Three More Sabah Umno Divisions Nominate Mahathir, Abdullah 12 MAR 2000 Umno-Nominations (Sabah) THREE MORE SABAH UMNO DIVISIONS NOMINATE MAHATHIR, ABDULLAH KOTA KINABALU, March 12 (Bernama) -- All the three Sabah Umno divisions -- Kota Belud, Tuaran and Semporna -- which held their delegates meetings today nominated Prime Minister Datuk Seri Dr Mahathir Mohamad for the presidency and Deputy Prime Minister Datuk Seri Abdullah Ahmad Badawi for the deputy presidency. With today's nominations, Dr Mahathir and Abdullah have each secured eight nominations from as many Sabah divisions which have conducted their meetings so far. The three divisions also nominated Chief Minister Datuk Osu Sukam for the post of vice-president while Defence Minister Datuk Seri Najib Tun Razak and Selangor Menteri Besar Datuk Seri Abu Hassan Omar secured two nominations each. Najib was nominated by Semporna and Tuaran and Abu Hassan by Tuaran and Kota Belud. Johor Menteri Besar Datuk Abdul Ghani Othman and Foreign Minister Datuk Seri Syed Hamid Albar secured one nomination each from Kota Belud and Semporna respectively for the vice-presidency. As of today, Osu is leading the list of vice-presidential nominations in Sabah with eight, followed by Najib (six), Abdul Ghani (three) and Syed Hamid, Abu Hassan and Negeri Sembilan menteri besar Tan Sri Mohamed Isa Abdul Samad (two each). The nominations for the supreme council seats from KOTA BELUD are: Datuk Salleh Tun Said, Datuk Lajim Ukin, Datuk Shafie Apdal, Datuk Seri Shahidan Kassim, Tan Sri Kasitah Gaddam, Datuk Seri Tajol Rosli Ghazali, Datuk Seri Syed Razak Syed Zain, Datuk Wira Ali Rustam, Datuk Seri Adnan Yaakob Datuk Dr Suleiman Mohamad, Datuk Abdul Kadir Sheikh Fadzir, Datuk Nazri Aziz, Datuk Azmi Khalid, Datuk Anifah Aman, Datuk Dr Ibrahim Saad, Datuk Hassan Ariffin, Datuk Abdul Aziz Shamsuddin, Datuk Seri Megat Junid Megat Ayob, Datuk Ishak Ismail, Datuk Mohamed Hasan, Adam Hamid, Datuk Shahrir Samad, Datuk Paduka Ibrahim Ali, Datuk Dr Yusof Noor dan Datuk Zainal Dahalan. Selain Menteri Besar Datuk Seri Syed Razak Syed Zain yang menang tanpa bertanding di Kuala Kedah, tiga lagi muka baru wujud setelah bekas timbalan ketua bahagian merebut jawatan ketua dengan menyingkirkan "boss" masing-masing. Mereka ialah anggota exco kerajaan negeri Datuk Zainol Mohamed Isa yang menewaskan bekas menteri di Jabatan Perdana Menteri Datuk Raja Ariffin Raja Sulaiman di Baling; bekas anggota exco Abdul Rahman Ariffin menumpaskan Datuk Hanafi Ramli di Jerlun dan bekas anggota exco Datuk Ghazali Ibrahim menyingkirkan bekas timbalan menteri kewangan Datuk Dr Afiffuddin Omar di Padang Terap. Kajian ini menggunakan kaedah kualitatif dengan menggunakan cara temubual secara mendalam terhadap 20 orang responden belia berumur 25 hingga 40 tahun serta 20 responden berumur 40 tahun ke atas untuk mengetahui sama ada elemen sama turut berlaku di kawasan luar bandar. Hasil kajian mendapati bahawa pola pengundian di kalangan golongan muda luar bandar dipengaruhi oleh pelbagai faktor antaranya aspek pengaruh media sosial, media konvensional, faktor calon dan parti juga memberi kesan kepada pola pemilihan dalam kalangan pengundi di kawasan kajian. The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates.

    06/04/1998 Pemilihan perwakilan Perak berjalan lancar Dzulkefley Zanudin; Azmi Md Deros IPOH, Ahad - Walaupun beberapa persidangan perwakilan Umno peringkat cawangan terutama di Teluk Intan agak kecoh, manakala beberapa persidangan bahagian diletakkan di bawah pengawasan Majlis Tertinggi (MT), pemilihan di Perak secara keseluruhannya berjalan lancar. Keputusan muktamad pemilihan bahagian turut melenyapkan desas-desus kononnya sesetengah calon menggunakan khidmat bomoh Siam, bomoh Jawa dan bomoh Orang Asli untuk menang, terutama bagi menepis cabaran sengit kerana masing-masing mempunyai pe-ngaruh di peringkat akar umbi. Menyimpulkan semua ini, terutama kejayaan 23 ketua bahagian dipilih semula, Pengerusi Badan Perhubungan Umno Perak, Tan Sri Ramli Ngah Talib, berkata prestasi itu menjadi faktor besar yang boleh mewujudkan kestabilan dan kekukuhan dalam Umno seperti di-inginkan oleh Presiden Umno, Datuk Seri Dr Mahathir Mohamad. Menteri Besar yang turut mengekalkan jawatan Ketua Umno bahagian Pasir Salak bangga kerana semua ketua bahagian kekal walaupun ada sebahagiannya ditentang. Sembilan ketua bahagian menerima tentangan iaitu Datuk Yahaya Shafie (Ipoh Timur), Datuk Azman Mahalan (Tapah), Che Onn Hamzah (Teluk Intan), Ahmad Husni Hanadzlah (Tambun), Datuk Hamdi Abu Bakar (Beruas), Talha Ismail (Chenderoh), Datuk Dr Abdul Malek Hanafiah (Taiping), Datuk Qamaruzzaman Ismail (Bagan Serai) dan Abdul Rahman Sulaiman (Parit Buntar). Pertandingan di beberapa bahagian agak menarik perhatian terutama di bahagian `panas' seperti Ipoh Timur, Tapah, Bagan Serai dan Teluk Intan yang boleh dianggap penguji populariti, terutama kemampuan calon memancing pengaruh di peringkat akar umbi. Di Ipoh Timur misalnya, Yahaya atau lebih dikenali Tok Ya yang menang bagi penggal keenam dengan majoriti 31 undi, mengetepikan cabaran bekas Ketua Pemuda bahagian itu, Datuk Mohamed Al Amin Abdul Majid.
