Warta Universiti Bil WARTA UNIVERSITI BIL. 53 OKTOBER 2016 ISSN 0126-6292 ISTIADAT KONVOKESYEN Sabtu, 15 Oktober 2016 hingga Selasa, 18 Oktober 2016 Istiadat Konvokesyen kali ke-55 Universiti Malaya telah berlangsung selama empat hari iaitu pada hari Sabtu, 15 Oktober 2016 (Sidang 1) jam 9.00 pagi, Ahad, 16 Oktober 2016 (Sidang 2) jam 9.00 pagi dan (Sidang 3) jam 3.00 petang, Isnin, 17 Oktober 2016 (Sidang 4) dan (Sidang 5) jam 3.00 petang dan Selasa, 18 Oktober 2016 (Sidang 6) jam 9.00 pagi dan (Sidang 7) jam 3.00 petang. Kesemua bahagian ini telah diadakan di Dewan Tunku Canselor (DTC), Universiti Malaya. Sidang pertama telah dipengerusikan oleh Tuanku Canselor, Duli Yang Maha Mulia Paduka Seri Sultan Perak Darul Ridzuan, Sultan Nazrin Muizzuddin Shah Ibni Almarhum Sultan Azlan Muhibbuddin Shah Al-Maghfur-lah. Sidang Kedua dan Ketiga dipengerusikan oleh Toh Puan Pro-Canselor, Yang Amat Berbahagia Toh Puan Dato’ Seri Hajjah Dr. Aishah Ong. Sidang Keempat dan Kelima pula dipengerusikan oleh Tan Sri Pro-Canselor, Yang Berbahagia Tan Sri Dato’ Seri Siti Norma Yaakob. Sidang Keenam dan Ketujuh dipengerusikan oleh YBhg. Tan Sri Dato’ Seri DiRaja Ramli Ngah Talib. Pada tahun ini, Universiti Malaya telah menganugerahkan Ijazah Kehormat kepada tiga orang tokoh ternama, iaitu Ijazah Kehormat Doktor Perniagaan kepada YBhg. Datuk David Chua Kok Tee, Ijazah Kehormat Doktor Pengajian Islam kepada Tuan Haji Abdullah bin Haji Salleh dan Ijazah Kehormat Doktor Pendidikan kepada YBhg. Tan Sri Jeffrey Cheah Fook Ling. Universiti Malaya juga telah menganugerahkan Gelaran Profesor Emeritus kepada YBhg. Dato’ Dr. Yip Cheng Har, YBhg. Datuk Dr. Abdullah Zakaria bin Ghazali dan Dr. Wong Chiow San. Universiti Malaya juga telah menganugerahkan Anugerah Pelajaran DiRaja kepada dua orang pelajar cemerlang program Sarjana Muda iaitu Tham Kuen Wei dari Fakulti Alam Bina dan Sofea binti A Ghani dari Fakulti Sains. Penganugerahan ijazah kepada graduan dibahagikan seperti berikut: Sidang Pertama – 485 graduan Ijazah Doktor Falsafah, 15 graduan bagi Ijazah Doktor Kesihatan Awam dan 4 graduan bagi Ijazah Kesihatan Awam Pergigian; Sidang Kedua – 819 graduan Ijazah Sarjana; Sidang Ketiga – 728 graduan Ijazah Sarjana; Sidang Keempat – 186 graduan Ijazah Sarjana dan 511 graduan Ijazah Sarjana Muda; Sidang Kelima – 727 graduan Ijazah Sarjana Muda; Sidang Keenam – 818 graduan Ijazah Sarjana Muda dan Sidang Ketujuh – 780 graduan Ijazah Sarjana Muda. Istiadat Konvokesyen Universiti Malaya kali memiliki autonomi tersendiri, satu di Singapura kelima puluh lima, berlangsung, ketika Universiti dan satu di Kuala Lumpur. Konsep melahirkan insan emas dalam pertandingan The 13th Business Case berilmu, lebih luas dan lebih dalam, berbanding Competition (Harvard Business Review) di Kookmin konsep membekalkan manusia dengan University Korea. Mohamad Azwan bin Kamarudin, pengetahuan, yang terbatas kepada sasaran pelajar Fakulti Bahasa dan Linguistik telah memperkayakan maklumat. Tamadun Yunani, Pengarah, Naib Canselor dan seluruh warga memperkenalkan konsep paidea, menekankan Universiti atas komitmen, untuk mengharumkan pendidikan budaya untuk membangunkan insan nama Universiti. Semoga setiap kejayaan yang secara menyeluruh, mencakupi intelek, moral telah dicapai, dijadikan sumber inspirasi untuk dan agama. Konfusianisme, mengutamakan etika warga Universiti mencipta kejayaan yang lebih sosial dan etika politik, menegaskan moral individu gemilang. dan moral kerajaan, hubungan sosial yang betul, keadilan, tradisi, kejujuran dan kemanusiaan. Surely the government must adhere to a process when it recommends to a ruler that such a drastic step is justified,” said he in a blog post today. Zaid added that the two were also the ones who had recommended members of the public to be given titles and awards by the state ruler. “They should therefore also be responsible for explaining why the titles should be removed. It is not acceptable in this day and age for anyone, not even the prime minister or the menteri besar, to essentially say 'I can do what I like'. “Can the prime minister and the Kelantan menteri besar tell us what crime or dishonourable act Mahathir, Husam and Wan Abdul Rahim committed that warranted shaming them publicly? “Exactly what did they do to make them unfit to hold the titles that had been bestowed on them?” Zaid also urged the Malay rulers to set up a special forfeiture committee to look into such cases that come before them.

