Azerbaijan | Tax & Legal | 7 January 2016 Azerbaijan Tax News Prepare for a Changing Landscape Work time rate and production calendar for 2016 The Board of the Ministry of Labour and Social Protection of Population of Azerbaijan has approved the “Work Time Rate and Production Calendar” (“Production Calendar”) for 2016 by the Resolution # 9 dated 29 December 2015. Based on the Labour Code Azerbaijan and Resolution # 402 dated 24 December 2015 approved by the Cabinet of Ministers of Azerbaijan regarding “Novruz, Ramadan, Gurban holidays in 2016” (“Resolution”), the Production Calendar affirmed the following non-working days: ∙ January 1-2 (New Year Holiday) ∙ January 20 (Day of National Mourning) ∙ March 8 (Women’s day) ∙ March 20, 21, 22, 23, 24 ( Novruz holiday) ∙ May 9 (Victory day over Fascism) ∙ May 28 (Republic Day) ∙ June 15 (National Salvation Day of Azerbaijan) ∙ June 26 (Armed Forces Day of of Azerbaijan) ∙ July 6, 7 (Ramadan Holiday) ∙ September 12,13 (Qurban Holiday) ∙ November 9 (Day of the State Flag of Azerbaijan) ∙ December 31(Day of Solidarity of World Azerbaijanis). According to the Resolution, following days will also be considered as non-working days due to coincidence of holidays with the weekends: ∙ 25 March, 30 May, 27 June with respect to five-day working week and; ∙ 25 March, 30 May with respect to six-day working week. The annual rate of working time in 2016 will constitute 1937 hours for 40 hours weekly work and will be applicable with respect to both five-day and six-day working weeks. New Administrative Delinquencies Code to be adopted During the last meeting of autumn session that was held on 29 December 2015, the Parliament of Azerbaijan approved the adoption of the new Administrative Delinquencies Code of the Republic of Azerbaijan (the “Code”). -

Symbols play a vital part in the ideological struggles of to-day. Ever since there first arose the question of European, organisation, a large number of suggestions have more particularly been produced in its connection, some of which, despite their shortcomings, have for want of anything ;. better .been employed by various organisations and private ' individuals. A number of writers have pointed out how urgent and important it is that a symbol should be adopted, and the Secretariat-General has repeatedly been asked to provide I a description of the official emblem of the Council of Europe and has been forced to admit that no such emblem exists. Realising the importance of the matter, a number of French Members of Parliament^ have proposed in the National Assembly that the symbol of the European Movement be flown together with the national flag on public buildings. Private movements such as'the Volunteers of Europe have also been agitating for the flying of the European Movement colours on the occasion of certain French national celebrations. In Belgium the emblem of the European Movement was used during the "European Seminar of 1950" by a number of *•*: individuals, private organisations and even public institutions. -

In the event of the death of other officials or foreign dignitaries, the flag is to be flown at half-staff according to presidential instructions or orders, in accordance with recognized customs or practices not inconsistent with law. (4 U.S.C. § 7(m)). The State Flag shall be flown at half-staff whenever the National Flag is flown at half-staff. -

Policy Pasadena Police Department 226 Pasadena PD Policy Manual United States Flag Etiquette and Patriotic Courtesies 226.1 PURPOSE AND SCOPE To provide guidance, consistent with those of the federal government, for employees of the Pasadena Police Department to display proper respect to the Flag of the United States of America ('Flag'). Guidelines for proper procedures are set forth herein: (a) Rules of etiquette and respect of the Flag shall be followed by all employees of the Pasadena Police Department while on duty or in uniform. (b) Rules of etiquette and respect of the Flag are applicable at all times, day or night, inside or outdoors, during athletic events, parades, National, State or City ceremonies, etc. (c) These rules of etiquette apply only so far as the immediate duties of the police employee will permit and are intended to direct his/her behavior under normal conditions. (d) Nothing in this policy is intended to suppress or interfere with the duties of a police officer wherein the officer is involved in protecting life and/or property, preserving the peace or pursuing and/or arresting violators of the law. 226.2 DISPLAY OF THE U.S. FLAG ON THE FLAG POLE The Flag is always flown in a position of honor. In no event shall any other flag fly at a level higher than the American Flag, nor shall the Flag be flown upside down. In the event of multiple flags being flown from multiple poles, the Flag will be displayed at the higher pole or in the event all poles are of the same height, the Flag will be flown on the right (the Flags own right). -

Weisman* INTRODUCTION This comment explores the myriad of issues related to constructing and maintaining a stable, democratic, and constitutionally based govern- ment in the newly independent Russian Federation. Russia recently adopted a constitution that expresses a dedication to the separation of powers doctrine.' Although this constitution represents a significant step forward in the transition from command economy and one-party rule to market economy and democratic rule, serious violations of the accepted separation of powers doctrine exist. A thorough evaluation of these violations, and indeed, the entire governmental structure of the Russian Federation is necessary to assess its chances for a successful and peace- ful transition and to suggest alternative means for achieving this goal. -

The Armed Forces I. The Republic of Azerbaijan establishes its Armed Forces and other military troops to ensure its security and protection. The Armed Forces consist of Azerbaijani Army and other armed units. II. The Republic of Azerbaijan rejects war as a means of encroaching on the independence of other States and of settling international conflicts. III. The President of the Republic of Azerbaijan is the Commander in Chief of the Armed Forces. 2. Article 24 Main Principles Concerning Human Rights and Civil Liberties I. Human dignity is protected and respected. II. Every citizen from birth enjoys inviolable, undeniable and inalienable rights and freedoms. III. Chapel Hill 2016 Approved by: Erica Johnson Michael Morgan Chad Bryant © 2016 Benjamin Midas ALL RIGHTS RESERVED ii ABSTRACT Benjamin Midas: Nationalist Rhetoric and Public Legitimacy in Ilham Aliyev’s Azerbaijan (Under the Direction of Erica Johnson) This thesis explores the question of why nondemocratic leaders use nationalist rhetoric in ways very similar to democratic leaders through a case study of Azerbaijan. I argue that Azerbaijan’s president Ilham Aliyev uses nationalist rhetoric in order to build public legitimacy for his regime. Despite not needing to build a base of support for legitimate elections, Aliyev needs to legitimate his regime in the eyes of his citizens. To do so he uses nationalist themes in his speeches that resonate with Azerbaijani population to develop popular support. These themes come from applying theories of nationalism to the context of Azerbaijan. I will show the nationalist themes Aliyev utilizes in his speeches and how the use of those themes changes in response to events in Azerbaijan.
