The QLine and the People Mover" Introduction On May 12, 2017 a new streetcar – the QLine – began operating in Detroit, running along a 3.3- mile (6.6-mile return) route on Woodward Avenue, one of the central north-south roads in the city. This project is one example of the return to prominence of streetcars in the (re)development of American cities. Having fallen into disuse and abandonment in hundreds of American cities during the early part of the 20th century, this form of public transit has returned in many cities including, for example, Dallas, Cincinnati, Kansas City, and Portland. As streetcar services have returned to prominence, so too has the debate about their utility as a form of public transit, the function they serve in a city, and who they serve (Brown 2013; Culver 2017). These debates are evident in the case of Detroit. Proponents of the QLine – most prominently the individuals and organizations that advocated for its creation and provided the majority of the start-up capital – have praised the streetcar for acting as a spur to development, for being a forward-thinking transit system and for acting as a first step towards a comprehensive regional transit system in Metro Detroit (see M-1 Rail 2018). -

Date: December 7, 2017 To: Neil McFarlane General Manager From: Erik Van Hagen Senior Deputy General Counsel Subject: Recommendations for Administrative Resolution of Fare Evasion Citations In advance of the TriMet Board of Directors December 13 briefing, this memorandum outlines recommendations for the Board as it considers upcoming changes to fare evasion penalties based on the newly enacted administrative option for citations as provided for in HB 2777. This memorandum is intended to provide both the Board of Directors and the public an opportunity to understand the rationale for the recommendations and allow the public to offer feedback to the Board in advance of the January 24, 2018, first reading of an ordinance to adopt administrative penalties for fare evasion. SUMMARY Following extensive outreach and planning, and for the reasons outlined in greater detail below, the following four recommendations are offered as administrative penalties for adult fare evasion in the forthcoming administrative process authorized by HB 2777: 1. Fines. If paid during the ninety (90)-day stay period, the presumptive fine should be reduced to the following amounts: -First offense: $75 -Second offense: $100 -Third offense: $150 -Fourth offense and beyond: $175 (no reduction) 2. Community Service. In lieu of a fine payment, the cited party should be allowed to complete community service as follows: -First offense: 4 hours -Second offense: 7 hours -Third offense: 12 hours -Fourth offense and beyond: 15 hours 1 | Page 3. Low income/Honored Citizen Option. For those customers cited for fare evasion who: (1) are eligible for (but not enrolled in) TriMet’s Low Income Fare or Honored Citizen programs; (2) successfully enroll in the Low Income Fare or Honored Citizen program during the 90-day stay period; and (3) load a minimum of $10 on their reloadable fare card during the 90-day stay period, TriMet will reduce the citation to $0 following verification of the above. -

RIDING DETROIT’S QLINE by Charles H. Bogart Following this year’s Summerrail, Mary Ann and I drove north from Marion, Ohio, to Detroit, Michigan, to ride their new streetcar line, the QLine, which opened on 12 May 2017. The 3.4- mile streetcar line runs from Grand Boulevard and Woodward Avenue east to Congress Street and Woodward Avenue. The line, as proposed in 2006, was to have been 9.5 miles long, but in 2010 it was decided by local officials that a streetcar line was too expensive and they opted for buses. A consortium of local businesses and private investors then formed M-1 Rail and pressed ahead to build a 3.4-mile-long streetcar line in Woodward Avenue. While the streetcar line is owned by M-1 Rail, the line is known as the QLine. The M-1 Rail Line became the QLine in March 2016 when Quicken Loans bought the naming rights to the new streetcar line and renamed it QLine. The QLine, also spelled QLINE, serves both Detroit’s People Mover and the city’s Amtrak Station. Interestingly, when the streetcar approaches a stop and that stop is announced on board the streetcar, this message is immediately followed by a commercial for a local business. At present, riding on the QLine is free, with pay for riding to commence after the Labor Day weekend. The QLine has twelve stops of which nine are curbside and three in the center of the street. The three western most stops, Grand Boulevard, Baltimore Street, and Amtrak Station, load and unload at platforms located in the center of the street. -

LOUIS LOOP TROLLEY TRANSPORTATION DEVELOPMENT DISTRICT ___ 1. Issue or Purpose of Item. The purpose of this item is to request that the TriMet Board of Directors (“Board”) authorize the General Manager to execute an agreement with the St. Louis Loop Trolley Transportation Development District (“Loop Trolley”) transferring Vintage Trolley cars 511 and 512 to the Loop Trolley, subject to approval by the Federal Transit Administration (“FTA”). 2. Reason for Board Action. Board authorization for this transfer is required by FTA Circular 5010.1D, Grant Administration Requirements. The attached Resolution authorizing this transfer includes specific content required by Chapter IV, Section 3(l)(7)(b) of FTA Circular 5010.D. 3. Background. In August 2013, Loop Trolley contacted TriMet, expressing interest in using TriMet's Vintage Trolley cars for operation on the new Loop Trolley Project (“Project”), which will bring heritage streetcar service to downtown St. Louis. The Project is scheduled to begin construction in early 2014 and begin operations in mid-2015, and will run 2.2 miles along Delmar Boulevard and DeBaliviere Avenue in downtown St. Louis, with 10 stops, including two connecting with St. Louis MetroLink light rail. The Project has $25 million of FTA grant funding, and a total Project budget of $43 million. Loop Trolley representatives visited TriMet early in September 2013 to assess the suitability of TriMet's Vintage Trolley cars for the Loop Trolley. -
