Onorevole Signor Sindaco, Onorevoli Municipali, Le Autolinee regionali luganesi SA nascono dalla fusione delle Ferrovie Lugano-Cadro-Dino e Lugano-Tesserete che fino all’inizio degli anni 70 gestivano le linee dei tram lungo le sponde del Cassarate. Le ARL ricevono importanti sovvenzioni pubbliche per le 4 linee regionali che attualmente gestiscono. Si è saputo dai media che l’azienda vende un terreno pregiato contenente un immobile menzionato all' interno del registro ISOS (Inventario federale degli insediamenti svizzeri da proteggere d’importanza nazionale1). L’edificio meritevole di essere tutelato, si potrebbe trasformare e recuperare facilmente per dare casa a contenuti a favore della comunità del quartiere di Viganello, di Lugano o delle numerose associazioni culturali indipendenti presenti in città sempre alla ricerca di spazi. Alla luce di quanto esposto, chiediamo all’onorando Municipio: 1) Il terreno è stato dapprima offerto alla città? Se sì che risposta ha dato il Municipio all’offerta e dopo quale riflessione? 2) È già stato concluso l’iter di approvazione della variante per i beni culturali passata in consiglio comunale 7 anni orsono? 3) Non sarebbe il caso d’istituire delle zone di pianificazione per proteggere comparti sensibili e edifici meritevoli, facendo una seconda lista di beni culturali da proteggere

However, while the framers of the United States Constitution chose feder- alism mainly to strengthen local democracy and limit government powers with a view to protecting individual liberty, Swiss federalism was designed primarily to accommodate communal diversity and to provide for peaceful management of deeply rooted conflicts among adherents of different reli- gious, cultural, and political traditions. Federalism implies the existence of at least two orders of government and some autonomy of the constituent units. Given that the constituent units (called cantons) in Switzerland are themselves internally diverse and fragmented, they, too, had to develop strategies of conflict management based on substantial powers of their municipalities. Thus, the Swiss federal polity is composed of three orders of government. introductory overview With a surface area of 41,290 square kilometres and a population of 7.3 mil- lion, Switzerland is a small European country whose neighbours are France, Germany, Italy, Austria, and Lichtenstein. La nota svizzera è del seguente tenore: 1. La Convenzione internazionale concernente il trasporto dei cadaveri con- chiusa a Berlino il 10 febbraio 19371 alla quale hanno aderito tanto l’Italia quanto la Svizzera, prevede all’articolo 10 che le sue disposizioni non si ap- plicano al trasporto dei cadaveri nel traffico locale di confine. I due Governi decidono di adottare in proposito la seguente procedura: 2. Il traffico locale di confine comprende nella fattispecie una zona sita dall’una e dall’altra parte della frontiera italo-svizzera che si estende per circa 10 km dalla frontiera stessa; la procedura per il trasporto dei cadaveri, nell’ambito delle due zone, si applica alle località comprese negli elenchi allegati. 3. I lascia-passare per cadaveri sono rilasciati, da parte svizzera, dalle autorità cantonali e, da parte italiana, dalle autorità provinciali. In Svizzera le autorità competenti sono, per il Cantone dei Grigioni, i com- missariati distrettuali, per il Canton Ticino, le autorità comunali e per il Canton Vallese, la polizia cantonale. Kurios wirken Massnahmen wie die Erhöhung der Wassertarife oder die Schliessung öffentlicher WC. PETER JANKOVSKY, LUGANO Lugano - das ist die grösste Stadt und der wichtigste Wirtschaftsmotor des Tessins. Aber nicht nur die ökonomische Dynamik erweist sich als stark, sondern auch jene der Gemeindefusionen. Im Jahr 2004 fand der erste grössere Zusammenschluss mit Anrainergemeinden statt, der Luganos Einwohnerzahl von etwa 28 000 auf 50 600 schnellen liess. Der zweite Paukenschlag erfolgte am 1. April 2013. Die Verschmelzung mit Gemeinden, die nördlich von Lugano überwiegend in den Bergen liegen (Bogno, Cadro, Certara, Cimadera, Sonvico und Valcolla), liess Gross-Lugano auf 68 700 Einwohner anwachsen - und flächenmässig mauserte sich die Stadt zur nunmehr viertgrössten der Schweiz. Ein solcher Quantensprung kostet. Der Kanton habe 32 Millionen Franken beigesteuert, und die Stadt müsse etwa 5 Millionen jährlich aufwenden, um alle Infrastrukturen aufrechtzuerhalten, sagt Luganos Finanzchef Michele Foletti. Er gönnt sich gerade eine Rauchpause vor dem Restaurant «Olimpia», das seine Räumlichkeiten im Stadthaus hat. Der Lega-Mann erklärt weiter: Die Steuereinnahmen reichten nicht, zumal der Zustrom aus dem kantonalen Finanzausgleich beinahe um 20 Millionen geringer ausfalle als damals für die ehemaligen Gemeinden. Dazu kämen die massiven steuerlichen Mindereinnahmen des seit Jahren gebeutelten Luganer Finanzplatzes. Defizit deutlich geschrumpft Die Rechnung 2013 - in jenem Jahr hatte Foletti sein Amt angetreten - musste er mit einem Minus von 34 Millionen Franken abschliessen. Für 2014 sah er ein Loch von 55 Millionen voraus; daher erachtete Foletti die Anhebung des Steuerfusses von 70 auf 80 Prozent als unumgänglich.
