by relevant executive authorities until the end of every December. 5. If days off coincide with holidays, they shall be transferred to the next work day after the day off. 6. If Eid al-Adha and Eid al-Fitr coincide with other holidays that are considered days off, the next workday shall be considered as a day off.
