    30 APR 2001 Umno-Rangkuman GANDINGAN MUKA LAMA, MUKA BARU KETUAI UMNO BAHAGIAN KUALA LUMPUR, 30 April (Bernama) -- Persidangan perwakilan Umno bahagian yang berlangsung sepanjang bulan ini menyaksikan Perdana Menteri Datuk Seri Dr Mahathir Mohamad dan Timbalan Perdana Menteri Datuk Seri Abdullah Ahmad Badawi masing-masing mengekalkan jawatan ketua bahagian Umno Kubang Pasu dan Kepala Batas. Di KEDAH, Dr Mahathir yang menerajui Umno Kubang Pasu sejak 1974, ialah antara 11 daripada 15 ketua bahagian yang mengekalkan jawatan itu, enam daripadanya tanpa bertanding. Kemenangan tanpa bertanding jawatan ketua bahagian turut menjadi milik Penasihat Agama Perdana Menteri Datuk Paduka Abdul Hamid Othman (Sik), Setiausaha Politik Tun Daim Zainuddin, Datuk Arzmi Abdul Hamid (Merbok) dan Menteri Kebudayaan, Kesenian dan Pelancongan Datuk Abdul Kadir Sheikh Fadzir (Kulim/Bandar Baharu). Selain Menteri Besar Datuk Seri Syed Razak Syed Zain yang menang tanpa bertanding di Kuala Kedah, tiga lagi muka baru wujud setelah bekas timbalan ketua bahagian merebut jawatan ketua dengan menyingkirkan "boss" masing-masing. Mereka ialah anggota exco kerajaan negeri Datuk Zainol Mohamed Isa yang menewaskan bekas menteri di Jabatan Perdana Menteri Datuk Raja Ariffin Raja Sulaiman di Baling; bekas anggota exco Abdul Rahman Ariffin menumpaskan Datuk Hanafi Ramli di Jerlun dan bekas anggota exco Datuk Ghazali Ibrahim menyingkirkan bekas timbalan menteri kewangan Datuk Dr Afiffuddin Omar di Padang Terap. Di bahagian Padang Terap, Jawatankuasa Pemilihan Umno Kedah memutuskan untuk menggantung aktiviti jawatankuasa baru yang dipilih, berikutan terdapat aduan mengenai kertas undi melebihi jumlah perwakilan yang diumumkan oleh pengerusi tetap semasa mesyuarat. Kes itu telah dirujuk kepada Majlis Tertinggi Umno. Pemilihan di Kedah juga menyaksikan Ketua Pemuda Umno Kulim/Bandar Baharu Azimi Daim yang juga anggota Majlis Tertinggi Umno, gagal mengisi jawatan timbalan ketua bahagian itu apabila tewas kepada penyandangnya, Abdul Halim Abdul Rahman.

RAZALI AGUS1 1Pusat Pengajian Undang-undang, Kerajaan dan Pengajian Antarabangsa, Universiti Utara Malaysia, Sintok, Kedah Correspondence: Azmi Abdul Malek (email: [email protected]) Abstrak Pilihan Raya Umum ke-13 menyaksikan keputusan pilihanraya di peringkat kerusi Parlimen menunjukkan pengurangan jumlah kerusi yang dimenangi Barisan Nasional (BN) apabila hanya memenangi 133 kerusi berbanding 140 kerusi dalam PRU ke-12. Objektif kajian ini dilaksanakan adalah untuk mengkaji apakah faktor-faktor yang mempengaruhi pola undi pengundi muda di kawasan luar bandar dengan mengambil kawasan DUN Kampung Gajah, Perak dalam PRU13. Kajian ini menggunakan kaedah kualitatif dengan menggunakan cara temubual secara mendalam terhadap 20 orang responden belia berumur 25 hingga 40 tahun serta 20 responden berumur 40 tahun ke atas untuk mengetahui sama ada elemen sama turut berlaku di kawasan luar bandar. Hasil kajian mendapati bahawa pola pengundian di kalangan golongan muda luar bandar dipengaruhi oleh pelbagai faktor antaranya aspek pengaruh media sosial, media konvensional, faktor calon dan parti juga memberi kesan kepada pola pemilihan dalam kalangan pengundi di kawasan kajian.     27 MAY 1997 Anwar-Election BY-ELECTIONS IN KUALA SELANGOR NO ORDINARY AFFAIR, SAYS ANWAR KUALA SELANGOR, May 27 (Bernama) -- Acting Prime Minister Datuk Seri Anwar Ibrahim said the by-elections in Kuala Selangor is not an ordinary by-election as it will elect the new head of the Selangor state government. As such, the Barisan Nasional (BN) machinery in the Kuala Selangor division, should work hard to woo support to ensure victory of BN candidates contesting in Permatang state seat and Kuala Selangor parliamentary seat. "If the federal government and party leadership showed continued commitment, I feel the locals should feel more responsible not only to ensure victory but to lend solid and total support," he said when addressing the Kuala Selangor BN by-election machinery here today. Anwar, who is also Acting Umno president, referred to the Permatang state seat contested by Datuk Abu Hassan Omar, who had been named as the new Selangor Menteri Besar and Datuk Jamaluddin Adnan fielded in the Kuala Selangor parliamentary seat. The by-elections are held when Abu Hassan and Jamaluddin resigned simultaneously on May 2 in a direct swap of seats when Prime Minister Datuk Seri Dr Mahathir Mohamad named Abu Hassan as Selangor Menteri Besar. Under the Selangor State Constitution, a Menteri Besar must be a member of the State Legislative Assembly. Abu Hassan, who also resigned as Domestic Trade and Consumer Affairs Minister on May 2, was then incumbent Kuala Selangor MP. Abu Hassan is locked in a straight fight with PAS' Haji Mohd Maskuri Haji Mardzuki while Jamaluddin is up against Ahmad Alang, also from PAS.