    30 APR 2001 Umno-Rangkuman GANDINGAN MUKA LAMA, MUKA BARU KETUAI UMNO BAHAGIAN KUALA LUMPUR, 30 April (Bernama) -- Persidangan perwakilan Umno bahagian yang berlangsung sepanjang bulan ini menyaksikan Perdana Menteri Datuk Seri Dr Mahathir Mohamad dan Timbalan Perdana Menteri Datuk Seri Abdullah Ahmad Badawi masing-masing mengekalkan jawatan ketua bahagian Umno Kubang Pasu dan Kepala Batas. Di KEDAH, Dr Mahathir yang menerajui Umno Kubang Pasu sejak 1974, ialah antara 11 daripada 15 ketua bahagian yang mengekalkan jawatan itu, enam daripadanya tanpa bertanding. Kemenangan tanpa bertanding jawatan ketua bahagian turut menjadi milik Penasihat Agama Perdana Menteri Datuk Paduka Abdul Hamid Othman (Sik), Setiausaha Politik Tun Daim Zainuddin, Datuk Arzmi Abdul Hamid (Merbok) dan Menteri Kebudayaan, Kesenian dan Pelancongan Datuk Abdul Kadir Sheikh Fadzir (Kulim/Bandar Baharu). Selain Menteri Besar Datuk Seri Syed Razak Syed Zain yang menang tanpa bertanding di Kuala Kedah, tiga lagi muka baru wujud setelah bekas timbalan ketua bahagian merebut jawatan ketua dengan menyingkirkan "boss" masing-masing. Mereka ialah anggota exco kerajaan negeri Datuk Zainol Mohamed Isa yang menewaskan bekas menteri di Jabatan Perdana Menteri Datuk Raja Ariffin Raja Sulaiman di Baling; bekas anggota exco Abdul Rahman Ariffin menumpaskan Datuk Hanafi Ramli di Jerlun dan bekas anggota exco Datuk Ghazali Ibrahim menyingkirkan bekas timbalan menteri kewangan Datuk Dr Afiffuddin Omar di Padang Terap. Di bahagian Padang Terap, Jawatankuasa Pemilihan Umno Kedah memutuskan untuk menggantung aktiviti jawatankuasa baru yang dipilih, berikutan terdapat aduan mengenai kertas undi melebihi jumlah perwakilan yang diumumkan oleh pengerusi tetap semasa mesyuarat. Kes itu telah dirujuk kepada Majlis Tertinggi Umno. Pemilihan di Kedah juga menyaksikan Ketua Pemuda Umno Kulim/Bandar Baharu Azimi Daim yang juga anggota Majlis Tertinggi Umno, gagal mengisi jawatan timbalan ketua bahagian itu apabila tewas kepada penyandangnya, Abdul Halim Abdul Rahman.

