Project Manager, Sunrise Corridor Environmental Impact Statement (EIS), for Clackamas County, Oregon. The Sunrise Corridor is a planned four- to six-lane, limited access expressway with six major interchanges linking the Portland metropolitan area with Mt. Hood and communities in central and eastern Oregon. The corridor is 13 miles long, and crosses urban and rural areas. As DEA project manager, Mr. Lyman was responsible for land use, transportation, hydrology, energy consumption, community infrastructure, and parks and recreation elements of the EIS.

Principal-in-Charge, Powell Boulevard/Foster Road Corridor Transportation Plan, Portland, Oregon. Mr. Lyman was Principal-in-Charge for this study managed by Metro, the Portland metropolitan area regional government. The project area is located in southeast Portland and extends south into unincorporated Clackamas County. The project is the initial phase of a major transportation corridor plan. Project tasks include identifying corridor objectives and associated evaluation criteria and measures; generating a comprehensive inventory of major transportation facilities, land uses and environmental features; and developing and evaluating initial multimodal transportation improvement alternatives to support anticipated growth in the corridor study area. Project Manager, Interstate MAX Line Section 10C Design-Build, for TriMet, Portland, Oregon. Responsible for overall design of Line Section 10C of Interstate MAX project, a $30 million, 8,000-foot-long light rail extension. This section of Interstate MAX included two stations, both of which included park-and- ride facilities and a 3,800-foot elevated double track structure. DEA designed all structural and civil facilities related to Line Section 10C, including road relocations, parking lots, light rail track, bridge and drainage facilities.

Expert Review Panel - SR 520 Bridge & Alaskan Way Viaduct Projects, King County, Washington. One of eight Expert Review Panel appointees selected by the Governor of WA to review the finance and implementation plans for the Alaskan Way Viaduct and Seawall Replacement and SR 520 Bridge Replacement and HOV projects.
