perry anderson INCOMMENSURATE RUSSIA t will soon be a quarter of a century since Russia left com munism behind. Its present ruler has been in power for fifteen years, and by the end of his current term in office will have all but equalled the tenure of Brezhnev. From early on, Western Iopinion of his regime divided sharply. That under Putin—after a period of widespread misery and dislocation, culminating in near state bankruptcy—the country had returned to economic growth and political stability, was evident by the end of his first term; so too the popularity he enjoyed because of these. But beyond such bare data, there was no consensus. For one camp, increasingly vocal as time went on, the pivots of Putin’s system of power were corruption and repres sion: a neoauthoritarian state fund amentally inimical to the West, with a wrapping of legal proprieties around a ramshackle pyramid of klep tocracy and thuggery. This view prevailed principally among reporters, though it was not confined to them: a representative sample could be found inEconomist editor Edward Lucas’s The New Cold War (2009), Guardian journalist Luke Harding’s Mafia State (2012), Standpoint contributor Ben Judah’s Fragile Empire (2013), but expressed no less pungently by a jurist like Stephen Holmes. For Lucas, Putin, having seized power with a ‘cynical putsch’, and maintained it with the ‘methods of terrorists and gang sters’, had ‘cast a dark shadow over the eastern half of the continent’. For Harding, under Putin’s tutelage, ‘Russia has become bullying, violent, cruel and—above all—inhuman’. -

Before the New Year’s I was distressed for Ponomarev:1 Kosolapov asked for permission to print in Communist the conclusion we wrote for B.N. [Ponomarev] for the eight-volume International Labor Movement. In response, he received instructions from Zimyanin2 to remove the footnote that it was the conclusion—let it, he says, be just an article... This is how Zimyanin now gives orders to B.N., being lower in rank than him! But something else is the most important—he reflects the “opinion” that it is not necessary to establish the connection (for many decades into the future) between Ponomarev and this fundamental publication in an official Party organ... That is, they are preparing our B.N. for the hearse. I think he will not survive the XXYII Congress; in any case not as CC [Central Committee] Secretary. At work, almost every day brings evidence of his helplessness. His main concern right now is to vindicate at least something of his self-imagined “halo” of the creator of the third (1961) Party Program. In no way can he reconcile himself to the fact that life has torn “his creation” to pieces. He blames everything on the intrigues of either Gorbachev3 or Chernenko4; but mainly on “the curly one” (this is how he calls Chernenko’s assistant Pechenev); and also in part on Aleksandrov5 and Zagladin.6 He complains to me, seeking in me somebody to talk to, a sympathizer. -

Email: [email protected], [email protected] Abstract Based on more than 100 interviews in European Russia, this article sheds light on the bottom-up dynamics of Russian nationalism. After offering a characterization of the post-2012 “state-civilization” discourse from above, I examine how ordinary people imagine Russia as a “state-civilization.” Interview narratives of inclusion into the nation are found to overlap with state discourse on three main lines: (1) ethno-nationalism is rejected, and Russia is imagined to be a unique, harmonious multi-ethnic space in which the Russians (russkie) lead without repressing the others; (2) Russia’s multinationalism is remembered in myths of peaceful interactions between Russians (russkie) and indigenous ethnic groups (korennyye narodi) across the imperial and Soviet past; (3) Russian culture and language are perceived as the glue that holds together a unified category of nationhood. Interview narratives on exclusion deviate from state discourse in two key areas: attitudes to the North Caucasus reveal the geopolitical-security, post-imperial aspect of the “state- civilization” identity, while stances toward non-Slavic migrants in city spaces reveal a degree of “cultural nationalism” that, while -