Objektif kajian ini dilaksanakan adalah untuk mengkaji apakah faktor-faktor yang mempengaruhi pola undi pengundi muda di kawasan luar bandar dengan mengambil kawasan DUN Kampung Gajah, Perak dalam PRU13. Kajian ini menggunakan kaedah kualitatif dengan menggunakan cara temubual secara mendalam terhadap 20 orang responden belia berumur 25 hingga 40 tahun serta 20 responden berumur 40 tahun ke atas untuk mengetahui sama ada elemen sama turut berlaku di kawasan luar bandar. Hasil kajian mendapati bahawa pola pengundian di kalangan golongan muda luar bandar dipengaruhi oleh pelbagai faktor antaranya aspek pengaruh media sosial, media konvensional, faktor calon dan parti juga memberi kesan kepada pola pemilihan dalam kalangan pengundi di kawasan kajian. The centralization of executive power has also absorbed the function of the chairman, so that the chairman acts partisanly in parliamentary debates. Also, the chairman has developed into an institution that carries out agenda-setting within the framework of the parliament. This raises the conceptual question of whether legislation in Malaysia is still performed independently by the parliament. The observed patterns require an attempt to re-conceptualize the roles as well as the assigned meaning of various expressions of parliamentary routine, including those that are unwritten and informal, for instance those which can also be termed “subjective forms of rule” at one's own discretion. In my doctoral thesis, I apply an interdisciplinary analytical framework that relates to accountability studies, as well as micro- sociological direct interaction, the interpretations of procedural interactions in conversation, as well as studies of political discretion in parliamentary operations. My main research question asks how the Speaker of Parliament fulfils his responsibilities by disrupting ongoing parliamentary debates.

    CMI INSIGHT October 2013 No 2 The Egyptian military in politics and the economy: Recent history and current transition status The Egyptian military has been playing a decisive role in national politics since the eruption of the 2011 uprisings. The Supreme Council of Armed Forces (SCAF) governed the country from February 2011 until June 2012. They worked closely with the elected civilian President Morsi of the Muslim Brothers. In June 2013, supported by mass protests and in collaboration with youth movements, the military overthrew president Morsi. The future of the democratic transition in Egypt is closely linked to General Abd al- Fattah al-Sisi, the current Minister of Defence. He was instrumental in forming the current transitional government, and hold key roles in drafting the new constitution and organizing subsequent elections. This CMI Insight explores recent historical episodes that inform the extensive political leverage that the military enjoys in Egyptian politics.     CONFEDERATE HISTORICAL ASSOCIATION OF BELGIUM ven the keenest student of the American Civil War may be forgiven for being E unaware that one of the greatest of the blockade-runner captains in that conflict lies buried on a Turkish hillside overlooking the Bosphorus. Augustus Charles Hobart, known to his Victorian contemporaries as Hobart Pasha, was born on 1 April 1822 at Walton-on-the-Wolds, Leicestershire, the third son of the Reverend Augustus Edward Hobart, Rector of St. Mary’s Church and younger brother of the fifth Earl of Buckinghamshire. Some confusion has arisen over the family name of the future naval hero, which is usually given today as Hobart-Hampden. This is because his uncle, the fifth Earl, on inheriting the Buckinghamshire estates of the Hampden family in 1824, added their name to his own. However, although the Rector of St. Mary’s succeeded to the title in 1849, he did not change his name until 1878. Augustus Charles, who died in 1886, was therefore a plain Hobart for all but the last eight years of his life. The boy was sent to Dr. Mayo’s famous school at Cheam, Surrey. He proved a most unpromising student, however, and in 1835, shortly before his thirteenth birthday, he abandoned his studies and joined HMS Rover at Devonport as a midshipman. He spent the greater part of the next eight years on ships patrolling the coast of South America, as part of the Royal Navy’s efforts in the suppression of the slave trade. In the course of this, while serving on HMS Dolphin, he managed to capture a Brazilian slaver and brought her in triumph into the harbour of Demerara as a prize.

Findley, Advisor Jane Hathaway Alan Beyerchen Copyright By Serdar Poyraz 2010 i Abstract My dissertation, entitled “Science versus Religion: The Influence of European Materialism on Turkish Thought, 1860-1960,” is a radical re-evaluation of the history of secularization in the Ottoman Empire and Turkey. I argue that European vulgar materialist ideas put forward by nineteenth-century intellectuals and scientists such as Ludwig Büchner (1824-1899), Karl Vogt (1817-1895) and Jacob Moleschott (1822-1893) affected how Ottoman and Turkish intellectuals thought about religion and society, ultimately paving the way for the radical reforms of Kemal Atatürk and the strict secularism of the early Turkish Republic in the 1930s. In my dissertation, I challenge traditional scholarly accounts of Turkish modernization, notably those of Bernard Lewis and Niyazi Berkes, which portray the process as a Manichean struggle between modernity and tradition resulting in a linear process of secularization. On the basis of extensive research in modern Turkish, Ottoman Turkish and Persian sources, I demonstrate that the ideas of such leading westernizing and secularizing thinkers as Münif Pasha (1830-1910), Beşir Fuad (1852-1887) and Baha Tevfik (1884-1914) who were inspired by European materialism provoked spirited religious, philosophical and literary responses from such conservative anti-materialist thinkers as Şehbenderzade ii Ahmed Hilmi (1865-1914), Said Nursi (1873-1960) and Ahmed Hamdi Tanpınar (1901- 1962).