    28 MAY 1997 Anwar-Cabinet MEGAT JUNID MADE A FULL MINISTER KUALA LUMPUR, May 28 (Bernama) -- Datuk Seri Megat Junid Megat Ayob was promoted as a full minister today, after over 10 years as Deputy Home Minister, most of which was spent tackling the drug and illegal immigrant problems which threaten national security. He was appointed Domestic Trade and Consumer Affairs Minister in place of Datuk Abu Hassan Omar in a minor Cabinet reshuffle announced by Acting Prime Minister Datuk Seri Anwar Ibrahim. Anwar told a news conference at his office here that the post of Deputy Home Minister would be taken over by Deputy Housing and Local Government Minister Datuk Tajol Rosli Ghazali. Parliamentary Secretary to the Prime Minister's Department Datuk Azmi Khalid was promoted deputy minister to take over from Tajol Rosli. On the possibility of a bigger Cabinet reshuffle in future, Anwar said that was the prerogative of the Prime Minister. "It may be held from time to time depending on the need and the vacancies," said Anwar who described today's appointment as "filling a vacancy" agreed upon by the Prime Minister. Prime Minister Datuk Seri Dr Mahathir Mohamad is on two months' vacation overseas. The appointment is effective Saturday when the swearing-in will be held. The post of Domestic Trade and Consumer Affairs Minister was vacated by Abu Hassan on May 2 after he was named as Selangor Menteri Besar-designate. Abu Hassan, however, has to win the Permatang state by-election tomorrow to qualify for appointment as Selangor Menteri Besar. Megat Junid, 54, was appointed Deputy Primary Industries Minister in July 1984 before moving to the Home Ministry in August 1986.

INTRODUCTION If the Bush administration is engaged in a "war on drugs" in 1991 and the "drug war" has become a common way to characterize a mas- sive package of legal measures to eradicate (or at least reduce) drug use, then it may be said that Malaysia began its drug war in 1975 when it first prescribed the death penalty for drug trafficking.1 In 1983, it made the death penalty for trafficking in drugs mandatory.2 * Professor of Law, City University of New York Law School at Queens College and the Graduate Center, CUNY.     1 amnesty international MALAYSIA Human rights defender faces trial 10 May 1996 AI INDEX: ASA 28/06/96 DISTR: SC/CO/GR Amnesty International is concerned about the forthcoming trial of Irene Fernandez, the Director of Tenaganita, a women’s non-governmental organization (NGO) based in Kuala Lumpur, the Malaysian capital. Irene Fernandez, aged 49, was arrested on 18 March 1996 and charged under Section 8A(1) of the Printing Presses and Publications Act1 with publishing “false news” in a report on alleged human rights violations in camps for detained migrants. She is currently on bail awaiting trial which is scheduled to take place from 10 to 14 June 1996. If found guilty, she faces a prison term of up to three years. Should she be imprisoned, Amnesty International believes Irene Fernandez would be a prisoner of conscience. Amnesty International is concerned that Irene Fernandez is to be tried solely because of her peaceful human rights activities. The organization is urging the Malaysian authorities to withdraw all charges against her and to address the findings of Tenaganita’s report by establishing an independent public inquiry. TENAGANITA’S REPORT Tenaganita’s report, released in August 1995, details allegations of a pattern of abuses in camps for detained migrants, including a series of deaths reportedly caused by malnutrition, beri-beri and other treatable illnesses. During the course of a year Tenaganita staff interviewed over 300 migrant workers following their release from detention as alleged illegal immigrants at various centres in Semenyih, Juru, Kelantan, Johore and Melaka. Most of the migrant workers interviewed are believed to be of Bangladeshi, Indonesian or Filipino nationality.

The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates.

Mahathir flayed over Najib asset freeze Najib Abdul Razak's press secretary Tengku Sariffuddin Tengku Ahmad dismissed allegations that the RM2.6 billion in prime minister's bank accounts came from 1MDB as a lie and accused former Prime Minister Dr Mahathir Mohamad of trying to unseat a democratically-elected government. Meanwhile, Deputy Agriculture and Agro-based Industries Deputy Minister Tajuddin Abdul Rahman said Najib was being victimised by Mahathir. He lambasted the former PM for jumping the gun in seeking to freeze assets belonging to Najib. Another minister also rushed to Najib’s defence. Multimedia and Communications Minister Salleh Said Keruak attacked Mahathir for using the pretext that his actions are for the good of Umno when this is not the case. The flurry of statements from the pro-Najib camp came after Mahathir filed a court injunction to “freeze or prevent the prime minister from transferring, reducing (withdrawing) or dealing with assets worth RM2.642 billion”, as well as an application to compel Najib to itemise all his assets. Good Star gone AWOL in PAC report Opposition members of the Public Accounts Committee (PAC) have accused their committee chairperson Hasan Arifin of editing the PAC report on 1MDB without their approval, claiming that he removed references to Jho Low-linked firm Good Star. They also cited Section 20 of the Houses of Parliament (Powers and Privileges) Act which states that those who give false testimony to the House or to any House committee can be charged under Section 193 of the Penal Code.
