MUNICIPAL TRANSPORTATION AGENCY BOARD OF DIRECTORS CITY AND COUNTY OF SAN FRANCISCO RESOLUTION No. 0 6 - 0 9 5 WHEREAS, The San Francisco Municipal Transportation Agency (MTA) has nearly completed the construction of an extension of the Muni Metro light-rail system in order to provide service along the Third Street corridor; and WHEREAS, The MTA's Fiscal Year 2006-07 Budget anticipates and provides for initiation of such light-rail service, and WHEREAS, Planning for Third Street light-rail service incorporated planning for associated surface motor coach service, in order to provide a coherent, integrated network of transit services for San Francisco's transit riders; and WHEREAS, Extensive public review and discussion of such service revisions has taken place throughout the planning and construction of this project, particularly from 1997 until the present, at numerous public meetings throughout the planning process, as well as at meetings of the Third Street Community Advisory Group (CAG), the Bayview Hunters Point Project Area Committee, at other public forums, and at meetings of various community organizations; and WHEREAS, A consolidated Final Environmental Impact Statement (FEIS) and Final Environmental Impact Report (FEIR) was ce1iified and published in 1998, which included evaluation of complete bus and rail service plans; and WHEREAS, Operating plans for Third Street service as well as for associated changes to existing motor-coach services have been prepared consistent with these evaluations; now, therefore, be it RESOLVED, That the Municipal Transportation Agency Board of Directors authorizes the Municipal Transportation Agency (MTA) to initiate limited introductory service on light-rail line T-Third Street in January 2007 on Saturdays and Sundays, followed by full all-day daily service in April 2007 as follows: T-Third Street: From Castro Station inbound via the Market Street subway to Ferry Portal, then southbound along The Embarcadero and King Street, left on Fourth Street, right (southbound) on Third Street continuing on Bayshore Boulevard to a tem1inal at Sunnydale A venue; returning via same route; and; be it further RESOLVED, That, coincident with full revenue T-Third Street service in April 2007, the Board of Directors authorizes the MTA to discontinue motor coach lines 9X, 9AX, and 9BX-San Bruno Express and motor coach line 15.,.Third Street, and to partially discontinue service on line 54-Felton on Revere Avenue between Lane Street and Third Street, and on Third Street between Revere A venue and Hudson A venue; and, be it further RESOLVED, That the Board of Directors authorizes the MTA to initiate new and revised motor coach services as follows: 9X-Bayshore Express: From City College (Ocean and Phelan Avenues), east via Ocean Avenue, right on Geneva Avenue, left on Santos Street, right on Smmydale Avenue, left on Halm Street, right on Visitacion A venue, left on Rutland Street, right on Arleta A venue, left on San Bruno A venue, right on Bacon Street, left on Bayshore Boulevard, enter 101 Freeway northbound at Cesar Chavez Street, I-80 Freeway eastbound, exit at the Seventh Street ramp northbound onto Bryant Street, then left on Third Street, north on Kearny Street, left on Colm11bus Avenue, right on Powell Street, right on Bay Street, and left on Kearny Street to a terminal at North Point Street ( express area: from Bayshore and Silver to Bryant and Sixth Street); and return via Kearny Street, left on North Point Street, left on Powell Street, 1ight on Filbert Street, left on Columbus A venue, right on Stockton Street, south on Fourth Street, right on HaITison Street, enter I-80 Freeway westbound at Seventh Street, 101 Freeway southbound, exit at the Silver Avenue ramp, left on San Bruno Avenue, right on Bayshore Boulevard, right on Visitacion Avenue, left on Halm Street, right on Smmydale A venue, left on Santos Street, right on Geneva A venue, left on Ocean A venue to terminal at City College ( express area: from Harrison and Sixth Street to San Bruno and Felton) with service in both directions at off-peak hours, including Saturdays, Sundays and evenings, and in the off-peak direction during peal( hours; 9AX-Bayshore A Express (Inbound): From City College east via Ocean Avenue, right on Geneva Avenue, left on Bayshore Boulevard to Arleta Avenue, then following same route as line 9X to Kearny Street, then north to a terminal at Kearny Street and Pacific A venue ( express area: from Geneva and Santos to San Bruno and Arleta, and from Bayshore and Silver to Bryant and Sixth Street), with service during weekday morning peak hours only; 9AX-Bayshore A Express (Outbound): From Kearny Street and Pacific Avenue north via Kearny Street, left on Broadway, left on Stockton Street, then following same route as line 9X to Bayshore Boulevard at Visitacion Avenue, then continuing via Bayshore Boulevard, right on Geneva Avenue, left on Ocean Avenue to terminal at City College (express area: from Harrison and Sixth Street to San Bruno and Felton, and from Bayshore and Arleta to Geneva and Santos) with service during weekday afternoon-peak hours only; 9BX-Bayshore B Express (Inbound): From City College via same route as line 9X to Arleta Avenue and Bayshore Boulevard, then north via Bayshore Boulevard, enter 101 Freeway northbound at Hester Avenue, I-80 Freeway eastbound, following same route as line9X to tenninal at Kearny and North Point Streets ( express area: from Arleta and Bayshore to Bryant and Sixth Street), with service during weekday morning-peak hours only; 9BX-Bayshore B Express (Outbound): From Kearny and North Point via same route as line 9X to 101 Freeway, continuing south on 101 Freeway, exit at the Cow Palace/Third Street ramp, then right on Bayshore Boulevard to Visitacion A venue, then following same route as line 9X to terminal at City College ( express area: from Harrison and Sixth Street to Bayshore and Arleta), with service during weekday afternoon-peak hours only; 54-Felton: From Daly City BART via regular route to Revere Avenue and Lane Street, then right on Lane Street, left on Palou Avenue, right on Newhall Street, right on Kirkwood A venue, left on Third Street, and right on Hudson A venue, continuing via regular route to terminal on Hudson at Third Street; return via Hudson A venue, left on Third Street, right on Newhall Street, left on Palou Avenue, right on Lane Street, and left on Revere Street, continuing via regular route to terminal at Daly City BART; and, be it fmiher RESOLVED, That the Board of Directors authorizes the MTA simultaneously to establish the inbound terminal of the N-Judah Metro line at Embarcadero Station and to establish the peak-hour route of the J-Church Metro line to exit the Market Street subway at the Ferry Portal, continuing via The Embarcadero and King Street to a terminal at King and Fourth Streets/Caltrain, and return via same route; and, be it further RESOLVED, That the Board of Directors authorizes the Executive Director/CEO to make adjustments as wananted to service dates as herein described, and to transit services as herein described in the first year following the commencement of service.