Embarrassment and hollowness were the key words in Russia, where, in 2017, 1917 was presented either as a “world historical event” illustrating the country’s greatness and importance by the very fact that it had taken place there, or it was buried under occasional studies of local events, with very little room left over for ideas. In the remain- ing post-Soviet states, as well as in the former socialist countries, silence often fell on what was until recently a hot terrain of polemics * This essay is based on a lecture that I delivered at the Harvard Ukrainian Research Institute on 6 November 2017, “Rethinking the 1917 Revolution,” as well as on a presentation that I gave at the 100th Anniversary Roundtable “The Bolshevik Revolution and Its Legacy in the USSR, Post-Soviet Russia, and the West,” organized by the Davis Center on the following day. Russian Soft Power in France: Assessing Moscow's Cultural and Business Para- diplomacy January 8, 2018 Marlene Laruelle Senior Fellow, Carnegie Council; Research Professor, The George Washington University This paper is the first of a series of publications on Russia's influence in France. France constitutes the most prominent example of Russia's soft power in Western Europe, due not only to the long-lasting positive bilateral relations but also to the presence of an important Russian emigration since the 1920s that can act as a relay of influence. This project is supported by a grant from the Foundation Open Society Institute in cooperation with OSIFE of the Open Society Foundations. The French-Russian relationship is based on a long-standing tradition of cultural exchanges. In the 19th century, France was already one of the preferred destinations for Russian political exiles, and subsequently received several of the major waves of Russian emigration in the interwar period. Under the presidency of de Gaulle, it positioned itself as a European power relatively favorable to the Soviet Union. France's strong Communist tradition also encouraged a certain ideological proximity, and Russian was widely taught at secondary school level until the collapse of the USSR. The bilateral relationship is more complex today, characterized by close- knit economic and cultural interrelationships but also by political difficulties over the main international issues, the most important of which are Ukraine and Syria. Since the support shown by Russia to the European extreme right and the—now waning—honeymoon between the Front National (National Front) and some Kremlin circles, debate in France on the "Russian presence" and "Russia's networks of influence" has escalated, sometimes reaching extreme forms of paranoia founded on gross exaggeration, groundless supposition, and the reproduction of American arguments concerning the rumored Russian hand in electing Donald Trump. -

Nabokova* Siberian Federal University 79 Svobodny, Krasnoyarsk, 660041, Russia Received 20.09.2015, received in revised form 09.10.2015, accepted 14.11.2015 The present condition of modern Russian patriotism is studied as a system of representations for the archetypical structures of Russian collective unconscious. Currently this system is being interpreted and actualized in the modern Russian mass consciousness, covering new formats and suggesting new formulas. In the article this tendency of the modern Russian public consciousness is presented as an organic synthesis of generic, traditional fixed archetypes of Russian mentality, belonging to various historical epochs. The article offers a brief historical and comparative analysis of the mythological images fixed in Russian consciousness that allows us to suggest that the modern Russian mass consciousness in its patriotic meaning is a completely unique phenomenon representing an enormous spectrum of traditional Russian peculiarities and refracting a great number of historical images and archetypical structures. Porous Empire: Foreign Visitors And The Post-Stalin Soviet State Abstract “Porous Empire” is a study of the relationship between Soviet institutions, Soviet society and the millions of foreigners who visited the USSR between the mid-1950s and the mid-1980s. “Porous Empire” traces how Soviet economic, propaganda, and state security institutions, all shaped during the isolationist Stalin period, struggled to accommodate their practices to millions of visitors with material expectations and assumed legal rights radically unlike those of Soviet citizens. While much recent Soviet historiography focuses on the ways in which the post-Stalin opening to the outside world led to the erosion of official Soviet ideology, I argue that ideological attitudes inherited from the Stalin era structured institutional responses to a growing foreign presence in Soviet life. Therefore, while Soviet institutions had to accommodate their economic practices to the growing numbers of tourists and other visitors inside the Soviet borders and were forced to concede the existence of contact zones between foreigners and Soviet citizens that loosened some of the absolute sovereignty claims of the Soviet party-statem, they remained loyal to visions of Soviet economic independence, committed to fighting the cultural Cold War, and profoundly suspicious of the outside world. -

Platoff Abstract “Soiuz”1 in Russian means “union”—a key word in the formal name of the Union of Soviet Socialist Republics. Once the world’s largest state, the Soviet Union comprised 15 republics and more than 100 distinct ethnic groups. The country celebrated its diversity while at the same time emphasizing the unity of all Soviet peoples. Throughout the 1922–1991 history of the USSR a highly- developed system of symbolic representations was used to portray the strength of the union. For example, the state emblem visually bound the Soviet repub- lics to the state through a heraldic ribbon using all the titular languages of the republics. Likewise, the national anthem celebrated the “unbreakable union of free republics”. The Soviet symbol set also included unique, but visually unifying, symbols to represent the 15 union republics—their flags, emblems, and anthems. There were also flags for the autonomous republics within these union republics, based upon the republic flags. In addition to the symbolic portrayal of the cohesiveness of the Soviet Union, there were two other types of “unions” that were vital to Soviet symbolism—the unity of workers and peasants, as well as the brotherhood of all the world’s communists.
